CHAPTER - I Introduction :- 1. The area under reference is part of old mining lease sanctioned for mining of mineral limestone to lessee over an area of 38.129 hects. vide state govt. of MP order no. 599/ 7461/12 dated 19.1.73 along with the subsequent orders of Hon’ble High Court and different state govt. letters. 2. The applied area under reference is denuded forest land devoid of any vegetation. The mineral limestone is out cropping in the area and is stony. 3. The applicant has applied for diversion of 37.0 Hects. of forest land for mining purpose under Section-2 of Forest Conservation Act 1980. The applicant has applied for mining of mineral Limestone 4. About 5.92 million tonnes of Limestone is still remaining in the lease area. 5.. The Limestone is most valuable mineral. It is used in Cement and Steel industry. 6. The ore to O.B. ratio is 1:0.20 and such open cast semi mechanised method of mining will be adopted,employing machines for drilling,blasting and development while production will be carried out by local labours only. About 1,00,000 man days will be there in a year, employing 300 labour in a year benefiting about 1500 members atleast and indirectly to 100’s of people. This will help to solve the socio economic problem of the peoples. Besides this lac’s of rupees will be given as royalty and taxes to State revenue department as well as to forest department. 7. The lease area which is denuded having scarse vegetation will be reclaimed and afforested in systematic manner under the guidance of forest department after complete exhaustion of the minerals from the area. 8. The forest road connects the lease area and as such no separate road in the forest area is required. Beside this the applicant will pay regularly the forest tax for using road each truck load and maintenance 9. Number of Villages to be benefitted from this project - The villages located within 5 Km radius such as SATRI, SAJJANPUR, MANKAHRI, JAMORI, BANDARAKHA, HINAUTI, SEJAHATA, ATREHARA AND RAMBAN etc. will be benefitted from this project..

Number of of persons to be benefitted from this project - The number of average daily persons to be benefitted directly from this project will be around 300. Around 100 persons will get employment indirectly in form of labours for loading,shifting, mechanic, helpers, shopkeepers etc. 500 members of family will be directly benefited while indirectly about another 1500 will be benefitted. Following are the other benefits of this projects :- (i) Estimated minerals royalty & Sales tax : (Royalty) State revenue department - 5.92 million M.T. = 372.96 Millions Forest tax - 5.92 million M.T.. = 41.44 Millions

(ii) Employed potential :- (a) Mines Manager - 1 no (b) Mining mate - 2 nos (c) Skilled labour - 10 nos (d) Semi-Skilled labour - 127 nos (e) Un-Skilled labour - 160 nos

About Rs. 11 lacs will be paid as salary to the above staff / labours per month . CHAPTER - II

2.6 Infrastructure :-

The applied area can be approached from Satna on Satna - State Highway up to Satri Sajjanpur (14 kms) and the 2 Kms in north.

Rail head :- The nearest rail head for despatch of minerals is Ninauta-Ramban situated at a distance of 1 km from the applied area on Satna - Rewa Railway line .

Police station :- ,

Educational facilities :- Educational facilities are available upto Intermediate level in Satna and upto degree level at Satna.

Medical facilities :- Medical facilities upto primary health centre is at Sajjanpur and hospital at Satna.

Geology and reserves :-

(a) Regional Geology :-

Vindhyan group is exposed in a vast area. In stretches from Bihar in the east to Rajasthan in the west forming NNE-SSW syncline. Limestone of the lease area belong to limestone in Bhander group. The Vindhyan super group consists of four main group named as follows :-

[5] DESCRIPTION OF ROCK TYPE :-

(a) Ganurgarh shale :- Ganurgarh shale underlies Nagod limestone. It is soft, light brown, brownish grey in colour, well bedded and splits along the bedding planes.

(b) Nagod Limestone :- Nagod limestone overlies Ganurgarh shale. It is mostly outcropping in the area. It is fine to medium grained, light grey in colour. The outcrops are mainly light grey and on erosion the surface appears rough and corrugated. The strike is E-W with low 10 to 20 southerly dip.

(c) Sirboo Shale :- The Sirboo shale over-lies Nagod limestone. Though only a few meters of the basal part of the Sirboo shale is exposed in both Lilji and Pathna cracks, yet it is represented by a plethora of facies. It is very well developed and are seen along the sides of hill range in south & east of Maihar. It is exposed parallel to N.H. 7 in south from Maihar to in north of the Kymore range.

Overlying the sirboo shales are upper Bhander sandstone topping the hillocks on the south of N.H.- 7.

(d) Soil :- The soil thickness in general extends upto a depth of 0.5 m. The detritus soil seem to have been derived from weathering of sandstone and shale of Kymore and Bhander ranges. This is sandy in nature.

The occurrence of limestone in lease area is stratigraphically controlled and is associated with Nagod limestone of Bhander group of Vindhyan super group. The occurrence of limestone in lease area is stromatolitic limestone which is exposed in the quarries as well as eastern portion of the lease area.

The outcrop is in bouldary form. Prominent weathering effect is visible on outcrop part of limestone. They have general E-W trend and dip of 10 to 20 varying between south 100 W to south 50E. The Lithological sequence of different rocks is given below :-

Recent Alluvium 0 to 0.6 m.

Nagod limestone Limestone interbedded with shale contd.

The stromatolitic structure is obvious in east side in surface exposures. The stromatolite heads are composed of concetric laminae. They appear as stacked semicircles on the vertical faces with radii increasing upward. The stromatolites are of columnar type with vertical stacked convex-upward hemispheroids having variable basal radius. These columns may show branching. The utility of upward - convexity of the stromatolite laminae is the determination of stratigraphic order, as well as the fact that stromatolite is an organo- sedimentary stucture rather than an inorganic structure. Besides their upward convexity, the laminae often drop over the edge of the heads and appear to have been deposited at an angle exceeding the angle of repose of the sediment. Such features provide key to the organo- sedimentary origin of stromatolite.

The intercolumnar areas are narrow and filled with sandstone and finer particles, a striking feature of the stromatolite column.

On bedding plane surface, the stromatolite heads are ellipticcal with asymmetric accretion. The direction of greater accretion point down current (Hoffman - 1967). Pebbles size intercalations locally occur in the cervices between the columns.

[7] The faces possibly represents an algal reef at the wave breaker zone where waves and currents impinged against the seafloor. Increased wave activity is reflected in the inclination of the stromatolite columns as well as by the underlying oolitic megaripples. Under these circumstances there is no distinct dip and strike.

The limestone is dark grey compact, homogeneous and breaks with subconcoidal to concoidal fracture. Hardness is 4-5 and B.D. = 2.5

The general characteristics of limestone is described above and the lithological units are given on para 3.0(b). No signs of fold and fault has been noticed.

Joints :- At the out crop in south-east direction, several joints sets mostly Subvertical to vertical trending N-S and E-W have been observed. In view of the limestone being of stromatolitic structure, no definite strike and dip has been observed. The limestone is fine grained and compact. At places 10 to 20 south dip has been observed. Strike is E-W.

Solution Cavities :- Solution cavities are invariably found filled up with soil, clay, kankar and pieces of limestone cemented together with limestone.

The topographic plan , Surface geological plan has been prepared on prescribed scale of 1 : 2000 . The details ofexploration already carried out including evidence of mineral existence has been shown on Geological plan

(c) Grade :-

The Limestone is suitable for Cement and Steel Industries. It is also suitiable for manufacture of industrial lime.

(d) Reserve :-

GEOLOGICAL RESERVE OF LIMESTONE = 7.4 Million Tonnes MINEABLE RESERVE OF LIMESTONE = 5.92 Million Tonnes

(e) MINING :-

Opencast manual/semi mechanised method of mining will be adopted in future.The mine has already been developed and worked successfully by open cast system of mining by manual means prior to FCA 1980. With the conditions met at the instant case, no other system except this method can be favourably adopted. All provisions of MCR 1960, MCDR 1961 and MMRD act will be followed and the mining will be done as per strict provisions of the same. The mining will be done employing local labours only. Mostly scheduled cast and tribes will be employed so as to uplift their socio-economics status.

(F) USES :- The Limestone of the applied area is mainly of Cement as well as BF grade. It is also suitable for manufacture of Industrial lime.

The applied area falls under Reserve forest block.After mining the complete area will be reclaimed and afforestation will be done on it. Hence the denuded forest land will be afforested in systematic manner.

There will not be any kind of pollution such as air/water/noise pollution from this project. Afforestation will be done in systematic manner. By preparing garland drain through out the periphery, water pollution will be avoided.

Regarding compensatory afforestation, the applicant has already made available equivalent non forest land for plantation purpose. Besides this the applicant will reclaim and raise plantation on the applied area under reference.

CONCLUSION :-

On analyzing the complete aspects. It is inferred that :

(a) The vegetation growth is poor and hence back filling and afforestation at the end will improve the environmetal conditions of the area. (b) Approach road already exits upto the applied area and hence no fresh road making or land degradation is required (c) There exists at present 5.92 million tonnes of minable reserves in the applied area and hence leaving such valuable and important minerals intact will be a great national loss and against the basic principle of the mineral conservation. (d) Top soil is rarely found in the locality and hence question of soil erosion does not arise. (e) This project will give employment to at least 300 labours daily through out the year giving food to atleast 1500 of their family members. Beside this many transporters, Machines, Technical persons etc. will direct and indirect employment. Thousands of them will also be benefited from this projects. Denial of this projects will disasterly bring unemployment and fooding problems for the poor people in the area.

[10] (f) Due to this project revenue worth Rs.414.40 million will be received by the various Gevernment agencies by means of mineral royalty etc. Apart from this millions of Rs. will be paid to the Railways by way of freight . (g) The forest department will be benefited by getting road tax and royalty in the tone os Rs. 41.44 million

Hence the State Government / Central Government may kindly give the approval of these project in the best interest of the local peoples in particulars by way of renewing mining lease for 30 years.
