UNITED STATES DEPARTMENT OF AGRICULTURE FOREST SERVICE UMATILLA NATIONAL FOREST

ORDER NO. 06-14-00-21-21 FIRE EMERGENCY CLOSURE

Pursuant to 16 U.S.C. § 551 and 36 CFR § 261.50(a) and (b), the following prohibitions are established within the Umatilla National Forest for the protection of public health and safety. This order becomes effective on September 2, 2021, and will remain in force through October 31, 2021, or until the order is rescinded, whichever is sooner.

PROHIBITIONS:

1. Going into or being upon any area which is closed for the protection of public health and safety. 36 C.F.R. § 261.53(e). 2. Being on the road, except State and County roads and highways that travel through the Umatilla National Forest. 36 C.F.R. § 261.54(e). 3. Being on a trail. 36 C.F.R. § 261.55(a).

FIRE EMERGENCY CLOSURE AREA: The Fire Emergency Closure Area is defined as follows and shown on Exhibit A:

Closure is bounded as follows; beginning at the junction Forest Service Trail (FST) 3103 and the border, continuing northerly along FST 3103 to the junction of the Wenaha-Tucannon Wilderness, then northerly and easterly along the wilderness boundary to junction of FST 3138, then northerly to junction of FSR 4600000, northerly to the junction of FSR 4610000 traveling northeasterly to FSR 4610050 to Tallow Flat repeater and travel due east to the junction of FSR 4700000 and FSR 4713000 then northeasterly along FST 3139 to the junction of FSR 4022045, then easterly to junction of FSR 4022000 to junction of FSR 4000000, then southerly to junction of FSR 4200000, then northerly to junction of FSR 4200000 and forest boundary, then easterly along forest boundary, then southerly along forest boundary, then westerly along forest boundary, then southerly along forest boundary to the junction of the Oregon/Washington State border, then westerly along the state border to beginning at junction of the state border and FST 3103.

And;

Rose Springs Snow Park.- From the junction of FSR 4000040 and FST 3283 easterly along FSR 4000040 to the administrative boundary, south along the administrative boundary, then west to boundary of FST 3283, then north to beginning at junction of FSR 4000040 and FST 3283.

And;

Beginning at the junction of FSR 6222000 and FSR 6222060 south to terminus of FSR 6222060, south in T5N R41E Section 21 and 28 to junction of Bear Creek, east to forest boundary, then east southeast along Grande Ronde River to forest boundary, north along forest boundary to intersection of FSR 6212041 then east and north to junction of FSR 6212000, then north to intersection of FSR 6212000 and dozer line in T5N R42E Section 7, west to intersection of FSR 6213000 and dozer line, then south to intersection of dozer line and FSR 6213000 then westerly to terminus of FSR 6222000, then south then west on FSR 6222000 to beginning at junction of FSR 6222060.

ORDER 06-14-00-21-21 Furthermore, all roads and trails within the area described above are closed.

ROAD AND TRAIL CLOSURE DESCRIPTION OUTSIDE ABOVE NAMED AREA CLOSURE:

Forest Service Road (FSR) 4600000- From junction of FSR 4610 south to Junction of 4600-300- 11 miles Forest Service Road (FSR) 4620000- From junction of 4700000 northwesterly to forest boundary- 3.8 miles Forest Service Road (FSR) 4700000- From forest Boundary south to junction of FSR 4713000 and FSR 4712000 Forest Service Road (FSR) 4000150- From junction with FSR 4000000 northwesterly- 1 mile Forest Service Road (FSR) 4000180- From junction with FSR 4000000 northeasterly- 1.2 miles Forest Service Road (FSR) 4022000- From junction of FSR 4022040 westerly junction with FSR 4022045- 3.1 miles Forest Service Road (FSR) 6212000- From junction with 6200000 southerly to forest boundary- 2.5 miles Forest Service Road (FSR) 6222000- From junction with 6200000 easterly to road terminus- 7.8 miles Forest Service Trail (FST) 3283- From junction with FSR 4000020 south to junction with FST 3284 – 1.5 miles.

EXEMPTIONS:

Pursuant to 36 CFR 261.50(e), the following persons are exempt from this order:

1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order. 2. Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.

This prohibition is in addition to the general prohibitions in 36 C.F.R. Part 261, Subpart A.

Violations of this prohibition are punishable by a fine of not more than $5,000 for an individual or $10,000 for an organization, or imprisonment for not more than 6 months, or both (16 U.S.C. § 551; 18 U.S.C. §§ 3551, 3559, 3571, and 3581).

This order supersedes Order No. 06-14-00-21-20, signed 8/27/21. Done at Pendleton, Oregon, this 2nd day of September 2021.
