Donegal +44 (0)28 9089 0970 +353 (0)74 9173876 The North / South Language Body Annual Report and Accounts for the year ended 31 December 2011 An Foras Teanga Tuarascáil Bhliantúil agus Cuntais don bhliain dár críoch 31 Nollaig 2011 Tha Boord o Leid An Acoont o tha Darg for the year hinmaist 2011 The Language Body is a North/South Implementation Body sponsored by the Department of Arts, Heritage and the Gaeltacht Affairs (DAHG) and the Department of Culture, Arts and Leisure (DCAL). It was established on the 2nd December 1999 under the British-Irish Agreement establishing implementation bodies, which is underpinned by the British-Irish Agreement Act 1999 and the North/South Co-operation (Implementation Bodies) (Northern Ireland) Order 1999. It reports to the North/South Ministerial Council (NSMC). The Language Body comprises Foras na Gaeilge and the Ulster-Scots Agency. Foras na Gaeilge has the principal function of the promotion of the Irish language on an all-island basis. The principal function of the Ulster- Scots Agency is the promotion of greater awareness and use of Ullans and of Ulster-Scots cultural issues, both within Northern Ireland and throughout the island. Bunaíodh é an 2 Nollaig 1999 faoi Chomhaontú na Breataine-na hÉireann lenar bunaíodh comhlachtaí forfheidhmithe, comhaontú a bhfuil an tAcht um Chomhaontú na Breataine-na hÉireann agus an North/South Co-operation (Implementation Bodies) (Northern Ireland) Order 1999 mar bhonn faoi. Tuairiscíonn sé don Chomhairle Aireachta Thuaidh/Theas (CATT). Tá an Foras Teanga comhdhéanta d’Fhoras na Gaeilge agus Tha Boord o Ulstèr-Scotch. Is é príomhfheidhm Fhoras na Gaeilge an Ghaeilge a chur chun cinn ar bhonn uile-oileánda. Is é príomhfheidhm Tha Boord o Ulstèr- Scotch eolas níos fearr faoi Ultais agus úsáid Ultaise agus saincheisteanna cultúir Ultach-Albanacha a chur chun cinn, laistigh de Thuaisceart Éireann agus ar fud an oileáin. During the year the Ulster Scots Agency focussed on the presence and visibility of Ulster-Scots, as it grew in schools and in community centres and succeeded in achieving more awareness in local authorities. Funding was provided for 38 afterschool clubs during the year, 30 of which were in the primary school and 8 of which were in the secondary school sector. During the summer holidays they also provided support for 31 Ulster-Scots summer schools, up from 27 in 2010; funding was also given towards the Blue Coat School visitor centre at the First Derry Presbyterian Church and funded provided for 30 festivals around Ulster. 2011 proved to be yet another productive year for Foras na Gaeilge also. Foras na Gaeilge focused in particular on implementing the 20-Year Strategy for the Irish Language 2010-2030. To support the Strategy and based on the success of the Accreditation Seal for Translators established by Foras na Gaeilge in 2006, Foras decided to create a similar system for Irish Language editors. The first exam was held in June 2011 and 8 editors were successful in achieving the seal. During 2011, Foras na Gaeilge provided €12,055,694 in funding to core-funded organizations and other organizations, to increase the use of the Irish Language North and South. As part of that overall funding, €120,000 was provided to establish a Diploma in teaching the Irish Language to Adults ( 'Dioplóma i Múineadh na Gaeilge d’Aosaigh') which will support the broad aims of the 20 Year Strategy for Irish and the Líofa project, i.e. to increase the number of Irish speakers. The positive relations between the Ulster-Scots Agency and Foras na Gaeilge continued in 2011, through co-operation on different events throughout the year. These events included projects such as a joint exhibition at the Stormont Family Fun Day in May 2011 and a joint committee which was established to oversee the implementation and review of the new arrangements regarding the safeguarding of children. Details of these projects and more can be found in the individual reports from the two agencies. Le linn na bliana thug an Ghníomhaireacht Ultach-Albanach tús áite do láithreacht agus sofheictheacht gnéithe Ultach-Albanacha agus iad ag fás leo i scoileanna agus in ionaid phobail agus d’éirigh leo níos mó feasachta a bhaint amach le húdaráis áitiúla. Tugadh maoiniú do 38 club iarscoile le linn na bliana, 30 ceann acu in earnáil an bhunoideachais agus 8 gcinn acu i scoileanna iar-bhunoideachais. Le linn bhriseadh an tsamhraidh thug siad tacaíocht chomh maith do 31 scoil samhraidh Ultach-Albanacha, suas ó 27 in 2010, tugadh maoiniú d'ionad cuairteoirí Blue Coat School ag an Chéad Eaglais Phreispitéarach i nDoire agus mhaoinigh siad 30 féile timpeall Chúige Uladh. Bliain rathúil eile a bhí in 2011 d’Fhoras na Gaeilge chomh maith. Dhírigh Foras na Gaeilge go háirithe ar an Straitéis 20 Bliain don Ghaeilge 2010- 2030 a fheidhmiú. Chun tacú leis an Straitéis agus i bhfianaise chomh maith agus a d’éirigh leis an gCóras Creidiúnaithe d’Aistritheoirí a bhunaigh Foras na Gaeilge sa bhliain 2006, cinneadh ar a leithéid de chóras a bhunú i gcomhair eagarthóirí Gaeilge. Reáchtáladh an chéad scrúdú i Meitheamh 2011 agus d’éirigh le hocht n-eagarthóir an séala a bhaint. I rith 2011, thug Foras na Gaeilge €12,055,694 i maoiniú d'eagraíochtaí bunmhaoinithe agus d'eagraíochtaí eile, chun úsáid na Gaeilge a ardú ó Thuaidh agus ó Dheas. Bhí dea-chaidreamh le feiceáil idir an Ghníomhaireacht Ultach-Albanach agus Foras na Gaeilge in 2011 trína gcomhoibriú ar thionscadail éagsúla i rith na bliana. Ina meascsan, bhí comhthaispeántas acu ag Lá Spraoi Teaghlaigh Stormont i mBealtaine 2011 agus cuireadh comhchoiste ar bun leis an dá ghníomhaireacht, le maoirseacht a dhéanamh ar chur i bhfeidhm agus athbhreithniú na socruithe nua maidir le cumhdach leanaí.
