lstom shareholders approved the company’s proposed transport merger with Siemens on 17 July. However, the European Commission has confirmed plans for an investigation into the effects of amalgamating two ofA Europe’s largest rail companies due to fears it could adversely affect competition. The move could “deprive European rail operators of a choice of suppliers and innovative products, and lead to higher prices”, the commission said. The UK’s rail regulatory body welcomed the investigation, with Office of Rail and Road Chief Executive Joanna Whittington saying the agency is “pressing for significant structural remedies to ensure competition in key railway supply chains is protected.” The ORR said that as Siemens and Alstom were the two main competitors for large-scale signalling works in the UK, with an around 75% market share, reduced competition could increase annual costs by tens of millions of pounds. The regulator is also concerned that the merger would reduce the number of potential bidders for rolling stock contracts and that arguments about the scale and significance of Chinese entry into the European market were “over-exaggerated, particularly in relation to Great Britain.” A decision from the European Commission is expected by November, so the merger will not be finalised until the first quarter of 2019 at the earliest.

On 1 August, the division became a legally separate entity, although remaining 100% owned by Siemens AG. It will become one of three ‘Strategic Companies’ under a wider restructing of the group from 1 October, alongside the Siemens Healthineers and Siemens Gamesa businesses, the latter of which Siemens holds a majority stake in.

The 33m tram is designed to cope with 8% gradients and is equipped with six double doors on each side for swift boarding and alighting times for up to 210 passengers. The interior features energy efficient LED lighting and USB charging points, while the exterior design includes large windows that cover 45% of the vehicle. Three different designs were created in 2016, with residents voting for their favourite, said Joël Bruneau, President of Caen: “We wanted the urban community’s inhabitants to adopt this new tram, vital in an urban environment.” The new tramway will replace the current Bombardier-supplied GLT rubber-tyred system, withdrawn at the end of 2017 to allow the network to be converted into a conventional steel-wheeled light rail system. The early decision of SKI in particular, alongside the two other two big sponsors, played a significant role in convincing a range of smaller landowners and businesses from Butzweilerhof, 39 in all, to contribute financially to the project. This was a diversion from the usual arrangement between KVB and the city in which the former is only responsible for trackwork and rail-related equipment, with other civil engineering being the job of the city planning department. KVB also had to fund project costs not otherwise covered by the private sector; this EUR13m represented a higher share than normally covered by the operator. KVB accepted this as it considered Butzweilerhof a location with high potential that required a good service to contribute to the company’s overall income – even if KVB’s services on the whole are not profitable (as is normal for public transport). However, this greater role is also a consequence of the city’s decision to focus its resources on other schemes – both financially and in terms of planning resources. 8. The most recent arrival in July 2017 was the body of Herbrand U-104 car 143, of which over 50 were supplied to the ŁWEKD between 1902-11 for use on the interurban network. Like all the KMST relics, it sits on an accommodation two-axle truck.
