Capital’s Desislava Nikolova provides an overview of this sector, which is augmented by interviews with representatives from AmCham member companies. Our maga- zine has always seen its role as a place where politicians and businesses can share their respective viewpoints with the readers, and discuss them among themselves. We certainly hope that the reform started by Minister Petar Moskov succeeds in improving Bulgarians’ health, which is lagging behind in so many respects judging by the statistics. Another germane topic is related to our summer vacations. Should we be expect- ing to start paying with drachmas in Greece, if we go for visit in a couple of months? Can we be forced to obtain entry visas? Not likely, as Boyko Vassilev’s overall optimistic outlook on the so-called Grexit concludes (Page 12). EU Commission’s Jean Claude Juncker has reaffirmed this confidence by taking charge of the negotiations with Greece in an attempt to find a compromise. For now, breathe out, if not in a complete relief, but at least with a more peaceful mind. Those of you who are determined to rest on the Bulgarian seaside, may be delighted to know that the beaches will be a bit emptier than last year. Fewer Russian tourists will come to visit (see Page 16). Of course, this is only good news for the beachgoers. If you are running a vacation business on the Black Sea coast or are involved with real estate sales, the downturn will hurt you financially. In an effort to curb or even reverse your losses, consider running a page or two of advertising in our magazine.     WRITTEN COMMENTS Of the Bulgarian Helsinki Committee Concerning Bulgaria for Consideration by the United Nations Committee on the Elimination of Racial Discrimination at its 92nd Session March 2017 The Bulgarian Helsinki Committee (BHC) is an independent non-governmental organisation for the protection of human rights - political, civil, economic, social and cultural. It was established on 14 July 1992. The goal of the BHC is to promote respect and protection for the human rights of every individual, to advocate for legislative change to bring Bulgarian legislation in line with international standards, to encourage public debate on human rights issues, and to popularise and make widely known human rights instruments. East Central Europe: The Fading Mirage of the ‘Liberal Consensus’ ABSTRACT In 2007 Ivan Krastev argued that EU-enforced ‘liberal consensus’ in East Central Europe was giving way to illiberal, but ultimately benign, populism. Post-accession ‘backsliding’ in Hungary suggests a stronger illiberal challenge. However, we argue, democratic malaise in ECE is better understood as a long-term pattern of ‘illiberal consolidation’ built on an accommodation between technocratic, economistic liberalism and forces of rent-seeking and cultural conservatism. This configuration generates a mirage of liberal-democratic progress and mainstream moderate politics, which obscures engrained elite collusion and limits to cultural change. Bulgarian-style hollowness, rather than Hungarian-style semi- authoritarianism, better exemplifies the potential fate of ECE democracies today. 1 East Central Europe: The Fading Mirage of the ‘Liberal Consensus’ James Dawson and Seán Hanley In 2007 Ivan Krastev wrote an influential article in the Journal of Democracy entitled ‘The Strange Death of the Liberal Consensus’. His essay was part of a special issue which wondered aloud, for the first time, whether democracy was backsliding across East Central Europe.1 The arguments he presented were initially alarming, but ultimately soothing. Yes, the rise of illiberal populism across the region signaled that the post-1989 ‘consensual politics’ aimed at EU accession were coming to an end. No, this was not a dangerous situation threatening a collapse of democracy as unlike the inter-war period, democracy had no serious ideological alternative. “Weimar interpretations” were wide of the mark: “The streets of Budapest and Warsaw today are not flooded by paramilitary formations in search of a final solution, but by restless consumers in search of a final sale”2.
