Members were informed of the death of Anne Davies’ sister and it was resolved to send her and her family a sympathy card. 3 COFNODION/MINUTES - Cadarnhawyd ac arwyddwyd cofnodion y cyfarfod a gynhaliwyd ar Fedi’r 12ed 2016 The minutes of the meeting held on September 12th 2016 were confirmed and signed by the Chairman. 4 MATERION YN CODI/ MATTERS ARISING - (a) Agoriad swyddogol cae chwarae -Danfonodd David Owen neges at Huw Edwards ar ran y Cyngor i ddiolch iddo am agor y cae chwarae yn swyddogol. Danfonodd Huw neges yn ol i ddiolch am yr anrhydedd o gael gwneud hynny yn enwedig am fod y Cyngor wedi enwi y parc ar ol ei dad. (a) Play area -official opening -David Owen on behalf of the Council sent a message to Huw Edwards to thank him for performing the official opening of the park . Huw replied stating that it had been an honour for him to perform that act especially since the Council had named the park after his late father . (b) Difibrilwyr Cross Inn a Bethania - Derbyniwyd gwybodaeth fod difibrilwr wedi ei osod yn ei le tu allan i siop Glanarthen Cross Inn ac fod bron digon o arian wedi gasglu i brynu un ar gyfer Bethania. (b)-Defibrillators Cross Inn and Bethania -Information was received that a defibrillator had been bought for Cross Inn and had been installed outside Glanarthen Stores and that nearly enough money had been raised to purchase one for Bethania. (c ) Technoleg Taliesin -Derbyniwyd gwybodaeth oddiwrth Technoleg Taliesin yn datgan ei bod yn fodlon gosod cofnodion y Cyngor a materion eraill ar wefan y Cyngor yn fisol am dal ychwanegol o £50 y flwyddyn. Penderfynwyd derbyn y cynnig. (c ) Council Website -Technoleg Taliein informed the Council that it would be prepared to place on the website the monthly minutes and other Council information for an additional yearly fee of £50. It was decided to accept this offer (d) Carffosiaeth Aberarth -Derbyniwyd gwybodaeth fod cyfarfod safle wedi cael ei gynnal rhwng trigolion y pentref a chynrychiolwyr Dwr Cymru i drafod y newidiadau i leoliad y bibell orlanw o safle gwaith trin carffosiaeth Aberarth. Cafwyd cadarnhad fod y gwaith yn cydymffurfio a rheolau amgylchynnol presennol ond nid oedd y trigolion yn fodlon ar hyn gan fod pen y bibell newydd wedi ei gorchuddio a cherrig yn barod. Penderfynwyd i’r Cyng. Dafydd Edwards barhau i drafod y mater ymhellach gyda swyddogion y Bwrdd Dwr a Chyfoeth Naturiol Cymru. (d) Aberarth Treatment Plant -It was reported that a meeting took place between Aberarth councillors and residents and Welsh Water to discuss the lack of consultation regarding the relocation of the short outfall pipe from the treatment plant and the possible environmental and health effects of discharging into the river Arth rather that the old long outfall pipe into the sea. Welsh Water stated that there would be no adverse effects but residents were not convinced especially since the mouth of the new pipe had been clogged with stones already . Cllr. Dafydd Edwards was asked to discuss the matter further with Welsh Water and Natural Recourses Wales. (e) Golau Pennant - Datgelwyd gan y Clerc ei fod ef a Dafydd Edwards wedi cyfarfod a swyddog o Gyngor Ceredigion i drafod gosod lamp drydan newydd gyferbyn ag Erw Lon Pennant ac hefyd i symud y lamp o flaen Brynawel. Ar hyn o bryd mae’r Cyngor yn dal i ddisgwyl am amcangyfrif o’r pris i gario allan y gwaith. (e) Lighting- Pennant - The Clerk reported that he and Dafydd Edwards had met the lighting engineer from Ceredigion Council to discuss the placing of an additional lamp opposite Erw Lon Pennant and to move the one near Brynawel. The Council was now waiting for an estimate of the cost of carrying out the work. 5 PWERU’R DYFFRYN / GERNERATING THE VALLEY’S ENERGY Dosbarthwyd holiaduron yn y cyfarfod blaenorol yn gofyn am farn y cynghorwyr ar y ffordd orau i gynhyrchu ynni cynhaliadwy yn y dyffryn. Dychwelodd nifer yr holiaduron ac fe’i trosglwyddwyd i’r Cyng. Dafydd Edwards A questionnaire was distributed at the previous meeting asking the opinion of the councillors on ways of generating sustainable energy for the Aeron valley. A number were returned and given to Cllr. Dafydd Edwards . 6 CYNLLUNIO /PLANNING - A160838- Hafod Fawr Cross Inn -change of use of outbuildings to form lounge, kitchen, dining and internal alterations. It was decided not to comment since a septic tank problem was at present being investigated by Natural Recourses Wales and Ceredigion Council. Cllr. Keith Floyd declared his interest in this matter. 7 OTHER MATTERS - Rememberance Sunday.- The matter of purchasing a poppy wreath to be laid at the war memorial was discussed. It was resolved to purchase one again this year and give a donation to the British Legion. It was left to Pobl Aberarth to carry out the arrangements. Drainage B4577 - It was decided once again to report the blocked drains alongside the B4577 road from Cross Inn square to the entrance to Rhiw-wen. K.Floyd declared an interest in the matter. .

In January 2009, the Local Government Minister, Dr Brian Gibbons asked this Commission to review the electoral arrangements in each principal local authority in Wales. Dr Gibbons said: “Conducting regular reviews of the electoral arrangements in each Council in Wales is part of the Commission’s remit. The aim is to try and restore a fairly even spread of councillors across the local population. It is not about local government reorganisation. Since the last reviews were conducted new communities have been created in some areas and there have been shifts in population in others. This means that in some areas there is now an imbalance in the number of electors that councillors represent.
