Special Safety Town Thanks Harborcreek Township would like to take a moment to sincerely thank Liz Brown for her dedication to Safety Town over the past 8 years. This was Mrs. Brown’s last year as the “Mayor” of Safety Town and she will be greatly missed. Along with numerous volunteers Safety Town 2018 including several members of her own family, Liz took the idea of Safety Town and created a program for incoming Harbor Creek kindergartners that taught them not only about bus safety, but also 40 soon to be Harbor Creek Kindergartners and 19 helpers recently Stranger Danger, Just Say No, and fire and water safety. Along participated in Safety Town at Klein School. Led by Safety Town with the over 300 children who have graduated from Safety Town, Coordinator Liz Brown, the children learned 9-1-1 Safety from Vicky Harborcreek Township salutes Mrs. Brown for her dedication to Peters, were visited by Harborcreek and Fairfield Fire Departments Safety Town, the children of Harborcreek, and the entire Harborcreek to learn about Fire Safety, and got a great bus ride and were taught Community. school bus safety by the Harbor Creek Bus Garage (STA). In addition to all those great topics, the “residents” of Safety Town were taught throughout the entire week about Stranger Danger, traffic safety, Whitford Park Wading Pool Update and “Just Say No” by Lawrence Park Township Police. Harborcreek Township Supervisors, heeding advice from the Township Township would like to congratulate all the graduates and thank all Solicitor, closed the Whitford Park wading pool on July 24th until those that were involved in another successful year of Safety Town further notice after an event was reported that an individual may including Nylene Baney-Partsch / Allstate Agency who helped sponsor have come in contact with a circulation drain in the pool. this year’s program. While safety is of course the number 1 objective in all our parks This year’s volunteers were Emma Bablak, Samantha Bryan, Mia it is important to clarify much of the misinformation perpetrated Sanders, Abigail Still, Addy Mikolajewski, Maggie Szklenski, Parker by social and broadcast media reports. The “drain” in question is Nguyen, Caleb Peterson, Tessa Ward, Annie Harmon, Helene Rerko, not the main gravity pool drain at the bottom of the wading pool, Gwen Heyer, Austin Nowakowski, Dallas Oleksy, Emma Lang, Brody but rather a small filter on the side of the pool meant to circulate the water to prevent contamination, as directed by the Erie County Department of Health. It plays an important function, serving to keep the water clean. We are currently consulting with attorneys and building inspectors regarding the State and Federal laws for wading pools. If we can reasonably make adjustments to the pool to be compliant with any and all laws without creating some sort of additional potential hazards then that is what we hope to do. If that isn’t possible, if the entire pool must be re-built or the fix for the drain creates some sort of additional hazard, the pool will not be reopened. Make no mistake, safety will always come first. But we also have to be honest in the fact that nothing is ever foolproof in a public park. There isn’t a piece of playground equipment around that is 100% “safe” 100% of the time. Township residents and taxpayers are at great financial risk. We are currently left with no choice but to close a decades old landmark for all of us, our kids, and our grandkids. Generations of HC kids have splashed in that wading pool for decades and the decision to close it for the time being was not made lightly. But in today’s society when people choose to use social media and erroneous broadcast reports to make their point, we are left with absolutely no alternative but to shut things down. The risk to Harborcreek Township specifically, our management team, and taxpayers and residents is far too great. It’s the sad reality but it’s the truth and unfortunately a new reality that we all have to face. We will pass along an update and future plans once we get more information from inspectors. 2 Did you know impervious surface in developed areas increases stormwater runoff by forty-five percent? Stormwater runoff contributes to erosion and pollution of our local waterways and blocks the recharge of groundwater. It can be reduced by installing best management practices (BMPs) in developed areas. These best management practices include: rain barrels, rain gardens, and pervious pavement.

More information can be found at the Erie County Planning Department webpage (eriecountypa.gov/planning/ms4) and Facebook page (facebook.com/ErieCountyPlanning)” Understanding Stormwater Runoff Stormwater runoff is rain water or snow-melt that flows over the surface of the ground. The main cause of stormwater runoff is impervious surface such as roofs and roads. Impervious surfaces disrupt the water cycle by blocking rain water from soaking into the ground. This blockage forces rain water to flow over the surface, picking up pollutants along the way. Most stormwater runoff carries pollutants directly into local streams and lakes! In addition, dumping unnatural materials, such as paint and grease, on the road, sidewalk or stormwater drains contaminates both the stormwater and the storm sewer system. For more information please visit the Erie County stormwater program website at: https://www.eriecountypa.gov/planning/ms4 In just its first year – the Harborcreek Community Engagement or the Facebook page at: https://www.facebook.com/ Team (HCCET) has made a positive impact on the Harborcreek ErieCountyPlanning/” Community. 14 15 Volunteer Fire Departments Brookside Fire Department Update With school in session and an abundance of school buses on the road we just wanted to give our residents a little reminder of some rules and suggestions for school bus safety. When we follow these practices it makes school bus transportation safer for everyone. 1. When backing out of a driveway or leaving a garage, watch out Family Owned and Operated for children walking or bicycling to school. Providing Portable Toilet Rentals: 2. When driving in neighborhoods with school zones, watch Deluxe, Flushable and Handicap Units 814-825-6500 out for young people who may be thinking about getting Double Sink and Pumping Services to school, but may not be thinking of getting there safely. 5330 Buffalo Road Erie, PA 16516 3. Slow down. Watch for children walking in the streets, Specializing in: Special Events, Weddings, Parties, especially if there are no sidewalks in the neighborhood. Picnics, Reunions and Job Sites northcoastsanitationerie.com 4. Watch for children congregating and playing near bus stops. 5. Be alert. Children arriving late for the bus may dart into the street without looking for traffic. 6. Learn and obey the school bus laws, as well as the “flashing signal light system” that school bus drivers use to alert motorists of pending actions: a) Yellow flashing lights indicate the bus is preparing to stop to load or unload children. Motorists should slow down and prepare to stop their vehicles. b) Red flashing lights and extended stop arms indicate the bus has stopped and children are getting on or off. Motorists must stop their cars and wait until the red lights stop flashing, the extended stop-arm is withdrawn, and the Portable Toilets and Wash Stations bus begins moving before they can start driving again. If you have any questions concerning school bus traffic laws please feel free to call The Pennsylvania State Police at 814-898-1641. Also thanks to PEMA for the above information. Another reminder that our annual fund drive is still in progress. Our last mailer should be arriving in your mailbox shortly if you haven’t “A Heritage of already donated to the department. Please continue to donate to your local fire departments. It is with that donation money that we Compassionate Service” can continue to provide you with the highest level of service that you deserve. Again, we thank you for your continued support of the Brookside Volunteer Fire Company. If you are interested in joining or just want to check us out stop by the station on Tuesday evenings, which is our drill night, and we will be glad to show you around. Also if you have any questions about any information in this article or any questions about the fire company in general please call the station at 814-899-3820 and someone will be glad to help you.

Fabric of Harborcreek Ground floor plan, Harborcreek By Harborcreek Historical Society Woolen Factory. From Cass Chronicles: An Updating of The Imagine what it must have been like to live in Harborcreek (or rather, Chronicles of the Descendants Harbor Creek) in the early 1800’s, when the township was not quite of John Cass. 50 years old. Thomas Rees, William Saltsman, Thomas Moorhead, Benjamin Chambers, Henry Clark, Aaron Hoag, and Thomas Bunnell – just a few of Harborcreek’s earliest settlers – would have depended upon themselves and their neighbors for almost every necessity. Mills were the answer. Making the most of Harborcreek’s natural waterways, early settlers built mills to produce lumber, flour, textiles, and other everyday goods. The 19th century histories of Erie County specifically mention William Cooper’s Grist, Saw, and Cider Mill at Wesleyville, Neeley Grist and Saw Mill at the mouth of Twelve Mile Creek, and the Dodge Handle, Shingle, and Saw Mill near the Harbor Creek rail station as being important to the growth of the township. They sparked the creation of support businesses and encouraged development of transportation and information networks. The Harborcreek Woolen Factory, which was located at the headwaters of Six Mile Creek, was the largest woolen mill in the township. Woolen mills, like the one in Harborcreek, offered cloth, flannels, blankets, shawls, curtains, and other wool products that ordinary people could afford. Thankfully, its history was well- documented by its proprietors, the Cass family. John Cash (1800-1874), from Cass Chronicles: An Updating of The Chronicles of the Descendants of John Cass.

The Cass woolen factory was one of 25 such establishments in Erie County. Its proprietor, John Cass, left England for the in 1842. Two years later, he moved with his family from Erie to south Harborcreek, where he formed a new partnership with several of his countrymen: Joshua Jewett, John and Thomas Thornton, and John and Joseph Rhodes. Together, they purchased an old carding mill which began operation around 1810 and additional land from Lester Hays. With the help of local farmers, the partnership expanded the original mill into the first woolen factory in Harborcreek. Newspaper advertisement, source unknown, May 1848. 30 Are Women Better Investors Than Men? Most of us would probably agree that men and women frequently behave differently, and these differences often show up in professional, family and social situations. Of course, this certainly doesn’t mean either gender has an advantage in these areas. However, here’s an interesting question: Do women possess attributes that may make them better investors? Some evidence suggests this may indeed be the case. Consider the following: • Long-term focus – Women seem to focus more on long-term goals, according to some studies, whereas men may concentrate more on short- term track records of potential investments. Generally speaking, taking a long-term approach to investing is a good strategy because it can help you maintain discipline and avoid subjecting yourself to the dangers of overreacting to market swings. One such danger is selling an investment whose price may have dropped but may still have strong fundamentals and good prospects. • Less frequent trading – A well-known study from the University of California found that men traded investments 45% more frequently than women. Other, more recent studies have produced somewhat different results, but the overall picture does seem to show that women do significantly less buying and selling than men. This tendency is important because frequent trading can undercut a long-term, cohesive investment strategy. If you’re constantly buying and selling, you won’t give some investments a chance to achieve their full growth potential, and you might disrupt the diversification necessary for long-term success. • More thoughtful decisions and more receptiveness to professional advice – Women take more time to make investment decisions than men, and more readily accept investment recommendations from financial professionals, according to a survey from InvestmentNews. And women are more likely to consult a professional financial advisor in the first place, according to a study Piotrowicz Financial Services from the Spectrem Group, a financial research firm. In fact, there may well be a flip side to women’s risk avoidance, in that an overly conservative portfolio won’t produce the growth potential needed to achieve long-term goals. And this indeed is a danger to which women investors should be alert. Generally speaking, neither excessive risk nor excessive Dave Roseto caution will serve investors well.
