    MYANMAR Livelihoods and Food Security Trust Fund (LIFT)/ UNOPS Dry Zone Program Inception Mission 14-30 October 2013 Aide-mémoire The Inception Mission was the first of a three step process, intended to focus on validation of the proposed program area, and on provision of main sector focus for the program. Accompanied by LIFT FMO team members the mission visited a total of 28 villages in 8 Townships, of which 5 in Mandalay Region (Kyaukpadung, Mingyan, Taungthar, Natogyi and Mahlaing), and 3 in Magway Region (Pauk, Seikphyu, Myaing). The five Mandalay Townships were identified by LIFT on the basis of vulnerability classification carried out by a major JICA pilot project, while the three in Magway were included to look at possible synergies with the 3MDG program operating there. The village visits were based on a semi-structured participatory approach focusing on discussion of a main topics list, but without fixed questions, and allowing the discussion to follow directions raised by the participants. The discussion group-size varied from 50 to about 100 community members, representing formal as well as traditional village leaders (respected elders and government village leaders), Village Development Committees (where formed by NGOs), single purpose interest groups (such as water management associations), Women’s associations, Parent-Teacher Associations, Mother and Child groups, social and religious groups, landowners/farmers, landless people, migrant workers and people with disabilities. At least half of the community members present at the village meetings were women, some representing female-headed households. The main topics covered included agricultural production, rainfall, livestock, credit, markets, migration, food security and household diets, health and education.

Worth an estimated US$500 million (761.2 billion kyats) the Htantabin Industrial Zone will be implemented on more than 1,000 acres and is expected to create more than 150,000 job opportunities, said Naw Pan Thinzar Myo, Yangon Region Karen ethnic affairs minister, at a press conference on Friday. The regional government and the Hong Kong-Taiwan consortium, Golden Myanmar Investment Co., are scheduled to sign the MoU at the 2nd Yangon Investment Fair on May 10, which will showcase about 80 projects across Yangon Region in an effort to drum up local and foreign investment. It is expected to take about nine years to fully implement the Htantabin Industrial Zone. The MoU is the first to be implemented among 11 industrial zones planned by the Yangon regional government in undeveloped areas on the outskirts of Yangon. In spite of their Tdifferent forms in different countries and regions, current world developments have a common point: the West (since the Renaissance) and the East (since the past century) have developed along materialistic lines. As a result, various things have been replaced with others in both the environmental and human fields. For the past decades some Buddhist scholars, in the face of so many social changes, have attempted to reassess the role of Buddhism in the new situation of the world. Hence, a question is raised as to whether traditional Buddhism, which has shaped the civilization of many peoples in the East for centuries, may remain adaptive and fluid in the modern era. Generally speaking, there are two discernible different tendencies among those scholars. Some scholars such as Thich Nhat Hanh, Walpola Rahula, Sulak Sivaraksa, H.H. the Dalai Lama, Robert Thurman, and so on, maintain that there remains a continuity between Buddhism today and Buddhism of the past. Although the world is changing rapidly with its various developments, humanity’s fundamental sufferings and the best ways of dealing with them remain the same as what are already explicitly formulated in most Buddhist teachings. Therefore, Buddhism today, whatever new forms it may take on, is essentially contiguous with its tradition. In the words of Sivaraksa: “To be of help we must become more selfless and less selfish.
