These differ from school to school, so please consult further with your child’s school teachers. ◆Going to school 1 School route In order to safely travel to and from school, there are set routes. These are called tsuugakuro (school route). These routes were chosen to be the safest way to school so make sure to use them. 2 Ways to go to school ○In groups Children in the same area go to school together. Make sure to arrive at the designated meeting place on time. ○Individually A child goes to school either on his/her own or with other children in the same neighborhood. ◆Start of classes School starts at 8:25am or 8:30am. Make sure to come to school around 10 minutes before then. Arriving in school past the designated time for start of class marks the student as tardy. -

Review of Income and Wealth Series 50, Number 3, September 2004 CPI QUALITY ADJUSTMENT AND PRODUCTIVITY GROWTH: RAILWAY SERVICES IN JAPAN K U* Hitotsubashi University In recent years quality adjustment of price indices has been vigorously explored and the hedonic regres- sion method has become popular in official statistics. In service sectors, however, the current CPI seems not to have been successfully adjusted to accommodate quality changes. In this paper I focus on the railway industry in Japan, where quality change is a vital factor in the measurement of price indices and productivity. Using hedonic regressions to adjust CPI railway fares, the paper suggests that there may be a significant degree of upward bias in the current CPI railway fares. Also, this leads to the results that the total factor productivity (TFP) of the Japanese railway industry, which is calculated by using the newly adjusted CPI as a deflator, has been improved contrary to previous research on this issue. 1. I While price indices are designed to measure price changes that arise from causes other than improvements in quality, it is extremely difficult to measure objectively the quality differences that occur over time. The failure to account properly for quality improvements, by making sufficient deductions from the Con- sumer Price Index (CPI), is said to cause upward bias1 of the CPI. Recently, goods such as personal computers have been subject to a quality adjustment method known as the hedonic regression. This method is not currently being applied to the prices of services. The upward bias problem causes the overestimation of deflators that make use of the CPI, and results in the underestimation of the real value produced by services.
