OLD CLEEVE PARISH COUNCIL COUNCIL SUMMONS AND AGENDA

Councillor ...... You are hereby summoned to the Annual Meeting of the Parish Council to be held at 7.00 pm on Monday 13th May 2019 at Old Cleeve Church Room.

1. Election of Chairman and Chairman’s Acceptance of Office 2. Election of Vice Chairman and Vice Chairman’s Acceptance of Office 3. Apologies 4. Councillor’s Completion of Declaration of Interest forms – consider agreement to complete at a later date (TBC) in the event of a member’s absence 5. Co-option of Councillor ( Ward) 6. Election of members to Personnel Committee, Finance Committee and Inspection Committee 7. Return of Election Expenses Form – members to confirm if actioned 8. Essential Councillor Training – confirmation of attendees 9. Declarations of interest in respect of any matters included on the agenda for consideration at this meeting 10. Consider whether the Parish Council wishes to nominate a candidate to serve on the National Park Authority 17. Communication from member of the public regarding the Steam Coast Trail a. Concerns regarding the amount of dog waste on the trail and the need for more bins and signage b. Safety concerns regarding the verges on each side which are overgrown and cover the ditches 18. Washford Recreation Ground and War Memorial: a. Update on inspection undertaken by the Inspection Committee on April 23rd 2019 – to include MUGA goal post and swings b. To sign off maintenance contract with regard to grounds maintenance and bus shelters 19. Action Points and updates from previous meetings: a. Washford Road Safety (including request for white boundary lines from Dragon’s Cross to Washford Station) – update on responses to communication sent following April 2019 meeting and response to recent accident on the A39 between Dragons Cross and Washford b. Telephone kiosk, Old Cleeve – update from Cllr Duncan c. Public transport, area – feedback on progress from Cllr Smith d. Update on clearing of vegetation at the Bilbrook bus shelter 20. Highways and Footpaths: 1) a. Update on times Wig Wags set to work b. Update on gritting review for winter 2019/2020 c. Signage at Ham Lane – update from Highways d. Safety concerns re wall at the top of the ramp (the Old Post Office) – Washford – update from Highways e. Re-painting of parking bays along the seafront at Blue Anchor required – update from Highways

22. Finance: a. Certificate of Exemption to be considered and agreed - under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015 as the higher of gross income or gross expenditure did not exceed £25,000 in the year of account ended 31st March 2019 b. Annual Return - Review and agree section 1 – The Governance Statement c. Annual Return – Review and agree section 2 – The Accounting Statements d. Income/expenditure report to circulate – April 30th 2019 e. Update on new account opening f. To approve the monthly schedule of payments for May 2019 g.
