MINUTES OF THE MARCH 12, 2013 REGULAR BOARD OF EDUCATION MEETING.

The Shaker Heights Board of Education met in regular session on Tuesday March 12, 2013, at 6:01 p.m. at the upper cafeteria of the Shaker Heights High School, 15911 Aldersyde Drive, Shaker Heights, 44120.

Members present: Mr. Norman A. Bliss, Mr. William L. Clawson II, Mrs. Amy H. Fulford, Mr. Reuben Harris, Jr., and Ms. Annette Tucker Sutherland.

President Sutherland presided.

At this time President Sutherland welcomed everyone in attendance and commented on public participation at Board meetings. Board meetings are held in order to conduct Board business in front of the public, and their primary purpose is for Board business. The Board values interaction with citizens and provides two opportunities for public comment at its business meetings. Before beginning the agenda, the Board offers an opportunity for comment on items on the agenda. At the conclusion of the meeting, the Board will provide an opportunity for comment on any matter. President Sutherland invited the audience to ask questions or make comments pertaining to agenda items. There being none, the meeting continued.

Upon the presentation of the Minutes of the February 12, 2013 regular meeting and the February 26, 2013 special meeting, Mr. Clawson moved, seconded by Mrs. Fulford to approve the minutes as presented.

DISTRICT HIGHLIGHTS

SUPERINTENDENT CANDIDATES TO VISIT THIS WEEK

Students, staff members, and residents will have an opportunity this week to meet the three superintendent finalists.

The candidates are:

David A. Bowlin, Director of Curriculum and Professional Development at The Center for Learning in Westlake, Ohio

Gregory C. Hutchings, Director of PreK-12 Initiatives in the Alexandria City (Virginia) Public Schools

Demond A. Means, Superintendent of the Mequon-Thiensville (Wisconsin) School District.

The Board of Education selected these candidates from a national search based on the Leadership Profile developed by a search consultant with substantial public input. The consultant spent many hours interviewing people in the community; hundreds of others participated in an online survey.

The three candidates have been invited to spend a day and an evening in the District later this week. Their visits will include a meeting with the Stakeholder Advisory Committee, school tours, and a public presentation, followed by dinner and an interview with the Board.

All residents and staff members are invited to meet and hear remarks from the candidates at the following times:

SHAKER WINS STATE HOCKEY TITLE, ADVANCES IN BASKETBALL

The Shaker Heights ice hockey team won the state tournament Saturday night with a 3-1 victory over Sylvania Northview at Nationwide Arena in Columbus. The title is the school’s fourth, with 7 the last one coming in 2001. Mike Bartley, head coach for 37 years, is Ohio’s winningest high school hockey coach ever, and recently coached his 1,000th game.

The men’s basketball team, under coach Danny Young, is also finding postseason success. On Saturday, the Raiders beat St. Ignatius 61-52 to capture the Division I district championship. They will play North Royalton in the regionals at the Wolstein Center at 8 p.m. tomorrow. Tickets will be on sale in the High School athletic office tomorrow from 8:30 a.m. to 3:30 p.m. All pre-sale tickets are $6. Tickets at the door will be $8.

SCHOOL HOURS AT WOODBURY, MIDDLE SCHOOL MAY CHANGE

In order to increase the amount of instructional time, the staff is considering later dismissal times for Woodbury and the Middle School, both currently just before 3 p.m. The plan currently under study would extend the school day by approximately an hour at each building. If a change is to be made for the 2013-14 school year, it will be announced by the end of April so that parents can plan accordingly.

JENNINGS FOUNDATION AWARDS $30,000 FOR IB

The Martha Holden Jennings Foundation has awarded the Shaker schools a $30,000 renewal grant to support the ongoing adoption of the International Baccalaureate Middle Years Program, which serves all students in grades 5-12, encompassing nearly half of the District’s student population. The Middle Years Program serves all students at Woodbury Elementary, the Middle School, and High School students in 9th and 10th grade. (High School junior and seniors are served by the elective IB Diploma Program.)

The funds will be applied toward intensive professional development, as well as annual fees to the International Baccalaureate Organization, both of which are needed to progress through the authorization process. The schools all cleared the first hurdle when they received “candidate school” status in spring of 2012. The next step is a formal request for authorization to become International Baccalaureate World Schools.

NEW STAGES PLAY FESTIVAL OPENS WEDNESDAY

The Theatre Arts Department of Shaker Heights High School presents the 31st festival of new plays, written, directed, produced, and performed by students in the High School’s black box theatre, Stage 3.

The plays are: The Art of Kleptomechanics, written by senior Mara Schoch and directed by senior Zoe Davidson; Binding, written by senior Lizzy Wood and directed by senior Kevin Parker; Broken Glass, written by sophomore Joe Schmittgen and directed by senior Dean Carlson; Open House, written by senior Ford Shelton and directed by senior Kristen Leonard; Cat and Mouse, written by senior Eli Millette and directed by junior Steven Friedman-Romell; and 10 Minutes, written by senior Ophira Berenholz and directed by senior Ryan Claus.

Performances are at 7:00 p.m. on Wednesday, March 13 and Thursday, March 14. Performances on Friday, March 15 and Saturday, March 16 are at 7:00 p.m. and 9:15 p.m. All performances are in Shaker Heights High School Stage 3. Seating is limited and all seats are reserved. Tickets are $10 for adults and $5 for students and senior adults, and may be purchased online at tix.com. Online sales will close at 1 p.m. daily on each day of the production. Tickets may also be purchased at the box office one hour before each performance.

NEARLY 300 STUDENTS HEADING ABROAD FOR SPRING BREAK

Nearly 300 Shaker Heights High School students will embark on international travel over spring vacation, accompanied by staff members and adult chaperones.

The marching band will perform in Istanbul and visit other historic sites in Turkey. In addition to 201 students and 41 adult chaperones, 87 parents and other adults will be on a parallel “shadow trip.”

The a cappella choir and orchestra will visit China – including Beijing, the Great Wall, and Shanghai – on a performance tour. The trip will involve 74 students and 16 adults.

Thirteen students and two chaperones will visit France, staying with French families in private homes for most of the trip.

STUDENTS BRING HOME AWARDS IN SCIENCE, CLASSICS, GERMAN

Shaker students taking Latin II through V put their knowledge of derivatives to the test when they took the National Classical Etymology Exam. Twenty-two students earned gold medals, 16 won silver medals, and 15 received bronze medals. The exam, which tests students’ knowledge of Latin and Greek derivatives in English usage, is sponsored by the National Junior Classical League.

The Shaker Heights Latin Club turned in an outstanding performance at the statewide Ohio Junior Classical League Convention in Columbus this past weekend The team finished first in the Academic Per Capita category and second in the state overall, plus team and individual wins and top scores in many categories.

The Shaker Heights High School Science Olympiad team is one of six teams to advance to the State Science Olympiad Tournament in April after a strong showing at the Case Western Reserve University Regional Science Olympiad Tournament on February 23.

Shaker Heights Middle School students also brought home several honors from the Middle School Science Olympiad Tournament.

Twenty-five Shaker Heights High School students have received gold, silver, bronze, and achievement awards for their outstanding performance on the National German Exam.

TREASURER'S REPORT AND RECOMMENDATIONS

MONTHLY FINANCIAL REPORT Upon the recommendation of Mr. Bryan Christman, Treasurer, Mr. Clawson moved, seconded by Mr. Harris that the monthly financial report consisting of financial statements for the month of February 2013 (Exhibit T-1), and the Interim Investments listed below, be accepted and ratified as indicated.

FINANCIAL STATEMENTS It is recommended that the financial statements for the month of February 2013 (Exhibit T-1) be accepted and placed on file for audit.

President Sutherland asked Mr. Christman to review the highlights of the financial statements. He commented on items as delineated in the financial & miscellaneous briefs and as follows:

Real Estate Taxes and Total Revenues: Total revenues are $0.1 million ($0.5 million of which is applicable to real estate taxes) more than last year. On a budget basis, property tax collections are $1.3 million more than budgeted through February. The favorable variances are all attributable to tax advance timing differences.

Fringe Benefits: With the overall composite reduction in health insurance rates effective January 1, 2013, we are projecting through the end-of-the-year a favorable expenditure variance of $980,000 for all fringe benefits, including $830,000 for health insurance.

Total Expenditures: Total expenditures are $2.2 million or 3.9% more than prior YTD through February, but only $0.2 million above budget through February YTD. A favorable total expenditure variance of $145,000 is projected through the end-of-the-year, primarily due to the projected $980,000 fringe benefit favorable variance along with other favorable variances, offset mostly by an estimated $900,000 unfavorable variance expected in capital outlay.

Federal Fiscal Matters: As of the writing of this brief in early March, the Federal Government had failed to reach agreement with respect to the automatic sequester that went into effect as of March 1st. Even though the process has begun, the expiration of the current federal funding bill on March 27th has become the new deadline, at which time many speculate an overall compromise to the sequester issue will be reached.

Governor’s School Funding Budget Proposal: We have learned some additional information about the Governor’s proposed school funding proposal for the upcoming biennium. 15% of the amount listed under the Students with Disabilities (SWD) funding category will not go to the district, but instead be carved out and placed in the current Catastrophic Aid pool to fund catastrophic special education per pupil cost situations. We currently participate in such program, for which we received $318,000 last fiscal year as a 16% reimbursement against our submission approximating $2 million. The 15% carve out of Shaker’s SWD portion would approximate $324,000 (15% of an SWD allocation of $2.2 million). Backing out the carve out reduces the District’s “increase” from $765,000 to $441,000, before taking into account the anticipated, but not yet disclosed, increased community school payments that would be taken from our allocation.

It is not known yet how the Catastrophic Aid reimbursement pool will be allocated. For example, if a district’s total reimbursement is limited to the 15% carve out from its respective SWD allocation, then the Shaker District will essentially break even with its current Cat Aid reimbursement. If we participate on a residual funding basis in the entire pot of the 15% carve out, then the District might receive an increase in our overall catastrophic aid reimbursement from current levels.

Additionally, the transportation reimbursement amounts have been left out of the funding disclosures, as they intend to handle that in a separate, but as of yet, still undisclosed manner. Unfortunately, there are still too many unknown variables to determine the bottom line impact of the proposed changes. The legislative process may of course modify the Governor’s plan, which will add additional changes to the final allocation. We will continue to monitor and report as the process unfolds.

Mr. Christman also commented on the following legislative items:

The State Budget Status OBM preliminary results indicate that actual revenues are running ahead of budget for the eight-month year-to-date period through the end of February.

Governor Kasich’s Budget Proposal: there is much opposition to the Governor’s proposal to widen the sales tax base from representatives of the legal, insurance, accounting, travel and other industries.

Acting State Superintendent: announced that the federal sequestration will impact Ohio schools as soon as the upcoming fiscal year 2013-14. Already existing and funded grants like Race to the Top and others will not be affected.

New State Superintendent: was named today-Dick Ross, currently Governor Kasich’s Director of Office of 21st Century Education.

STATE OF THE SCHOOLS At this time President Sutherland turned to Superintendent Freeman who gave the “State of the Schools 2013” report, which included an extensive power point presentation followed by a question and answer session, in total lasting just over one hour. The presentation and report are both available on the District website.
