MARCH 1980 SURVEY March 28, 1980 Surveyso fConsume rAttitude s Richard T.Curtin , Director §> CONSUMER SENTIMENT FALLS TO NEW RECORD LOW LEVEL **In the March 1980 survey, the Index of Consumer Sentiment was 56.5,dow n more than 10 Index-points from February 1980 (66.9) and March 1979 (68.4), and represents the lowest level recorded in more than a quarter-century. At no time have consumers been more pessimistic about their ownpersona l financial situation or about prospects for the economy as a whole. Importantly, the major portion of these declines were recorded prior to President Carter's latest inflation message just 10 percent of the interviews were conducted after Carter's speech. **Among families with incomes of $15,000 and over, the Index of Consumer Senti ment was 51.3 in March 1980,dow n from 60.2 in February 1980, and 65.2i n March 1979. TheMarc h 1980 Index figure of 51.3 is below the prior record low of 53.6 recorded in February 1975. **New record low levels recorded in March 1980include : *Near1y half (48 percent) of all families reported in March 1980 that they were worse off financially than a year earlier, twice the propor tion whoreporte d an improved financial situation (24 percent). *Three-in-four respondents (76 percent) expected bad times financially for the economy as a whole during the next 12 months, while just 14 percent expected improvement. ^Interest rates were expected to increase during the next 12 months by 71 percent of all families in March 1980an d the highest rates of expected inflation were recorded during early 1980, with consumers expecting inflation to average 12% during the next 12 months. -

As a result, Engagement the two countries have a complex relationship that presents a unique challenge to their respective policymaking communities. The War on Terrorism and Beyond This report examines the history and present state of U.S.-Pakistan relations, addresses the key challenges the two countries face, and concludes with specific policy recommendations Summary for ensuring the relationship meets the needs • The current U.S. engagement with Pakistan may be focused on the war on terrorism, of both the United States and Pakistan. SALES Ambassador-at-Large and Coordinator for Counterterrorism U.S. Department of State HOUSE FOREIGN AFFAIRS COMMITTEE Subcommittee on Middle East, North Africa, and International Terrorism FY 2020 Budget: State Department Counterterrorism and Countering Violent Extremism Bureau July 24, 2019 2:00 p.m. Chairman Deutch, Ranking Member Wilson, and distinguished members of the Subcommittee, I am pleased to be here today to talk about the Trump Administration’s counterterrorism priorities and discuss the Fiscal Year (FY) 2020 resources we need to protect America’s security at home and interests abroad from terrorist threats. The Bureau of Counterterrorism and Countering Violent Extremism focuses on combatting the wide range of terrorist threats confronting the United States and our allies, including ISIS, al- Qa’ida, Hizballah, and other terrorist groups and state sponsors of terrorism, such as Iran. At last year’s hearing, I laid out the Administration’s National Strategy for Counterterrorism and the important role for the State Department in leveraging diplomatic and foreign assistance tools. We are making progress implementing that strategy, and I am here today to explain how the resources we seek will build on our initial successes. The Administration’s FY 2020 budget request for the CT Bureau includes more than $241 million to sustain the Counterterrorism Partnerships Fund (CTPF), the Antiterrorism Assistance (ATA) program, the Terrorist Interdiction Program (TIP), and programs on countering violent extremism (CVE). This request prioritizes funding to advance our long-term capacity-building goals and directly support top counterterrorism priorities laid out in the Administration’s counterterrorism strategy. -
Human Trafficking and Migrant Smuggling
Title Page Research and Analysis Centre - a UNODC and FIA Collaboration UNODC's program on illicit trafficking and border management (Sub-Program1) enhances the core capacities of Pakistan's law enforcement agencies to reduce illicit trafficking and manage borders primarily through the provision of specialized training and equipment. Law enforcement agencies struggle to interdict trafficking and smuggling of various kinds and scales, which poses a challenge to the governance, development, and security of the country. In January 2014 a Memorandum of Understanding was signed between UNODC COPAK and the Federal Investigation Agency (FIA) to establish a Research and Analysis Centre at FIA Headquarters in Islamabad. The purpose of this initiative was to enhance legal, regulatory, and enforcement frameworks on human trafficking and migrant smuggling. It added to knowledge and skills within the migration-related law enforcement agencies and improved information collection, analysis, and coordination of migration-related crimes. The Research and Analysis Centre (RAC) was officially inaugurated on 1 May 2014. Currently three researchers from UNODC and two from the FIA have been placed at the Centre, with necessary equipment and software provided by UNODC. The findings of this report are based on research conducted at RAC over the past year. The wnrd i 4 a composite of the Latin prefix "r>et' meaning "againtt and "hubCZitme" meaning "to make suitable". In other words "b~rehabiZitatel' means to restore a person to a former capacity. The dictionary definition is important as it indicates the necessity of considering rehabilitati.0~as involving the "whole" person, It implies not only the restoratinn nf phyqical deficiencies, but also the retraining of handicapped persons and the provision of the appropriate psycho- logical and social support to repair traumatized mental states. Rehabilitation: A Team Responsibility Formal interest in rehabilitation is a comparatively modern phenomenon. In the past, it mainly concerned the problems of veterans returning from wars; this has led to the present tremendous interest. However, thc importance of rehabilitation tu ir~clus~rialdrvelopmenc Is obvious, when the heavy price in taxes and insurance for failure to absorb disabled persons into the economy is considered. ~ost/benefitstudies have shown that significant savings can be achieved by returning handicapped persons to sheltered or suitable jobs in industry. The Team Approach The full concept of rehabilitation immediately makes us aware that it is not a task for a single individual. -

t CONSUMER PRICE INDEX RAPID INFORMATION THE CONSUMER PRICE INDEX IN FEBRUARY 1985 The consumer price index for the EC as a whole rose by 0.6 %between January and February 1925. This was the second consecutive month in which the increase was higher than the monthly average increase durinr 1984. These increases are largely attributable to higher prices for fresh fruit and vege tables, caused by the weather in these two months and to rises in prices of oil pro ducts invoiced in Dollars, for which the exchange rates went up sharply during this period. The rates of increase by country in February are as follows: Netherlands 0.3 %, Germany (FR) 0.4 %, France 0.5 %, Luxembur~ 0.6 %, Denmark 0.7 %, United Kingdom 0.8 %, Belpium 1.0 %, Italy 1.0 %. Only Greece reported a slight decrease (-0.2 %), resulting entirely from the winter sales of clothing and footwear. The quarterly index for Ireland went up by 1.9 %between mid-November 1984 and~ February 19E5, which means an average increase of about 0.6 %per month. The inflation rate for this country over 12 months (February 1985 compared to February 1934) is 6g2 %, whereas this figure was 10.2 %in February 1984, 12.5 %in February 1923 and 1 .9 %in February 1982. For the Community as a whole, the infla.tion over-the-year as measured by comparing the CPI for February 1985 with that for February 1984 stood at 5.6 %, remaining thus the same as the average rate for 1984. For the individual countries these rates are as follows: Germany (FR) 2.3 %, Netherlands 2.3 %; United Kingdom 5.4 %, Belgium 5·4 %, Denmark 5.4 %, Ireland 6.2 %, France 6.4 %, Italy 9.0 %, Greece 18.6 %. -
