Artiklid asuvad CD-ROM-il ja nende teisekeelsed kokkuvõtted on esitatud kogumiku paberkandjal.1 Kõiki artikleid on anonüümselt retsenseeritud peamiselt teiste riikide majandusteadlaste poolt. „Eesti majanduspoliitilised väitlused“ on iseseisvad teaduslike artiklite kogumikud ja ilmuvad 2001. aastast alates Berliini kirjastuse Berliner Wissenschafts-Verlag (endine Berlin-Verlag Arno Spitz) ning Eesti kirjastus- ja konsultatsioonifirma Mattimar vahelises koostöös. Publikatsioonide eesmärgiks on analüüsida ja võimalust mööda hinnata majandusarenguid nii Eesti Vabariigis kui ka terves Euroopa Liidus. Käesoleval aastal on see maailmamajandust tabanud kriiside taustal omandanud erilise aktuaalsuse. Eesti on2 alates 28. juunist 2004 ühinenud II vahetuskursimehhanismiga (ERM II) ja on seega vastavalt EÜ-lepingule võtnud endale kohustuse pärast konvergentsi- kriteeriumite täitmist eurole üle minna. ERM II-ga liitumisel lubati Eestil jääda senikehtinud valuutakomitee raamistiku juurde. Eesti kroon on vahetatav Euroopa Keskpanga poolt fikseeritud nn keskkursi alusel. Eesti ei ole viimastel aastatel inflatsioonikriteeriumi3 kahjuks täitnud. Kui 2003. aastani võis täheldada liikumist suurema hinnataseme stabiilsuse suunas, siis eelkõige kolme viimase aasta jooksul on inflatsioon tunduvalt kasvanud, nimelt 4,4%-lt (2006) 6,6%-ni (2007) ja edasi 10,4%-ni (2008), ja on seega taas kaugenenud Euroopa Majandus- ja Valuutaliidu võrdlusväärtusest (2008. aastal oli see 3,2 %).4 See dünaamika saab veelgi selgemaks kui võrrelda kahe järjestikuse aasta kasvumäärasid: 2007. aasta alguses (ca + 5%) ning 2008. aasta märtsis (+ 11,2%). Selline inflatsioonisurve on põhjustatud esmajoones toiduainete ja energia kallinemisest ning samuti administreeritud hindade hüppelisest tõusust. Peaaegu ühe protsendipunkti võrra andis hinnatõusule oma panuse ka aktsiiside

Esialgset metoodikat rakendati 1994. ja 1995.aasta läbisõidu määramiseks. Liiklusloenduse andmetele tuginev metoodika ei ole aastate jooksul sisuliselt muutunud, kuid aasta-aastalt on paranenud maantee liiklusloenduste andmebaas. Püsiloenduspunktide arvu suurenemine ja põhjalikumad liiklusloendused põhi-, tugi- ja kõrvalmaanteedel on tinginud ka metoodika täiustamise. Liiklusloenduse täiustumisel on siiski olnud ka tagasilööke ja päevakorda on tõusnud probleeme, mida esmalt ei osatud karta. Kui 2000. aastal töötas püsiloenduspunktides 50 automaatloendurit, siis aastatel 2001-2007 on see hälbinud vahemikus 40 – 48. Võrreldes 2006. aastaga lisandus viis loenduspunkti.

Today, in my mind, I shake hands with all of you, look everybody in the eye, and ask: how are you? Today’s New Year is so different from all that have been and all those still to come. It is mysterious, at least in our imagination. Round numbers have a powerful influence on our mind and on our behaviour, especially when the New Year is also connected to the beginning of a new century, a new millennium. A friend of mine even asked me for an interview concerning the third millennium. I asked him: What could a tiller or a fisherman from Rävala or Saaremaa have said about the second millennium in the year 999? On the New Year, there will be no change in the constellation of stars, in the movement of the Sun or the Earth. For an ancient Estonian, the flow of time was constant and indivisible, like the peaceful flow of a river. We toast the new millennium, fill the sky with fireworks and celebrate today, because we are part of the Christian culture. The year 2000 is a year of advent, the year of transition, taking us to the third millennium after the birth of Christ.

Tiit CHANGES OF LIFE EXPECTANCY IN ESTONIA DURING THE LAST 70 YEARS Ene-Margit Tiit ABSTRACT The life expectation characterises the health conditions, especially mortality of a population at the year of calculation. The changes of life expectancy in time characterise the general health trends of a population. The difference between men’s and women’s life expectation in Estonia is large, about 9 years, but the difference of remaining lifetime lessens with age. Life expectancy of both men and women has increased quite rapidly during the last decades, also infant mortality has reached the value typical for highly developed countries (40 times lower level than 70 years ago). International forecasts show that Esto- nians’ life expectancy will approach to that of Finns by the end of 21st century. Keywords: life expectancy; population health; infant mortality Life expectancy is one of the most important and informative demographic characteristics for estimating the health condition of a population. Life expec- tancy for some fi xed age (most oft en this age has been taken as zero, that is, we speak about the life expectancy at birth) can be calculated for the population if the data on mortality and age-sex distribution exist. Life expectancy charac- terises the health situation of the population for the fi xed year of calculation. Th erefore, it is not right to say that, if we calculate the life expectancy at birth today, this means that the child born today will live so long.
