The NRC has not conducted an adequate environmental impact analysis as ordered by the Court of Appeals in New York. Nor does the Draft GEIS provide an environmental analysis that is sufficient to justify eliminating consideration of spent fuel disposal impacts or storage impacts from every licensing proceeding. Finally, the NRC’s proposed finding that spent fuel can be safely stored indefinitely, rather than temporarily, is inconsistent with the Nuclear Waste Policy Act and federal policy. The NRC must conduct a new environmental impact study and suspend the proposed rule to prohibit licensing challenges based on high-level radioactive waste management issues. *The attached file contains the name of the 4566 Public Citizen members who have signed the petition and additional comments from the signatories. Any leakage (look at Hanford, Wa.) would certainly contaminate that water supply. Earthquakes, tsunamis, accidental explosions, Boeing 787 falling from the sky: any of these could compromise nuclear waste storage and destroy nearby water/habitat.
