1.0 INTRODUCTION

At the request of Mr. Demeterius Blount, of DeKalb County Schools, Ms. Pam Hogue, ill of Compass Environmental, Inc. performed a limited asbestos NESHAP survey for Sky Haven Elementary School located at 1372 Sky Haven Road N.E., Atlanta, Georgia, on July 16, 2014. The purpose of the survey was to define, identify and locate asbestos-containing materials. The scope of the survey included the original school building built in 1955, one addition built in 1960, one addition built in 1966, one addition built in 1969 and the P .E. building built in 2003. All areas of the elementary school described previously which were reasonably accessible to the inspector were inspected with the approval given for performing limited destructive sampling. The structures are brick, wood and concrete block construction. All sections of the elementary school were unoccupied at the time of the survey. Per DeKalb County Schools, these buildings are scheduled for demolition.

Upon completion of the roof sampling, patching was completed by Mr. Denzel Harris of DeKalb County Schools. It was understood by DeKalb County representatives that Compass will not be held liable i(roo(leaks occur.

2.0 METHODS AND PROCEDURES

The asbestos inspection and sampling in these school buildings was performed as described in 40 CFR 763.85(a) of the U.S. Environmental Protection Agency (USEPA) AHERA (Asbestos Hazard Emergency Response Act) regulations. The individual that conducted the inspection and sampling is an accredited building inspector pursuant to the USEP A AHERA regulations, as amended by the USEPA ASHARA (Asbestos School Hazard Abatement Reauthorization Act) regulations. Documentation of current accreditation is included in Appendix E.

The inspection protocol consisted of identifying homogeneous suspect asbestos containing building materials. A homogeneous area (material) is one having the same color, texture and general appearance. The use of the material and the date of installation may further define a homogeneous material, if known. Examples of homogeneous materials found during the inspection of the buildings included floor tiles and their associated mastics, other flooring materials, exterior window caulking materials, mastics on pipe insulation and various other types of mastics and sealing products used, roofmg materials, ceiling materials, drywall and drywall joint compounds, plaster materials, thermal system insulation and boiler insulation.

1 Disassembly of equipment, machinery, or utilities was not performed to access materials on in-service items. Gaskets and friction products located on in-service items should be assumed to contain asbestos until sampling and analyses is appropriate. Additionally, if upon further renovation/demolition activities any suspect ACBMs are found, additional bulk sampling and analysis should be completed before these materials are disturbed.

The location of each sample was recorded on a sample log and a floor plan. Additionally, a written description was recorded for all samples. A photograph was taken of the homogeneous materials sampled. It will be necessary for contractors submitting bids for the removal of asbestos-containing materials to verify quantities of ACMs prior to submitting any bid or estimate. Appendix C contains the floor plan depicting sample locations.

Bulk samples were extracted from suspect materials identified. Sampling was not conducted of wood, fiberglass, foam glass, rubber, concrete, cinder block, brick, or similar materials commonly recognized by the US EPA not to be suspect asbestos­ containing materials. Samples were collected to include all layers where multiple layers of suspect materials were found.

Primary samples were submitted to Materials Analytical Services (MAS), LLC located in Suwanee, Georgia. Split samples or quality control (QC) samples taken at a rate of 5% were submitted to Scientific Analytical Institute (SAl) in Greensboro, NC. All samples were analyzed by polarized light microscopy (PLM) with dispersion staining for the type and percent asbestos. MAS and SAl participate in the National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos bulk sample analyses sponsored by the National Institute of Standards and Technology (NIST). NVLAP documentation for the laboratories is provided in Appendix E. Asbestos containing materials are defined as having greater than one-percent asbestos by both the USEPA and the Occupational Safety and Health Administration (OSHA).

The USEP A and OSHA regulations designate the use of the polarized light method for determining asbestos fiber identity and quantity in bulk samples of suspect asbestos containing materials. However, this method may produce false negative results for samples of suspect materials where the asbestos fibers are tightly bound in a matrix of organic binder or when the asbestos fibers used in these materials are too small to be resolved by the light microscope. Examples of such samples are floor tiles, mastics, sealants, and some other non friable materials. For these samples, it may be necessary to perform additional analyses by transmission electron microscopy (TEM) to more accurately identify and quantify the asbestos content or confirm a negative result. Some of the non-friable bulk samples (which include multiple layers in some samples) were submitted for TEM analyses following a no asbestos observed report by PLM analysis. Appendix D contains the laboratory reports for all samples analyzed by PLM as well as a copy of the TEM laboratory report for those samples which required additional analysis. The results are summarized in the Homogeneous Materials Sampling Summary, Appendix A.

2 3.0 DISCUSSION OF FINDINGS

3.1 ASBESTOS-CONTAINING MATERIALS

The materials listed in Table 1 - Asbestos-Containing Materials were found to contain asbestos in a quantity greater than 1 percent by laboratory analysis or presumed to be asbestos-containing. Photographs of each asbestos-containing material can be found in Appendix B.

It i Compass Envirorunental representatives' understanding that the buildings of Sky I-Iaven EI mentary School located at 1375 Sky Haven Road N.E., Atlanta, Georgia are scheduled fo demolition and the purpose of conducting the asbestos survey was to identify asbestos­ co mining matelials, which need to be removed plior to demolition of these buiJdings.

AJ asbestos-containing materials identified in this report should be removed by a Georgia lie Dsed asbestos abatement contractor using trained asbestos workers plior to demolition or re ovation activities. The CWTent EPA asbestos NESHAP regulations do not require certain no -friable ACMs (category I non friable ACM) to be removed prior to demolition or re?ovation activities if they will remain non-friable. However, the State of Georgia solid waste regulations require all materials greater than 1% asbestos be segregated and disposed o in a landfill pemlitted for asbestos waste.

G orgia EPD (and USEPA) requires notification of asbestos abatement or any renovation p ~ects involving asbestos-containing matelials at least 10 days plior to starting the project o the form prescribed by the state. When work is performed in separate phases, separate n tifications may be necessary. Additionally, notification is required for all demolition p ~ects , regardless of whether or not the building contains asbestos-containing materials. D rnolition is defined as the wrecking or taking out of any load-supporting structural 'mber of a facility together with any related hauling operations or the intentional burning o any facility. It may be necessary to perform additional inspection and sampling if a ~ un-sampled suspect asbestos-containing materials are discovered during the d molition activities.
