Turkish Nationalism and Turkish Islam: a New Balance
TURKISH NATIONALISM AND TURKISH ISLAM: A NEW BALANCE Nationalism and Islam have widely tended to be viewed as separate elements in the Turkish context. However, Islam has, in fact, been a foundational part of Turkish identity since the establishment of the Turkish Republic; and, on the popular level, Islam cannot actually be separated from nationalism. The equation of Turkish with Muslim identity was always tacitly understood; now it is explicit. Previous Turkish governments have, at times, won support by ap- pealing to both nationalist and religious sentiments as well but none has done this so successfully as the AKP… The current Turkish government’s rhetoric manages to appeal to both impulses, and that is why it is such a powerful brew. The AKP has been able to achieve what no other government has be- fore: wedding popular religious nationalism to the levers of government and remaining in power whilst doing so. Turkish nationalism – S so this narrative goes - is defined by the secularizing, modernizing example of Mustafa Kemal Atatürk, a positivist, military man with an almost religious faith in the ability of science to reshape society. Islam, with its appeals to multinational, multiracial unity, inevitably stood in the way of the “pure”, homogenous nation-state. Such an understanding was propagated by those early secularizing elites within Turkey itself, and largely accepted by observers outside the country for the better part of the past hundred years. -

T U R A N I S M AN ASPECT OF TURKISH NATIONALISM In the last two decades of the nineteenth century, as is generally known, the Ottoman Empire drifted away from the British orbit and came increasingly under the influence of Germany. It was the time when the British Foreign Office, after half a century of adhering to the principle of the integrity of the Ottoman Empire as a barrier to Russian expansionism, began to tolerate, or even support, the nationalist movement of the Balkan peoples and their claims against Turkey. At the beginning of Gladstone’s administration, in 1880, Montenegro, thanks to British as well as to Rus sian favor, acquired an outlet at Dulcigno (Ulcinj);1 a year later Abd-ul- Hamid II was compelled to cede Thessaly to Greece;2 on several occasions thereafter London registered an interest in behalf of the Cretans and the Armenians and reminded the sultan of his obligation to introduce reforms according to Articles 23 and 61 of the Berlin Treaty.3 No less important in Turkish eyes were Great Britain’s attempts to carve off Ottoman territories or to establish a foothold in the periphery of the declining empire. The retention of Cyprus by the British and the occupation of Egypt, the former in tune with Greek aspirations,4 5the latter in overt opposition to Egyptian nationalism,6 were equally severe blows to 1. Is There a Turkish Islam? the Emergence of Convergence and Consensus
Journal of Muslim Minority Affairs, Vol. 24, No. 2, October 2004 Is There a Turkish Islam? The Emergence of Convergence and Consensus M. HAKAN YAVUZ Abstract This paper attempts to demonstrate that it is not only the universal principles of Islam that ground our everyday actions, but also the practical and immediate issues which we confront. Although Islam provides a universal set of principles to make life meaningful, I shall argue that these principles are vernacularized and localized in specific narratives. By offering seven diverse zones of Islam, I seek to bring this critical and dynamic distance into the forefront to understand that there is no universal model or a single highway to salvation but, instead, there are multiple ways of being and becoming a Muslim. In the first part of the paper, I seek to disaggregate the concept of ‘Islamic or Muslim world’ by identifying seven diverse competing and conflicting ‘zones’ of political Islam, each characterized by their conversion pattern, colonial legacy, type of nationalism and by the state–society relations and political economy that factor into these evolving separate zones. At the same time and under certain political conditions, one also sees the emergence of consensus and similar ‘public opinion’ across zones on various issues. After identifying the features of three of the seven zones (Arab, Persian and Turkish), the paper focuses on Sufism, the frontier legacy of the Ottoman state, and on the tax-based economy and the expanding political opportunity spaces, to account for the construc- tion of Islamic knowledge and practices in the Turkish zone. -

Prof. Halil Berktay 2005, ix + 113 pages This M.A. thesis attempts to exhibit the cross-fertilization between the Pan- Turkist and Kemalist varieties of Turkish nationalism through their definitions of ‘Turkishness.’ In the same vein with contemporary nationalisms, the late Ottoman/Republican nationalist elite created ‘Turkishness’ by referring to a mythical past. In that creation process, the Pan-Turkist and Kemalist nationalist discourses historically developed in the same pool and used similar intellectual sources. Though their ultimate goals were different, the two varieties scrutinized very similar racist and nationalist references in their imaginations of Turkish identity as racially superior. In the name of revealing the similarities and differences, a Pan-Turkist journal, Gök-Börü [Grey Wolf] has been examined. Published and edited by Reha Oğuz Türkkan, the journal appeared between 1942 and 1943 as a byproduct of the special aggressive international environment. -

Racist Aspects of Modern Turkish Nationalism Ilia Xypolia University of Aberdeen, UK Abstract: This paper aims to challenge simplifications on race and racism in contemporary Turkish society. In doing so, it draws a macro-historical context wherein the racist component of the Turkish national identity had been shaped. The paper traces the emergence of the core racist elements in the beginning at the 20th century within the ideology propagated by the organisation of the Turkish Hearths (Türk Ocakları). The Turkish History Thesis with its emphasis on ‘race’ attempted to promote not only an affiliation but also a common ancestry between Turkish and Western Civilisation. These arguments were backed by commissioning research carried out in the fields of Anthropology, Archaeology and Linguistics. The main argument of this paper is that the racist components of the national identity in Turkey have been the product of a Eurocentric understanding of world history by consecutive nationalist leaders. An important but significantly under-researched theme of Turkish national identity over the course of the last 100 years has been its racist elements. Indeed, historians and other social scientists have paid little attention to the racist and racial elements in the shaping of the Turkish national identity. The scholars that have examined related issues seem to have solely focused on Turkish state’s treatment of its own ethnic minorities, notably the Kurds, the Armenians, the Jewish population of 1 Turkey and the Greeks. Many official accounts and historical narratives of Turkish nationalism and its practices omit to fully grasp the development of the ideas based on Turkishness as a ‘pure race’. -

[66] - 97 Late Ottoman Rule over Palestine: Its Evaluation in Arab, Turkish and Israeli Histories, 1970-90 MAURUS REINKOWSKI The aim of this anicle is to analyse the scholarly and journalistic literature dealing with late Ottoman rule in Palestine (1840-191 8) by Arab, Turkish and Israeli historians writing between 1970 and 1990. The 'parties' that were directly involved in the history of Ottoman Palestine were the Arabs as the numerically preponderant population, the Ottomans as sovereigns, and the Jews both as a small indigenous minority and also as a group of immigrants. The 'successor' states of these parties, the Arab states and the stateless Palestinians, Turkey and Israel regard themselves as the trustees of their 'own' histories, a position that is more or less adopted by their respective historians. The broader interest of the analysis is the question of the civilizational impact of Onoman nile and the extent to which Ottoman reforms of the nineteenth century influenced the changes that Palestine has undergone in the last 150 years. The focus here is on the interpretations given by historians to the attitude of the Ottoman govemment towards early Zionist immigration to Palestine. In the intrusion of European imperialism and European-style nationalisms and the Zionist immigration, the Arab, Turkish and Israeli historians have found a common point of debate. They are not far rernoved from the 'overheated ethnocentricism' brought forth by the Israeli-Arab contlict after 1948.' Underlying the description of Ottoman Palestine the endeavour to make an early claim on post-Onoman history can be detected. -

In addition to the term secularization, the term laicism and laicization is used, which basically means the same, more precisely it represents the separation of state and religion.1 To contribute to the concept of secularism, Sumantra Bose, Profes- sor of International and Comparative Politics at the London School of Economics and Political Science, accepted the challenge and analyzed two leading exam- ples of secular states in the non-Western world. Prof. AYŞE OZİL Keywords: Circassians, Women, Activism, Nationalism, Hayriye Melek Hunç This thesis aims at exploring the elements of Circassian nationalism in the works of an important yet an under-researched woman activist of Circassian descent, Hayriye Melek Hunç. The study explores the notions of “homeland”, the importance of history-memory of Russo-Circassian Wars and the protection of a distinct Circassian identity in her writings. Doing that, it does not ignore the place of “women’s issue” in her works. Her approach towards the women’s issue and her opinions about Islamic women, in general, and Ottoman women in particular, will be conveyed. In these aspects, the study aims to contribute to a growing literature which emphasized women’s activism of the late Ottoman era, challenging the nationalist historiography which shows Ottoman women as passive and ignorant subjects of a static political entity. Regarding the socio-political changes which took place in the late Ottoman Empire, the study also aims at exploring the impacts of modernization by concentrating on the rise of nationalism and activism of one of the ethnic groups of the empire, the Circassian community. Increasing activism and agency, surely, were the consequences of this process.
