SECRETARIAT AS/Mon (2013) CB 04 29 May 2013 To the members of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) Synopsis of the meeting held in Tallinn (Estonia) on 23 and 24 May 2013 The Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee), meeting in Tallinn on 23 and 24 May 2013, with Mr Andres Herkel (Estonia, EPP/CD) in the Chair: on 23 May 2013: -- was welcomed by, and held an exchange of views with, Ms Ene Ergma, Speaker of the Estonian Parliament, and was officially greeted in the Chamber of the Parliament; and, as regards: – Post-monitoring dialogue with “the former Yugoslav Republic of Macedonia” (rapporteur: Mr Robert Walter, United Kingdom, EDG): held an exchange of views on the draft report and unanimously adopted a draft resolution and a draft recommendation, as amended, with a view to presenting the report at the June 2013 part-session; was informed of the planned visit of the President of the Assembly to the country from 10 to 12 June 2013 and authorised Mr Walter to accompany him; – Current situation with regard to the consequences of the war of 2008 between Georgia and Russia: heard an oral report by Mr Cilevičs, Mr Gross and the Chair on the fact-finding visit to Moscow and Tbilisi on 12-16 May 2013 and agreed to return to this issue when the information note on the visit was presented; – The progress of the Assembly’s monitoring procedure (June 2012 – September 2013): progress -

Reflections on the Production of the Finno-Ugric Exhibitions at the Estonian National Museum
THE ETHICS OF ETHNOGRAPHIC ATTRACTION: REFLECTIONS ON THE PRODUCTION OF THE FINNO-UGRIC EXHIBITIONS AT THE ESTONIAN NATIONAL MUSEUM SVETLANA KARM Researcher Estonian National Museum Veski 32, 51014 Tartu, Estonia e-mail: [email protected] ART LEETE Professor of Ethnology University of Tartu Ülikooli 18, 50090 Tartu, Estonia e-mail: [email protected] ABSTRACT We intend to explore* the production of the Finno-Ugric exhibitions at the Esto- nian National Museum. Our particular aim is to reveal methodological changes of ethnographic reproduction and to contextualise the museum’s current efforts in ideologically positioning of the permanent exhibition. Through historical–herme- neutical analysis we plan to establish particular museological trends at the Esto- nian National Museum that have led curators to the current ideological position. The history of the Finno-Ugric displays at the Estonian National Museum and comparative analysis of international museological practices enable us to reveal and interpret different approaches to ethnographic reconstructions. When exhib- iting indigenous cultures, one needs to balance ethnographic charisma with the ethics of display. In order to employ the approach of ethical attraction, curators must comprehend indigenous cultural logic while building up ethnographic rep- resentations. KEYWORDS: Finno-Ugric • permanent exhibition • museum • ethnography • ethics INTRODUCTION At the current time the Estonian National Museum (ENM) is going through the process of preparing a new permanent exhibition space. The major display will be dedicated to Estonian cultural developments. A smaller, although still significant, task is to arrange the Finno-Ugric permanent exhibition. During about the quarter of the century that has elapsed after regaining independence, our scientific landscape has changed radically. The lion’s share of research work is integrated with providing university education. The targets for the following seven years were defined at the very start of the year, in the document adopted by Riigikogu (Parliament) on January 22, 2014 and entitled “Estonian research and development and innovation strategy 2014- 2020. Knowledge-based Estonia”. It starts with the acknowledgement familiar to all of us that the number and complexity of challenges faced by the society is ever increasing. -

Palju Õnne, Karksi Vald! La Nime Kasutamist Piirkonnas Peame Igati Õigustatuks

Tänaseks on küllap iga lehelugeja teadlik, et Karksi, Abja ning Halliste vald ja Mõisaküla linn on allkirjastanud ühinemislepingu, kus kirjas, et oktoobrist ollakse juba loodava Mulgi valla liikmed. On võimalik, et sündiva lapsukese nimeks ei saagi Mulgi, vaid hoopis Abja-Mul- gi, Lääne-Mulgi või Halliste-Karksi. Nimelt leidis vabariigi kohanimenõukogu, et nimi Mulgi on geograafiliselt ja ajalooliselt eksitav ning vajab täiendi lisamist. Eelpool esitatud nimed on loetelu kohanimenõukogu poolt soovitatud nimedest. Meie, see tähendab ühinevate omavalitsuste arvates toetab Mulgi valla nimi ko- hanimeseaduses esitatud nõuet, mille järgi tuleb eelistada nime, mis on paikkonnas tuntud ja levinud ning on oluline aja- ja kultuurilooliselt. Kuivõrd loodav omava- litsus ei hakka hõlmama kogu Mulgimaad, vaid ainult selle keeleliselt läänemulgi murrakurühma jäävat piirkonda, soovime omavalitsuse nimeks Mulgi vald, mitte Mulgimaa vald. Näiteks varasemalt on kohanimenõukogu poolt heaks kiidetud Hiiu valla nimi. Hiiu vald ei hõlma samuti kogu Hiiumaad. Nüüd soovivad taaskord ühinevad hiidlased valla nimeks Hiiumaa valda ning sellele pole kohanimenõukogu heakskiitu andnud. Me ei pretendeeri Mulgimaa nime kasutamisele, ent Mulgi val- Palju õnne, Karksi vald! la nime kasutamist piirkonnas peame igati õigustatuks. Halliste vallas asub Mulgi küla, Abja kandis oli vanasti mitu Mulgi nime kandvat küla – raske on nõustuda Palju õnne sünnipäevaks kogu vallarah- ning võimalused eneseteostuseks on elavad sooja südamega mulgid. Mulgi väitega, et nimi Mulgi on geograafiliselt eksitav. vale! Tänane Karksi vald tähistab oma laiemad. Seetõttu on paljud tegusad kultuuri arendamise mõju on kujunenud Mulgi nimelise valla vastu ei ole meile teadaolevalt ka teiste Mulgimaa piir- kahekümne viiendat ja viimast aasta- inimesed asunud mujale elama ja tööle. -

PROCEDURE (1) By electronic notification of 29 January 2021, Estonia notified aid in the form of direct grants ‘Subsidy schemes to undertakings in Ida-Viru and Harju Counties affected by the COVID-19’ (“the measure”), under the Temporary Framework for State aid measures to support the economy in the current COVID-19 outbreak, as amended (“the Temporary Framework”).1 Estonia also provided additional information on 13, 15 and 17 February 2021.
