Examina los factores del poder militar tal y como eran en julio de 1976, no habiéndose incluido ningún nuevo nivel de fuerzas ni armas - con posterioridad a dicha fecha, salvo en los casos en que así se especi fica. No debe considerarse este estudio como una guia exhau.stiva para el estudio comparativo del poderío militar. Sobre todo no refleja los factor geográficos, de vulnerabilidad o eficacia, excepto cuando se analizan algu nos casos especiales. En general las naciones vienen agrupadas geográficamente, pero con especial referencia a los principales pactos defensivos y bloques. La información sobre algunos países más pequeños, cuyos efectivos militares son de una cuantía que se ha estimado no requieren aquí una más detalla da descripción, se exponen en forma de cuadros. Otros cuadros proporco nan información comparativa sobre vehículos para empleo de armas nu -- cleares y sistemas de misiles, gastos de defensa ( con tendencias históri cas ), efectivos humanos ( en activo o reserva ), submarinos de ataque y armados con misiles de crucero, plataformas de lanzamiento de cohetes y morteros pesados, vehículos de combate acorazados y acuerdos de ven tas de armas.Hay un capítulo aparte que analiza la situación en el teatro europeo entre la NATO y el Pacto de Varsovia y que resume las. estadís ticas de fuerzas y armas en Europa que están négociándose para una re ducción mutua. Hay un ensayo sobre la medida de equilibrio nuclear es tratégico entre los EE.UU. y la Unión Soviética y también una nota sobre los problemas que lleva consigo calcular y comparar los gastos de defen sa soviéticos, dando un margen a las estimaciones hechas. Las notas que siguen a este prólogo ayudarán al lector a utilizar esta edición del “ Military Balance”. Es importante leerlas pues amplián y precisan los datos de los respectivos paises y cuadros. Además como al gunas cuestiones no aparecen anualmente, se incluye un índice en la pági nafinal ,que proporciona una guía sobre características que aparecen oca- - II - sionalmente en esta y alguna de las otras siete ediciones anteriores. El Instituto asume la plena responsabilidad sobre los datos y jui cios que contiene este estudio. Se ha solicitado y, en muchos casos, ob tenido la cooperación de los gobiernos. No todos los países han coopera do por igual y necesariamente algunas cifras han tenido que calcularse Ellristituto está agradecido a muchos de sus miembros y asesores que han ayudado a recopilar y valorar datos. El “Military Balance” se completa por otra publicación a n u a 1 del Instituto, el “Strategic Survey’ que se edita en primavera y analiza los acontecimientos más importantes de seguridad internacional y política estratégica en cada país o área geográfica importante, a lo largo delaflo anterior, con el propósito de poder seguir los acontecimientos posteriores. Septiembre de 1976 NOTAS Regiones y Países. Las principales regiones geográficas se indican en el índice de materias. Igualmente están ordenados los países por orden alfabético.Den tro de lo posible, los datos de cada país (con excepción de aquéllos más pequeños) se han normalizado: información generál sobre población y ser vicio militar, total efectivos humanos, producto nacional bruto, y presu puesto de defensa en vigor. A continuación y separadamente se dan datos sobre las fuerzas armadas ( tierra, mar y aire), en donde se indican cuando se dispone de información, las reservas o los despliegues, si son importantes. Pactos y Acuerdos de Defensa. Cada una de las secciones regionales principales comienza con una breve descripción de los pactos multilaterales y bilaterales y acuer dos de ayuda militar. También se tienen en cuenta la ayuda defensiva - prestada en aplicación de acuerdos menos formales. No se incluyen los que tienen carácter meramente económico. Gastos de defensa. Las cifras dadas en este epígrafe son las últimas disponibles.En el Cuadro 2 se hace una comparación de los gastos realizados en añosan tenores. Estos se expresan en dólares para permitir comparaciones a nivel internacional, pero como muchos paises modifican estas cifras - anualmente, las cifras no se corresponden exactamente con las dadas en ediciones anteriores del Military Balance. En el Cuadro 4 se hacen com paraciones de los gastos de defensa de la NATO entre 1960-74 en pre -- cios actuales y constantes. En este cuadro y para los países de la NATO en el cuadro 2 se utiliza la norma NATO para los gastos de defensa, pe ro en todos los demás casos se utilizan las definiciones nacionales. Los gastos de defensa de URSS y República Popular China son estimativos Las dificultades para la evaluación de los gastos de defensa rusos y chi nos así como la obtención de un cambio apropiado, se exponen al hacer el estudio de cada país. -Iv- Producto Nacional Bruto ( PNB Las cifras del PNB se dan normalmente a precios actuales en mercado y (para los países de Europa del Este los factores de coste). Las que no se han podido obtener directamente de las publicaciones existentes se han calculado y en el Cuadro 2 se dan indistintamente estas o las cifras publicadas oficialmente. Siempre que ha sido posible se ha utilizado el Siste ma de Cuentas Nacionales de las Naciones Unidas, en vez de las cifrasna- cionales, como paso hacia una mayor posibilidad de con arcióñ. laI URSS los valores del PNB se dan en rublos, siguiendo el método de R.W. Campll en “Un método reducido para calcular el PNB ruso” (Asociacion para Estu dios Economicos Comparativos) volumen XIV, n 2, otoño 1972, Universi- dad Septentrional de Illinois) Los PNB de Europa Oriental con factores de coste se derivan del Producto Material Neto, utilizando un parametro de ajus te del “Crecimiento Economico y Distribucion de Recursos en EuropaOrien tal” de TP Alton Reorientacion y Relaciones Comerciales de las Econmias de Europa Oriental, 93 Congreso, 2 Sección (Wáshington: ‘USGPO, 1974). Procurement Politics, Technology Transfer and the Challenges of Collaborative MBT Projects in the NATO Alliance since 1945 Mike Cubbin School of Arts and Media Salford University Submitted to the University of Salford in Partial Fulfilment of the Requirements of the Degree of Doctor of Philosophy 2019 Abstract International cooperation in weapons technology projects has long been a feature of alliance politics; and, there are many advantages to both international technology transfer and standardisation within military alliances. International collaboration between national defence industries has produced successful weapon systems from technologically advanced fighter aircraft to anti-tank missiles. Given the success of many joint defence projects, one unresolved question is why there have been no successful collaborative international main battle tank (MBT) projects since 1945. This thesis seeks to answer this question by considering four case studies of failed attempts to produce an MBT through an international collaborative tank project: first and second, the Franco-German efforts to produce a standard European tank, or Euro-Panzer (represented by two separate projects in 1957-63 and 1977- 83); third, the US-German MBT-70 project (1963-70); and, fourth, the Anglo-German Future Main Battle Tank, or KPz3 (1971-77). In order to provide an explanation of the causes of failure on four separate occasions, the analysis includes reference to other high-technology civilian and military joint projects which either succeeded,

    Battlefront: First Echelon – Ground Weapon Systems Rules v1.1 Superior Gun Stabilisation Being able to accurately engage targets while on the move is a very powerful capability of modern tanks. Gun stabilisation has been a feature of tank design since the Sherman, but it is only since the 1970s and 80s that gun stabilisation has made tank gunnery on the move virtually as accurate as gunnery at the halt. Consequently, while most postwar tanks may have stabilised guns to some degree, only a few modern tank designs can be said to have stabilisation good enough to make a difference in game terms (e.g. Leopard 1 & 2, Challenger, Abrams and T-80). Tanks with Superior Gun Stabilisation will have ‘Stabilised’ noted on their unit card and will use the following rules: 1. If the tank fired in the Offensive Fire phase and has two actions available in the subsequent Manoeuvre Phase, it may move for one action OR may adopt Overwatch. The Offensive Fire is therefore assumed to use the first action. 2. If the tank has two available actions in its Manoeuvre Phase but did not fire in the Offensive Fire Phase, it may move for one action AND adopt overwatch. 3. Note that Overwatch can be performed as a single action in this instance, whereas it would normally take the full turn to perform. Superior Fire Control The tank commander’s ability to quickly identify targets and to communicate that targeting information to the gunner and the gunner’s ability to quickly engage those selected targets are crucial factors in modern armoured warfare.
