The earliest evidence of paint use in the region comes from the Asaro valley, Eastern Highlands, (Figure 1) at a rock painting site dated at 9290 + 140 years BP where ochre lumps were found in the cave floor, (White 1973). Traditional paints, earth ochres and organic pigments, are still used today for self decoration, artefact painting and in ritual activities. Large areas of PNG are still covered in primary rain forest, with natural grassland in the higher altitudes. The people are principally subsistence horticulturalists, and until recently, derived most their raw materials, including their paints, from their immediate environment. There were also extensive trading networks to obtain materials not locally available, such as marine shells from the coast to the Highlands region, acquired as exchange items. Ochre paints were also traded as they were considered an important commodity. Nowadays, commercially prepared paints, as well as traditional ones, are incorporated into the palette of painters. Among PNG peoples, paints perform several important roles which are a key part of ceremonial life. On objects, as well as enhancing beauty, paints are used to encode certain meanings, to camouflage interior structures and to transform them into something spiritually powerful. Paints, particularly red ochre, are so valued they are applied to gift exchange items, such as shells, to enhance value (Sillitoe 1979). In shield art, paint functioned to intimidate the enemy (Sillitoe 2009) and needed to be bright in order to be seen from a distance (Abramson, 1969). Shields were often re-painted before each battle to keep the colours bright (Craig 2005). On human bodies paints act as an outer decorative layer, coating the skin, improving appearance, accentuating strength (Sillitoe 2009), and reinforcing gender roles (O’Hanlon 1983). In certain ceremonies paints are used to mask the wearers’ identities and transcend them into powerful spiritual beings (Corbin 1979). Paint may be applied in monochrome blocks or arranged in polychrome style, for instance as stripes, geometric patterns or symbolic motifs forming a system of semiotics relating to people’s spiritual beliefs. Certain designs might be intended as ancestor figures, animal shapes or plant parts, while others are merely abstract forms (Beran and Craig 2005). 7 As the outermost layer of ceremonial artefacts, paint is often the only material visible and becomes the primary medium of communication between the object and its viewers; it is used to relay messages to prescribed audiences (O’Hanlon 1989) - humans and spirits.

Lean In modern technological societies we take the existence of numbers and the act of counting for granted: they occur in most everyday activities. They are regarded as being sufficiently important to warrant their occupying a substantial part of the primary school curriculum. Most of us, however, would find it difficult to answer with any authority several basic questions about number and counting. For example, how and when did numbers arise in human cultures: are they relatively recent inventions or are they an ancient feature of language? Is counting an important part of all cultures or only of some? Do all cultures count in essentially the same ways? In English, for example, we use what is known as a base 10 counting system and this is true of other European languages. Indeed our view of counting and number tends to be very much a Eurocentric one and yet the large majority the languages spoken in the world - about 4500 - are not European in nature but are the languages of the indigenous peoples of the Pacific, Africa, and the Americas. If we take these into account we obtain a quite different picture of counting systems from that of the Eurocentric view. This study, which attempts to answer these questions, is the culmination of more than twenty years on the counting systems of the indigenous and largely unwritten languages of the Pacific region and it involved extensive fieldwork as well as the consultation of published and rare unpublished sources.

However, there are major variations among countries. Papua New Guinea is one of the countries with the lowest number of female representatives in parliament. Two questions are asked in regard to the representation of women. First, why is it difficult for women to be elected in Papua New Guinea? And second, how do we explain where women were able to challenge others to be elected? Formal institution such as the electoral system is just one way to discuss gender equality. There are other areas of gender inequality that interact with the formal system relating to social, cultural, and economic factors. An analysis of these factors shows that even improving formal institutions to increase the number of women in political participation, gender inequality is still a challenge within and outside the legislative office.

    Policy & practice Transforming the health information system using mobile and geographic information technologies, Papua New Guinea Alexander Rosewell,a Phil Shearman,b Sundar Ramamurthyb & Rob Akersc Abstract In the context of declining economic growth, now exacerbated by the coronavirus disease 2019 pandemic, Papua New Guinea is increasing the efficiency of its health systems to overcome difficulties in reaching global health and development targets. Before 2015, the national health information system was fragmented, underfunded, of limited utility and accessed infrequently by health authorities. We built an electronic system that integrated mobile technologies and geographic information system data sets of every house, village and health facility in the country. We piloted the system in 184 health facilities across five provinces between 2015 and 2016. By the end of 2020, the system’s mobile tablets were rolled out to 473 facilities in 13 provinces, while the online platform was available in health authorities of all 22 provinces, including church health services. Fractured data siloes of legacy health programmes have been integrated and a platform for civil registration systems established. We discuss how mobile technologies and geographic information systems have transformed health information systems in Papua New Guinea over the past 6 years by increasing the timeliness, completeness, quality, accessibility, flexibility, acceptability and utility of national health data. To achieve this transformation, we highlight the importance of considering the benefits of mobile tools and using rich geographic information systems data sets for health workers in primary care in addition to the needs of public health authorities. While style and material culture, ‘decorative art’, and art styles were of major significance for ( founding figures such as Alfred Haddon and Franz Boas, art became marginal as the EDS meaning discipline turned towards social analysis in the 1920s. This book addresses a major ) moment of renewal in the anthropology of art in the 1960s and 1970s. British Essays on the anthropologist Anthony Forge (1929-1991), trained in Cambridge, undertook fieldwork among the Abelam of Papua New Guinea in the late 1950s and 1960s, anthropology of art and wrote influentially, especially about issues of style and meaning in art.
