The General Assembly, by its resolution 2106 A (XX) of 21 December 1965. adopted and opened for signature and ratification the International Convention on the Elimination of All Forms of Racial Discrimination) and invited the States referred to in article 17 of the Convention to sign and ratify it without delay. By the same resolution, the General Assembly requested the Secretary~General to submit to it reports concerning the state of ratifications of the Convention, which would be considered by the Assembly at its future sessions. In response to that request, reports on the status of the Convention have been submitted to the General Assembly annually since its twenty-first session in 1966. 2. By its resolution 33/101 of 16 December 1978, the General Assembly took note of the report of the Secretary-General on the status of the International Convention on the Elimination of All Forms of Racial Discrimination (A/33/147 and Corr.l); expressed its satisfaction with the increase in the number of States vThich have ratified the Convention or acceded thereto; reaffirmed once again its conviction that ratification of or accession to the Convention on a universal basis and implementation of its provisions were necessary

The SEC today announced the adoption of an amendment to its "hypothecation" rules under the Securities Exchange Act (Release 34-7896). The rules prohibit the hypothecation of customers' securities by broker-dealers under circumstances which permit the pledging of one customer's securities (1) with those of ~ny other customer, unless each customer's prior consent has been obtained; and (2) with those of other than a bona fide customer. The amendments add a new clause (g) to Rules 8c-l and l5c-2 to provide an exemption from the commingling prohibitions of these rules where an exchange member, broker or dealer participating in a system of a national securities exchange or national securities association for the central handling of securities hypothecates securities in accordance with such system. For the exemption to be appli- cahle the system must contain specified provisions and follow specified procedures which have been deemed adequate by the Commission for the protection of investors. The amendment provides that the hypothecation of customers' securities held by a clearing corporation or other subsidiary organization of a national securities exchange or national securities association or by a custodian bank pursuant to a central system in which the customers' securities are commingled with others will not of itself constitute a commingling prohibited by the rule.

  • Marsh Papers Kenneth Frederick Marsh and His Wife Blanche
    Marsh Papers Kenneth Frederick Marsh and his wife Blanche collaborated to produce a number of books about different regions in the south. These include Historic Flat Rock, Where the Old South Lingers, Plantation Heritage in Upcountry South Carolina, Athens, Georgia'’ Columned City, The New South, Greenville, South Carolina and Colonial Bath, North Carolina’s Oldest Town. Blanche Marsh wrote the text and Kenneth Marsh took amazing images of the areas selected for research. In 1966, the Marshes began work on Charlotte Carolina’s Queen City. This collection contains the correspondence between a number of individuals who provided documentation and financial support for the book. The correspondence was from and to Charlotte’s most prominent citizens, including George M. Ivey, John Belk, W.T. Harris, Stan Brookshire and Harold C. Dwelle. Bengert This appeal has been taken in accordance with Title 46 United States Code 239(g) and Title 46 Code of Federal Regulations 137.30-1. By order dated 21 April 1966, an Examiner of the United States Coast Guard at Houston, Texas, suspended Appellant's seaman's documents for 2 months outright plus 4 months on 12 months' probation upon finding him guilty of misconduct. The specifications found proved allege that while serving as a wiper on board the United States SS DEL MUNDO under authority of the document above described, Appellant, on nine different dates between 9 March and 29 March 1961, sometimes at sea and sometimes in port, wrongfully failed to perform his duties. On three of these dates, one time at sea, it is alleged that the failure was due to intoxication. At the hearing, Appellant elected to act as his own counsel. appellant entered a plea of guilty to the charge and each specification.
