Platform for Sustainable Growth (Pcs) BRIEF OVERVIEW PLATFORM FOR SUSTAINABLE GROWTH (PCS) www.crescimentosustentavel.org PLATFORM FOR SUSTAINABLE GROWTH 1. ABOUT US AND OUR MISSION The Plataforma para o Crescimento Sustentável (PCS)/Platform for Sustainable Growth was launched in October 2011 as an independent, non-profit organization, with no party affiliation. With active public participation and in coordination with national and international R&D centres and think tanks, the PCS aims to contribute towards establishing a sustainable development model, with the following mission: a) Identifying, discussing and supporting public policy measures towards sustainable growth in Europe and particularly in Portugal. b) Discussing EU policy and actively contributing towards a green, inclusive, smart and competitive Europe, while strengthening European integration. c) Designing and supporting new strategies on capacity building in developing countries. The official launch of the Platform for Sustainable Growth was attended by the Academia, private sector, NGO’s and government, and received wide media coverage and had the Portuguese Prime-Minister, Mr. Pedro Passos Coelho, as the keynote speaker at this inaugural event. The founder of PCS, Jorge Moreira da Silva Moreira da Silva, is at present the Portuguese Minister of Environment, Spatial Planning and Environment. PCS engages almost 400 members – recognized leaders and experts from private sector, academia, government and NGOs – working, as volunteers, within six working groups – Knowledge, Well Being, Sustainability, Competiveness, Global Challenges and Citizenship, Democracy and Freedom – and 27 sub-areas. At the Advisory Board, chaired by Francisco Pinto Balsemão (a former Prime-Minister of Portugal) we are honored with the presence of leaders of several think-tanks and Foundations: BRUEGEL and CEPS, from Belgium; RESPUBLIC and REFORM, from UK; Konrad Adenauer Foundation, from Germany; ASTRID from Italy; TALLBERG Foundation, from Sweden; Club of Rome, Suisse; Luso-American Foundation and Millennium Foundation, from Portugal. The Platform was born from the belief that budgetary consolidation, while necessary, is not a sufficient condition for growth and, as a result, the country needs a new development strategy that sees beyond an economic and financial bailout. To this end, PCS committed in its foundation to produce a Report for Sustainable Growth, which sought to offer a civic response to the challenges facing the country that would transcend the Memorandum of Understanding signed between Portugal and the IMF, the European Commission and the ECB. The PCS’s Report for Sustainable Growth: a post troika strategy, released publicly on December 13, 2012, was the main result of the work initiated in October 2011 and carried out by the 400 PCS’s individual members, in their 6 27 areas, during 2011 and 2012. For over a year of work, PCS heard dozens of experts, held hundreds of meetings and brainstorming sessions, produced thousands of pages of drafts, with diagnosis and recommendations benefiting from the invaluable generosity of volunteer work of all of its members. Página | 1 Being the first of its kind in Portugal, the Report for Sustainable Growth is a bottom- up approach to the country’s main challenges, identifying policies and addressing measures considered critical to release Portugal’s growth potential. In its final version, we produced a 240-page report, identifying 27 sectorial challenges and 511 recommendations in the 6 main topical areas of each working Group (Knowledge Society; Welfare; Competitive economy; Sustainability; Global Challenges; Citizenship, Freedom and Democracy). 2. MAIN ACTIVITIES Throughout the past three years, we have held a wide range of activities including several conferences and roundtable discussions, original research and policy papers, and crowdthinking reports based on the ideas and contributions of PCS’s members. Research Project ‘Games Changers – New Clusters for Growth’ Opportunities of technological change – such as technology, artificial intelligence, robotics, big data, new and nano-materials, new energy and ‘new life’ connected by real time data transmission – in tackling, and overcoming economic, environmental and social challenges, while promoting economic growth, productivity and social development. Research Project ‘(re)Birth: Demographic changes and societal implications’ Impact of demographic change and aging population for the country, economic growth and employment. Definition of public policy that respond to the challenges and opportunities posed by new demographic changes in Portugal and abroad. 3. GOVERNANCE PCS governance includes 4 bodies: The Executive Board chaired by Carlos Pimenta (President of the Fund NovaEnergia; former Secretary of State of Environment; former Secretary of State of Fisheries; former Member of the Portuguese Parliament; former Member of the European Parliament; former Member and rapporteur of the European Parliament and of GLOBE regarding the UN Convention on Climate Change (UNFCCC) and the Kyoto Protocol; former leader of JSD – youth wing of PSD (Social Democratic Party). The Executive Board includes several current and former Portuguese MEPs, MPs, Cabinet Members and Advisors to the President of Portugal. The General Assembly chaired by Joana Carneiro (Director of the Berkeley Symphony). The Financial Committee, chaired by João Moreira Rato (former Director at Morgan Stanley) The Advisory Board chaired by Francisco Pinto Balsemão (President of the major media conglomerate in Portugal and former Prime-Minister of Portugal). In re- sponse, the UNESCO launched the “Futures of Education” project in the attempt to generate debate on how education needs to be re-thought. Hereby, UNESCO is establishing a High-Level International Commission of eminent thought leaders of diverse expertise and perspectives from the world of poli- tics, academia, the arts, science and business. Through a consultative process involving governments, policymakers, civil society, youth, educators and other stakeholders the International Commission will prepare a report for 2021 that will provide an agenda for policy debate and resulting action. Although the primary Sustainable Development Goal (SDG) addressed is SDG 4 on achieving inclusive access to quality education for all, this project intersects with all other SDGs as well.     WHO’S WHO Catherine ANDERSON Catherine Anderson is Team Lead of Governance for Development, OECD-DAC, with a program of work on governance, anti-corruption and illicit financial flows. Before joining the OECD, Catherine worked as Senior Public Sector Specialist with the World Bank in the East Asia and African Regions, and with several international development institutions – including the United Nations Development Programme, Natural Resources Governance Institute, Human Rights Watch – and the private sector. Catherine has also served as Legal Adviser to the Attorney General in the Ministry of Justice, New Zealand. Catherine specialises in economic and public sector governance in developing and transition contexts, and has contributed to the field through several publications [including ‘Institutions Taking Root: Building Successful Institutions in Challenging Contexts’ World Bank, 2014; ‘Restore or Reform: UN Support to Core Government Functions in the Aftermath of Conflict’ UNDP Publication 2014; and ‘Elites and Statebuilding’, Routledge Handbook of International Statebuilding, edited by David Chandler and Timothy D.     A Timeline of Anglo-Portuguese relations (from the 12th Century to date) With grateful thanks to Dr. Paulo Lowndes Marques O.B.E. (1941-2010), who produced this research in the last year of his life. He was a longstanding Chairman of The British Historical Society of Portugal for 25 years. English Crusaders who had embarked at Dartmouth on their way to what was later known as the 2nd Crusade, were persuaded by the Bishop of Oporto to help the young 1147 Portuguese King D. Afonso Henriques in the conquest of Lisbon from the Moors. The only extensive account of the siege and conquest is a letter by an English priest, Fr. Osbern. The first bishop of Lisbon was Gilbert of Hastings. The Basilica of Mártires in the Chiado area of Lisbon is dedicated to the English Crusaders who fell during the siege. The 1147 English Sarum rite for the liturgy of the Mass was introduced, which continued until 1536. Gilbert of Hastings died in 1166. He was buried in the Cathedral, but his tomb is now lost. English Crusaders joined in the siege of Silves and fought 1189 "with the utmost ferocity". 1217 English Crusaders helped with the conquest of Alcácer do Sal. 15 The Treaty of Tagilde, signed near Braga, between D. 1372 Fernando of Portugal and Edward III, regarding the latter’s son, John of Gaunt, ambitions to become King of Castille. A Treaty between Portugal and England was signed in St. Paul’s Cathedral by D. Fernando, last of the Burgundy dynasty, King of Portugal, and Edward III, King of England.
