In particular, a new section had been formed in Northants, a 100-mile event had been run and a Club party had ridden in an international randonnee in France, both the latter events being organised by Mr. D. Brunwin. Treasurer's Report; Balance carried forward £1646.25, but subscription income marginally below expenditure with costs rising, mainly on "Signpost" production. Secretary welcomed the 46 members present and Mr. ¥.J. Turner was elected Chairman for the meeting without dissent.

PREVIOUS MINUTES Minutes of last A.G.M., having been circulated with the latest issue of "Signpost", were taken as read.

MATTERS ARISING None

GEN. SEC.'S REPORT Mr. Wulf Rowland said that the Club continued to flourish with membership now exceeding the 700 mark.

He gave a resum* of the main activities of 1988, viz:

ii.) The formation of a new section in East Northants under the secretaryship of Mr. Ron Mills. This seemed to be running satisfactorily.

ii) A very successful re-union at Haultwick with some 90 members present. iii) The "Ride of the Century" - the 100 mile event organised by Doug Brunwin - which was very well supported, not only by the more 'local' riders but by members from as far afield as Worthing and Portsmouth.

iv) Participation last September in a randonned in ^^^^rd with a 25-strong party led by Doug Brunwin. This culminated in the presentation of a 'vase' awarded to the 4G-Plus for being the club with^the largest representations in the event.

Committee Activity A procedure had been introduced whereby minutes of committee meetings were printed and distributed to all members of the committee, the object being to facilitate proceedings at subsequent meetings and to acquaint all committee members of what was taking place, whether or not they had been able to attend meetings.

The committee met four times during the year - the fifth meeting being deemed unnecessary - and a summary of committee activities ^ad been publicised in "Signpost".

Expe nditure A quantity of duplicating paper had been purchased from the District Association of the C.T.C. at a cost of £100.:;

Insurance During the year the subject of insurance cover for 40-plus members taking part, for example, marshalling, etc., in events organised by other cycling bodies, was brought up. The matter is being investigated. Meanwhile it was recommended to bers to ensure that they were adequately covered on this point when involved in s ch activities. - 2 -

Future Administration An attempt was being made to redraft some of the existing rules, the object being to simplify these, and it was hoped in the near future to bring a revised draft before the Committee for ratification by the membership and final publication next year.

Club Jerseys The absence of a Club Jersey was apparent during the excursion by the 40-Plus to Holland for the randonne*, where other participants were arrayed in their very attractive club colours. Subsequently it was felt that it might be desirable for the Club to have its own Club Jersey and Mr. Doug Brunwin is at present making enquiries as to costs and designs

Expenditure The need for careful monitoring of our income v. expenditure continued to be critical, bearing in mind that the Club had had to sustain a postage increase during 1988, coupled with other increased costs connected with the production of "Signpost".

General Club Administration With the very successful spread of the club to its present size and with 959^ of activities being organised within individual sections, the question of some decentralisation could possibly be looked at. Although the committee comprised some 25 members, it was unusual for more than 16 to be present, perhaps because the geographical spread of the club prevented a full attendance. However, it was obvious that the Club Magazine and the Membership Records would always need to be a central function.

Mr. Rowland concluded with his appreciation of the help received from Mrs. M. Wright (his predecessor) during the year^ ***«ji|yiyvw £.teu^wa,. ****

On an enquiry - from Mr. W. Thorncroft on the question of the insurance matter referred to in the report, Mr. Rowland confirmed that this matter was to be further discussed in committee and would be resolved in due course.

The secretary's report was then accepted without dissent.

TREASURER'S REPORT

Mr. Gobell reported that whilst receipts exceeded expenditure by some £265.00, nearly half of this was accounted for by the sale of badges and transfers (which, of course, the Club had already paid for) and the remainder of the increased income derived from donations and building society interest. Close examination of the accounts would show that subscriptions were fractionally below the total expenditure involved in administering the Club. The largest item of expenditure was, of course, on the production of "Signpost" £966. Postage had increased last September and in order to keep pace with rising costs the committee was asking the meeting to approve an increase in subs.

The Treasurer's Rep6rt was accepted unanimously.

MEMBERSHIP SECRETARY'S REPORT

Mrs. Kathy Card reported that as at 31.12.88. the Club strength stood at over 700. During the year under review there were 102 new members; 21 members had unfortunately died; there had been 5 formal resignations and 25 had failed to renew their membership. Thus there was a loss of 51 to be set against the new members, so equating to a net gain of 51, leading to an end-year total of 728 paid-up members. There had been 14 new members so far in 1989. Club representation was widespread throughout the U.K. and was also represented in the U.S., Canada and Australia. Of those members who had passed away Doris Groom, a founder- member, had been in the Club for 35 years and Len James for 31 years. Others who had died either whilst cycling or engaged in cycling activities were Sid Cherry, Arthur Rix and Joan Marsh.

At present 100 subscriptions were still outstanding and there appeared to be a rising tendency for members to commute their subs to cover five years.

The club had 50 members over 80 years of age and four over 90, the oldest member was Bert Harris who would be 92 in the coming April. At present the Club could benefit by the recruitment of more members in the younger 40-50 age bracket.

The Membership Secretary's Report was accepted without dissent.

HONORARY MEMBERSHIP

A proposal by the Committee to grant honorary membership to members over 90 years of age was discussed. Mr. W. Thorncroft proposed, seconded by Mr. W. Newman, that this concession be granted to members reaching 85 years of age, provided that such members had been in the Club for 15 years. This amended proposal was carried unanimously, the new arrangement to take effect from 1990.

INCREASED SUBSCRIPTION

The Committee had proposed an increase in subscriptions to £2.50 per annum for individuals and £3.00 for married couples. There was a divergence of opinion as to whether this level of increase was adequate whilst on the other hand some were reluctant to see an increase at all. This discussion culminated in Mr. J. Rainbow, seconded by Mr. J. Wyatt, tabling an amended proposal calling for an increase to £3.00 annually for individual members and to £3.50 for married couples. A vote on this proposal resulted in 29 in favour and 13 against.

A vote was then taken on the original Committee proposal outlined in the preceding paragraph. There were 15 supporters present for this motion which, coupled with the 20 proxy votes in favour of the motion resulted in a net result of 29 in favour of the higher increase proposed and 35 in favour of the lower increase proposed by the Committee. It was therefore accepted by the meeting that subscriptions would increase to £2.50 for individuals and to £3.00 for married couples, effective from 1st. January 1990.

MINOR AMENDMENTS TO RULES

Proposed; Mrs. E. Paine Seconded; W.O. Paine that the words •in London' he deleted from Rule 4(C) relating to Committee meetings.

After explaining that this proposal was merely intended to give the Committee more flexibility in selecting a committee meeting venue should a London one be either unavailable or unsuitable, the proposal was carried unanimously.

Proposed: Mrs. E. Paine Seconded; W.O. Paine that under Rule 5(A) relating to subscriptions, the exact monetary figure should be replaced by the word 'appropriate'.

It was pointed out to the meeting that this, again, was to avoid unnecessary paper-work involved in advising members every time an increase was made in subscriptions. Substitution of the word 'appropriate' in place of the precise amount would eliminate this costly and time-consuming exercise.

It was commented that the membership fee could easily be publicised through the medium of "Signpost", through the Membership Secretary and through Section Secretaries. The proposal was thereupon carried rwithout dissent.

ANY OTHER BUSINESS

Haultwick Re-Union Mr. W. Moore reported that he had tentatively included a date of 20th June in his Section's Runs List and would like this date ratified by the meeting. This date was acceptable to all present and Mr. Moore requested that all Section Secretaries should (a) make a note of the date and (b) ensure that it appeared in their appropriate Runs Lists.

Church Charity Ride Mr. Ron Freeman gave brief details of a sponsored cycling event scheduled for 1st May 1989 in aid of the Church Urban Fund. Mrs. Ford reported that this event was being publicised in the coming issue of "Signpost".

A.G.M. Arrangements The cost of hiring the John Marshall Hall had risen dramatically since the previous A.G.M. and for the three hours booked for the current meeting had cost the Club £^5. The feeling of the meeting was that this was excessive.

Secretary reported that the Union Jack Club, which was once used annually by the ^0-»- for its A.G.M., had offered a room free of charge provided a minimum of 60 members purchased a set lunch, the cost of catering being somewhere in the region of £7.00/£10.00 per head. After some discussion it was felt that such expense might detract from numbers willing and able to attend future A.G.M.'s and the consensus of opinion seemed to be that no further action should be taken in this respect. Instead, members were asked to 'shop around' for any possible future venues and to notify the committee of any ideas they might have.

Mr. W. Turner said there was a possibility that the Bethnal Green Centre might be a suitable alternative. He would make enquiries and report his findings in due course.

A.G.M. Date

There was a brief discussion on whether a January date for the A.G.M. was, in fact, the most suitable. For example, any increase in subs ratified by a January A.G.M. could not be implemented until the following year, whereas actions proposed before the end of a calendar year could be introduced almost immediately in the ensuing- year. No decision was made on this point but it was agreed that the Committee should discuss this matter and consider the feasibility of changing the date of the A.G.M. to, say, mid-December.

MINUTES OF COMMITTEE MEETING HELD ON 4TH MARCH '89

AT THE BETHNAL GREEN CENTRE, LONDON E.2. PRESENT: Mr. W. Turner (Chairman) and 13 other committee members.

APOLOGIES FOR ABSENCE: Mr. T. Wooder; Mr. J. Wyatt and Mr. W. Rowland (the last named having had an accident on his bicycle). The assembled company expressed wishes for his speedy recovery.

PREVIOUS MINUTES These, having been circulated, were taken as read.

MATTERS ARISING

1. Club Jerseys Mr. D. Brunwin gave details of the quotations he had obtained in respect of a short-sleeved jersey and a long-sleeved jacket which would be in the club colours of red, green and gold and which would be lettered in the Club's name on the back, the prices would be in the region of £27 for the jersey and £40 for the jacket, depending on the quantity ordered. There was a setting up charge for lettering which would be less per individual garment if a reasonable number were ordered. A full description had been passed to the editor of "Signpost" for inclusion in the next issue together with an enquiry form, completion of which would indicate the extent of demand. On receipt of this information the matter would then be progressed further.

2. Competitive Events - Insurance It was reported that Mr. Rowland had this matter in hand and had received information from Mr. W.E. Thorncroft of the Eastern Counties Cycling Association that in respect of events which fell under the auspices of the RTTC, provided that Event Secretaries had themselves commissioned such help and were aware of it, then such helpers were covered under RTTC insurance arrangements. Mr. D. Brunwin did not accept that this was the case and in view of his comments it was felt prudent to leave this matter in abeyance until the presence of the Secretary who could report his findings personally, and also give any information on the insurance aspect in relation to competitive events which were promoted by the BCF.

3. Mrs. M. Rankin (non member) receiving "Signpost". Mrs. E. Paine had raised this point at the previous meeting with a view to dropping this arrangement. However, in view of the decision passed at the A.G.M. to grant honorary membership to members over 85 years of age who had achieved 15 years' membership, Mrs. Paine asked the committee's permission to continue sending a "Signpost" to Mrs. Rankin who, It is understood, is nearly 89 years of age. The committee agreed,

4. A.G.M. - London Venue Mr. W. Turner reported on enquiries he had made in respect of hiring halls in the London area. This had revealed that the £15 per hour which the Club had paid for the John Marshall Hall in Blackfriars Rd. for the last A.G.M. was in fact quite a competitive rate when viewed against other quotations which he had been given. Furthermore, the future use of the Bethnal Green Centre was under scrutiny following the abolition of the Inner London Education Authority. Final details might not be available until September so there was no guarantee that this venue would always be available for use by the Club either for an A.G.M. or for committee meetings.

4. (Continued) A lengthy discussion ensued revolving round the poor attendance at A.G.M.'s in recent years, the fact that a London venue for the A.G.M. did not appear to lead to improved attendances, the difficulty of finding a suitable venue in London for an A.G.M. at ah acceptable price, and the desirability or otherwise of the structure of the club being altered so that each section held its own A.G.M.. and merely sent delegates to a main A.G.M. which possibly could be held outside London.

There was a divergence of opinion on the question of club decentralisation and it was pointed out that such proposals would have to be put before an A.G.M. before any changes could be made. Mr. Brunwin, however, felt thaj^ a decision could be speeded up by the calling of a Special General Meeting. This idea did hot culminate in a definite proposal so ho final decisions were arrived at. The Ghairman merely asked committee meinbers to sound out what other venues were available and at what cost.

MATTERS ARISING. FROM THE A.G.M. In the absence of the Secretary and as the Minutes of the A.G.M. were hot available it was agreed that item 3(a) to note decisions of meeting and 3(b) to consider committee action where appropriate, be held over until the Secretary could attend.

A letter had been sent to Les Rudkins in New Zealand advising him that his subscriptions already paid covered his membership for the next two or three years and that he was therefore entitled to continue to receive "Signpost" if he so wished.

Mr. J. Trehowden had relinquished his secretaryship of the Sussex Section and had been replaced by Mr. R-. Douglass.

firs. Card reported that 108 subscriptions were still outstanding in respect of 1989.

Mrs. Card also intimated that she wished to reduce her workload as Membership Secretary and would like someone else to take over the correspondence involved when neiw members joined.

Mr. J.Stevens said that if Mrs. Card prepared a standard letter which could be printed by Mr. Newman, he would take on this duty but was not prepared to write individual letters to each new member as was the practice at present. Mrs. Card agreed to put this proposal into effect.

Mr. J. Stevens further proposed that the current ipractice of the Membership Secretary issuing individual receipts for subscriptions be dropped and that in future receipts should be issued only to those members specifically requesting one.

On the question of the large number of outstanding subscriptions the matter was again raised of the logic of allowing ^members to

receive the March issue of "Signpost" when, in fact, their subscription had lapsed on 31st December.

Mr. J. Stevens recommended that a renewal form should be published in the December issue of "Signpost" together with a list of those members whose subscription was due to run out at the end of the year, thus giving members ample opportunity to renew in good time and to eliminate the possibility of members overlooking or forgetting their liability. Failure to renew by, say, mid-rFebruary would thus result in unpaid members not receiving a March "Signpost". Thiig was felt to be an idea which should be pursued.

Mr. J. Rainbow mooted the idea of a "joining" fee which many organisations imposed, i.e. once a membership had lapsed, the "joining" fee would have to be paid once again. No final decision was taken on this but the consensus of opinion seemed to be that it might in the future be worth consideration if subscriptions were unduly late in being received.

Treasurer's Report Mr. E. Gobell reported a balance of £1833.59 with cash in hand of £20.3^, making a grand total of £1853.93. The deposit paid in respect of the hiring of the hall for the A.G.M. had been returned. Mrs. M. Wright had also donated to the Club the sum of £6.76 which was the profit on the sale of refreshments at the A.G.M. It was suggested that a Get Well Card and a note of thanks be sent to Mrs. Wright.

Signpost Team The Editor reported that Mr, Arthur Cook was writing a book and'asked for Committee sanction to use material from "Signpost" if he so wished. This was agreed. Mrs, Ford also referred to the Church Charity Ride in the Hertfordshire area which she had publicised in "Signpost" at the request of Mr, R. Freeman. Mr. Newman reported that he would now need to replenish stocks of paper, stencils and other ancillary items connected with printing and distribution of the magazine.

Section Secretaries' Reports

Eastern and Northern 'A' Mr. J. Scrutton reported that the Thursday runs were well attended. A car-assisted run was being organised around the end of June in the Bedfoo^hire area. ' On Sunday, 9th April, a member of the Section was organising a special trip to Crystal Palace and he would be pleased to give further details to anyone interested in joining the party.

Eastern and Northern (Sunday) Mr. J. Stevens reported numbers slightly up of late.

ANY OTHER BUSINESS

Mr. Scrutton reported that a presentation was made recently at the Black Horse, Paslow Common, to Mrs. Eve Engel in recognition of her efforts in organising the ^0+ Eastern & Northern Section Annual Dinner over many past years. £42.50 had been collected and shopping vouchers valued at £kO plus a gift of chocolates value £2.50 had been presented.

Mrs. Paine enquired whether any further action was to be taken on a presentation to Mr. E. Engel to mark his 80th birthday/l5 years' membership of the Club. The feeling of the meeting was that he had already been approached by the Secretary and had declined a gift but it was agreed to ask the Secretary to confirm this point.

Present; Mr. W. Turner (Chairman) and 14 other Committee Members. 1. Apologies for Absence; Mr. &Mrs. H. Rumball; Mr. W. Moore; Mr. W. Newman 2. Minutes of Committee Meeting 4th March 1989 These, having been circulated, were taken as-read.

Arising therefrom:- (a) A.G.M. 28th January 1989 Mr. Rowland said that the.references to decisions of the A.G.M., placed on the Agenda of the March meeting, were formal and related to approved changes in club rules which would be incorporated in the revised draft now circulated. (b) Collection of Annual Subscriptions Mr. J. Stevens referred to his previous proposal that renewal forms should be published in the December issue of "Signpost". It was agreed that this practice be adopted. (c) Club Jerseys Mr. D.W. Brunwin reported that some 30-40 orders for jerseys and jackets had been received from members. He had now placed orders with Romer Sports who had shown more interest than another possible supplier. (d) Competitive Events - Insurance Mr. Rowland reported on an RTTC publication he had received, via Mr. W. Thorncroft which gave details of the RTTC•s third party insurance and personal accident insurance schemes. It appeared that the RTTC scheme offered third party insurance to persons appointed by the organiser of a time trial for any duties connected with the event who were not covered by the BCF or CTC or by personal liability policies held by individuals (normally as part of a house insurance policy). Although this would appear to offer protection to individual members of the 40-Plus taking part in competitive events as helpers, etc., it was contended that this was no protection to the 40-Plus C.C. as a body, as it was not affiliated to any of the National bodies concerned and did not provide its own insurance cover. It was agreed that no reference to the 40-Plus C.C, should be made in material published (e.g. start and result sheets) in connection with competitive events. The General Secretary was instructed to advise the ECCA that no mention of the 40-Plus C,C. as a body should be made in connection with ECCA events. 3. General Secretary's Report Mr. Rowland said that '80-Plus' tankards had been presented over - 2 -

to Harold Ireland and George Sibley who had expressed their appreciation. A donation of £5 to club funds had been received from Mr. Duncan Ledger (cheque passed to Treasurer). At the request of Mr. E. Vesper an objection had been lodged (unsuccessfully) with Epping Forest District Council to the raising of the speed limit on part of the B 1393 to 60 mph. h. Membership Secretary's Report Mrs. K. Card gave details of l6 new members enrolled since March. There had been 5 resignations and 36 subscriptions for 1989 remained unpaid. Mr. J. Stevens queried the need to supply extra copies of "Signpost" and runs lists to section secretaries for issue to possible new members. It was agreed that this practice should cease. Back numbers of magazines could be used. Mrs. Card said she had a good stock of these. Mr. Stevens was now sending out the agreed standard letter, etc., to new members. 5. Treasurer's Report Mr. E. Gobell reported that club funds stood at £2009.89, of which £2008.90 was in the Building Society A/C. 6. "Signpost" Mrs. R. Ford said that work on the June issue had been completed and she expected it to be published by 12th June. 7. Letter from Mr. C. Merrett Mr. Rowland read out a letter from Mr. C. Merrett addressed to the "Forty-Plus Cycling Club" and sent to the Membership Secretary. The letter contained a number of criticisms of the Club and of the magazine, and objected to the increase in subscriptions which Mr. Merrett mistakenly thought was already payable. Following discussion it was agreed that Mr. Merrett be informed that his complaints were a matter for him to raise at the next A.G.M. by submission of a formal resolution in accordance with Club Rules. 8. Section Secretaries' Reports Mr. J. Rainbow referred to a recent social at his home, consisting of a film and slide show and a short talk on India. Mr. J. Scrutton said that Eastern and Northern.section runs continued to be well attended. A special trip to the Leigh on Sea cockle sheds had been arranged. 9. Accommodation for Annual General Meeting Mr. Rowland reported that, following a suggestion by a.club member (Mrs. K, Coldwell), he had approached the Administrator of the Chalice Foundation, Mansford St., Bethnal Green, E.2., regarding the hire of a hall for the A.G.M. on 27th January 1990. A hiring fee of £25 had been agreed and, with the approval of the Chairman, a booking had been made.

10. Club Rules Mr. Rowland presented d revised draft of club rules incorporating the changes agreed at the last A.G.M. The establishment of "Signposf'as the official club magazine had been stated and scattered references to its use as a means of communication had been consolidated into one statement. It was agreed that the draft be approved for submission to the 1990 A.G.M. with the exception of draft rule 9{^)(f) which should be deleted. 11. "Brunwin 100" Mr. Brunwin announced that as he was shortly to be admitted to hospital Mr. W. Thorncroft would undertake the remaining organisation of this event to be held on 13th July. 12. Next Meeting The next meeting would be held in Septemberj the date and place to be arranged.

Minutes of Committee Meeting. 3rd June 1989: Taken as read, subject to an amendment to the penultimate line of Minute 10 which should read 'draft rule 9(c)'. Arising therefrom; Letters had been sent to the ECCA and to Mr. C. Merrett; but no replies had been received. i ' 3. General' Secretary's Report A letter had been received from Mr. Arthur Cook following the death of his wife, Nellie. In her papers Mr. Cook had found a photograph which he thought might be of the late Grace Gardner. This had been confirmed. Mr. Cook had been thanked, the picture being added to the Club album. Mr. Walter Coofflbes of Erith had written to the Membership Secretary complaining of his neglect by members in Kent. Following an explanatory meeting with Mr. J. Wyatt, Mr. Coombes had withdrawn his complaint and had paid his annual subscription. Mr. and Mrs. R. Davidl»n would both shortly qualify for '80 Plus' presentations. Mrs. (Bunny) Davidson had declined a gift for her bir-thday on 15th September, it being understood that the couple would prefer to wait until Roy's birthday on 7th November when a joint celebration could be held at Paslow Common. Mrs. E. Paine again kindly volunteered to provide a cake and it was felt that Bunny night be pleased to receive a gift of chocolates. (N.B. Roy has since suggested voucher for "talking book" tapes). Membership Secretary's Report (presented by General Secretary on Mrs. Card's behalf) Applications from 23 new members were reported and accepted en bloc. Mrs. Card had also sent in a "renewal of membership" form for Committee approval (see Item 8). •J. Treasurer's Report Mr. E. Gobell said that the current balance in the Club funds was 11999.^5. He reminded the Committee that the Club's financial year would end on 30th September and outstanding bills and expenses claims should be cleared as soon as possible. Anyone holding stocks of club badges, etc., should also notify him of their holdings, Mr. D. Brunwin referred to the effect on prices of replacement stocks of these by inflation; currently running at S+ji. He proposed that the sale prices of present stocks should be increased. It was agreed to raise sale prices from 1st February 1990 to the following;^ - Clot„, h „Badge ^ s -f.ri:2.2> r,/^0 Metal Badges. 80p. Transfers 25p. - the revised charges to be reported to the Annual General Meeting. 6. Signpost Team Mr. J. Stevens reported an Increase of 5.6fo in the cost of postal packs and that postal charges were due to be increased from 1st October. The September issue of "Signpost" would reach the club membership by mid-September. over - 2 -

Mr. W. Newman referred to the occasional breakage of the metal driving bands on the club duplicator. Hayden Rumball had made repairs whenever possible but the purchase of a spare pair of bands (cost Cl6) would be advantageous. This was agreed. Members expressed their thanks to Hayden Rumball and Bill Newman for their efforts in maintaining duplicating equipment, etc. Mrs. R. Ford said she had received enough contributions to have issued a 'bumper' September "Signpost" but she had kept the contents within the normal limits in favour of a larger December issue. 7. Section Secretaries' Reports Mr. J. Scrutton said that during his absence for several weeks the E. & N. 'A' Section runs had been led by various deputies. The destination of the run programmed for 28th September had been changed from "The Duke of Wellington", Barwick Ford, to the "Star" at Standon as the former could no longer provide food. Mr. J. Wyatt reported that eight riders from the E. & N. sections had joined the Southern Section on 2^ith August for a joint outing in Kent. Thanks were expressed to Jack Wyatt and to John and Norah Rainbow for their hospitality in arranging the event. It was suggested that in 1990 Southern Section members should be invited to an Essex ride on a mutually agreed Wednesday from a starting point easily reached from Kent. Mention was made of the possible use of the Women's Institute at North Weald as a meeting point for members of the E. & N. 'B' group, as coffee and biscuits were available from 10.30 a.m. Mr. Brampton said the accommodation was limited to about six people at a time but it might well be preferable to meet there instead of the Cross Keys Cafe which was proving to be unsatisfactory. 8. Duties of Membership Secretary Mr. Rowland read out a letter from Mrs. K. Card and distributed copies of Mrs. Card's statement of her list of duties for (a) new, members; (b) existing members, together with copies of her suggested membership renewal form. It was explained that, due to her father's chronic ill-health, Kathleen was finding it difficult to cope with the full range of her present duties and had suggested that in future she confine her work to the registration of new members. The Committee expressed their sympathy and recognised the valuable contribution made to the welfare of the club by all the hard work which Mrs. Card had undertaken on members' behalf. As a matter of good organisation, however, it was felt undesirable to further divide the work associated with the initial registration of members, the up-dating of information and the collection of subscriptions, etc. Fortunately, a volunteer had come forward who would be willing to undertake the full duties of membership secretary should Mrs. Card finally decide to retire, either immediately or by February 1990 following the next A.G.M. Mrs. E. Blake had recently retired from a secretarial post in the N.H.S. and also had access to computer facilities within her family. The General Secretary was then instructed to discuss the situation with Mrs. Card on her return from holiday and report back accordingly. over. " • ^* - 3 - , Mr. J. Stevens referred to the layout of the proposed membership renewal form to be issued with the December "Signpost". His design was accepted for use. 9. Club Jackets and Jerseys Mr. D. Brunwin reported that the bill for the purchase of ^6 garments amounted to some £1,200, half of which had been paid. 37 had been sold, the remaining stock being mainly in the smaller sizes. He had ordered another 1h to meet outstanding requests but in future individuals needing new garments might experience delays in delivery beacuse of the need to order in batches. Members had expressed satisfaction at the quality of the gamients and it was felt that Mr. Brunwin should not be expected to finance the cost of unsold stock, which should be taken on as a Club commitment, the Treasurer to arrange settlement with Mr. Brunwin.. Future orders from individuals shold also be accompanied by a cash deposit of £10. Jf^ Mrs. Rose Ford Mrs. Ford said that to mark the occasion of her 80th birthday (15/9/89) she had donated a plaque to be presented annually for the best article contributed to "Signpost", the winner to be determined by the vote of ^0+ members. The award would cover the four issues annually up to and including the "September" issue which would include a voting form to be returned by I5th November. The plaque would be presented at the A.G.M. the Chairman thanked Mrs. Ford for this very kind action which he was sure would be greatly appreciated by all members of the Club, and he offered his congratulations on her forthcoming anniversary. 11. Brunwin '100' Mr . Brunwin said that he had written to the landlord of the "Black Horse", Paslow Common, thanking him for the welcome given to riders in this event. Members expressed their regrets that Doug had been unable to take part on this occasion but congratulated him and his helpers on another most successful promotion. Chairman In closing the meeting Mr. W. Turner referred to the recent sad loss of members Ron Deerlng and Sid Matthews. 2. Minutes of Committee Meeting. 9th September 1989: • Proposed Mrs,.E. Paine, seconded Mr. D. Brunwin, were accepted as a true record.

Arising 'therefrom:-

(a) Club Jerseys - Treasurer reported that value of stocks held by Mr. D. Brunwin totalled £227.50. It was-agreed that reimbursement to Mr. Brunwin would be a suitable charge on the reserve "Finnemore £1000" pending the sale of stook when the proceeds would revert to the'Club funds.

(b) "Signpost" Costs - Mr. J. Stevens commented that the packing and despatch costs of "Signpost" were now equivalent to £1.22 per perison per annum. Similarly, printing and production costs amounted to 68p. pp/pa.

(c) "Rose Ford" plaque - Mrs. R. Ford showed the plaque which she had donated for annual award to the contributor deemed by members' vote to have submitted the most enjoyable article to "Signpost". This trophy was greatly admired. As relatively few voting papers had been received following the announcement in the September "Signpost", a second opportunity to vote had been included in the December issue, the revised closing date being 15th January 1990. Members agreed that no separate action was required for insuring the plaque, holders' 'Household Policies' being deemed sufficient.

5c General Secretary's Report Mr. Rowland said his quarterly report would appear in "Signpost". There was no special matter requiring the Committee's attention,

4o Membership Secretary's Report

Mrs. K. Card said that it had been a quiet quarter. There had been 16 applications for membership, details of which were read to the Committee and accepted en bloc. Mrs. Card confirmed that she wished- to relinquish her present duties at the A.G.M. She had already spoken to her proposed successor, Mrs. E. Blake.

5. Treasurer's Report

. Mr. E. Gobell said that the Statement of.Accounts for the year ended 30th September 1989 would show a small profit of £249.85. Club funds, currently stood at £1,946.26. . > '

6. "Signpost" Team

The "bumper" Christmas number would be posted to all Club members by 13th December and would contain copies of the AGM agenda papers* etc. The team were thanked for their efforts.

7« Section Secretaries* Reports

Mr. B. Brampton (E & N 'B') reported that mid-morning refreshments would be. available from 28th December at the North Weald V/omen's. Institute (opposite "Londis" supermarket). The Section was also to hold an informal lunch at Hobbs Cross Farm on 20th December,

Mr. J. Rainbow said that the Southern (Wednesday) section regularly attracted 16-18 riders and they were also holding their Christmas lunch on 20th December,

Mr. J. Wyatt referred to the recent sad loss of George Bush. A floral tribute had been sent, and a letter of condolence to his widow, Joan.

8. Annual General Meeting 27th January 1990

Mr. Rowland said he was about to confirm the booking of the Chalice Foundation Hall at a cost of £25. The agenda, statement of accounts and abridged minutes of the previous AGM would, all be issued with December "Signpost". Mr. J. Wyatt confirmed that he would be willing to stand for a third year as President - if proposed by the membership. Among the Section Secretaries it was known that Mr. W.S. Moore was resigning from his duties with St. Albans,

Mrs. E. Paine kindly undertook to organise the supply of refreshments. Mrs. ,E. Rumball offered to contact Mrs. M. Wright (previous organiser) to avoid possible duplication and to enquire if Mrs. Wright would be prepared to handle the beverage side of the refreshments. The Chairman produced g map showing the location of Itensford Street.

9. Club Map Library

Mr. J. Stevens proposed the establishment of a Club maP library. Members would be invited to donate maps, particularly foreign ones, which would be held in a central storage point and loaned out on request, thus avoiding the need for individual purchase of expensive maps which might be used only once,

Mr. Stevens would be willing to set up the service and suggested that a borrowing fee of 50p. pei: month per map would be reasonable.

After discussion the Committee agreed that the proposal was a valuable one which might be referred to informally at the AGM and a notice be published in the March 1990 issue of "Signpost". Mr. Stevens was thanked for his idea.
