Annex List of Functional Constituencies (“FC”) registration eligibilities deleted under the Improving Electoral System (Consolidated Amendments) Ordinance 2021
The following table sets out the FC registration eligibilities which have been deleted for general reference. Existing electors registered under these eligibilities will be included in the inquiry process and receive inquiry letters.

Note 1: The corporate members set out below are subject to the “3-year membership requirement” (i.e. a body is eligible to register only if they are the corporate members of the second-mentioned body and have been operating for the 3 years immediately before making its application for registration as an elector). This is not applicable to listed bodies. If a currently registered corporate elector is no longer eligible to register in its original FC due to the above requirement and is eligible to register in another FC, the elector concerned may submit an application no later than 5 July 2021 to register in another FC for which it is eligible.
Note 2: The holders of food business licences under the Public Health and Municipal Services Ordinance (Cap. 132) of the Catering FC, the specified bodies in the Insurance FC and those in the Labour FC, the banks/restricted licence banks/deposit-taking companies within the meaning of the Banking Ordinance (Cap. 155) of the Finance FC and the exchange participants of a recognized exchange company of the Financial Services FC are subject to the “3-year operation requirement “(i.e. a body is eligible to be registered as a corporate elector for the relevant functional constituency only if it has been operating as such a body for the 3 years immediately before making its application for registration as an elector).
If the currently registered corporate elector is no longer eligible to register in its original FC due to the above requirement and is eligible to register in another FC, the elector concerned may submit an application no later than 5 July 2021 to register in another FC for which its is eligible.
Note 3: Under the Ordinance, the composition of the catering FC is: Bodies that are holders of food business licences under the Public Health and Municipal Services Ordinance (Cap. 132), and are entitled to vote at the Board of The Association for Hong Kong Catering Services Management Limited; or entitled to vote at the Board of The Association of Restaurant Managers Limited; or entitled to vote at the Board of Hong Kong Catering Industry Association Limited.
