The applicant should be an Architect/Designer/Design firm/Consortium of Companies. Appropriate documents supporting their status must be submitted. 2. The applicant should have an Architect, registered with the Council of Architecture with at least 5 years of experience of national & international repute. (to be supported by attested copy of registration) 3. Applicant with national/international competition projects and awarded jury member will be given preference. 4. The Applicant should have been mainly engaged in similar works, and should have worked on at least 2 projects of a similar nature in the last 4 years. (applicant with national / international level projects and letter of appreciation will be given preference) 5. Neither the Promoter of the competition, Assessor/s engaged for the competition nor any of their associates, partner or employee shall compete, assist a competitor or act as an architect or joint architect for the competition project. 6. Should be directly and solely into the profession of Museum / Spatial designing. The Applicant fulfilling the above criteria are invited to submit their Expression of interest (EOI) and provide full detailed information on eligibility, qualification and experience in museum / spatial designing. The shortlisted applicants will be invited to give a presentation along with a concept proposal for approximate built up area of 366 Square Meters for the above-mentioned project in the premises of, India Government Mint, Kolkata, West Bengal as per requirements stated in the EXPRESSION OF INTEREST (EOI) document. The selection process will be organized in two stages. Stage 1: Expression of Interest (EOI) – from which a shortlist of designer-fabricator will be selected Stage 2: Request for Proposal – shortlisted firms will be invited to give a presentation. Submission Requirements for EOI Please submit a PDF file of your EOI package on [email protected]. The PDF document should not exceed 25mb or it will not be accepted by the email ids. Numbered and initialed hard copies of this EOI package should reach the following address: General Manager, India Government Mint, Kolkata -700053, West Bengal, India. Entries will be considered valid only if both the softcopy and hard copy packages reach in the specified time. Delays or absence of one packet as per the timeline will disqualify the entry. Stage 1 : Submission Guidelines Respondents are encouraged to ensure that submissions are succinct and clearly organized and presented in the order described below. It is important to note that this stage does not require a design proposal. The purpose of Stage 1 is to provide information on firm qualifications, related museum/spatial design experience, key personnel and an indication of both the innovative and technical potential of the team based on the firm’s design philosophy and examples of its past and current work. DETAIL MARKS Cover Letter Include firm name and address and list key members of the design team, with a brief description of what makes your firm and team ideal for this project. Local Kolkata 5 subsidiary or partner firm can be named in this letter. Firm Qualifications Provide qualifications for the design firm, including background, expertise and approach. Describe capability and those aspects of the firm that make it especially suited to this project. Identify the location of the office, how long the firm has been practicing, the size of 10 the firm including total professional and support staff by discipline, and any resources that are significant for this project. Provide tax return documents of the firm for the last 3 years, in India, TAN no. ST no. and company incorporation certificate. Provide audited annual financial reports of the firm in India of the last 3 years Design Team Composition and Key Personnel Describe the potential team composition. Identify the name, qualifications, role and responsibilities for each key member of the Design Team, including the Lead Designer and Project Manager and provide a concise outline of experience relevant to this project. Position titles should be indicated and time commitment to the project specified. 15 Provide the professional qualifications and a brief description of the role and capability of each key team member in this section and place resumes in the appendices. Include an organizational chart indicating roles and relationships and professional status of all team members. Project Portfolio Provide Examples of Work depicting a minimum of 3 and a maximum of 5 relevant completed projects, under the headings below. Images may be photographs and legible drawings and diagrams. Concise captions identifying the role and 15 responsibilities of the respondent, and other salient characteristics or accomplishments may be included. Statement of Design Process and Management Provide a brief statement of the applicant’s ability to deliver effective team leadership and project management. Identify what the success factors will be for this 5 project and any concerns that you may have. Total Maximum Marks 50 IGM reserves the right to verify the performance of the designer/ firm and to call for any further information. No information shall be entertained after the due time unless called for by IGM. Please do not include any design proposals in Stage 1. Any information furnished by firm found to be incorrect at any stage would render their being ineligible without prejudice to any other right or remedy available in law of land. IGM shall not be responsible for any postal delay. Incomplete application/ disregard to the laid conditions may summarily lead to rejection of the application. IGM holds no explanation for evaluation or rejection of applicant. Responses to Q&A Responses of all the questions will be compiled and posted on the IGM website www.igmkolkata.spmcil.com between 01.08.2019 to 31.08.2019 for Stage 1 and ________ for Stage 2. Stage 1 EOI Evaluation 1. Up to three firms will be short-listed to participate in Stage 2 of the selection process. Selection of the short-listed firms will be based on an evaluation of the overall quality of the submissions and the 3 firms with the highest scores will be invited for Stage 2. The committee holds no explanation for the evaluation and award of marks. 2. Compensation and Expenses: Respondents will not be compensated for any expenses associated with the preparation and submission of the Stage 1 EOI. 3. Limitations to Liability: The IGM assumes no liability or responsibility for costs incurred by applicants in responding to this EOI or in responding to any further requests for a presentation, additional data, etc. 4. Rejection of Proposals: The IGM reserves the right to reject any or all proposals and to terminate or modify the process at any time. No materials will be returned. Stage 2 – RFP and Financial Bid Up to three Design-Fabrication firms securing maximum points will be invited to participate in Stage 2 of the selection process. The participating short-listed applicants shall have to prepare an EMD of Rs 4,40,000/- (Four lakh Forty thousand only) paid by DD / Pay order in favor of The General Manager, India Government Mint, Kolkata, West Bengal. The selection process will be organized in two stages. Stage A: Design Proposal – It will be marked by the committee based on the presentation delivered by the shortlisted applicant. Stage B: Financial Proposal – It would be separate sealed envelope with the financial proposal as per the details mentioned in the document. Stage A: The short-listed designers-fabricators will be invited for a presentation along with concept design proposal for the Mint Museum (uniform for all) which will be further evaluated to gauge the expertise and competence. DETAIL MARKS Design Proposal Concept Design proposal with spatial planning of each gallery along with reference views and details. 50 Sample Display Provision of actual prototypes displaying the quality of work. The prototype need not to be related to the design proposal but should have been displayed / utilized in 25 any previous project. Production Timeline Provision of concise production timeline with periodic stages of work (off site and 25 on site) and concise date of delivery of each gallery. Total Maximum Marks 100 The committee holds no explanation for the evaluation and award of marks. The committee is not bound to reveal the marks at any stage of the project. Stage B: ‘Financial Bid’ shall be submitted in a separate sealed envelope and shall include the following Quotation on the Applicant letter head: DETAIL Quotation For Design Consultancy with detailed schematic design and specifications and the overall execution and supervision of a New Museum Project in the campus of, India Government Mint, Kolkata, West Bengal Total (in words) Formula for Financial Score For the evaluation of the financial proposal, the consultant (L1) who has quoted the lowest price will be given a score of 100.

Government should consider to augment fund for the upkeeping of inmates. The Govt. should inform the Commission within a period of two months from the date of receipt of these recommendations as to the action taken or proposed to be taken in this regard.

The Monsoon trough at mean sea level now passes through Jaisalmer, Ajmer, Nowgong, Daltonganj, Jamshedpur, Digha and thence southeastwards to Eastcentral Bay of Bengal. The cyclonic circulation over south Chhattisgarh & neighbourhood now lies over northeast Madhya Pradesh & adjoining south Uttar Pradesh and extends upto 4.5 km above mean sea level.
