Ramallah­ Israeli Forces Explode Hamed Family House in Selwad village Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)

(12 ­ 18 November 2015)

Israeli forces have escalated the use of excessive force against peaceful protests in the oPt. 7 Palestinian civilians, including a child, were killed in the . One of them was killed by Israeli undercover agents "Mosta'rebeen" at al­Ahli Hospital in Hebron. 93 Palestinian civilians, including a child, a woman and 5 journalists, were wounded in the West Bank and .

Israeli forces put into force the house demolition policy on grounds of collective punishment. 5 houses were bombed and other neighbouring houses sustained large damage.

Israeli forces conducted 77 incursions into Palestinian communities in the West Bank. 111 Palestinian civilians, including 38 children, were arrested. 36 of them, including 22 children, were arrested in occupied .

Israeli warplanes raided a training site, in the centre of the Gaza Strip, but no casualties were reported.

Israeli gunboats continued to target Palestinian fishermen in the Gaza Strip sea. 2 fishermen sustained minor wounds.

Settlement activities have continued in the West Bank. 2 cattle farms and a water well, east of Hebron, were demolished. 5 residential tents sheltering 27 individuals, including 14 children, and 2 livestock barns in Sa'ir village, were demolished.

Israeli forces have turned the West Bank into cantons and continued to impose the illegal closure on the Gaza Strip for the 9th year. Many temporary checkpoints were established in the West Bank and many others were re­established in a way obstructing the traffic. 7 Palestinian civilians, including a child, were arrested at checkpoints in the West Bank. A Palestinian patient was arrested at Beit Hanoun (Erez) crossing, north of the Gaza Strip.

Summary

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (12 – 18 November 2015).

Shooting:

Israeli forces have continued to commit crimes, inflicting civilian casualties. They have also continued to use excessive force against Palestinian civilians participating in peaceful protests in the West Bank and Gaza Strip, the majority of whom were youngsters. Occupied witnessed similar attacks. During the reporting period, Israeli forces killed 7 Palestinian civilians, including a child, in the West Bank. Moreover, 93 Palestinian civilians, including 24 children, a woman and 5 journalists, were wounded. Eighteen of whom, including 3 children, were wounded in the Gaza Strip and the others were wounded in the West Bank. Concerning the nature of injuries, 58 civilians were hit with live bullets, 29 ones were hit with rubber bullets and 6 others were hit with tear gas canisters.

In the West Bank, killings committed by Israeli forces were as follows:

On Thursday dawn, 12 November 2015, Israeli forces committed a new cold­blooded crime by killing Abdullah Shalalda (28), from Sa'ir village, east of Hebron. This crime was committed at al­Ahli Hospital in Hebron by Israeli undercover agents "Mosta'rebeen" that are well known for carrying out dozens of extra­judicial executions following al­Aqsa Intifada.

On the same day afternoon, Israeli forces wounded Mahmoud Wadi (17), from Sa'ir village while participating in a protest following the funeral procession of Abdullah Shalalda. The bullet entered the lower back and exited the right shoulder. The wounded civilian was taken to al­Ahli Hospital in Hebron, but at approximately 10:00 on Friday, 13 November 2015, medical sources declared that he succumbed to his injury.

On 13 November 2015, Israeli forces killed Hassan Se'da (21), from Halhoul, north of Hebron, while participating in a protest between the southern entrance of Halhoul and the northern entrance of Hebron.

On the same day, Israeli forces killed Lafi Awad (22), from Budrus village, west of and al­Bireh, while throwing stones along with other youngsters, southwest of the said village. An eyewitness said that Israeli forces opened fire at him from a range of 5 meters and they could have arrested him instead. It should be noted that Israeli forces arrested the aforementioned person after he sustained a rubber­coated metal bullet wound, but when he escaped, Israeli forces opened fire at him.

On 16 November 2015, Israeli forces killed Laith Manasra (21) when they opened fire at him from a range of 50 meters while being present on the roof of his family in Qalandia refugee camp throwing stones at Israeli soldiers. Moreover, Ahmed Abu al­Eish (28) was killed in armed clashes with Israeli forces in the same refugee camp. It is worth noting that Israeli forces moved into Qalandia refugee camp to demolish an apartment rented by the family of Mohammed Abu Shaheen, who was arrested by Israeli forces in June 2015 under the pretext of killing a settler.

On 17 November 2015, Israeli forces killed Mohammed Saleh (24), from Aroura village, northwest of Ramallah. Israeli forces opened fire at him from a military jeep that was stationed near Termis'ya intersection, north of the city. Israeli forces claimed that Saleh opened fire at the vehicle, yet there was not eyewitness to confirm or deny the Israeli claim. In addition, Israeli forces denied the Palestinian medical crews from reaching the scene.

During the reporting period, 75 Palestinian civilians in the West Bank, including 21 children a woman and 3 journalists, were wounded. Eight of them were wounded in East Jerusalem and its suburbs.

The Palestinian civilians wounded in the West Bank were distributed as follows:

In peaceful protests against Israeli policies: 59 Palestinian civilians, including 19 children, a woman and 3 journalists, were wounded. Forty­one of them were hit with live bullets and 18 others were hit with rubber­coated metal bullets. In peaceful protests against Israeli incursion: 7 Palestinian civilians were wounded. One of them were hit with live bullets, 5 were hit with rubber­coated metal bullets and one was hit with a tear gas canister. In peaceful protests against the annexation wall and settlement activities: a child was hit with a live bullet. Palestinian civilians wounded in occupied Jerusalem: 8 Palestinian civilians were wounded. Four of whom were hit with live bullets, 3 were hit with rubber bullets and one was hit with a tear gas canister.

In the Gaza Strip, Israeli forces wounded 18 civilians. Sixteen of them, including 3 children and 2 journalists, were wounded in peaceful protests, while 2 fishermen were wounded in the sea. Eleven of the wounded were hit with live bullets, 3 were hit with rubber bullets and 4 were hit with tear gas canisters.

The Palestinian civilians wounded in the Gaza Strip were distributed as follows:

North of the Gaza Strip: 6 Palestinian civilians were wounded; 1 of whom sustained a live bullet wound, 3 sustained rubber bullet wounds and 2 others were hit with tear gas canisters. Gaza City: 2 fishermen sustained live bullet wounds. Central Gaza Strip: 6 Palestinian civilians were wounded; 4 of whom sustained live bullet wounds and 2 were hit with tear gas canisters. Khan Yunis: 4 Palestinian civilians sustained live bullet wounds.

In the context of shooting incidents at the border area, on 15 November 2015, Israeli forces stationed at the border fence between Israel and the Gaza Strip, east of Jabalia, north of the Gaza Strip, opened fire at the border area, but neither casualties nor material damage were reported.

Concerning targeting Palestinian fishermen in the Gaza Strip sea, on 13 November 2015, Israeli gunboats stationed off al­Waha resort, northwest of Beit Lahia, north of the Gaza Strip, opened fire at Palestinian fishing boats sailing with 2 nautical miles, but no casualties were reported. A similar shooting incident was reported on 17 November 2015, but no casualties were reported.

On 16 November 2015, Israeli gunboats opened fire at a Palestinian fishing boat on board of which were 2 fishermen. The boat was sailing 6.5 nautical miles off Gaza Seaport. As a result, they sustained minor wounds.

In the context of Israeli airstrikes, on 17 November 2015, Israeli warplanes raided a Palestinian training site, southwest of al­Bureij refugee camp, but no casualties were reported.

House demolition on grounds of collective punishment

As part of the collective punishment policy practiced by Israeli forces against Palestinian civilians, following the approval of the Israeli High Court on Thursday, 12 November 2015, on the demolition of houses belonging to families of Palestinian civilians accused of "being involved in carrying out attacks against Israeli target", Israeli forces started applying the decision. On 14 November 2015, Israeli forces moved into . They stationed around houses of 3 Palestinian civilians accused of being involved in "" attack, on 01 October 2015, that resulted then in killing a settler and his wife. Explosive experts planted explosives in the walls of the 3 houses and bombed them. The bombed houses belong to Karam al­Masri, Samir Kousa and Yehya Hamad. The explosions inflicted damage on 8 houses and an orphanage.

On the same day, Israeli forces moved into Silwad village, northeast of Ramallah. They raided a house belonging to the family of Mo'az Hamed (26), a Palestinian prisoner detained at the Palestinian Preventive Security prison since last July under the pretext of being a member of a military cell that killed a settler in June. Israeli forces surrounded the area, where the explosive experts planted explosive inside the house and remotely bombed it. The house was completely destroyed as a result and other neighbouring houses sustained large damage.

On 16 November 2015, Israeli forces bombed an apartment rented by the family of Mohammed Shaheen, who was arrested by Israeli forces in June 2015 under the pretext of killing a settler.

In the same context, the Israeli Home Front Command issued a decision on 12 November 2015 to confiscate and demolish a house belonging to the family of Baha' Elayan in al­Mukaber Mountain village, southeast of Jerusalem. It should be noted that Baha' was killed by Israeli forces after carrying out a stabbing and shooting attack in an Israeli bus on 13 October 2015, in the said village.

Incursions:

During the reporting period, Israeli forces conducted at least 77 military incursions into Palestinian communities in the West Bank and 11 ones in occupied East Jerusalem. During these incursions, Israeli forces arrested at least 111 Palestinian civilians, including 38 children. Thirty­six of these civilians, including 22 children, were arrested in East Jerusalem.

Restrictions on movement:

Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 9 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.8 million people. The Israeli authorities have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports. The Israeli closure raised the rate of poverty to 38.8%, 21.1% of which suffer from extreme poverty. Moreover, the rate of unemployment increased up to 44%, which reflects the unprecedented economic deterioration in the Gaza Strip.

Settlement activities

On 12 November 2015, Israeli forces demolished 2 cattle farms, east of Hebron.

On 16 November 2015, Israeli forces demolished 2 residential tents and a livestock barn in al­Qanoub area, east of Sa'ir village, east of Hebron. They also demolished 3 other residential tents and a livestock barn in Joury al­Khail area, west of the said village.

Details

1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians and Property in the West Bank and the Gaza Strip Thursday, 12 November 2015

At approximately 01:00, Israeli forces moved into Nablus. They raided and searched a house belonging to Feras Khelfah (20). Israeli forces arrested the aforementioned civilian and at approximately 05:00 withdrew.

Around the same time, Israeli forces moved into Howarah village, south of Nablus. They raided and searched a house belonging to Anas Mohammed 'Odah (28). Israeli forces arrested 'Odah (28). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

Around the same time, Israeli forces raided and searched a house belonging to Khaled Tafesh, Member of the Palestinian Legislative Council (PLC), in Za'atarah village, east of . They arrested his son Mohammed (2!) and took him to an unknown destination.

At approximately 01:30, Israeli forces moved into Shweikah Suburb, north of Tulkarm. They raided and searched a house belonging to Shorouq Rayeq Raji 'Abdullah (18). Israeli forces handed the aforementioned young woman a summons to refer to the Israeli Intelligence in the Israeli Military Liaison office (DCO), southwest of the city and later withdrew.

At approximately 02:00, Israeli forces moved into Dura and its vicinity, southwest of Hebron. They stationed in a number of neighbourhoods and then raided and searched a number of houses. Israeli forces arrested 6 children and later withdrew taking them to an unknown destination. The arrested civilians were identified as Feras 'Ali Khelaf (17); Mo'ataz Saber Abu 'Arqoub (17); 'Omer Taleb Hasan Faqousah (15); Anas Isma'il Khelaf (15); Feras Mohammed Khelaf (17) and 'Abdel Hamid Mahmoud Khelaf (17).

At approximately 02:30, Israeli forces moved into al­Jalzone refugee camp, north of Ramallah. They raided and searched a number of houses. They arrested 3 children and later withdrew taking him to an unknown destination. The arrested persons were identified as Mohammed Wajd Safi (16); Mohammed Hisham Mahmoud Safi (14) and 'Ali Salem Dabour (16).

In the dawn, Israeli forces committed a cold­blooded crime at al­Ahli Hospital in Hebron, as a group of Israeli undercover agents "Mosta'rebeen", who are well­known for carrying out dozens of extra­judicial executions following the al­Aqsa Intifada. The Palestinian Center for Human Rights (PCHR) stresses that the Israeli forces' attack on the aforementioned hospital constitutes a flagrant violation of article 18 of the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, which provides, "Civilian hospitals organized to give care to the wounded and sick, the infirm and maternity cases, may in no circumstances be the object of attack, but shall at all times be respected and protected by the Parties to the conflict". Moreover, PCHR highlights that not holding perpetrators accountable by the international community has made Israel above the law.

According to investigations conducted by PCHR, at approximately 02:43 on Thursday, 12 November 2015, a group of Israeli undercover agents serving in the Israeli forces raided al­Ahli Hospital in Hebron. The group of 21 undercover agents included 2 dressed in women's clothes; one on a wheelchair, and the remaining others put fake beards and the Palestinian Kufiya around their necks. Three of whom were standing at the hospital's doorway and told the hospital officers and medical crews not to move. In the meantime, other undercover agents went upstairs to the Operations Section on the third floor and detained the medical staff. At approximately 02:45, 5 agents, including the 2 who were in women's clothes, raided a room. Soon after, 4 gunshots were heard. The undercover agents then went out taking Azzam Ezzat Sha'ban Shalalda (20), from Sa'ir village, east of Hebron, on a wheelchair. Once they left the hospital, the medical staff entered the room and found Abdullah Azzam Sha'ban Shalalda (28) dead. Following preliminary examination of the corpse, it was found out that Abdullah sustained 3 live bullet wounds to the left of the head, chest, and right arm. At approximately 04:52, the undercover agents withdrew taking Azzam with them. They were seen taking 2 covered pickup trucks with Palestinian registration plates It should be mentioned that 'Azzam Shalalda wounded on 25 October 2015 due to being hit with seven bullets by a settler. The Israeli forces claimed then that he attempted to stab an Israeli settler after throwing stones at the settler's car and breaking its windshield.

At approximately 03:00, Israeli forces moved into Beit Rima village, northwest of Ramallah. They raided and searched a house belonging to Karim Mohammed 'Abdel Hafiz Shawar. They also raided and searched his brother's house, Dr. Ihab, and his clinic adjacent to the house after breaking the main doors to the two houses and the clinic with sharp tools. Israeli forces later withdrew, and no arrests were reported.

Around the same time, Israeli forces moved into al­'Aroub refugee camp, north of Hebron. They stationed in the vicinity of the UNRWA Distribution Centre and then raided and searched a house belonging to the family of Diaa' Yousif thiab (17). They arrested the aforementioned civilian and took him to an unknown destination.

Around the same time, Israeli forces moved into 'Aydah refugee camp, north of Bethlehem. They raided and searched a house belonging to Ya'qoub Hammad and then arrested his son, Sami (18). They took the latter to an unknown destination.

At approximately 03:30, Israeli forces moved into Sanour village, south of . While searching the village cemetery, Israeli forces arrested Belal 'Abdel Latif 'Omer (23).

Around the same time, Israeli forces moved into Eastern Barta'ah village, which is isolated from its surroundings due to the annexation wall, west of Jenin. They raided and searched a house belonging to 'Alaa' Rateb 'Abdel Latif Foqaha (24) and arrested him.

Around the same time, Israeli forces moved into al­'Izzah refugee camp, north of Bethlehem. They raided and searched a house belonging Fo'ad Nofal al­'Adwin. They arrested his son, Ahmed (24), and took him to an unknown destination.

At approximately 04:00, Israeli forces moved into al­'Abidiyah village, east of Bethlehem. They raided and searched a house belonging to Hussein Radaydah. They arrested his son, Jawad (22), and took him to an unknown destination.

Around the same time, Israeli forces moved into Nahalin village, west of Bethlehem. They raided and searched a number of houses. They arrested 'Abdel Karim Mohammed 'Ali Shakarnah (22) and Baraa' Helmi Ghayadah (22) and took them to an unknown destination.

Note: During the aforementioned day, Israeli forces carried out two incursions in the following areas without reporting any arrests: 'Alar village, northeast of Tulkarm and Beer al­Basha village, south of Jenin.

Friday, 13 November 2015

At approximately 01:00, Israeli forces moved into Ras al­Jorah area in the northern area of Hebron. They raided and searched two houses belonging to Diab (35) and Muhab Mousa Diab al­Shobaki (27). They arrested the aforementioned civilians and later withdrew taking him to an unknown destination.

At approximately 08:00, Israeli gunboats stationed off al­Wahah shore, northwest of Beit Lahia in the northern Gaza Strip, heavily opened fire in the vicinity of the Palestinian fishing boats sailing within two nautical miles. They pumped water at one of the boats after surrounding it, but the fishermen manned on the board managed to flee. The shooting which continued for 15 minutes caused fear among fishermen forcing them to flee. No causalities were reported.

At approximately 21:00, Israeli forces moved into Nazlet al­Sheikh zaid village, northwest of Jenin. They arrested a house belonging to Hadi 'Abdel Rahman 'Aref Zaid (17) and arrested him.

At approximately 23:00, Israeli forces moved into al­Samou'a village, south of Hebron. They stationed in the western area of the village and then raided and searched a house belonging to Baker Ya'aqoub Abu 'Eqeil (35). Israeli forces arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

Note: During the aforementioned day, Israeli forces carried out 12 incursions in the following areas without reporting any arrests: al­ Thaheriyah village, south of Hebron; Yata, south of Hebron; Dura, south west of the city and villages of Rabod, Abu al­'Asja, Abu al­ Ghozlan, Karza, al­Hadab, Amrish, 'Abdoh, Beit 'Awwa and Deir Samit, south and southeast of Dura, southwest of Hebron.

Saturday, 14 November 2015

At approximately 01:00, Israeli forces moved into Jabal al­Ramah area in the center of Hebron. They raided and searched a house belonging to Ahmed Motawe'a al­Tamimi and detained his family members outside. They arrested his son, Shadi (29) and handed his son and brother Majdi two summonses to refer to the Israeli Intelligence in "Gosh 'Etzion" settlement, south of Bethlehem. They confiscated a white Golf car belonging to the arrested Shadi.

At approximately 01:30, Israeli forces moved into Yata, south of Hebron. They stationed in the centre of the city and then raided and searched a house belonging to Mohammed Nabil al­Birawi (30) and arrested him.

At approximately 14:00, Israeli forces accompanied with a military bulldozer moved into an area, east of Yata, south of Hebron. The military bulldozer closed with sand barriers the entrances to al­Deirat and Khelet al­Mayeh villages connected with bypass road (35).

Note: During the aforementioned day, Israeli forces carried out 2 incursions in the following areas without reporting any arrests: Bani Na'im village, east of Hebron and Dura, southwest of Hebron.

Sunday, 15 November 2015

At approximately 01:00, Israeli forces moved into Hebron. They raided and searched 4 houses in Abu Katilah and Jabal abu Roman neighbourhoods. They arrested 4 civilians and later withdrew taking them to an unknown destination. The arrested persons were identified as 'Emad Mahmoud Abu (21); Mohammed 'Abdel Sam'ia al­Ja'abri (29); Mohammed Fo'ad Abu 'Eishah (57) and Mohammed 'Omer Jamjoum (21).

At approximately 01:30, Israeli forces moved into Beit Kahel village, north of Hebron. They raided and searched a house belonging to Mahmoud 'Abdel Majid 'Atawnah (25). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

Around the same time, Israeli forces moved into Beit 'Awa village, southwest of Dura, southwest of Hebron. They raided and searched 2 houses. Israeli forces arrested Jihad Mohammed Masalmah (24) and Subhi Mohammed Masalmah (26) and later withdrew taking them to an unknown destination.

Around the same time, Israeli forces moved into al­Fawar refugee camp, south of Hebron. They raided and searched a house belonging to Sami Mohammed Sha'aban Hanajrah (44). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

Around the same time, Israeli forces moved into Sorif village, northwest of Hebron. They raided and searched 3 houses. Israeli forces arrested Mustafa Khaled al­Heeh (17); Qosay 'Eyad Abu Farah (19) and Mohammed Riyadh al­Hadoush (22).

At approximately 14:40, Israeli forces stationed along the border fence between Israel and the Gaza Strip, east of the Islamic cemetery, east of Jabalia in the northern Gaza Strip opened fire sporadically at the border area. The shooting caused fear among the cleaners who were at that moment in the garbage landfill site belonging to Jabalia municipality as well as the shepherds. They were all forced to flee from the area for fear of being wounded. However, neither causalities nor damages were reported.

Monday, 16 November 2015

At approximately 01:30, Israeli forces moved into Beit Oula village, west of Hebron. They raided and searched the office of Islamic Charitable Orphanage after breaking the main doors. Israeli forces withdrew from the building after confiscating files, computers and printers belonging to the orphans and administrative board.

At approximately 02:30, Israeli forces moved into Yata, south of Hebron. They raided and searched a house belonging to Mohammed Rajeh Abu Na'ous (30). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

Around the same time, Israeli forces moved into Sa'ir village, east of Hebron. They raided and searched a house belonging to Ra'ed Saket Thalji Jaradat (22), who was killed by Israeli forces at the entrance to Beit 'Aynoun village on 26 October 2015 after he stabbed an Israeli soldier there. The Israeli soldiers took photos and measures of the houses and verbally threatened his family to confiscate and destroy the house. Israeli forces then patrolled the streets to the north­eastern area of the village and then raided and searched the house of 'Azzam 'Ezat Shalaldah (20), who was wounded on 25 October 2015 and arrested on 12 November 2015 from al­Ahli Hospital that was raided by Israeli undercover agents. Israeli forces took the measure of the house after holding the family members outside. They also verbally threatened the family.

At approximately 03:00, Israeli forces moved into 'Askar refugee camp, northeast of Nablus. A number of Palestinian youngsters gathered to throw stones at the Israeli soldiers, who set ambushes for the youngsters between their houses. As a result, Israeli forces arrested Saber 'Ali al­Laham (32) and Mohammed Ahmed Nebhan Saqer (30) and alter withdrew taking him to an unknown destination.

At approximately 03:30, Israeli forces moved into Jenin. They raided and searched a house belonging to 'Alaa' Hasan 'Abdullah Wishahi (29) after breaking the main entrance to the house. They arrested the aforementioned civilian after beating him up and stealing 3,000 NIS in addition to searching his brother's house, Fadi (33). Israeli forces re­stationed in the eastern neighbourhood in the city. They raided and searched a house belonging to the family of Anas Mohammed 'Abdel Rahman 'Atoum (27) and arrested him as well.

Around the same time, Israeli forces moved into Hebron. They raided and searched 4 houses and then arrested 4 civilians. Israeli forces later withdrew taking the arrested persons to an unknown destination. The arrested were identified as Hamzah 'Abdel Halim 'Abdel Majid (22); 'Amer Shafiq al­'Aweiwi (31); Hussam Shaher Ahmed al­Natshah (28) and Hussam Fakheri al­Hashlamoun (32).

At approximately 04:00, Israeli gunboats stationed in the sea opened fire at a Palestinian fishing boat manned by two fishermen sailing within 6.5 nautical miles. The direct shooting at the fishermen caused minor wounds to them. The wounded fishermen were identified as:

Hasan Mohammed Ibrahim Meqdad (31) sustained a minor bullet wound above the left eye and Mahmoud Taysir Khalaf Basal (21) sustained bruises in the left arm and all over his body.

Around the same time, Israeli forces moved into Qabatia village, south of Jenin. They raided and searched a house belonging to Ibrahim Helmi Mohammed Kumeil (35) and arrested him.

At approximately 17:00, Israeli forces moved into Zabouba village, northwest of Jenin. They arrested Kamel Hussam Kamel Jaradat (20) while being in the main Street near his house.

At approximately 23:00, Israeli forces moved into Sorif village, northwest of Hebron. They patrolled the streets and then stationed in the centre of village. They raided and searched two houses and arrested 'Amr Mousa al­Hor (17) and Mahmoud Mousa Hmeidan (24). They raided and searched a house belonging to Ahmed Hmeidat al­Qadi. They arrested his wife, Amirah 'Ali Ahmed al­Qadi (40), and confiscated 65,000 NIS.

Note: During the aforementioned day, Israeli forces carried out two incursions in the following areas without reporting any arrests: Qarawet Bani Hassan village, west of Salfit and Hawarah village, south of Nablus.

Tuesday, 17 November 2015

At approximately 00:30, Israeli helicopter launched two missiles at a military site belonging to Palestinian armed groups, southwest of al­ Bureij in the Central Gaza Strip. As a result, the site was damaged, but no causalities were reported.

At approximately 01:30, Israeli forces moved into Hebron. They stationed in Abu Sneinah neighbourhood and then raided and searched a house belonging to Jihad Fayez al­Jamal (22) and arrested him.

At approximately 02:00, Israeli forces moved into rojib village, east of Nablus. They raided and searched a number of houses, including a house belonging to journalist 'Amid Sami Dweikat and his brothers. Israeli forces later withdrew, and no arrests were reported.

Around the same time, Israeli forces moved into Kafr Qalil, southeast of Nablus. They raided and searched a number of houses. They arrested Jihad Eyad Zuhair Mansour (35) and later withdrew taking him to an unknown destination.

At approximately 02:30, Israeli forces moved into Yata, south of Hebron. They raided and searched a house belonging to Mohammed Rajeh Abu Na'ous (30). Israeli forces arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

At approximately 03:30, Israeli forces moved into Zeita village, north of Tulkarm. They raided and searched a house belonging to the family of Mohammed Wahid Ahmed Zaghloul (19) and arrested him.

Around the same time, Israeli forces moved into Beit 'Awa village, southwest of Dura, southwest of Hebron. They raided and searched a house belonging to Ghazi Hussein al­Sharhah (49). Israeli forces arrested his twin sons, Shaher and Maher (16), and later withdrew taking them to where the military vehicles were stationed. Meanwhile, other Israeli forces raided and searched a house belonging to the family of Muhanned 'Abdel Qader Masalamah (30) and arrested him afterwards.

At approximately 03:40, Israeli forces moved into 'Ein Beit al­Maa' refugee camp, northwest of Nablus. They raided and searched a number of houses. They arrested Jihad Salim Ahmed Ibrahim al­Damoni (45) and later withdrew taking him to an unknown destination.

Around the same time, Israeli forces moved into Ras al­'Ein neighbourhood, southeast of Nablus. They raided and searched a number of houses. They arrested Mo'atasem Jamal Qaradah (28), who is with special needs, and later withdrew taking him to an unknown destination.

At approximately 15:30, Israeli forces moved into Ras al­'Ein neighbourhood, southeast of Nablus. They raided and searched a house belonging to the family of Yousif Ghaleb yousif Mer'ie (20) and arrested him.

Around the same time, Israeli gunboats stationed of al­Wahah shore, northwest of Beit Lahia in the northern Gaza Strip, heavily opened fire in the vicinity of Palestinian fishing baots sailing within 2 nautical miles. Israeli forces also pumped water at a fishing boat after surrounding it, but the fishermen on board could flee. The shooting which continued for 20 minutes caused fear among fishermen forcing them to flee. However, no causalities were reported.

At approximately 19:00, Israeli soldiers fortified in a military vehicle parked near the intersection of Termes'aya, north of Ramallah, killed Mohammed Munir Hasan Saleh (24) from 'Arourah, northwest of the city when he was driving his car by the entrance of Termes'ayah. Israeli forces directly opened fire at Saleh hitting him with several bullets. Israeli forces claimed that Saleh opened fire at the aforementioned vehicle using a gun, and they arrested two other persons, who are not identified yet. Saleh's corpse was transferred by an Israeli ambulance to an unknown destination. There was no local eyewitness in the scene to confirm or deny the Israeli claims. The Israeli forces also denied Palestinian ambulances access to the scene.

Note: During the aforementioned day, Israeli forces carried out incursions in the following areas without reporting any arrests: Tulkarm; 'Atil village, north of the city, Bal'ah village, northeast of the city; al­Samou'a village, south of Hebron.

Wednesday, 18 November 2015

At approximately 01:30, Israeli forces moved into Ethna village, west of Hebron. They stationed in Rishah Valley village, west of the village and then raided and searched two houses belonging to Abu Jheishah family after forcing their residents to stay outside. They arrested Mos'ab 'Abdel 'Aziz Abu Jheishah (24) and Waddah 'Abdel Jaber Abu Jheishah (24) and later withdrew taking them to an unknown destination.

At approximately 02:00, Israeli forces moved into al­'Aroub refugee camp, north of Hebron. They stationed in the vicinity of the UNRWA Distribution Centre and then raided and searched 3 houses. Israeli forces arrested Mahdi Mahmoud Badawi (20); 'Emad Khaled al­Jondi (18) and Mohammed Sa'di Hasaniyah (18) and later withdrew taking them to an unknown destination.

At approximately 02:30, Israeli forces moved into Couper village, northwest of Ramallah. They raided and searched a house belonging to the family of 'Omer al­Baroghuti, who is a former prisoner, under the pretext that he is wanted for the Israeli Forces. However, he was not at home, but they arrested his two sons, 'Asef (35) and Saleh (25). Israeli forces later withdrew taking the arrested persons to an unknown destination.

At approximately 03:00, Israeli forces moved into Kafr Malek village, northeast of Ramallah. They raided and searched 3 houses after breaking all the main doors to the house with sharp tools. The force officer questioned him on the spot with other family members about having a weapon. The houses that were raided belonging to Ibrahim Joudah Mo'adi; Soliman Mohammed B'eirat and Mustafa al­Naji Beshahrah Ibrahim, whose house is comprised of 4 apartments sheltering his sons. While searching the houses, Israeli forces stole from the apartment of his son, Maher Ibrahim (42) USD 1000; JD100 and NIS500 and from his son Naji NIS600 and his grandson Laith a 5S Samsuung Galaxy cell phone. At approximately 05:00, Israeli forces withdrew, but no arrests were reported.

At approximately 03:30, Israeli forces moved into al­Bireh. They raided and searched a house belonging to the family of Naser Mustafa Rezeq (18). They arrested thea formentioned youngster and later withdrew taking him to an unknown destination.

Around the same time, Israeli forces moved into Sorif village, northwest of Hebron. They stationed at the village entrance and then raided and searched a house belonging to Ziad Wahed Abu Farah (20). They arrested the aforementioned civilian and later withdrew taking him to an unknown destination.

At approximately 04:30, Israeli forces moved into Beit Ummar village, north of Hebron. They stationed in 'Asidah area and then raided and searched a house belonging to Kassab 'Ali Qasem Abu Mariah. Israeli forces arrested his son Mohammed (16) and later withdrew taking him to an unknown destination.

2. Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall

The West Bank At approximately 10:00 on Thursday morning, 12 November 2015, a number of Palestinian young men gathered adjacent to an Israeli training camp established on the western lands of the Palestinian Technical University " Khadouri", west of Tulkarm, in protest against the Israeli polices in the opt. When protesters arrived, Israeli forces moved into the western lands of the university and heavily fired tear gas canisters at them. Due to which, the protesters threw stones and Molotov cocktail at military vehicles. The soldiers then chased the stone­ throwers into the centre of the university's campus and fired live ammunition, rubber­coated metal bullets and tear gas canisters at them. As a result, many civilians suffered tear gas inhalation. Additionally, a university student, Qasim Raied Abed al­Rahman Sadouq (19), was arrested when an Israeli military jeep chased him into the plain adjacent to the university's campus. A number of Israeli soldiers stepped out of the jeep and beat Qasim, so he fell into the ground. Israeli forces then took Qasem to an unknown destination At approximately 14:00 on Thursday, dozens of young men from Sa'ir village, east of Hebron, gathered at Beit 'Aynoun area between Sa'ir village and Bypass Road (60), following the funeral of Abdullah 'Azzam Sha'ban Shalaldah (27) from Sa'eir village. The protesters threw stones and empty bottles at the soldiers who fired sound bombs and tear gas canisters at them in response. Moreover, the soldiers chased the protesters, who spread between the houses, and opened fire at them. As a result, Mahmoud Mohammed 'Isaa Wadi (17) was hit with a live bullet, which penetrated the lower part of his back and exited from the upper part of his right shoulder. Mahmoud was then taken to al­ Ahli Hospital in Hebron. At approximately 10:00 on Friday, 13 November 2015, medical sources in the above mentioned hospital later declared the death of Mahmoud. The medical sources added that he was hit with a live bullet, which penetrated his body and caused laceration in his spleen, liver and lung. As a result he suffered serve bleeding in his body. It should be mentioned that a group of undercover agents killed Shalaldah, when they stormed al­Ahli Hospital in Hebron in order to arrest his relative 'Izzat Shaladah (20).

On Thursday afternoon, dozens of youngsters gathered near al­Huda Petrol Station in al­Balou' neighbourhood at the northern entrance of al­ Bireh. They then headed to the (DCO) checkpoint and "BeitEill" settlement. The protesters set fire to rubber tires and threw stones and Molotov cocktails at Israeli soldiers who fired live ammunition, rubber­coated metal bullets, sound bombs and tear gas canisters at the protesters and between the houses. As a result, 2 civilians were wounded, including an 18­year­ old child who was hit with rubber­coated metal bullets.

Following the Friday prayer on 13 November 2015, dozens of young protestors made their way from Halhoul village, north of Hebron, to the southern entrance of Hebron (Joret Bahlas), where Israeli forces established a military checkpoint. When protesters arrived at al­Camp area, which is around one kilometre away from the checkpoint, they saw a group of Israeli forces topped 2 under­construction buildings overlooking the road from the right side. The protesters threw stones at the soldiers, who fired tear gas canisters against them and the houses in response. In the meantime, other Israeli soldiers accompanied by a wastewater pumping vehicle arrived at the area. The wastewater pumping vehicles sprayed the main road with a wastewater, while the Israeli soldiers fired rubber­coated metal bullets at the protesters. One of the young men threw a Molotov cocktail at 2 Israeli soldiers stationed near al­Sha'rawi sweet shops. Due to which, the soldiers randomly fired live ammunition at the young men between the houses. Suddenly, an Israeli soldier proceeded in a bypass road while the young man was running in the same bypass road. During which, a masked soldier opened fire at the above mentioned young man and chased him into the street. Although the young man was hit with a live bullet to the right leg, he moved few steps ahead. Another soldier then directly opened fire at him again wounding him with a live bullet to the back. The young man hid behind a wall nearly 10 meters away from the soldier. A number of young men attempted to evacuate the wounded person by a Palestinian private car, when they carried him around 15 meters away, the Israeli soldiers suddenly appeared and opened fire at them. As a result, the young men ran away before putting the wounded person in the car. After that, two Israeli soldiers arrived at the place where the wounded person was and tried to carry him many times but they could not. In the meanwhile, one of the soldiers got a spray can out of his pocket and sprayed something at the wounded young man. After which, two paramedics arrived and tried to revive him for a minute before taking him to the hospital. At approximately 13:57, medical sources in al­Ahli Hospital declared the death of the aforementioned young man. It should be mentioned that Hassan Jehad Hassan Sa'da (21) from al­Camp area succumbed to his wounds, while 6 other civilians were hit with live bullets throughout their bodies. The wounded persons were then taken to the city's hospitals to receive medical treatment. Following the Friday prayer, dozens of Palestinian civilians gathered at the centre of Budrus village, west of Ramallah and al­Bireh, in order to organize a demonstration to commemorate the death anniversary of Palestinian President Yasser 'Arafat. The protesters marched the village streets and then headed to the annexation wall in the agricultural area in the southern side of the village. As a result, Israeli forces closed the gate by barbed wires. When protesters attempted to cross the land, they were prevented. They then threw stones at the soldiers, who fired live ammunition, rubber­coated metal bullets, tear gas canisters and sound bombs at the stone­throwers and chased them between olive fields to the outskirts of the village. After which, 10 young men went to the village cemetery, which is nearly 200 meters away from the annexation wall. At approximately 16:00, the protesters headed again to the agricultural area, Israeli soldiers fortified in 3 military vehicles stepped out. However, the protesters were surprised with 2 other soldiers who were hiding in the olive fields. The soldiers caught Lafi Yousif Mostafa 'Awad (22) and beat him up by their riffles' butts in addition to kicking him on his head and throughout his body. In the meantime, a third soldier came from behind the fence, so 'Awad took the opportunity and tried to escape by pushing the soldiers away. One of soldiers used a chokehold on 'Awad while another soldier pointed his gun at his face and fired a rubber­coated metal bullet from a zero range. As a result, 'Awad was wounded to the lower part of his back. After that, 'Awad shouted at his friends to help him, so they proceeded amidst stone­throwing at the 3 soldiers, who fired live ammunition at them in order to prevent them from moving forward. 'Awad could escape after pushing the soldiers, who immediately fired a live bullet at him. The bullet penetrated the left side of his back and exited from his abdomen, so he fell on the ground. The same soldier, who opened fire at 'Awad, approached him. When he assured that 'Awad's medical condition was serious, the soldiers redeployed along the fence. 'Awad's friends carried him around 50 meters away and then a Palestinian private car came and took him to Ni'lin village, west of Ramallah, but the eastern entrance of the village was closed with an iron gate. The driver took bypass roads between the villages that took him 15 minutes to arrive near " Nili" settlement established on the lands of Deir Qidees village. A PRCS ambulance took 'Awad from the car to the Palestine Medical Complex in Ramallah. Five minutes later of his arrival at the hospital, the medical sources declared his death. An eyewitness said to a PCHR fieldworker that the soldier opened fire at 'Awad from an around 5­meter distance. He added that the soldiers could have arrested 'Awad. On Friday, 13 November 2015, dozens of young men gathered near al­Huda Petrol Station and City In hotel in al­Balou' neighbourhood, at the northern entrance of al­Beira city. They then headed to the (DCO) military checkpoint and "BeitEill" settlement. The protestors set fire to rubber tires and threw stones at Israeli soldiers who fired live ammunition, rubber­coated metal bullets, sound bombs and tear gas canisters at the protesters and sprayed wastewater at them in response. As a result, 21 civilians, including 7 children and a woman, were wounded with live bullets. They were then taken into the Palestine Medical Complex in Ramallah to receive medical treatment. On Friday afternoon, a group of young men gathered at al­Taweel Mountain, adjacent to "Bsagot" settlement in al­Bireh village, in order to organize a demonstration in protest at the Israeli forces' policy and settlers' attacks. The protesters threw stones at the settlement's fence. Due to which, Israeli forces stationed at the area fired live ammunition, rubber­coated metal bullets, tear gas canisters and sound bombs at the protesters. As a result, many civilians suffered tear gas inhalation and others sustained bruises.

At approximately 14:30, dozens of youngsters gathered in the centre of al­Nakar neighbourhood near the annexation wall, west of Qalqilya. The protesters threw stones at the soldiers stationed in the area. Due to which, the Israeli soldiers fired live ammunition, rubber­coated metal bullets, tear gas canisters and sound bombs at them. As a result, 6 civilians, including 2 children, were wounded. Three of whom were hit with live bullets while the 3 others were hit with rubber­coated metal bullets.

At approximately 15:00 on Friday, a number of young men gathered in the centre of Beit Foreek village, east of Nablus, and then headed to al­'Okda Mountain, northeast of the village, where the gate of "Itamar" settlement was established The protesters threw stones at the soldiers who immediately fired tear gas canisters and rubber­coated metal bullets at them in response. As a result, a 16­year­old child was hit with a live bullet to the right leg and then taken to Rafidia Hospital in Nablus to receive medical treatment.

At approximately 14:50 on Saturday, 14 November 2015, dozens of youngsters gathered in the centre of al­Nakar neighbourhood near the annexation wall, west of Qalqilia. The protesters threw stones at the soldiers stationed in the area. Due to which, the Israeli soldiers fired live ammunition, rubber­coated metal bullets, tear gas canisters and sound bombs at them. As a result, 4 civilians, including a child, were wounded. The child was hit with live bullets, while the 3 others were hit with rubber­coated metal bullets. Moreover, after hitting him with a rubber­coated metal bullet to the right leg, Israeli forces arrested Mo'in Mahmoud Qobtan (25) and took him to an unknown destination.

On Sunday, 15 November 2015, dozens of young men gathered near al­Huda Petrol Station and City In hotel in al­Balou' neighbourhood at the northern entrance of al­Bireh city and then headed to the DCO checkpoint and "BeitEill" settlement. The protestors set fire to rubber tires and threw stones and Molotov cocktail at Israeli soldiers. Due to which, Israeli soldiers fired live ammunition, rubber­coated metal bullets, sound bombs and tear gas canisters at the protesters and between the houses. As a result, a 25­year­old male was hit with a live bullet to the right thigh.

At approximately 15:00 on Sunday, dozens of young men gathered into the centre of al­Nakar neighbourhood near the annexation wall, west of Qalqilya. The protesters threw stones at the soldiers stationed in the area. Due to which, Israeli soldiers fired live ammunition, rubber­ coated metal bullets, tear gas canisters and sound bombs at them. As a result, a 17­year­old child was hit with a rubber­coated metal bullet to the head, and his medical condition was described as serious. He was then taken to Nablus Hospital. Moreover, Ja'far Jahed Hussain Ishtayah (47), a photojournalist, was hit with a rubber­coated metal bullet to the right shoulder.

On Monday, 16 November 2015, dozens of young men gathered near al­Huda Petrol Station and City In hotel in al­Balou' neighbourhood at the northern entrance of al­Bireh city. They then headed to the DCO checkpoint and "BeitEill" settlement. The protestors set fire to rubber tires and threw stones and Molotov cocktail at Israeli soldiers. Due to which, Israeli soldiers fired live ammunition, rubber­coated metal bullets, sound bombs and tear gas canisters at the protesters and between houses. As a result, 13 civilians, including 2 journalists and 5 children, were wounded. Seven of whom were hit with live bullets while the 6 others were hit with rubber­coated metal bullets. They were then taken to the Palestine Medical Complex in Ramallah to receive medical treatment. The above mentioned journalists were identified as: Bahaa Mohammed Mahmoud Naser (31), a cameraman in Wafa Agency, was hit with a rubber­coated metal bullet to the lower knee. Shadi Hatem Jaber Karara (22), a cameraman in Raya Media Network, was hit with a rubber­coated metal bullet to the left leg.

At approximately 15:30 on Monday, dozens of young men gathered in the centre of al­Nakar neighbourhood near the annexation wall, west of Qalqilya. The protesters threw stones at the soldiers stationed in the area. Due to which, Israeli soldiers fired live ammunition, rubber­coated metal bullets, tear gas canisters and sound bombs at them. As a result, 2 civilians, including a child, were wounded with rubber­coated metal bullets.

On Tuesday, 17 November 2015, dozens of young men gathered near al­Huda Petrol Station and City In hotel in al­Balou' neighbourhood at the northern entrance of al­Bireh city. They then headed to the DCO checkpoint and "BeitEill" settlement. The protestors set fire to rubber tires and threw stones and Molotov cocktail at Israeli soldiers. Due to which, Israeli soldiers fired live ammunition, rubber­coated metal bullets, sound bombs and tear gas canisters at the protesters and between houses. As a result, a 22­ year­old male was hit with a live bullet to the right knee.

Gaza Strip

At approximately 13:30 on Friday, 13 November 2015, Israeli forces stationed in Beit Hanoun "Eriz" Crossing, northwest of BeitHanoun, north of the Gaza Strip, fired live ammunition, rubber­coated metal bullets and tear gas canisters at the protesters present on the road between the Palestinian and Israeli sides of the crossing. The protesters threw stones at the soldiers in protest at the Israeli forces' attacks against Palestinian civilians in Jerusalem and the West Bank. Due to the clashes, which continued until 17:30, 6 civilians were wounded. One of whom was hit with live bullets, 3 were hit with rubber­coated metal bullets and 2 were directly hit with tear gas canisters.

In the meantime, dozens of young men headed to the border fence between the Gaza Strip and Israel, east of al­Faraheen area in 'Abasan al­Kabira, and east of 'Abasan village, east of Khan Younis in the southern Gaza Strip. A number of protesters approached the aforementioned border fence, which is around 10 meters away from the fence and set fire to rubber tires. Moreover, they threw stones at the soldiers stationed along the border fence. Due to which, Israeli forces sporadically fired live bullets and tear gas canisters against the protesters. As a result, 4 civilians, including 2 children, were wounded with live bullets and taken to European and Algerian Hospitals to receive medical treatment. The medical conditions of the aforementioned wounded persons were described as moderate.

At approximately 14:00 on Friday, dozens youngsters headed to the border fence between the Gaza Strip and Israel, east of al­Burij refugee camp in the centre of the Gaza Strip. The protesters set fire to rubber tires and threw stones at the soldiers stationed behind the sand barriers along the border fence. Due to which, Israeli soldiers fired live ammunition and tear gas canisters at the protesters. As a result, 5 civilians were wounded. Three of whom were hit with live bullets to the lower limbs, and their medical condition was described as serious. They were then taken to al­Shifa Hospital in Gaza City. Furthermore, 2 journalists were directly hit with tear gas canisters to the lower limbs, they were identified as : Fadi Waheed Hammad Thabet (25), a journalist in al­ Quds Press International News Agency; and Ibrahim Yehia Ibrahim Hussain (24), a photojournalist in Zain Media Production whose cameras were completely damaged. Moreover, 3 solidarity activists from the PRCS suffered tear gas inhalation.

At approximately 15:30 on Tuesday, 17 November 2015, dozens of youngsters headed to the border fence between the Gaza Strip and Israel, east of al­Burij in the central Gaza Strip. The protesters set fire to rubber tires and threw stones at the soldiers stationed behind the sand barriers along the border fence. Due to which, the soldiers fired live ammunition and tear gas canisters at them. As a result, Ashraf Abed al­Men'em Ibrahim Abu 'Arqoud (13) was hit with a live bullet to the right leg.

Demonstrations against the annexation wall and settlement activities

 Following the Friday prayer on 13 November 2015, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil’in, west of Ramallah, in protest against the annexation wall and settlement activities. The protestors tried to sneak the fence. Israeli soldiers stationed behind the wall, fired live bullets, rubber­coated steel bullets, tear gas canisters and sound bombs and chased them into the olive fields and into residential houses in response. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up. Moreover, Israeli Border Guard officers arrested a Palestinian young man and 3 solidarity activists and then took them to an Israeli police station (Benjamin), northeast of Jerusalem. Later, the above mentioned solidarity activists were released while the Palestinian young man was taken to Ofer Prison, southwest of Ramallah. The arrested persons were known as: Mohammed Abed al­Kareem Mostafa al­Khateeb (40), an activist in the Popular Committee against the Wall and Settlement. An American solidarity, Code Pink (40). A Dutchman solidarity activist (30), and An Italian solidarity activist, Antonio Fresta (43), who was beaten up and sprayed with pepper spray.

 Around the same time, dozens of Palestinian civilians and Israeli and international human rights defenders organized a peaceful demonstration in al­Nabi Saleh village, southwest of Ramallah, in protest against the annexation wall and settlement Activity. The demonstrators headed to the lands that the settlers are trying to seize near “Halmish” settlement. Israeli forces had closed all the entrances of the village since the morning to prevent them from participating in the demonstration. When they arrived at the aforementioned land, the demonstrators were met by live bullets, tear gas canisters, rubber­coated steel bullets, sound bombs and were chased into the village. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

 At approximately 13:00, a group of Palestinian youth gathered near the eastern main entrance to Ni'lin village, west of Ramallah, to organize a demonstration against the annexation wall and Israeli forces' policies. The protesters marched to the village's streets then headed to the closed aforementioned entrance with cement blocks since two weeks. Due to which, Israeli soldiers fired live ammunition, rubber­coated metal bullets, tear gas canisters and sound bombs at the protesters, also chased them inside the village in response. As a result, many civilians suffered tear gas inhalation and other civilians sustained bruises as Israeli soldiers beat them up.

 Around the same time, dozens of young men gathered at the western entrance of Selwad village, northeast of Ramallah, on Selwad­ Yabroud road near Bypass Road (60) in protest at the Israeli policies. The protesters set fire to rubber tires and threw stones and Molotov cocktails at the soldiers, who in response fired live ammunition, rubber­ coated metal bullets and tear gas canisters at the stone­throwers and chased them into the village. As a result, a 16­year­old chid was hit with a live bullet to the left ear and was then taken to the Palestine Medical Complex in Ramallah to receive medical treatment.

 Around the same time, Palestinian civilians and Israeli and international human rights defenders organized a protest in the centre of Kufor Qaddoum village, northeast of Qalqilya, and made their way to the eastern entrance of the village in protest against closing that entrance since the beginning of al­Aqsa Intifada with an iron gate. When they arrived at the entrance of the gate, Israeli forces fired live ammunition, tear gas canisters, rubber­coated steel bullets and sound bombs at them. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.

Note: At approximately 15:00 on Saturday, 14 November 2015, a similar demonstration was organised with no injuries were reported.

Rubber­coated metal bullets are lethally if they hit the head of victim from a close range.

3. Continued closure of the oPt

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets. Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light­weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested. During the reporting period, Israeli forces arrested a patient, from Ezbet Abed Rabbu area, north of the Gaza Strip, at Beit Hanoun crossing while heading to West Bank for medical treatment.

Israeli Forces Arrest Palestinian Patient at Beit Hanoun Crossing

At approximately 11:00 on Sunday, 15 November 2015, Israeli authorities stationed at Beit Hanoun Crossing "Erez" in the northern Gaza Strip arrested Ahmed Rabie' 'Abdullah 'Abed Raboh (21) from 'Ezet 'Abed Raboh, east of Jabalia in the northern Gaza Strip when he was on his way to undergo a cornea transplantation in Surgi Care in Ramallah in the West Bank. The Israeli forces ordered his sister, Mrs Marian Rabie'a 'Abdullah Lewa (43), who is the patient's companion, to go back to the Gaza Strip while 'Abed Raboh was arrested. He is so far under arrest.

West Bank

Israel has imposed a tightened closure on the West Bank. During the reporting period, Israeli forces imposed additional restrictions on the movement of Palestinian civilians:

 Hebron: Israeli forces established (15) checkpoints all over the city. On Friday, 13 November 2015, Israeli forces established 5 checkpoints at the entrances of village, south of Dura, southwest of Hebron; the northern entrance of Yatta village, south of Hebron; Beit 'Awaa and Deir Samet villages, southwest of Dura village; Samou'a village, south of Hebron and at the southern entrance of Hebron. Israeli forces closed the entrances of al Majd, Tawous and Sikh villages, with sand barriers using bulldozers. Due to which, 20,000 Palestinian civilians were denied access to Dura center. During which, Israeli forces continued to close the entrance of Beit 'Awaa village, and the road between al­Thaheriya village and Bypass Road (60) with cement cubes. On Friday, 14 November 2015, Israeli forces established 3 checkpoints at the entrance of Samou'a village, south of Hebron, the northern entrance of Hebron and the northern entrance of Halhoul village. On Sunday, 15 November 2015, Israeli forces established 2 checkpoints at the entrances of Ethna village, west of Hebron, and Beit Kahel village, north of Hebron. On Monday, 16 November 2015, Israeli forces established 3 checkpoints at the entrance of Deir Samet village, southwest of Dura, southwest of Hebron and at the entrances of Ethna and Kharas villages, west of Hebron. On Tuesday, 17 November 2015, Israeli forces established 2 checkpoints on Tarousa Road between Dura and its western villages, southwest of Hebron, and at the entrance of al­'Aroub refugee camp, north of Hebron.

 Ramallah and al­Bireh: Israeli forces established (13) checkpoints all over the city. On Thursday, 12 November 2015, Israeli forces established 2 checkpoints at the northern entrance of Bir Zeit, north of Ramallah; and at the entrance of Deir Qedis village, west of Ramallah. On Friday, 13 November 2015, Israeli forces established 3 checkpoints at the entrance of al­Nabi Saleh village, northwest of Ramallah; the bridge of 'Atarah checkpoint at the northern entrance of Bir Zeit, north of Ramallah; and under the bridge of Kherbet al­Mesbah village, southwest of Ramallah. On Sunday, 15 November 2015, Israeli forces closed the eastern entrance of al­Nabi Saleh village, northwest of Ramallah with an iron gate. On the same day, Israeli forces established a checkpoint at the entrance of Beit Ur al­Foqa village, southwest of Ramallah. On Monday, 16 November 2015, Israeli forces established 3 checkpoints at the entrance of al­Nabi Saleh village, northwest of Ramallah; the bridge of 'Atarah village at the northern entrance of Beir Zeit, north of Ramallah; and Deir Qedis village, west of Ramallah. On Tuesday, 17 November 2015, Israeli forces established 3 checkpoint under the bridge of Yabroud village, northeast of Ramallah; the bridge of 'Atarah village at the northern entrance of Bir Zeit; and at the entrance of Sinjel village, north of Ramallah. On Wednesday, 18 November 2015, Israeli forces established a checkpoint at the intersection of Beit Ur al­Foqa village, southwest of Ramallah.

 Jericho: Israeli forces established (5) checkpoints all over the city. On Thursday, 12 November 2015, Israeli forces established 2 checkpoints at the southern entrance of Jericho, and at the entrance of al­'Oja village, north of Jericho. On Friday, 13 November 2015, Israeli forces established 2 checkpoints at the entrance of al­Zabidat village, north of Jericho; and at the southern entrance of Jericho. On Sunday, 15 November 2015, Israeli forces established a checkpoint at the entrance of al­'Oja village, north of Jericho.  Nablus: At approximately 17:00 on Friday, 13 November 2015, Israeli forces established a checkpoint at the intersection of al­Naqora village, northwest of Nablus (Nablus – Jenin road). They searched hundreds of Palestinian private cars and checked the passengers' IDs. At approximately 18:00, Israeli forces established a checkpoint at the entrance of 'Aqabet al­Rayyes village and prevented Palestinian cars from entering and leaving the village.

 Qalqilya: Israeli forces established (6) checkpoints all over the city. At approximately 11:30 on Thursday, 12 November 2015, Israeli forces established a checkpoint at the intersection of Jeet village, northeast of Qalqilya. At approximately 23:00, the above mentioned checkpoint was removed. At approximately 18:00 on Saturday, 14 November 2015, Israeli forces established a checkpoint at the entrance of 'Azoun 'Etmah village, south of Qalqilya. At approximately 08:00 on Monday, 16 November 2015, Israeli forces established a checkpoint at the eastern entrance of Qalqilya. On Monday, 16 November 2015, Israeli forces established 3 checkpoints on Nablus­ Qalqilya road; at the entrance of 'Azoun village, east of Qalqilya; and the eastern entrance of Qalqilya.  Salfit: At approximately 08:20 on Saturday, 14 November 2015, Israeli forces established a checkpoint at the entrance of Deir Balout village, west of Salfit. At approximately 07:25 on Sunday, 15 November 2015, Israeli forces established a checkpoint at the entrance of the aforementioned village.

Arrests

 At approximately 18:00 on Thursday, 12 November 2015, Israeli forces stationed at Beit Foreek checkpoint, east of Nablus, stopped Palestinian vehicles and checked the passengers' IDs. During which, the Israeli forces asked Mahmoud Salam Hanani (19) and Malek 'Azeiz Hanani (20) to step out of the taxi and stand near the checkpoint. Both of them were questioned until 22:45, and were then taken to the investigation office of "" settlement.

 At approximately 15:00 on Sunday, 15 November 2015, Israeli forces established a checkpoint at the entrance of Barqa village, northeast of Ramallah, and prevented civilians from entering and leaving the village. Additionally, Israeli forces searched the Palestinian vehicles and checked the passengers' IDs. Before withdrawing from the village, Israeli forces arrested Mothana 'Adel Me'tan (19) and took him to an unknown destination.

 At approximately 18:00 on Sunday, Israeli forces stationed at Beit Foreeq checkpoint, east of Nablus, stopped the Palestinian vehicles and checked the passengers' IDs. During which, Israeli forces order Ahmed Hussain Hanini (25) to step out of the taxi and stand near the checkpoint. Ahmed was questioned and then put in a military jeep taking him to the investigation office of "Ariel" settlement.

 At approximately 17:00 on Tuesday, 17 November 2015, Israeli forces stationed at Za'tara checkpoint, south of Nablus, arrested Hani Akram Mostafa Qanba' (25) and Mohammed Ahmed Darwish 'Omran (25) from Jenin while crossing the checkpoint. The Israeli soldiers stationed at the checkpoint stopped the vehicle travelled by Hani and Mohammed and then ordered them to step out of the vehicle. Following that, both of them were taken to an unknown destination.

 At approximately 11:00 on Wednesday, 17 November 2015, Israeli forces stationed at al­Ibrahimi mosque yards in the Old City in Hebron, arrested Ahmed Naser al­Sharawna (14) from Dura, southwest of Hebron, and then took him to an unknown destination.

4. House demolition policy on grounds of collective punishment

As part of the collective punishment policy practiced by Israeli forces against Palestinian civilians, following the approval of the Israeli High Court on Thursday, 12 November 2015, on the demolition of houses belonging to families of Palestinian civilians accused of "being involved in carrying out attacks against Israeli target", Israeli forces started applying the decision as follows:

 At approximately 01:00 on Saturday, 14 November 2015, Israeli forces moved into Nablus. They stationed at the vicinity of three houses belonging to families of Palestinian civilians accused of being involved in “Itamar” attack that was carried out on 01 October 2015 and resulted in the killing of a settler and his wife. During the Israeli incursion, a cry made through loudspeakers of different mosques asking the Palestinian civilians to go to the vicinity of the 3 houses intended to be bombed by Israeli forces in order to stop it. The Israeli forces immediately closed the streets leading to the houses and topped the roofs of a number of houses to prevent the civilians from approaching the area. Explosive experts planted explosives in the walls of the three houses and then detonated them. The bombed houses were demolished as follows:

1) The second floor in a 3­storey building belonging to Karam Fathi Rizk al­Masri that was built on an area of 110 square meters behind Osman mosque. As a result of the bombing, the first and third floors sustained cracks, due to which, the building became uninhabitable. The first floor used to shelter Afaf Ahmed Rizk and her daughter while the first floor used to shelter Karam and other 6­ member family, including a child. The third floor used to shelter Ashraf’s sister and other 5­member family, including 3 children. Moreover, five other houses sustained damage as follows:  A 280­square­meter house belonging to Saleh Farid al­Masri, which is inhabited by 3­member family, due to which, its windows and doors were smashed.  A 2­storey building belonging to Ayman al­Sayeh built on an area of 80 square meters. It is inhabited by 7­member family, including 5 children. The explosion caused damage to the southern facade of the building.  A 3­storey building belonging to Engineer Iyad al­Sayeh built on an area of 150 square meters. It is rented by 4 families consisting of 30 members, including 22 children. The explosion caused cracks in the southern facade of the building.  A 2­storey building belonging to Naser Omar Rizk al­Masri and his son Ahmed built on an area of 130 square meters. It is inhabited by 2 families consisting of 14 members, including 7 children. The explosion caused cracks in the walls. 2) A 3­storey building belonging to Samir Zuhair Ibrahim Kusa in al­Dahiya neighborhood, south of Nablus, built on an area of 130 square meters. As a result of bombing the first floor, the second and third floors sustained cracks, due to which, the building became uninhabitable. The first floor used to shelter the family of the abovementioned person that consists of 5 members, including 3 children. The second floor used to shelter 5­member family of Shaqia Zahi, including a child, while the third floor is still under construction.

3) A 4­storey building belonging to Heyam Jawdat Abdullah Haj Hamad built on an area of 170 square­meters, in which there is a house belonging to Yahya Haj Hamad, who is accused of being involved in “Itamar” attack. The house is located in Rujib housing project, east of Nablus. As a result of bombing the second and third floors, ceilings of the first and third floors sustained cracks, due to which, the building became uninhabitable. The first floor used to shelter 5­member family of Abdullah Mohammed Naif Haj Hamad, including 3 children. The second floor used to shelter Heyam, her husband and their 3 children. The third floor belonging to Yihya Haj Hamad is a fully furnished house while the fourth floor is still under construction.

The explosion caused partial damage to 5 buildings as follows:  A 3­storey building belonging to Ahmed Sbaih Ahmed Radwan and his brother Samer built on an area of 180 square meters. It is inhabited by 2 families consisting of 12 members, including 8 children. The explosion caused cracks to the front facade of the building.  A 4­storey building belonging to Hosni Saleh Mashaki built on an area of 250 square meters. It is inhabited by 18­member family, including 13 children. The explosion caused cracks to the facade and eastern side of the building.  A 3­storey building belonging to Mohammed Mansour al­Atira built on an area of 180 square­meters. It is inhabited by 7­member family, including 3 children. The explosion caused cracks to the back facade.  A 3­storey building belonging to Mohammed Ghanem Ahmed Ghanem. It is inhabited by 9­member family, including 3 children. The explosion caused cracks to the south and south­eastern facade.  Rujib housing society built on an area of 140 square meter. As a result of the explosion, the south facade of the building sustained cracks.

During these bombings, dozens of Palestinian civilians threw stones and Molotov cocktails at the Israeli soldiers who fired live ammunition, rubber­coated metal bullets and sound bombs in response. As a result, 7 civilians were wounded, 5 of them were hit with rubber­coated metal bullets, one was hit with a bullet to his leg and another was hit with a tear gas canister to the back.

 At approximately 02:00 on Saturday, 14 November 2015, an Israeli infantry unit moved into Silwad village, northeast of Ramallah. Israeli forces raided a house belonging to Mo'az Saleh Hamid Jomaa, who was arrested by the Palestinian Preventive Security Service in early July under the pretext that he is a member a military cell responsible for killing an Israeli settler last June. The Israeli forces forced his brother No'man (19) and his friends who were present in the house to get out after beating and handcuffing them. They also forced more than 30 families to leave their houses and gather in the yard of Silwad Elementary School. Israeli forces imposed a military cordon on the area while the explosive experts planted explosives in the house and bombed it remotely, inflicting damage to a number of neighboring houses. It should be noted that the house belonging to Mo'az Hamid has been built on an area of 200 square meters for 52 years. It used to shelter Moaz’s mother Moyasar Sirya Hamid (52) and his brother No'man.

5. Efforts to create Jewish majority

Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al­Aqsa Mosque and denied the access to it:

Shooting incidents

 On Friday, 13 November 2015, Palestinians from al­Mukaber Mountain village, southeast of occupied Jerusalem, organized a peaceful protest to recover the bodies of killed Palestinians that were taken into Israeli custody and to protest against the policy of house demolition applied against families of the killed ones. They raised portraits of the killed persons and huge posters on which they wrote their claims. Once they approached the village entrance closed with cement cubes, Israeli forces surrounded them and fired sound bombs and tear gas canister to stop them. However, neither casualties nor arrests were reported. It should be noted that Israeli forces have been keeping in custody the bodies of 12 Palestinians from Jerusalem and its suburbs, who were killed between 08 October and 10 November 2015. The bodies were identified as Tha'er Abdul Salam Abu Ghazala (19), Ishaq Qasem Badran (16), Mohammed Sa'id Mohammed Ali (19), Mostafa Adel al­Khateeb (17), Hassan Khaled Manasra (15), Baha' Mohammed Elayan (22), Alaa Dawood Abu Jamal (32), Basel Bassam Seder (20), Ahmed Fathi Abu Sha'ban (23), Mo'taz Ahmed Eweisat (16), Ahmed Hamada Qnaibi (22) and Mohammed Abed Nemer (37).

Houses confiscation and demolition on grounds of collective punishment

 On Thursday morning, 12 November 2015, the Home Front Command in Israeli forces issued a decision to confiscate and demolish a house belonging to the family of Baha' Mohammed Elayan in al­Mukaber Mountain village, southeast of occupied Jerusalem. It should be noted that Elayan was killed by Israeli forces after he and Bilal Abu Ghanem had carried out a stabbing and shooting attack in an Israeli bus on 13 October 2015, in the said village. As a result, 3 Israeli settlers were killed and 2 others sustained various wounds. The abovementioned house is a 130­square­meter apartment on the second floor in a 3­storey building that is occupied by 8 family members. The decision is based on the 1945 Emergency Regulations, which is claimed by Israeli forces to be necessary to "deter Jerusalemites and prevent them from carrying out similar attacks".

 At approximately 02:00 on Monday dawn, 16 November 2015, Israeli forces consisting of about 500 soldiers moved into Qalandia refugee camp, north of occupied Jerusalem. They stationed at Abu Jamal neighbourhood and surrounded a residential building in which Mohammed Abu Shaheen used to live, who was arrested by Israeli forces in June 2015, under the pretext of stabbing a settler. In the 3rd floor of a 3­storey building built on an area of 120 square meters lives Abu Shaheen's wife and 2 children (as tenant), the second floor was uninhabited and the first floor was inhabited by the owner of the building, 80­year­old woman and her 50­year­old daughter. Israeli forces requested the house evacuation and then started digging the walls of the 3rd floor. They also ordered all residents of Abu Jabal neighbourhood to move to the refugee camp's sport club. At approximately 04:00, the 3rd floor was remotely bombed, due to which, the ceiling and walls collapsed while the 1st and 2nd floors' walls cracked. Moreover, 3 neighbouring houses sustained damage was follows: 1. The façade of a house belonging to Ali Shaham collapsed;

2. The façade of a house belonging to Kamel Shaham collapsed also; and

3. The façade of a house belonging to Rami Jalal Ammar. During the demolition, Palestinian armed men clashed with Israeli forces in the market area. As a result, a Palestinian armed man namely Ahmed Sobhi Abu al­Eish (28) was shot dead by bullet wounds to the head, chest and belly. In addition, dozens of youngsters gathered in the vicinity of the targeted house and threw stones at Israeli forces, due to which, Laith Ashraf Manasra (21) sustained 2 bullet wounds to the shoulders and died on his way to Palestine Medical Complex in Ramallah. The aforementioned person was standing on the roof of his house that was about 50 meters away from the demolition area. It seemed that he was throwing stones at Israeli forces, as there were stones in the place where he was wounded. Moreover, 3 other civilians, including a child, were wounded and were then taken to Palestine Medical Complex. Two of whom sustained live bullet wounds and the third sustained a rubber bullet wound.

 On the same day afternoon, following the funeral procession of Manasra and Abu al­Eish, dozens of Palestinian youngsters gathered in the vicinity of Qalandia checkpoint, north of occupied Jerusalem. They burnt tires and threw stones and empty bottles at Israeli soldiers. Israeli forces immediately fired rubber­coated metal bullets, live ammunition, tear gas canisters and sound bombs. As a result, 5 Palestinian civilians were wounded; 2 of whom were hit with live bullets, 2 others were hit with rubber bullets and the fifth was hit with a tear gas canister to the right arm.

Incursions and arrests

 At approximately 03:00 on Thursday, 12 November 2015, Israeli forces raided and searched a house belonging to the family of Ahmed Owais in Ras al­Amoud area, east of East Jerusalem's Old City. They arrested his son Baker (17) and took him to an unknown destination.

 At approximately 04:00, Israeli forces moved into al­Eisawiya village, northeast of East Jerusalem. They raided and searched a number of houses from which they arrested 3 young men. The arrested civilians were identified as Adam Mahmoud Essam (23), Maher al­ Qadmani (22), Mahmoud Ebeid (24).

 On Thursday also, Israeli forces arrested Na'ima Mahmoud Hamdan (51) after she was summoned to Saladin police station in Jerusalem to be questioned. Her detention period was extended for one more day to appear before the court in East Jerusalem.

 At approximately 15:00 on Friday, 13 November 2015, Israeli forces arrested Mohammed Mostafa Marqastu (13) while walking near hi9s family house in Shaikh Jarrah neighbourhood, north of East Jerusalem. They harshly beat him and then took him to al­Qashala detention facility to be questioned. Marqastu's father said that the Israeli "Yasam" special patrol unit arrested his son Mohammed while walking in the street in Shaikh Jarrah neighbourhood under the pretext that he had a knife with him. The boy was harshly beaten, due to which he sustained wounds and bruises. He added that the Israeli police summoned him to al­Qashala facility without telling him why. Once he arrived there, the interrogators told him that his son was present in al­Masqoubiya police station in West Jerusalem. The father said, "After waiting for 2 hours outside al­Masqoubiya facility, I was allowed in. It was obvious that Mohammed was exhausted and even beaten. His mouth and face were bleeding and his neck turned red. The police prevented me from talking to him. When I asked them why he was beaten, someone said, 'Your son should have been at Abu Kabir Forensic Institute not arrested.' In a clear threat to kill him, because he had a knife with him. Mohammed and I were both questioned for hours, sometimes together and sometimes individually. Israeli forces claimed that Mohammed had had a knife in a bag to carry out a stabbing, but he denied it all. The interrogator tried to provoke me with insults and repeated questions for prolonged hour."

 At approximately 21:00, on Saturday, 14 November 2015, Israeli forces moved into Abu Reyala neighbourhood in al­Eisawiya village, northeast of East Jerusalem. They raided and searched a number of houses from which they arrested Essa Abu Reyala (40) and Robin Hejazi (16). They were both taken to Saladin police station to be questioned.

 At approximately 22:00, Israeli forces raided and searched a house belonging to the family of Nidal Maragha in Maragha area in Ras al­ Amoud, east of East Jerusalem's Old City. They arrested his son Yunis (17) and took him to an unknown destination.

 At approximately 23:00, Israeli forces raided and searched a house belonging to the family of Ahmed al­Qatnawi in al­Tour village, east of East Jerusalem's Old City. They arrested his son Omer (17) and took him to an unknown destination.

 At approximately 11:00 on Sunday, 15 November 2015, Israeli forces arrested Tawfiq Ehab Najib (13) and Mohammed Yusef Taha (13), who were walking in al­Wad neighbourhood, in the Old City.

 At approximately 03:00, Israeli forces moved into al­Eisawiya village, northeast of East Jerusalem. They raided and searched a number of houses from which they arrested 3 civilians, including a child. The arrested civilians were identified as Mohammed Jamal Attiya (26), Samer Neder Attiya (17) and Anas Abu Mayala (21).

 At approximately 01:00 on Monday, 16 November 2015, Israeli forces moved into a number of neighbourhoods in the Old City. They raided and searched a number of houses from which they arrested 5 civilians, including 2 children. The arrested civilians were identified as Mahmoud Mona (19), Mohammed Da'na (19), Mohammed Mazen Hejazi (17), Walid Tofaha (19) and Odai Da'ajna (16).

 At approximately 03:00, Israeli forces moved into Silwan village, south of the Old City. They raided and searched a number of houses from which they arrested 2 civilians, including a child. The arrested civilians were identified as Taher Sarhan (19) and Ahmed Morad Adwin (16).

 At approximately 19:00, Israeli forces raided and searched a house belonging to the family of Nidal Abu Sbaitan (36) in al­Tour neighbourhood, east of the Old City. They arrested his son Ahmed (12) and took him to "Oz" police station in al­Mukaber Mountain to be questioned. Israeli forces raided the same house later and arrested Nidal.

 At approximately 07:30 on Tuesday, 17 November 2015, Israeli undercover agents "Mosta'rebeen" moved into al­Madares Street in Ras al­Amoud neighbourhood, east of the Old City, while opening fire indiscriminately. They chased dozens of school students, who were going to schools, and arrested 10 children. The arrested children, who were taken to "Oz" police station, were identified as: 1. Islam Khamis Shwwiki (9);

2. Nabil Mazen al­Khateeb (9);

3. Ibrahim Bassam Edris (11);

4. Majd Majdi Abu Asab (12);

5. Nabil Rami Kamel Ghazala (12);

6. Adham Fayez Ebeidat (13);

7. Tamer Khalifa al­Mughrabi (12);

8. Yazan Anwar Salfiti (12);

9. Mohammed Mohanned Ouda (13); and

10. Mohammed Jaber Rajabi (14).

Lawyer Mohammed Mahmoud, who could visit the children in detention, stated that they were beaten by the "Mosta'rebeen" during their detention period. They were then taken to "Ras al­Amoud" settlement.

 At approximately 13:00 on Wednesday, 18 November 2015, Israeli forces arrested Nour Jamil Abdul Rahman Ghaith (11), as they chased him after he went out of school in al­Thawri neighbourhood, south of the Old City. They took him to "Oz" police station to be questioned.

6. Settlement activities and attacks by settlers against Palestinian civilians and property

Israel has continued its settlement activities in the oPt, a direct violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

Israeli forces' attacks

 At approximately 01:00 on Thursday, 12 November 2015, Israeli forces accompanied by Civil Administration officers, a bulldozer and a digger moved into cattle valley, east of Hebron. They stationed near the cattle farms and demolished: 1. A farm sheltering 45 cows belonging to Mahmoud al­Rajabi;

2. A farm sheltering 20 cows belonging to Yasser Edris Burqan; and

3. A water well belonging to Dawood Abu Qwaider that was damaged and bridged. This demolition was carried out by Israeli forces under the pretext of construction without a license in (C) area according to the Oslo accords.

 On Sunday, 15 November 2015, Palestinian civilians from Deir Estya village, northwest of Salfit, found a notice signed by "Israel Nature Authority" to cut off 80 fruitful olive trees and removing a fence around them in Qana valley, west of Deir Estya. The notice stated that the owner of the land should remove all what is unnatural in the Nature Reserve, including olive trees and the fence around, within the certain period, otherwise, (he would be arrested, tried and exposed to pay a high fine). It should be noted that the land belongs to Hosni Mostafa Mansour from the said village.

 At approximately 09:00 on Monday, 16 November 2015, Israeli forces accompanied by Civil Administration officers, a bulldozer and a digger moved into al­Qanoub area, east of Sa'ir village, east of Hebron. They deployed in the area and closed the road leading to the area. Moreover, they demolished 2 residential tents and a livestock barn under the pretext of non­licensing. The demolition was as follows: 1. A 72­square­meter residential tent belonging to Mohammed Shalalda. It used to shelter 8 family members, including 4 children;

2. A 50­square­meter residential tent belonging to Fadel Shalalda. It used to shelter 5 family members, including 2 children; and

3. A 50­square­meter livestock barn belonging to Mohammed Shalalda. Israeli forces then moved into Jouri al­Khail area, west of the village, to the north of which is located "Mtsad" Settlement. They demolished the following: 1. A 60­square­meter residential tent belonging to Na'im Shalalda. It used to shelter 4 family members, including 2 children;

2. A 50­square­meter residential tent belonging to Qasem Shalalda. It used to shelter 4 family members, including 2 children;

3. A 50­square­meter residential tent belonging to Ahmed Shalalda. It used to shelter 6 family members, including 4 children; and

4. A 200­square­meter livestock barn belonging to Na'im Shalalda.

Settler attacks

 At approximately 11:30 on Monday, 16 November 2015, armed settlers from "Rafafa" settlement in Seir Estya village, northwest of Salfit, attacked a number of Palestinian civilians, who were harvesting the olives in Sida area, near the said settlement. As a result, the civilians were obliged to leave fearing for their lives. Suleiman Atta said to PCHR's fieldworker:

"At approximately 11:30 on Monday, 16 November 2015, I was working with a number of workers on harvesting the olives from our lands in Saida area, near "Rafafa" settlement. We suddenly heard screams and insults, so we looked around and saw 2 armed settlers coming down towards us. They were screaming and cursing all the way down towards us. It was clear that they wanted to harm us, so we escaped quickly fearing for our lives. We did not return to that place".

Recommendations to the International Community

PCHR emphasizes the international community’s position that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation, in spite of Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment measures on the Gaza Strip, which have escalated since the 2006 Palestinian parliamentary elections, in which won the majority of seats of the Palestinian Legislative Council. PCHR stresses that there is international recognition of Israel’s obligation to respect international human rights instruments and the international humanitarian law, especially the Hague Regulations concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply the international human rights law and the law of war sometime reciprocally and other times in parallel in a way that achieves the best protection for civilians and remedy for victims.

In light of continued arbitrary measures, land confiscation and settlement activities in the West Bank, and the latest 51­day offensive against civilians in the Gaza Strip, PCHR calls upon the international community, especially the , the High Contracting Parties to the Geneva Convention and the European Union – in the context of their natural obligation to respect and enforce the international law – to cooperate and act according to the following recommendations:

1. PCHR calls upon the international community and the United Nations to use all available means to allow the Palestinian people to enjoy their right to self­determination, through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the State of Palestine; 2. PCHR calls upon the United Nations to provide international protection to Palestinians in the oPt, and to ensure the non­recurrence of aggression against the oPt, especially the Gaza Strip; 3. PCHR calls upon the High Contracting Parties to the Geneva Conventions to compel Israel, as a High Contracting Party to the Conventions, to apply the Conventions in the oPt; 4. PCHR calls upon the Parties to international human rights instruments, especially the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to comply with their provisions in the oPt, and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the concerned committees; 5. PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfil their obligation to ensure the application of the Conventions, including extending the scope of their jurisdiction in order to prosecute suspected war criminals, regardless of the nationality of the perpetrator and the place of a crime, to pave the way for prosecuting suspected Israeli war criminals and end the longstanding impunity they have enjoyed; 6. PCHR calls on States that apply the principle of universal jurisdiction not to surrender to Israeli pressure to limit universal jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals; 7. PCHR calls upon the international community to act in order to stop all expansion activities in the oPt through imposing sanctions on Israeli settlements and criminalizing trading with them; 8. PCHR calls upon the UN General Assembly to transfer the Goldstone Report to the UN Security Council in order to refer it to the International Criminal Court in accordance with Article 13(b) of the Rome Statute; 9. PCHR calls upon the United Nations to confirm that holding war criminals in the Palestinian­Israeli conflict is a precondition to achieve stability and peace in the regions, and that peace cannot be built on the expense of human rights; 10. PCHR calls upon the UN General Assembly and Human Rights Council to explicitly declare that the Israeli closure policy in Gaza and the annexation wall in the West Bank are illegal, and accordingly refer the two issues to the UN Security Council to impose sanctions on Israel to compel it to remove them; 11. PCHR calls upon the international community, in light of its failure to the stop the aggression on the Palestinian people, to at least fulfil its obligation to reconstruct the Gaza Strip after the series of hostilities launched by Israel which directly targeted the civilian infrastructure; 12. PCHR calls upon the United Nations and the European Union to express a clear position towards the annexation wall following the international recognition of the State of Palestine on the 1967 borders, as the annexation wall seizes large parts of the State of Palestine; 13. PCHR calls upon the European Union to activate Article 2 of the EU­Israel Association Agreement, which provides that both sides must respect human rights as a precondition for economic cooperation between the EU states and Israel, and the EU must not ignore Israeli violations and crimes against Palestinian civilians;
