Executive Order On the Establishment of a Non-profit Partnership “Russian International Affairs Council” 1. The establishment a non-profit partnership “Russian International Affairs Council” (hereinafter “non-profit partnership) with the participation of scientific, educational, and public institutions and other stakeholders is deemed appropriate. 2. The Russian Federation Ministry of Foreign Affairs and the Ministry of Education and Science are desig- nated as founders of the non-profit partnership. 3. The key objectives for the establishment of this non-profit partnership are to assist international studies un- dertaken in the Russian Federation, to improve training for the international relations and regional studies specialists, to organize cooperation between Russian scientific institutions and foreign analytical centers on the issues of international relations. 4. Russian Federation Ministry of Foreign Affairs together with the Ministry of Education and Science shall undertake the establishment of the non-profit partnership. 5. Government of the Russian Federation shall allocate in 2010-2011 funds from the federal budget to the non- profit partnership for its operation. Russian Federation President D. Today we speak about the creation of a new global governance system and the significance of analysis, forecasting, the ability to correctly identify the prevailing trends in the global and regional development cannot be overemphasized. Obviously, those who succeed in these undertakings it shall get a head start in the implementation of their foreign policy and promotion of state interests”. Reviewed by Adam Givens (Ohio University) Published on H-War (October, 2014) Commissioned by Margaret Sankey In 1982, Von Hardesty, curator of the Smithsonian’s Division of Aeronautics currently, produced one of the few English-language studies of the Soviet air force (in Russian, Voyenno-vozdushnyye sily, or VVS) during World War II. Three decades later, Hardesty has revised the original work with the help of coauthor Ilya Grinberg, a professor of technology at Buffalo State. The updated book, Red Phoenix Rising: The Soviet Air Force in World War II, offers an authoritative examination of the air war in the East by utilizing archival sources unattainable at the time of the first book’s publication. Red Phoenix Rising moves chronologically. The first of seven chapters examines the Soviet Union’s prewar organization and then details Germany’s devastating invasion of the USSR in June 1941. Like the rest of the Soviet military, the VVS was taken by surprise in the early hours of Operation Barbarossa, what the authors rightly term a “vast military catastrophe” (p. 29). Many of the Soviet pilots stood little chance of slowing the Luftwaffe’s advance, and a litany of Soviet errors and misjudgments allowed the Germans to destroy large numbers of aircraft on the ground.

    Quality management at Tomsk State University: Key processes and documentation Professor George Mayer, Rector Professor Andrey Babenko, Director of Quality Management Center Tomsk State University: the first in Siberia Tomsk State University (TSU), which was established in 1878 by Alexander’s II royal command as an Imperial Siberian University, is the first higher educational institution in the Asian part of Russia. TSU as a National Centre for Education and Science Tomsk State University initiates the beginning of development of education, science and culture on the vast area, extending from the Ural Mountains to the Pacific Ocean. University was founded and developed as the National Center of education, science, enlightenment and culture. The higher mission of TSU– to prepare scientific, pedagogical and cultural elite was entrusted just on it. Educational Diversity More than 23,000 students are studying at TSU in 85 undergraduate and graduate programs, 750 students in 82 Candidate of Science Degree Programs (Ph.D.), 100 – in 34 Doctor of Science Degree Programs. 24 Faculties and 147 Departments comprise the Main TSU campus, 5 branches and 45 pre-admission training centers are located in different cities of Siberia and Kazakhstan. Traditions and the Present Since the very beginning TSU has been continually developing as an prestigious educational establishment in which fundamental scientific research underlies the teaching. Its utmost educational aim is viewed as the forming of a creative personality. From this perspective the university faculty and staff have distinguished themselves not only by implementing progressive approaches to educational and research activities, but also through their ability to foresee new directions in the development of science and technology and apply those new ideas in the training of specialists.
