Board President Cherie Conley Called the Meeting to Order

REGULAR BOARD MEETING September 12, 2016

Of the Board of Education of School District No. 61R, Emerson-Hubbard Community Schools, in the County of Dixon, in the State of Nebraska, a/k/a Dixon County School District No. 561, was convened in open and public session at 6:00 o'clock P.M. on the 12th day of September 2016, at Emerson-Hubbard’s Elementary School Library in said district. Board members present: Kip Ahlers, Cheri Conley, Mary Ann Lussier and Cindi Stolze. Absent: Rod Collins and Tarry Daum. Also present: Superintendent Lindsey Burback, High School Principal Dustin Nielsen, Board Secretary Linda Rohde, Nancy Casey, Joani Franzluebbers and Jamie Olson.

Notice of the meeting was given in advance thereof, according to law, by proper publication in the Nebraska Journal Leader, a designated method for giving notice of the School District. Notice of this meeting was given in advance to all members of the Board of Education. Availability of the Agenda and purpose of the meeting was communicated in the advance notice of the meeting and in the notice to the members of this meeting. All proceedings of the Board of Education were taken while the convened meeting was open to the attendance of the public.

Board President Cherie Conley called the meeting to order.

Member Lussier moved to approve the Agenda Member Conley seconded the motion and, on roll call, vote, and, the following members voted in favor of passage of the same: Ahlers, Conley, Lussier, and Stolze. Absent: Collins and Daum. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Lussier moved to approve the Consent Agenda of the Regular Board Meeting, the Treasurer’s report and the payment of claims. Member Stolze seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Conley, Lussier, Stolze, and Ahlers. Absent: Collins and Daum. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Lussier moved to approve the proposed 2016-2017 Budget. Member Ahlers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Lussier, Stolze, Ahlers, and Conley. Absent: Collins and Daum. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Stolze moved to approve the Property Tax Request Resolution for 2016-2017. Member Ahlers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Stolze, Ahlers, Conley and Lussier. Absent: Collins and Daum. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President. Member Stolze moved to table the Department of Labor Overtime Fair Labor Act. Member Lussier seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Ahlers, Conley, Lussier and Stolze. Absent: Collins and Daum. The following voted against passage of the same: None. The above motion, having been consented to by more than a majority of the board members of this School District, was declared as passed by the President.

Member Ahlers moved to approve Superintendent Lindsey Burback as LEA for all Federal and State Grants. Member Lussier seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Conley, Lussier, Stolze, and Ahlers. Absent: Collins and Daum. The following voted against passage of the same: None. This above motion, having been consented to by more than a majority of the board members of this School District, was declared passed by the President.

Member Lussier moved to approve the Service Maintenance Contract with Extreme Technology with the proposed changes. Member Stolze seconded the motion, and, on roll call vote, the following members voted in favor of passage of the same: Lussier, Stolze, Ahlers.and Conley. Absent: Collins and Daum. The following voted against passage of the same: None. This above motion, having been consented to by more than a majority of the board members of this School District, was declared passed by the President.

Discussion: We are not cooping Speech with Pender this year. They have their own Speech Team and E-H also has their own Speech Team. We have 2 Option enrollments for Joel Schauer and Angelina Petersen that were approved. The Coop Financial Breakdown that was included in the packet was discussed.

Administrative Reports:

Mr. Nielsen: Enrollment as of September 6th for grades 7 to 12 is 105 students. We are preparing for MAPS Testing this month for grades 7 – 11 and ACT for Juniors this spring. All Juniors will take the ACT instead of the NeSA now. 2016 E-H High school ACT Results: Overall, great growth! 2016 E-H ACT Composite Score: 22; State Average: 21.4 – highest in the 6 year period. 2016 English Score: 21.2: State Average: 20.9 – highest in the 6 year period. 2016 E-H ACT Math Score: 22.19 State Average: 20.8 – highest in the 6 year period. 2016 E-H ACT Science Score: 21.5; State Average: 21.5 – up .4 from 2015. 2016 EH ACT Reading Score: 21.5; State Average: 21.8 – up .9 from 2015 and 2nd highest in 6 year period. This is why we have it as part of our school improvement goal. WE will continue to work on increasing this score. In doing so, we will see a positive impact in all curriculum areas. Homecoming Festivities: Bonfire on Sunday, September 25th with Homecoming on Friday, September 30th. We will have another 1:30 dismissal due to a 3 pm kickoff at Wausa on Friday, September 23rd. The Aimsweb Testing will be starting. Ms. Burback: August enrollment for the Elementary for August was 159 students. Jennifer Trenhaile applied for and received a grant for $36,000 for instruments through the Nielsen Foundation. The Annual Elementary Stop N Drop Night was held on August 17th and we had a great attendance. Approximately 70% turn out for the evening. Thank you to all of the staff and board members for attending and making our staff/board picnic a success. The Aimsweb Testing will take place on Friday, September 9th. We test all PS – 8th grade students, 3 times per year, on reading fluency, ready accuracy, and math. This is a short test that gives us immediate information on students who we may need to consider adding to our SAT program. The Elementary Carnival was held on Friday, September 9th. We had a good turnout. Thank you to everyone that volunteered their time. The Fall MAPS Testing will be starting at the elementary on September 13th. We test all K – 9th grade students in the areas of reading, language, math and science. We use this information to guide our classroom instruction. September 16th is Midterms. October 5th is Staff Development with a 1:30 dismissal. The NASB Conference will be held November 16th – 18th in Kearney if any school board member wants to attend. Mary Ann Lussier will be attending.

Member Ahlers voted to adjourn the meeting. Member Stolze seconded the motion, and, on roll call vote, the following members voted in favor of the passage of the same: Stolze, Ahlers, Conley, and Lussier. Absent: Collins and Daum. The following voted against passage of the same: None. Board members present: Kip Ahlers, Cherie Conley, Mary Ann Lussier, and Cindi Stolze. Board member absent: Rod Collins and Tarry Daum. Also present: Superintendent Lindsey Burback, High School Principal Dustin Nielsen, Board Secretary Linda Rohde, Joani Franzluebbers, Nancy Casey, Jamie Olson.

The tax request for the 2016-2017 school year was reviewed.

Member Lussier moved to adjourn the meeting. Member Ahlers seconded the motion and, on roll call vote, the following members voted in favor of passage of the same: Conley, Lussier, Stolze, and Ahlers. The following voted against passage of the same: None. Absent: Collins and Daum. The above motion, having been consented to by a majority of the board members of this School District, was declared as passed by the President.

WHEREAS, public notice was given at least five days in advance of a Special Public Hearing called for the purpose of discussing and approving or modifying the District’s Tax Requests for the 2016-2017 school fiscal year for the General Fund, Bond Fund, Special Building Fund, and Qualified Capital Purpose Undertaking Fund of Dixon County School District 0561; and,

WHEREAS, such Special Public Hearing was held before the Board of Education (hereinafter “the Board”) of Dixon County School District 0561 at the time, date, and place announced in the notice published in a newspaper of general circulation, a copy of which notice and proof of publication of which is attached hereto as Exhibit A, all as required by law; and,

WHEREAS, the Board provided an opportunity to receive comment, information and evidence from persons in attendance at such Special Hearing; and,

WHEREAS, the Board, after having reviewed the District’s Tax Requests for each said fund, and after public consideration of the matter, has determined that the Final Tax Requests as listed below are necessary in order to carry out the functions of the District, as determined by the Board for the 2016-17 school fiscal year.

NOW BE IT THEREFORE RESOLVED that (1) the Tax Request for the General Fund should be, and hereby is set at $4,343,434.30; (2) the Tax Request for the Bond Fund should be, and hereby is set at $0.00; (3) the Tax Request for the Special Building Fund should be, and hereby is set at $0.00; and (4) the Tax Request for the Qualified Capital Purpose Undertaking Fund should be, and hereby is set at $0.00.

It is so moved by Cindi Stolze and seconded by Kip Ahlers, this 12th day of September, 2016.

The following voted against passage of the same: None. Absent: Collins and Daum.
