The main location of the championship will be on Pedavena (BL) in the “Dolomiti Bellunesi”
Launch sites
The official take off from Monte Avena (1400 mt.) is southwest of the dolomites mountain range towards Belluno where the highest peaks often reach an elevation more than 2.000 metres a.s.l. Its special morphology allows the pilot to take off from several take off points depending on the wind direction, south, east or west.
Takeoff south, southeast Takeoff west
The Monte Avena is essentially a wide pasture land with no obstacles. in this open wide place more than 20 gliders can arrange their flight and top landing is possible even to newly patented pilots. Thanks to a level dirt road it is easy to get to even foo minibus or an ambulance. Near to the take off there is a parking area for more than 30 cars and an agritourism (Malga Campet).
Takeoff east
The official landing is on the sports area of “Boscherai” in Pedavena (350 mt) at the bottom of Monte Avena, east of Belluno valley, a plateau which stretches to the west about 40 km and 15 to the north. Thanks to its wide extension of about 20.000 m2 and absence of obstacles the rectangular surface of the ground allows safe landings whatever is the wind direction.
By the year 2017 this area will have an exclusive sports facilities centre for flight. Today the landing ground is a part of a bigger sports area which includes two fields for football and rugby, bathroom and lavatory and a car park for more than 60 cars. During flying competitions and events this area becomes a parking area for vans and camping lot available to pilots and their families.
As regards safety, the whole airspace does not present special warning. Both the take off and the landing ground have an emergency layby for helicopter rescue. For more than five years any serious accident or crashes have never occurred. The whole area is fair for flying and there are several safe landings and the main roads going to the flight area are not busy and the pilots’ pickup is easy.
The take off of Monte Grappa (1.750 mt) thanks to its features is similar to that of Monte Avena (easy access, several take off points depending on the wind direction) will be a possible good option. The Monte Grappa is the highest peak of Pedemontana which stretches about 60 km from east to west towards the plain. It is the official take off throughout the annual international flight meeting in Bassano usually at Easter.
Since 1984 the promoters of the “Guarnieri International Trophy” have organized in mount Avena (Pedavena) the most important national and international flying events both for paragliders and hangliders. Among them we can remember 3 Paragliding Wolrd Cup (1995, 1996 and 2004), a lot of national championships and FAI cat. 2 events. In 2015 there will be the Italian open championship also valid as prePWC. The last big FAI2 event (Paragliding Alpen Cup) took place in may 2014. More than 100 pilots as representative teams for Italy, Austria and Germany were present. (Info: www.guarnieritrophy.it)

The flight area is far about 200 km from the Austrian border (highway A22), 85 km from Venice and 50 km from Treviso so it is quite easy to get to it by car.
The nearest airports are: VeniceTessera; TrevisoSan Giuseppe; VeronaVillafranca
The nearest railway station is Feltre (4 km from Pedavena HQ) which can be reached by the raiway line Padova – Feltre –Calalzo serviced by Trenitalia.
The flying area is unreservedly.
Distance/access to launch site
Launch sita is a 25 minute drive on an asphalted (except for the last 2 km) road from the main landing area/HQ and can be accessed by all types of vehicles. All the pilots and the team leader will have transport to the takeoff area during event days by buses or shuttle bus. Back to the main take off there is an ample parking area available for visitors.
Airspace
There is no airspace problem for free flight and, as usual for airsports event a NOTAM is issued for the duration of the competition
Safety issues
No special warning. The flying area is both for new patented pilots and experienced ones. You may simply glide or to perform a cross country flight longer than 300 km.

Transport
The organization has at its disposal 3 buses (48 seats) and 5 minibuses (9 seats) that allow to move all the pilots and team leaders, at the same time, from the headquarters to the takeoff. This allows to reach easily and quickly the takeoff area chosen for the day. For all days of competition our expert team of retrievel is available for pilots who cannot reach the gaol and need "help" to come back to the operations center. Live tracking devices will be provided to all pilots and will be used for security, retrivel service and also for the media coverege. All the driver will be equipped with tracking devices so the retrieve coordinator can garantee a fast retrieval during the competition The retrieve service will be organized with tracking device and SMS from pilots
Rescue/Medical Services
The medical service will be provided by a team from national service specialiezed in first aid arrangements.
There will be also the alpine rescue team, formed by teams of experienced climbers and strong connoisseurs of the mountain areas affected by the event, is always on alert during the competition and in direct contact with the helicopter and the organization. The rescue helicopter is guaranteed by several state and private associations, in order to ensure even more simultaneous actions with expectations of 10 to 20 minutes at most. All these associations are aware of the competition are in direct contact with the direction of the race. In Feltre there is a General Hospital with intensive care and services for first aid 24 hours a day service. In all the area involved in the competition there are hospitals no more than 30 km from each other and with heliports.

Insurance
For all the pilots a personal accident insurance valid for paragliding competition is required.
Communications
Radio: The use of 2M/144MHz radio is mandatory for all the pilots. Live Trackers: everyday a working and charged livetracker device will be provided to the pilots and it’s mandatory to be used during the competition. It will be responsibility of the pilot to do not damage and/or lost the device that have to be giveback to the organizer during the signout procedure Mobile coverage: in all the flying area there is a good coverage for the cell signal
Weather
Best season for paragliding competition is from May to August with sunny days and thermal activity. The main wind is from south, southeast with an average cloud base around 2.000 2.500 meters with a temperature from 20C to 30C.

During the competition day a specialist will be available for the weather forecast. There are also some website specialized in weather forecast for paragliding with detailed graph for takeoff and landing site (www.fivl.it, www.nordestmeteo.it, www.arpa.veneto.it)
Event Headquarters
The “Boscherai” official landing will have an exclusive sports facility centre for flight; it will include an office, bathroom and lavatory, a classroom, a large storehouse where to put aircrafts, a telephone line, wifi, internet connection. The opening ceremony will take place during the event.

The HQ is 1 km from Pedavena (4.500 inhabitants) and 5 km from Feltre (21.000 inhabitants) two small towns with shops, restaurants and bars.
Media coverage, publicity, sponsorship
Thanks to the livetraking the event will be broadcasted live; in the landing place an area will be equipped so that the audience can follow the competition watching the showing of the live tracks. A dedicated journalist will cover the local and the national news together with the social network. Thanks to the “Consorzio turistico prealpi” and to the most important territorial authorities the event will be broadcast by both local and national channels as well.

A dedicated web site will be designed before the test event and will be used to give updated information to the pilots. As in the past 10 years of competition the web site have a dedicated section for the online registration (with payment facility)

Organisation/Event Director: Matteo Di Brina Born in 1972, has been flying since 1995. He is a member of the Guarnieri International Trophy team since 1998. In 2005 he set up the association of Triveneto paraglider championship. From then on he has been directing many both local and national flying events. In 2009 he directed the paraglider competion at the international meeting in Bassano del Grappa and the prePWC in the Matese region
Meet Director: Maurizio Bottegal A pioneer of flight in Italy. In 1991 he set up the Monte Avena flight school. He is a paraglider champion: 20 national and international titles holder. In 2014 he directed the Guarnieri International Trophy, a FAI cat 2 event. He speaks and writes english well.
HQ/Admin manager: Stefano Claut Born in 1976, in 1995 he got his paraglider flying licence. Has been organizing all the Guarnieri International Trophies since 1994. In 2005 he set up the association of Triveneto paraglider championship. He has been a scorekeeper for more than 15 years in many flying events (international meeting in Bassano del Grappa, World hangliders championship in Monte Cucco in 2008 and 2011). Very good spoken and written english.
Safety Director: Stefano Cason Born in 1971, has been flying since 1998. He has been organizing the Guarnieri International Trophy since 1998. He was president for many years of the Para&Delta flying local club.
Chief Launch Marshal: Ivan De Toffoli Born in 1974, has been flying since 2003. He has been organizing the Guarnieri International Trophy since 2005.
Chief Goal Marshal: Giampiero Di Brina Born in 1973, has been flying since 1989. He has been directing the Para&Delta Feltre flying club since 2010. He took part in all the Guarnieri International Trophies.
Retrieve/Check in: Claudio De Paoli Born in 1974, has been flying since 2003. He has been organizing the Guarnieri International Trophy since 2005.

Early arrivals
There is no restriction on early arrival, there are several B&B, hotels and camping area available. Pilots will be able to access the launch using their private car in the days prior to the official practice task.

Nothing to communicate, as for the EC custom, gliders are personal sport equipments
Test Event
The test event will be on from 28th May 4th June 2016 (alternative: 2nd July 9th July) and will be an Open FAI cat 2 event with an entry fee of around 210 Euro The event will be organised and managed by the team presented in this bid

VISTA la nota del Presidente Maurizio Bottegal in rappresentanza dell’Aeroclub Feltre in data 22 settembre 2014 con la quale veniva richiesto patrocinio e sostegno a questa Amministrazione per la candidatura per i Campionati Mondiali di Parapendio 2017. PREMESSO CHE la candidatura sarà presentata in ottobre alla FAI (organismo internazionale degli sport aeronautici), in collaborazione con l'organizzazione del Guarnieri International Trophy del Para&Delta Club Feltre, e con il sostegno dell'Aero Club Italia, mentre il 22 febbraio 2015 a Belgrado, nell'ambito dell'assemblea annuale FAI, sarà assegnato l'evento attraverso una votazione tra le migliori candidature presentate. Il Guarnieri International Trophy è uno dei più ambiti trofei internazionali di volo libero al mondo, giunto alla sua 32a edizione con l'organizzazione dei prossimi Campionati Italiani di Parapendio il prossimo giugno 2015 a Pedavena (BL) e con la possibilità e l'onore di ospitare per la prima volta in Italia i Campionati Mondiali di Parapendio nel 2017. DATO ATTO che questa iniziativa costituisce per il Comune di Pedavena una grande opportunità di far conoscere il proprio territorio e le proprie strutture sportive e recettive CONSIDERATO a tale proposito che sono stati ultimati gli interventi relativi agli impianti sportivi siti in località Boscherai dotati di nuovi campi di calcio e di rugby con relativi servizi, realizzati dai Comuni di Pedavena e di Feltre ed aventi una valenza comprensoriale. CHE presso gli impianti sportivi Boscherai è attiva anche la struttura di atterraggio del volo libero affidata in comodato d’uso all’Associazione ParaDelta Club di Feltre avente anch’essa valenza e riconoscimento su tutto il territorio feltrino. CHE che il Volo libero ha il proprio sito di decollo sulle cime del Monte Avena, in Comune di Fonzaso, ma per definizione e consuetudine, il Monte Avena è definito “la montagna del feltrini” in quanto può usufruire della doppia stagionalità con siti per l’esercizio dell’attività sciistica e la presenza di numerose e qualificate malghe alcune delle quali con strutture di ristorazione tipica. CHE l’impianto sportivo del Boscherai è adiacente ad uno dei più rinomati stabilimenti di produzione di birra quale la ultra centenaria “Fabbrica di birra Pedavena”. ATTESO quanto sopra si esprime parere favorevole al sostegno all’iniziativa ed alla individuazione di un rappresentante dell’Amministrazione nel costituendo Comitato organizzatore al fine di partecipare all’organizzazione della manifestazione. CONSIDERATO CHE non necessita acquisire per il presente atto deliberativo alcun parere in quanto trattasi di mero atto di indirizzo politico VISTO lo Statuto comunale Con voti palesi favorevoli unanimi DELIBERA Le premesse fanno parte integrante del presente deliberato e si intendono qui integralmente richiamate. Di esprimere parere favorevole alla concessione del patrocinio e del sostegno di questa Amministrazione alla manifestazione Bid 15th FAI Paragliding World Championship e alla candidatura dell’AEROCLUB FELTRE ASD con sede in Via Fratta a Foen di Feltre, per i prossimi Campionati Mondiali di Parapendio del 2017. A RESOLUTION SUPPORTING THE BID 15TH FAI PARAGLIDING WORLD CHAMPIONSHIP
WHEREAS, Mr. Maurizio Bottegal as legal representative of Aeroclub Feltre asks for Patronage and
sponsorship of the municipal authorities for the candidature for the Paragliding World
Championship 2017;
WHEREAS, the candidature will be put forward to FAI (International Flying Sports Organisation) next
October from the Organisation of the Guarnieri International Trophy, the Para&Delta Club
Feltre and the A&CI (Italian Flying Club);
WHEREAS, the event will be assigned by voting the candidatures at the annual FAI Meeting on
February 2015 in Belgrado;
WHEREAS, the 32ndGuarnieri International Trophy in May 2014 that confirmed it as one of the best
international flying trophies together with the Paragliding Italian Championship in June
2015 in Pedavena and the good chance of organizing for the first time in Italy the
Paragliding World Championship in 2017;
WHEREAS, this initiative is a real opportunity to advertise the area, its facilities for sports and tourists; WHEREAS, the Boscherai sports area has just supplemented with new football and rugby fields through
a joined project between the municipalities of Pedavena and Feltre;
WHEREAS, a landing field on free loan for use to the Para&Delta Club Feltre (an association officially
approved) at the Boscherai sports area is up and running;
WHEREAS, the official take-off is on Mount Avena in the municipality of Fonzaso. This area which
belongs to different municipalities shows the dual nature of mountain districts changing
from summer to winter and thus offering a considerable offer of dining in the traditional
“malghe” and winter sports;
WHEREAS, the sports facility Boscherai is next to the very renowned brewery “Birra Pedavena”
FOR THE ABOVE REASONS the City Council hereby express their favourable opinion for supporting the
initiative and shall designate a their own representative to the Organizing Committee;
GIVEN THAT, the present deliberative act does not require any consent because of its political nature;
WHEREAS, the bylaw
NOW, THEREFORE, on a unanimous, open and favourable vote
BE IT RESOLVED
The previous considerations are an integral part of this resolution and are quoted in full.
That the City Council votes in favour of providing their Patronage and support to the Bid 15th Fai Paragliding World Championship and to the Aeroclub Feltre’s application for the Paragliding World Championship in 2017;
That the City Council agrees to the constitution of an Organizing Committee and designates the Mayor as their own representative.
Afterwards, on a separate, unanimous, open and favourable vote the City Council declares this resolution instantly enforced according to the rule 134, paragraph 4 of the decree-law n. 267 of August 18 2000 and subsequent modifications and integrations because of the urgency of carrying out subsequent actions.

Oggetto: Adesione all'iniziativa BID 15TH FAI Paragliding World Championship.
L'anno duemilaquattordici il giorno ventuno del mese di ottobre alle ore 16.15 nel Palazzo comunale, in seguito a convocazione disposta dal Presidente, si è riunita la Giunta.
Alla trattazione del presente argomento sono presenti i signori:

Constatato il numero legale degli intervenuti assume la presidenza la Sig.ra BELLUMAT Sabrina nella sua qualità di Vice Sindaco ed espone gli oggetti iscritti all'ordine del giorno e su questi la Giunta adotta la seguente deliberazione: LA GIUNTA MUNICIPALE
Vista la richiesta del Presidente Maurizio Bottegal in rappresentanza dell'Aeroclub Feltre con la quale veniva richiesto patrocinio e sostegno a questa Amministrazione per la candidatura per i Campionati Mondiali di Parapendio 2017.
Premesso che: – la candidatura sarà presentata in ottobre alla FAI (organismo internazionale degli sport aeronautici), in collaborazione con l'organizzazione del Guarnieri International Trophy del Para&Delta Club Feltre, e con il sostegno dell'Aero Club Italia, mentre il 22 febbraio 2015 a Belgrado, nell'ambito dell'assemblea annuale FAI, sarà assegnato l'evento attraverso una votazione tra le migliori candidature presentate. – il Guarnieri International Trophy è uno dei più ambiti trofei internazionali di volo libero al mondo, giunto alla sua 32a edizione con l'organizzazione dei prossimi Campionati Italiani di Parapendio il prossimo giugno 2015 a Pedavena (BL) e con la possibilità e l'onore di ospitare per la prima volta in Italia i Campionati Mondiali di Parapendio nel 2017.
Dato atto che: – questa iniziativa costituisce per il Comune di Feltre una grande opportunità di far conoscere il proprio territorio e le proprie strutture sportive e ricettive; – sono stati ultimati gli interventi relativi agli impianti sportivi siti in località Boscherai dotati di nuovi campi di calcio e di rugby con relativi servizi, realizzati dai Comuni di Pedavena e di Feltre ed aventi una valenza comprensoriale; – presso gli impianti sportivi Boscherai è attiva anche la struttura di atterraggio del volo libero affidata in comodato d'uso all'Associazione ParaDelta Club di Feltre avente anch'essa valenza e riconoscimento su tutto il territorio feltrino; – il Volo libero ha il proprio sito di decollo sulle cime del Monte Avena, in Comune di Fonzaso, ma per definizione e consuetudine, il Monte Avena è definito "la montagna del feltrini" in quanto può usufruire della doppia stagionalità con siti per l'esercizio dell'attività sciistica e la presenza di numerose e qualificate malghe alcune delle quali con strutture di ristorazione tipica; – l'impianto sportivo del Boscherai è adiacente ad uno dei più rinomati stabilimenti di produzione di birra quale la ultra centenaria "Fabbrica di birra Pedavena".
Atteso quanto sopra si esprime parere favorevole al sostegno all'iniziativa ed alla individuazione di un rappresentante dell'Amministrazione nel costituendo Comitato organizzatore al fine di partecipare all'organizzazione della manifestazione.
Normativa/regolamenti di riferimento – decreto legislativo n. 267 del 18 agosto 2000, testo unico delle leggi sull'ordinamento degli enti locali (T.U.). In osservanza degli artt. 49 e 147/bis la proposta di deliberazione non comporta pareri di regolarità tecnica in quanto si tratta di un mero atto di indirizzo politico (***). – statuto comunale.
CON voti favorevoli unanimi espressi in forma palese:
DELIBERA
1) le premesse fanno parte integrante del presente deliberato e si intendono qui integralmente richiamate; 2) di esprimere parere favorevole alla concessione del patrocinio e del sostegno di questa Amministrazione alla manifestazione Bid 15th FAI Paragliding World Championship e alla candidatura dell'AEROCLUB FELTRE ASD con sede in Via Fratta a Foen di Feltre, per i prossimi Campionati Mondiali di Parapendio del 2017;
3) di dare la disponibilità ad aderire alla costituzione di un Comitato organizzatore individuando nella persona del Sindaco il proprio rappresentante. (***) PARERI SULLA PROPOSTA DI DELIBERAZIONE

WHEREAS, the whole area in the Municipality of Fonzaso and particularly the landing place near Villa
Tonello was protagonist of the early flights in the late Seventies and early Eighties;
WHEREAS, the Guarnieri Trophy,later the Guarnieri International Trophy,originated in
remembrance of the engineer Adriano Guarnieri one of the pioneers of flying in this region
and interested in sports particularly in skiing (he was also the flag bearer for Italy in the
1956 Cortina Olympics) started life here in Arten (Fonzaso);
WHEREAS, in 2007 the Paragliding Italian Championship took place in Fonzaso;
WHEREAS, the flight school Monte Avenauses at the present time both take-off and the Arten
landing place in the municipality of Fonzaso thanks to their comfort and security;
BE IT RESOLVED
That the City Council votes in favour of providing their Patronage and support to the Bid 15th Fai Paragliding
World Championship and to the AeroclubFeltre’s application for the Paragliding World Championship in 2017;

Insurance
A mandatory Insurance covering public liability risk to the value of minimum €100.000 (one hundred thousand euro) must be presented to the organisers at registration
There will be the possibility to buy directly from us the insurance covering public liability risk with coverage of €2.000.000,00 (two millions euro) for 30,00 Euro.
A valid paragliding competitions personal accident insurance is recommended.
Event Promotion (Bid)
We created a Facebook page www.facebook.com/monteavena2017 dedicate to the promotion of the bid. The thousands of visits recorded by facebook page confirms the general interest for the event and the appreciation of the work done by the organization.
Competition website
Airtribune.com will be the official platform to manage the competition, the website and the livetracker system The idea for competition is to create, everyday, a fast video from the live tracker system and add audio comment and images that will be used for the media like TV, youtube and facebook
Budget
The budget we have made is very realistic. If we will find more funds (from private and public sponsorships) we will invest everything for the pilots to give them a better fly experience in Italy and if it will be possible we will reduce the entry fee. We are not going to increase the entry fee
