EEXECUTIVE SSUMMARY

INTRODUCTION

Environmental Impact Assessment (EIA) is a process, used to identify the environmental, social and economic impacts of a project prior to decision-making. It is a decision making tool, which guides the decision makers in taking appropriate decisions for proposed projects. EIA systematically examines both beneficial and adverse consequences of the proposed project and ensure that these impacts are taken into account during the project designing.

IDENTIFICATION OF PROJECT PROPONENT

M/s KJS Cement Ltd. is operating a Cement Plant near Amilia village in Maihar Taluka of in Madhya Pradesh. The plant has a production capacity of 1.5MTPA of Clinker and 2.25MTPA of Ordinary Portland Cement and blended cement. Part requirement of the plant will be met from this mine. The Mine is located near village Piprahat, Tehsil Maihar, District Satna, Madhya Pradesh over an area of 7.316 Ha. The lease area is mostly waste land and no forest land is involved in the mine lease area. The proposed capacity of the project is 5,00,000 TPA. Opencast Other Than Fully Mechanized (OTFM) mining method will be adopted.

RESERVES

The limestone of the lease area is suitable for cement plant. The limestone will be supplied to captive cement plant. Mineral reserve as per UNFC classification is presented in Table E- 2. MINING METHOD

Opencast Other than fully mechanized method of mining will be adopted. All operation of mining such as development, winning of ore, loading and transport will be carried out by utilizing HEMM. No deep hole drilling and blasting of large diameter is proposed. While planning the proposal, economic depth of the pit for minimum degradation of land has been considered. In order to prevent haphazard excavation of pits, the development has been proposed at one place in quarry towards south. Working has been proposed in Quarry 1 of the ML area towards south. The working faces have been proposed to advance towards south. The OB removal has been proposed in 1 bench. The bench will be in OB soil. The height of the bench will be upto 3.0m and width of the bench will be 10m to 20m. Production will be carried out from benches in limestone. The height of bench will be 7 to 7.5 m and the width will be 15m. The haul road has been proposed at a gradient of minimum 1 in 16 and ramp 1 in 10. The OB soil and OB/waste generated will be simultaneously backfilled till end of mine. utilized as per proposal in Chapter 6. No labour camp is proposed within the applied area as mechanized mining has been proposed and all labours will be locally sourced. CONCEPTUAL WASTE MANAGEMENT

Built up of dump during 1st to 3rd years - Dumping has been proposed towards south. During the proposal period two dumps will be created. The size of the dumps is as under - Soil Dump - 8,000 sqm x 10.0m OB/Waste Dump - 2,000 sqm x 6.0m The dumping will be done in one terrace. The sides will be sloped at angle of 28° for soil dump while 36° for waste dump. Quantum of waste dumping during 1st to 3rd years - During the ensuing SOM period 77,790 cum of soil and 17,398 cum of OB/waste will be generated which after swelling and compaction will correspond to 87,125 cum of soil and 19,485 cum of OB/waste. Out of this, 74,125 cum of soil and 7,960 cum of OB/waste will be stacked in the southern portion of ML area. The backfilling will commence the mined out area in northern side of the boundary. During the proposal period about 0.12 Ha of mined out area in north will be backfilled by 11,525 cum of OB/waste upto 10.0m height. Built up of dump at the conceptual stage - No dumping will be carried out during the plan period. Simultaneous backfilling will be carried during conceptual period. The old dumps will also be re-handled from 4th year onwards. The backfilling will be carried by putting coarser material first and then finer above it. Top soil to the thickness of 0.25m will be then spread and levelled. No dump will remain at end of mines. Quantum of waste dumping at the conceptual stage – 75,000cum of OB soil and 50,000cum of OB shale/ mine waste will be produced beyond the first 3 years period till the conceptual period. The total OB/waste generated will be simultaneously backfilled in excavated area during conceptual period. Protective measures proposed - Garland bund will be prepared all around the proposed water reservoir. Protective drain and bund will also be provided in the barrier zone. ANALYSIS OF ALTERNATIVES

In the proposed project, opencast other than fully mechanized mining will be carried out. For that, no other methodology is going to be changed, depending upon the geological set up, strata of the rock, boulders and its structural behaviour. So, all the parameters of REIA/ EMP will be implemented as per the open cast other than fully mechanized mining.

DESCRIPTION OF ENVIRONMENT

The baseline study was conducted during the summer season (March – May 2015). An area of 10 km radius (aerial distance) from the boundary of the mine lease area is the study area for the EIA study. The study area has been divided into two zones viz core zone and buffer zone where core zone is the plant area and buffer zone is for study area excluding ML area. A detailed field monitoring study of the study area was carried out in Piprahat village for baseline environment assessment of the proposed mining area. ENVIRONMENTAL SENSITIVITY

There are no Wildlife Sanctuaries, National Parks and archaeological monuments within 15- km radius of the project site. There are some Reserved and Protected Forests within the study area. Tamas River is located 6.0 km north of the project site while the Chakdahi Nala is about 0.5 km south. LAND USE

The majority of the land in the study area (10 km radius) is occupied by agricultural land (forest land (29.6%), followed by mixed plantation areas (24.2%) and open mixed crop land (19.9%). The built-up areas include urban and rural residential areas and office complexes. Industries occupy 2.8%, while open-scrub land is in 12.6% of the total study area. The industries found in the area are marginal. Water-bodies, which comprise 1.3% in the study area, include Tons River. METEOROLOGICAL DATA (ON-SITE)

The on-site data recorded during the period summer Season March – May 2015. The average maximum temperature recorded during the study period was 42.5°C in the month of May and the minimum average temperature was 15.4°C in the month of march. The maximum RH for the study area was 48% in the month of March while the minimum was 4% in the month of May. The average wind speed recorded was 5.6 kmph .

AIR ENVIRONMENT

Seven Ambient Air Quality Monitoring (AAQM) Stations were selected. Criteria used for designing the network were principally governed by the wind rose pattern for summer seasons and the accessibility of the selected sites. Attempts were made to locate most of the AAQ stations in predominant downwind direction with respect to the project site.

The Table E-4 shows the highest P95 values of SPM, PM10, SO2 and NOx and CO during the study periods. NOISE ENVIRONMENT

The noise level in the monitored locations varies from 56.9 dB (A) to 61.0 dB (A) during day time and 35.2 dB (A) to 43.3 dB (A) during night time. The noise level is a little higher at Amgar side due to nearest state highway (0.3 km in East direction) constant traffic movement in the area. The project site noise level is normal. WATER ENVIRONMENT Physico-Chemical Quality The analysis result of surface water samples shows the pH in range of 7.1 to 7.5, which is slightly alkaline in nature. Colour range varied from 10 to 15 hazens and Turbidity of the samples ranges from 8.4 to 22.2 NTU. High turbidity levels can cause a decline in the inter gravel concentration of dissolved oxygen. However the dissolve oxygen is in the range of 4.6 to 7.8 mg/l. Electrical conductance of the samples ranged from 302.5 to 327.7 µS/cm while the Total Dissolved Solids varied from 169 mg/l to 195 mg/l within the maximum permissible limit of 1500 mg/l. Total hardness was observed in range from 58.6-81.2 mg/l. Alkalinity was found in the range of 72.4 to 88.6 mg/l. The Chemical Oxygen Demand (COD) was observed in the range of 10.5 to 22.6 mg/l which indicate as good quality of surface water. Chlorides and Sulphates at all the locations were well below the permissible limits (12.4 to 20.4 and 8.4 to 22.8 mg/l respectively). Fluoride concentrations are observed in between 0.19 and 0.6 mg/l and are found to be within the permissible limits. The alkaline earth metal like calcium and magnesium concentrations ranged from 16.9 to 23.4 mg/l and 4.1 to 5.7 mg/l respectively. The alkali earth metal like sodium and potassium concentration range is observed in between 10 to 16 mg/l and 2 to 6 mg/l respectively. Heavy Metals The Heavy metals are found to be below detectable limits, except iron and zinc. However, these raged are much below the prescribed permissible limit. In general, the water quality of all the sampling locations was found complying acceptable Tolerance limits as per IS: 2296 Class C considering the concentrations of relevant parameters & can be used for drinking purpose after conventional treatment. GROUND WATER

The five ground water samples collected during the study period were found well within the desirable limit of drinking water standard IS 10500:2012. A brief interpretation was described below.

Physico-Chemical Quality The pH of the ground water samples was range of 7.2 to 7.5, which were slightly alkaline in nature but well within the specified standard of 6.5 to 8.5. Colour and Turbidity of the samples were below 5 Hazens and 1 NTU. Electrical conductivity of the samples ranged from 542 to 822µS/cm while the Total Dissolved Solids (TDS) varies from 352 to 534 mg/l within the maximum permissible limit of 2000 mg/l. The maximum hardness was found 306 mg/l recorded at Ajwan Village (GW5) and the minimum was found 162 mg/l recorded at Piprahat Village (GW1). Chlorides and Sulphates at all the locations were within the permissible limits (36.8 to 61.6 mg/l and 41.8 to 98.4 mg/l respectively). Fluoride concentrations were observed in between 0.15 and 0.42 mg/l and were within the permissible limits. The alkaline earth metal like Calcium and Magnesium concentrations ranged from 35.7 to 88.1 mg/l and 8.7 to 21.4 mg/l respectively. The alkali earth metal like sodium and potassium concentration range was observed in between 28 to 48 mg/l and 4 to 8 mg/l respectively. Heavy Metals The Heavy metals were found to be below detectable limits, except iron and zinc. However both were found below the prescribed permissible limit. Based on the above results it is evident that most of the parameters in ground water samples comparatively meet the desirable standard limits of IS: 10500 SOIL QUALITY

Physical Characteristics Soil quality of the study area is one of the important components of the environment. The composite soil samples were collected from 6 locations within the study area and analyzed for different parameters. These samples were taken as grab samples. The analysis result are summarized in given below. The physical properties of the soil samples were examined for colour, texture, bulk density, porosity and Infiltration rate etc. The soil is predominately clay-loam in nature. The soil was predominantly brownish to reddish in colour. Bulk density is another important property for gaseous exchange, such as high bulk density would pose restriction to the growth of deeper rooted plants and may be one of the reasons of cessation of plant growth. Bulk density in the study area varied between 1.23 and 1.36 gm / cm3. Soil moisture is an important parameter for hydrological, biological and biogeochemical processes. Soil moisture is a key variable in controlling the exchange of water and heat energy between the land surface and the atmosphere through evaporation and plant transpiration. The soil moisture was found in the range of 2.1 to 4.6%. Minimum average field moisture requirement is 5 percent for sufficient growth of plants. Due to summer season the soil moisture were found less in the study area. Chemical Characteristics The soil is alkaline in nature with pH range 7.2 to 7.6. The highest pH of the soil found in mine activity land probably due to excess of oxides and hydroxides of calcium and magnesium.

The soil organic carbon plays a major role in biological activity and fertility of the soil. Organic matter content of the soil samples varies between 0.98 to 1.85 % and therefore the fertility of the soil for crops is found to be average with respect to organic matter content of the soil. Overall electrical conductivity of the samples of the study area is low (184 to 228µs/cm). Conductivity of 200 and 800 µs/cm in natural soils is required for optimum plant growth. BIOLOGICAL ENVIRONMENT

Flora recorded from the study sites during the survey when compared with the available literature revealed that none of the species recorded from the region fall under any category of threat status. ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES

IMPACT ON AMBIENT AIR QUALITY

The mining is proposed to be carried out by opencast other than fully mechanized method. The air borne particulate matter generated by ore and handling operations, transportation

and screening of ore is the main air pollutant. The emissions of Sulphur dioxide (SO2),

Oxides of Nitrogen (NOx) contributed by vehicles plying on haul roads are marginal. Prediction of impacts on air environment has been carried out taking into consideration proposed production and net increase in emissions. The maximum incremental GLC of SPM outside the mine area will be 2.76 µg/m3 in Kakara village. The highest concentration of SPM within the study area was found 4.4 µg/m3 within the mine lease area.

IMPACT ON NOISE LEVEL

Noise generated at the mine is due to truck transportation activities. The noises generated by the mining activity will dissipate within the mine. There may be noise pollution due to movement of trucks. This may go beyond the threshold value i.e. 90dB (A), but will be momentary. No major impact of the mining activity on the nearby villages is envisaged. The pronounced effect of noise will be felt only near the active working area.

The impact of noise on the villages is negligible as the villages are located far from the proposed mine lease area or mine workings. Since there in no involvement of major machinery, the impact of noise levels will be minimal.

MITIGATION MEASURES FOR SOIL POLLUTION & SOLID WASTE MANAGEMENT

Thus no adverse impact is anticipated. The impact of mining activity in the area is positive on the socio-economic environment of the region. CONCLUSION

As discussed, it is safe to say that the proposed facilities are not likely to cause any significant impact of the ecology of the area, as adequate preventive measures will be adopted to keep the various pollutants within the permissible limits. Green belt development around the area will also be taken up as an effective pollution mitigate technique, as well as to serve as biological indicators for the pollutants released.
