Peter Garner December 2010 5 ABSTRACT A substantial part of the Church of England ministry is provided by Readers, but little information is available about their past or present position in the church. This thesis addresses this absence of knowledge by the exploration of Reader history and its contemporary expression. History is examined using primary and secondary sources. The contemporary place of the Reader is researched through a survey of diocesan Reader Officers and by a longitudinal study of student Readers. Interviews with Readers and clergy from varied backgrounds provide a check on my findings. Reader ministry is identified as a resource used primarily in crises. When there is no obvious need, the church, unclear as to how to use Reader ministry, is ambivalent and expresses this in the uncertain place it accords to the Reader. I suggest that living in uncertainty is the natural environment for the church. From this I argue that the ambivalence of the church to Reader ministry may be a symptom of this uncertainty. The Reader therefore has to be trained for and function in an unpredictable context and the Reader’s effective actualization of this role provided and provides an essential contribution to the ministry of the Church of England. I conclude that the Reader represents a trained and available ministerial resource able to work and live with uncertainty and to respond when specific needs arise. Consequently the Reader may be described as holding a unique and vital place in the Church of England, essential for its wellbeing and for its future ministry. A deacon or priest who is not paid and may be in secular employment and who at the same time is licensed to a parish or a special post in the church. 8 OLM Ordained Local Minister, the same as L.O.M PCC Parochial Church Council. PTO Permission to Officiate. Usually clergy and Readers are not Licensed to a parish or to a specific post in the church after the age of 70, but the bishop issues ‘Permission to Officiate’ which authorizes them to function as a priest or Reader wherever and whenever they are invited to do so in the diocese RCC Representative Church Council. Formed in 1903 as a representative and deliberative body. This body prepared the way for the Enabling Act of 1919 and the formation of the Church Assembly RTP Regional Training Partnership. The grouping of dioceses, whereby in each group the number of training courses and colleges are limited to a small number of viable units. Where appropriate, combined clergy, Reader and Local Preacher training is provided for the Church of England and Methodist Churches (and possibly the United Reformed Church) UH Upper House of Canterbury or York Convocation 9 INTRODUCTION Reader ministry today occupies a numerically strong place in the ministry of the Church of England. The latest available figures at the time of writing this introduction show that Readers account for 40% of the total Licensed and Authorized ministry of the Church of England which includes Stipendiary, part-time and non-Stipendiary clergy, Ordained Local Ministers, Readers and Church Army Evangelists.2 Despite this significant numerical place in the ministry of the church, there is a wide variation in the use and distribution of Readers across the dioceses of the Church of England. For example there are parishes where Readers rarely assist in the Sunday worship or in parish work, and there are parishes where they are fully involved in every aspect of ministry, apart from that which is legally the preserve of the priest. Occasionally a Reader is appointed as minister-in-charge of a parish. This variation in Reader ministry is reflected in the place accorded to Readers in diocesan policies and structures. (Archbishops’ Council 2008b p. 10, Thorpe 2003 p. 49) Hiscox describes the work of Readers as, a ‘Kaleidoscope’ (Hiscox 1991 p. 3), and supports this by describing situations where Readers are underworked, or have a regular ministry, or where they work in hospital, prison or industrial settings. She also notes that ‘Readers were sometimes a focus of mistrust and resentment from both laity and clergy’ (Ibid p. 34) but she states that by the time of the 1966 centenary of the re-introduction of Readers. Readers in general had moved on from a stop-gap ministry to a lay ministry in its own right, working in partnership with clergy and laity in the service of God.

    A SUMMARY OF RECOMMENDATIONS (Figures in parenthesis refer to paragraphs of the Report dealing with these issues). General Synod 1. The overall size of the General Synod should be in the region of 470 to 480. (14-21) 2. The current formula for calculating the number of elected proctors and lay members should remain. (20) 3. The balance of elected proctors and lay members between the two provinces should be moved from 68/32 to 70/30. (21) 4. The representation of suffragan bishops should be seven (four from Canterbury and three from York). (22-23) 5. When a See is vacant, and provided that a suffragan bishop from that diocese is not already an elected member of the Synod, the bishop charged with responsibility for the diocese during the vacancy should be entitled to attend and speak, but not vote. (24-26) 6. Majority: There should be new special constituencies for archdeacons of eight from Canterbury and four from York, to be elected from all archdeacons in the respective provinces. (32-40) 7.     ATR/100.3 Introduction to Evelyn Underhill, “Church Congress Syllabus No. 3: The Christian Doctrine of Sin and Salvation, Part III: Worship” Kathleen Henderson Staudt* This short piece by Evelyn Underhill (1875–1941) appeared in a publication from the US Church Congress movement in the 1930s. It presents a remarkably concise summary of her major thought from this period.1 By this time, she was a well-known voice among Angli- cans. Indeed, Archbishop Michael Ramsey wrote that “in the twenties and thirties there were few, if indeed, any, in the Church of England who did more to help people to grasp the priority of prayer in the Christian life and the place of the contemplative element within it.”2 Underhill’s major work, Mysticism, continuously in print since its first publication in 1911, reflects at once Underhill’s broad scholarship on the mystics of the church, her engagement with such contemporaries as William James and Henri Bergson, and, perhaps most important, her curiosity and insight into the ways that the mystics’ experiences might inform the spiritual lives of ordinary people.3 The title of a later book, Practical Mysticism: A Little Book for Normal People (1914) summarizes what became most distinctive in Underhill’s voice: her ability to fuse the mystical tradition with the homely and the * Kathleen Henderson Staudt works as a teacher, poet, and spiritual director at Virginia Theological Seminary and Wesley Theological Seminary.     Churchman E DITORIAL Sheep without a Shepherd? One of the side-effects of the decision to consecrate women as bishops in the Church of England has been the official recognition of the need to appoint an Evangelical bishop with a brief to minister to those who cannot accept female episcopal oversight. That some concessions would have to be made to the conservatives in the Church has been clear all along, and in that sense, the news that such an appointment will be made is not particularly surprising. The battles of the past few years over women bishops have been quite vicious at times, and honest observers have had to admit that the blame for this rests on the shoulders of the victors, who cannot (or will not) understand their opponents’ point of view. Worse still, the victors have done their best to silence objectors altogether, even if the people concerned are in principle on their side. It is impossible to forget the attempt that was made to impeach Philip Giddings, the chairman of the House of Laity in General Synod, merely because he voted against the immediate introduction of women bishops. Dr Giddings supports the consecration of women but he thought that the provisions being offered to those who disagree with that were not generous enough, and when he was attacked for his principled stand it was clear to most people that things had gone too far. Even the archbishop of Canterbury was moved to comment that how we treat one another when differences divide us actually matters—the notion of ‘good disagreement,’ which he is now so keen to promote, can almost certainly be traced back to this unhappy episode.

    Cathedral News August 2019 – No. 688 From: The Dean We’ve recently gone through the process of Peer Review. After the Chapter had completed a lengthy self-evaluation questionnaire on matters of governance and finance and so on, three reviewers came from other cathedrals to mark our homework. Or rather, to bring an external perspective to bear, and help us refine our thinking about where we are heading as a cathedral. In spite of our natural wariness in advance, only to be expected given the amount of external scrutiny the cathedral has undergone in recent years, it was an encouraging experience. More of that, however, in a future Cathedral News. For now, I want to pick up on a comment made by all three reviewers. They came to us from Liverpool, Winchester, and Ely, and all expressed delight, and surprise, at the splendour of our cathedral: “We had no idea what a marvellous building it is!” For me, their observations provoked two questions... Is it because we all take the building for granted? Or is it because we’ve failed to tell our story effectively? I suspect there is truth behind both these questions. We all know how ‘distance lends enchantment to the view’; and the converse is also clearly true. It is not that familiarity necessarily breeds contempt, but you cannot live in a perpetual state of wonderment. Sir Simon Jenkins, the author of all those books on beautiful houses and railway stations and churches and cathedrals, told of his visit to Exeter: “I came into the cathedral and sat in silence for half an hour, overwhelmed by the beauty of the place.” I have the benefit of being in the cathedral every day, and will often speak of how our vaulted ceiling lifts my heart daily to heaven.
