He has statutory authority to examine and report to Parliament on whether departments and the bodies they fund have used their resources efficiently, effectively, and with economy. The nature of a support contract depends on the type of project and the approach to support that the project team have taken. For projects where there is already an in-service platform, such as Merlin, Chinook and Warrior, projects report on the support to the in-service fleet, which is often contracted for in five-year pricing periods. Other projects such as Astute and Typhoon have approvals for the whole life support to the platforms. What are technology readiness levels? Technology readiness levels, or TRLs, are a technology management tool that provide an indication of the technical maturity of a project, by identifying risk associated with technology and system integration. A TRL, measured on a scale from 1 to 9 (with 1 being the least mature) can be given to each technology element of a project. TRLs are designed to be used to assess the risks of not delivering a project on time due to immature technology. This could be a powerful tool if used routinely as part of project management, especially in the context of the high levels of time slippage we are reporting this year due to technical problems on projects. Measuring TRLs When? TRLs are designed to be used at all stages of the acquisition cycle. The departmental guidance advocates that Project Teams use them at key decision points on projects, for example: • At the start of the Assessment Phase: To assess whether it is likely that the required technology will be mature by the in-service date. They specify a TRL of 3 for key technologies at this point (defined as analytical and experimental critical function and/or characteristic proof of concept). • At the point of the main investment decision: They advise a TRL of 7 (defined as technology prototype demonstration in an operational environment). Exposing the technology to the operational environment should reveal any limitations and therefore the risk to not achieving mature technology by the in-service date. 8 Appendix Nine The Major Projects Report 2012 How? TRLs have generic definitions but should be defined in the context of each project to make them measurable, so it is clear when a TRL has been achieved for a particular piece of technology. The Department does not have a mechanism for independent verification of TRLs; they are generally assessed by the Project Team. How the Department use TRLs: Spearfish Upgrade project The Spearfish Upgrade (SFU) project team applies ‘tailored’ Technology Readiness Levels (TRL) to progressively manage technical maturity and the associated risks of the weapon system design in accordance with departmental guidance. The SFU project team monitors the technology risk and manages the development of the system solution regularly using a Weapon Technology Readiness Progression matrix to track achievement against the plan. Progress is formally assessed at quarterly project reviews. The torpedo system and subsystem elements are broken down in accordance with the Product Breakdown Structure e.g. sonar, warhead, propulsion etc. This systematic TRL hierarchy underpins the design approach to enable hardware and software development and integration risks to be effectively managed to deliver a system solution. Specific TRL definitions which were defined during the Concept Phase are applied as SMART 1 criteria for assessment of TRL achievements during the Assessment Phase. Technical assurance includes independent evidence-based assessment by experts such as the Defence Science and Technology Laboratory, for all industry claims on the achievement of technical maturity. This approach to TRL progression management provides a foundation for the Assessment Phase acceptance process. For example, the Insensitive Munitions warhead system achieved TRL level 7 in January 2012 following land-based and in-water scale firings of the warhead system to demonstrate the technology in an operational environment.

Artist Rob Heard hand stitched and bound calico shrouds for 72,396 figures representing British Commonwealth servicemen killed at the Somme who have no known grave, many of whose bodies were never recovered and whose names are engraved on the Thiepval Memorial. Each figure of a human form, was individually shaped, shrouded and made to a name. They were laid out shoulder to shoulder in hundreds of rows to mark the Centenary of Armistice Day at Queen Elizabeth Olympic Park from 8-18th November 2018 filling an area of over 4000 square metres.

    NAVY NEWS WEEK 20-2 14 May 2018 Guyanese, Surinamese fishermen dock boats in fear of pirates IN the wake of the deadly piracy attacks on 20 fishermen in Suriname, some fisherfolk in the neighbouring country and their counterparts here have docked their boats temporarily out of fear of the high seas criminals. Members of the fishing community are contending that the “sea is unsafe.” Speaking with Surinamese Mark Lall, Secretary of Fisheries Collective Association related that all the boats that were at sea came in and are refusing to go out “Everything that is outside came in”. He continued, that while he understands the rationale behind the actions of the men it will have serious repercussions, since some 6500 persons are directly dependent on the industry for their livelihoods. “”We are going to notice the spin-off effects in the coming period. The fish processors will not have fish to process, the workers will have no work, the fish transporters will have no cargo, the buyers will have no products and the local market will not have fish” Lall told the media.The boat owners however are asking for a guarantee that the lives of their crew will be safe as well as their boats and other property protected before they return. To this end, Lall said a meeting was held with the Minister of Agriculture, Animal Husbandry and Fisheries (LVV) Lekhram Soerdjan, who pledged to look into the concerns raised by the men. He further said assistance will be provided to the next of kin for the missing men, according to Lall.

    MISSILESMISSILESDr Carlo Kopp in the Asia-Pacific oday, offensive missiles are the primary armament of fighter aircraft, with missile types spanning a wide range of specialised niches in range, speed, guidance technique and intended target. With the Pacific Rim and Indian Ocean regions today the fastest growing area globally in buys of evolved third generation combat aircraft, it is inevitable that this will be reflected in the largest and most diverse inventory of weapons in service. At present the established inventories of weapons are in transition, with a wide variety of Tlegacy types in service, largely acquired during the latter Cold War era, and new technology 4th generation missiles are being widely acquired to supplement or replace existing weapons. The two largest players remain the United States and Russia, although indigenous Israeli, French, German, British and Chinese weapons are well established in specific niches. Air to air missiles, while demanding technologically, are nevertheless affordable to develop and fund from a single national defence budget, and they result in greater diversity than seen previously in larger weapons, or combat aircraft designs. Air-to-air missile types are recognised in three distinct categories: highly agile Within Visual Range (WVR) missiles; less agile but longer ranging Beyond Visual Range (BVR) missiles; and very long range BVR missiles. While the divisions between the latter two categories are less distinct compared against WVR missiles, the longer ranging weapons are often quite unique and usually much larger, to accommodate the required propellant mass. In technological terms, several important developments have been observed over the last decade.

Ian Whitelegg University College London DATE: Signed: 2 Abstract Abstract Electromagnetic railguns have reached levels of maturity whereby they are now being considered for installation on warships. A critical review of previous research in this field has highlighted the potential adverse impact that electromagnetic railguns may have on the supply quality of electric power systems. Currently, there is limited collective knowledge of this impact particularly when configured in a topology representative of a candidate warship. This research explores the impact of electromagnetic railguns on a candidate warship electric power system. This research employs a validated gas turbine alternator model of the Rolls-Royce MT30 capable of assessing performance when powering an electromagnetic railgun. A novel control circuit to interface the electromagnetic railgun with the gas turbine alternator and control the rate of fire was developed. A mathematical analysis of the system was then undertaken to understand the challenges in greater detail. A system model was then developed to explore the transient and harmonic impact of electromagnetic railgun firing on the warship electric power system using time-domain simulations. The key finding of this research is that the current practice of warship electric power system design is not robust enough to withstand electromagnetic railgun operations and that under-voltage, under-frequency, over-frequency and excessive waveform distortion result due to the high power demand of the electromagnetic railgun.

In a joint counter-narcotics operation, the Royal Australian Navy (RAN) and the New Zealand Defence Force (NZDF) seized 915 kilograms of heroin valued in excess of $274 million. A Royal New Zealand Air Force P-3K2 aircraft detected a suspicious vessel in the western Indian Ocean on 23 January 2018, which was boarded and investigated by the crew of RAN frigate HMAS Warramunga on 24 January. Over the past two months, Warramunga’s crew has seized and destroyed more than 11.5 tonnes of hashish and over a tonne of heroin, valued in excess of $900 million.* The seizures include: 27-29 December 2018: 8 tonnes of hashish, 69 kilograms of heroin, (three vessels interdicted over this period); 3 January 2018: hashish, 3.5 tonnes; 7 January 2018: heroin, 111 kilograms; and 24 January: heroin, 915 kilograms. Commander of Australian Defence Force personnel in the Middle East Rear Admiral Jaimie Hatcher said the latest operation highlighted the significant contribution both Australia and New Zealand make to maritime security in the region. “Warramunga has now interdicted six vessels carrying illegal narcotics since November," RADM Hatcher said. "This operation highlights the important role played by partner nations, as part of the Combined Maritime Forces (CMF), in increasing maritime security in the Middle East and western Indian Ocean." Commanding Officer of HMAS Warramunga, Commander Dugald Clelland said the operation was a team effort between close partners.
