Present were; The Very Reverend Paul Mellor Dean of Guernsey and Priest in Charge of St Peter’s Sark, Mrs Wendy Adams Vicars Warden, Peter Carré People’s Warden, Terry Archer Reader, The Seigneur, Mrs Wendy Kiernan Treasurer, Robert Taylour Secretary and 14 parishioners. Assistant Priest Graham Leeworthy was absent due to illness. The Very Reverend Canon Kenneth Paul Mellor MA was in the Chair and the meeting opened with The Lord’s Prayer. 1 Apologies Apologies for absence were received from Hazel Fry, Irena Montan, Puffin Taylour & Bridget Raeburn. Roger Olsen offered his apologies for an early departure from the meeting due to a previous commitment. 2 Minutes of the 2009 meeting The minutes of the 2009 meeting were read by the Secretary, accepted and signed by the Dean. 3 Matters Arising There were none. 4 Elections of Churchwardens Wendy Kiernan proposed the re-election of Mrs Wendy Adams as Vicar’s Warden and Peter Carré as People’s Warden. This motion was accepted and with a unanimous vote they were duly re-elected. The Dean thanked them both for accepting and asked them to swear on the Holy Gospel the customary oath of appointment. The Dean then addressed the assembled company, again thanking them for their support though the last year and advising the church was in their hands and that he is confident in them, ably supported by Terry Archer. This was put to the meeting and all were re-elected. The Dean both welcomed and thanked them all for consenting for election and hoped they would enjoy their participation. 6 Report of Assistant Priest The Dean read a written report from Graham as follows: “First and foremost my apology for not being present this evening. As you’ll appreciate its rather difficult for me to give a “report” – Since for most of the past year I have been away through illness. What I can report is my thanks to so many people. First, to Wendy and Peter, Church Wardens, who, as ever, do so much and have had to do so much more this year. To everyone who filled in for me taking services – to Paul (Dean) to Richard B (God bless and protect him) to Terry (Reader) who has probably got more than she bargained for when she decided to train as a Reader!! Not forgetting David Neal and John Perrin. And, last but not least, thanks to all of you for looking after your church so well. Naturally, as ever, thanks to everyone who works quietly away throughout the year – flower ladies, cleaners, bell-ringers, Secretary, Treasurer, - and if you are the one I’ve forgotten, thank you as well. You are not forgotten, June (Carré) – and the Ladies Guild. Both the Church and Peter would be lost without you and all you do throughout the year. Lastly, about myself – it’s lovely to be back home in Sark – I can’t wait to be eased back slowly into taking services again – perhaps the Dean will mention something about this. Needless to say I have missed my priestly role enormously, but you and St Peters have never been far from my thoughts and prayers. Very finally, a personal thank you from Sue & myself for all your kind thoughts, prayers, letters, flowers etc ....... which we have received during our medical problems. It’s been an enormous comfort to know that so many people are thinking of us. I hope this report has not sent you to sleep – I hope to have something more interesting to say this time next year. G” 7 Treasures Report Wendy spoke about the accounts she issued and circulated at the meeting for the year ended 31 December 2009, Page 1 of the accounts shows the income and expenditure of the general fund for the year. You will see that the income is on the left hand side and total income for the year was £28,157, some £200 less than the total income for 2008. It is disappointing to report that total collections, at £11,214 are down by some £500 compared to 2008. Collections given through the planned giving scheme have reduced as participants have died or left the Island and have not been replaced. I am firmly of the opinion that all Islanders who wish to see the continuation of a Church in Sark should be encouraged to review Assistant Priest: Graham Leworthy 01481 832140 Reader: Terry Archer 01481 832526 Priest’s Church Warden: Wendy Adams 01481 832264 People’s Church Warden: Peter Carré 01481 832104 the level of their giving to the Church and to consider signing up to the planned giving scheme. The various events in the year netted £4,369, some £400 less than in 2008. The major difference in this category being the Church Fete which raised £900 less than the previous year but far more than could have been hoped for given the dreadful weather conditions that caused the move from the Vicarage Garden to the marquee at the Island Hall. Bank interest has fallen by some £430 – a combination of the severe fall in interest rates and the fact that we had fewer funds on deposit throughout the year. The rent from the Vicarage was some £700 more in 2009 as the flat was empty for one month in 2008 when there was a change of tenants. The flat contributes a significant part of the Church’s income but it must be remembered that this income stream would cease if, at some future date, the Vicarage is once again required to house an incumbent. Turning now to the expenditure on the right hand side of the page: total payments for 2009 amounted to £27,141, a reduction of some £4,400 compared to 2008, and consequently the income in 2009 exceeded the expenditure by £1,016. However, in order to achieve this surplus, we underpaid our Parish Share – that is the amount we pay to the Diocese to cover clergy stipends, pensions and other central costs – by £7,188 as pointed out in the footnote to the accounts. In other words, had we met our liabilities in full, the Parish Share for 2009 would have been £21,561, the total expenditure for the year would have been £34,329 and there would have been a deficit for the year of £6,172? Looking at the expenditure in detail: The church expenses, at £6,706 were some £1,800 higher than in 2008. The major reason for this difference was the cost of the Quinquennial inspection, which we were obliged to commission, - £2,010. There were no significant differences in the other categories of expenditure. Page 2 is a summary of the flower fund which was only called upon to finance the Easter flowers in 2009 at a cost of £50. Donations received in the year were £36. Page 3 shows a summary of the balances on the two funds which amounted to a total of £11,717 at the end of 2009. Again, had we met our liability to 2009 Parish Share in full, the reserves at the end of 2009 would have been only £4,529. The latest financial information I have is at 30 April 2010 when the reserves amounted to £13,482. Our Parish Share for 2010 has been assessed at £21,690 – some £1,800 per month. To date none of this has been paid so we are a further £7,200 behind in our commitment to the Diocese. I am more than happy to answer questions on the accounts through the chair. There were no questions and the accounts were adopted. The Dean thanked Wendy for her work, clearly finances are declining, please pay what you can of the Parish Share. Finances are under pressure within the Deanery and Diocese, all parishes are finding it difficult, and for instance the Assistant Priest: Graham Leworthy 01481 832140 Reader: Terry Archer 01481 832526 Priest’s Church Warden: Wendy Adams 01481 832264 People’s Church Warden: Peter Carré 01481 832104 Town Church was facing a Parish Share of £58k this year. Yet despite the individual quantum the Dean stated that the formula for determining Parish Share was the fairest in the Diocese.
