NOTICE INVITING TENDER NO. 02 / RSD OF 2019 – 2020

Assistant Engineer, Raidighi Sub-Division, Public Health Engineering Directorate, Government of West Bengal, invites tender on behalf of the Governor of West Bengal, from reputed, bonafide & resourceful Agency / Firm / Working Contractor, having eligibility criteria given below for the following work in the form of WBF-2911/ 2911 (I) / 2911(II).

1. Name of work : Indicated separately in separate sheet (list of work).

2. Location of work : Indicated separately for different group. Exact location may be change as per physical site condition.

3. Name and address of the Executive Engineer, accepting authority : Alipore Division, PHE Dte. 45, Ganesh Chandra Avenue, 5th Floor Kolkata – 700 013

4. Estimated Value of work : Indicated separately for each group.

5. Earnest Money : Indicated separately for each group to be submitted with tender in the form of Bank Draft of Nationalised Bank/TR Challan / D.C.R. in favour of the Executive Engineer, Alipore Division, P.H.E. Directorate. In respect of successful tenderer, the earnest money of the tender shall be converted as a part of the Initial Security Deposit. Cheque or Bank Guarantee is not acceptable.

6. Eligibility to participant : A) Essential Documents to be Produced:

Self attested photocopy of Trade License, Pan Card, Professional Tax Receipt, Challan for the year 2019-2020, Income Tax Acknowledgement Receipt for assessment year (2018-2019) to be submitted with the application for permission. The original will be returned back on the same day after verification. 1

B) Regarding GST:

The Notification under the subject of Amendment of Rule 47(9)(b) of WBFR Vol.-I consequent upon introduction of GST Act 2017 vide Memo. No. 4374-F(Y) dated 13.07.2017 of Finance Department by Principal Secretary to the Government of West Bengal will be followed until further order which is given as a Annexure GST.

c) Working Experience:

(i) Intending tenderers shall produce credential of at least 1 (one) completed work of similar nature of work under central govt. / state govt. / semi govt. organization of a minimum value of 40% of the estimated amount put to tender during last 5 (five) years prior to the date of issue of this NIT; or,

(ii) Intending tenderers shall produce credential for 2 (two) completed work of similar nature of work under central govt. / state govt. / semi govt. organization, each of the minimum value of 30% of the estimated amount put to tender during last 5 (five) years prior to the date of issue of this NIT; or,

(iii) Intending tenderers shall produce credential of 1 (one) single running work of similar nature of work under central govt. / state govt. / semi govt. organization, which has been completed to the extent of 80% or more and value of which is not less than the desired value at B(i) above;

In case of running works, only those tenderers who will submit the certificate of satisfactory running work from the concerned Executive Engineer, or equivalent competent authority will be eligible for the tender. In the required certificate it should be clearly stated that the work is in progress satisfactorily and also that no penal action has been initiated against the executing agency, i.e., the tenderer.

c) Last date & time of : 30.04.2019 up to 05.00 P.M. from the office of the tender papers of issue : tender inviting authority.

8. Time of completion : Indicated separately for each group.

9. Rate offered in Tender : The tenderer should quote their rates on percentage basis i.e. above /less/at par of the Estimated Amount put to tender both in figures and in words on the body of the Schedule & WBF 2911(I) & 2908 where specified.

10. For the unsuccessful tenderer the Earnest Money will be refunded without any interest after issuance of work order to the successful tenderer.

11. For the successful tenderer the earnest money deposited to be converted to Security Deposit. Balance 8% (eight percent) of the accepted value of the work will be deducted from each progressive bill of work as Security Deposit to constitute total 10% of Security.

12. The total 10% (ten percent) Security Deposit will be released after 03 (three) months from the date of successful completion of performance guarantee test or As per existing Govt. Rules.

13. The rate to be quoted both in words & figures on percentage basis on the amount put to tender and shall be inclusive of all taxes & charges as applicable and payable.

14. Before submission of tender, tenderer(s) may be visit the site to satisfy themselves about the local condition and other matters at their own cost.

15. Signatory, who will sign on Tender Document on behalf of a company or firm must produce the registered documents in respect of their competency to do so, failing which the tender will not be considered.

16. The tender document should be submitted in a sealed cover super scribing the name of work, tender no. & group etc.

17. The rates quoted in the tender shall remain valid for 12 (twelve) months from the date of submission of tender for acceptance.

18. I.T. & G.S.T. will be deducted from the progressive bill as per Government Order in vogue.

19. No price escalation charges will be considered in any way.

20. The contractor whose tender is accepted shall make the formal agreement within 07 (seven) days from the date of issue of an intimation to that effect by the office of the Executive Engineer, Alipore Division, PHE Dte. on 3

payement of usual charges and submit the same duly signed by him/ them to this office. If the contractor fails to perform the formalities within the specified period, tender will be liable to be cancelled and the Earnest Money will be forfeited.

21. The acceptance of the tender will rest with the accepting authority who does not bind himself to accept the lowest rate or any tender and reserves the right to reject in part or full of all tenders received or to split up the work in different groups without assigning any reason thereof.

22. If any tenderer withdraw tender before acceptance or refuse to work within a reasonable time without assigning any satisfactory explanation for such withdrawal, the tenderer shall be disqualified to participate in other tenders for a period of one year or more.

23. Tenderer, who do not fulfill the conditions specified in these tender documents or are implement in any respect, will be liable for rejection.

24. The successful Tenderer will remain liable for following with West Bengal Contract Labour (Regulation & Abolition) Act 1970 and necessary certificates from appropriate authority to be submitted within 07 (seven) days from the date of issue of work order, otherwise the work order will be cancelled.

25. Invitation of application for issue of tender does not constitute any guarantee for issue of tender paper to the applicant even to the enlisted tenderer of appropriate class.

26. The Tender inviting authority reserve the right to reject any or all the applications without assigning any reason what-so-ever and also reserve the right to change in choice of serial(s) as applied for by the applicant.

27. Contractor will not be entitled for any compensation for rejection of his/ her application.

28. Completion certificate should clearly indicate the description of works, value of contract, executed work value, date of award, actual date of completion etc. and name, address, telephone number of the client.

29. Conditional tender will not be accepted and shall be deemed as ‘Informal’.

30. Contractor should give declaration of banned/ unlisted tender/ history of arbitration/ litigation if any in his application.

32. In case of sudden closure of office due to reason beyond the control and understanding the last date & time as indicated above may be extended upto the next working date and time without issuance of further separate notice.

33. No application will be entertained if sent by post.

34. For detailed information and clarification the intending applicants shall have to contract to the office of the undersigned on any working day during office hours.

35. The Tender Inviting Authority reserves the right to accept or reject any or all the applications and to cancel the tendering process at point of time without any obligation and assigning any reason what-so-over. 4

36. 01% (one percent) cess will be deducted from the bill at source over construction cost for the Building & Other Construction Works Welfare Fund under section 18 (i) of Welfare Construction Act 1998. The construction contractors should register their firm from the Regional Labour Officers under section 18 (i) of Welfare Act 1998.

37. Provisions of Rule 47 and 47A of West Bengal Financial Rules (Vol. I) as amended Vide C.G.O. No. 9600F dt. 4.10.91 is applicable for the eligible tenderers.

38. Canvassing in connection with tenders is strictly prohibited and the tenders submitted by the tenderers who resort to canvassing will be liable to rejection.

(Note : Tenderers are requested to go through carefully all the tender documents including instructions given therein and enclosed hereto before filling up the spaces provided therein and signing the Tender Documents).
