DREF Bulletin No. MDRBF004 GLIDE no. FL-2007-000132-BFA BURKINA FASO: FLOODS 31 August 2007 The Federation’s mission is to improve the lives of vulnerable people by mobilizing the power of humanity. It is the world’s largest humanitarian organization and its millions of volunteers are active in over 185 countries. In Brief This DREF Bulletin is being issued based on the situation described below reflecting the information available at this time. CHF 126,065 (USD 104,705 or EUR 76,403) has been allocated from the Federation’s Disaster Relief Emergency Fund (DREF) to respond to the needs in this operation. This operation is expected to be implemented over one month, and will be completed by 30 September 2007; a Final Report will be made available three months after the end of the operation. Background and current situation Heavy rains, recorded in several parts of Burkina Faso since the beginning of August 2007, have led to floods which have marooned villages, washed away livelihoods and caused extensive damage to houses and infrastructure. Photo right: Floodwater has covered and marooned entire villages, rendering them inaccessible and destroying houses. In the department of Bama (an agro-pastoral area located 30 kilometres from Bobo Dioulasso, the economic capital of Burkina), about 1,035 households (9,832 people) have been displaced after their houses were destroyed by the raging waters. The displaced people are currently accommodated in schools and tents put at the disposal of the Bobo Dioulasso branch of the Burkinabe Red Cross Society (BRCS). -

BURKINA FASO 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Burkina Faso is a constitutional republic led by an elected president. On November 22, the country held presidential and legislative elections despite challenges due to growing insecurity and increasing numbers of internally displaced persons. President Roch Marc Christian Kabore was re-elected to a second five-year term with 57.74 percent of the popular vote, and his party--the People’s Movement for Progress--won 56 seats in the 127-seat National Assembly, remaining the largest party in a legislative majority coalition with smaller parties. National and international observers characterized the elections as peaceful and “satisfactory,” while noting logistical problems on election day and a lack of access to the polls for many citizens due to insecurity. The government had previously declared that elections would take place only in areas where security could be guaranteed. The Ministry of Internal Security and the Ministry of Defense are responsible for internal security. The Ministry of Internal Security oversees the National Police. The army, air force, and National Gendarmerie, which operate within the Ministry of Defense, are responsible for external security but sometimes assist with missions related to domestic security. On January 21, the government passed legislation formalizing community-based self-defense groups by establishing the Volunteers for the Defense of the Fatherland, a civilian support corps for state counterterrorism efforts with rudimentary oversight from the -

Global Coalition EDUCATION UNDER ATTACK 2020 GCPEA to Protect Education from Attack COUNTRY PROFILES BURKINA FASO The frequency of attacks on education in Burkina Faso increased during the reporting period, with a sharp rise in attacks on schools and teachers in 2019. Over 140 incidents of attack – including threats, military use of schools, and physical attacks on schools and teachers – took place within a broader climate of insecurity, leading to the closure of over 2,000 educational facilities. Context The violence that broke out in northern Burkina Faso in 2015, and which spread southward in subsequent years,331 es- calated during the 2017-2019 reporting period.332 Ansarul Islam, an armed group that also operated in Mali, perpetrated an increasing number of attacks in Soum province, in the Sahel region, throughout 2016 and 2017.333 Other armed groups, including Al-Qaeda in the Islamic Maghreb (AQIM) and its affiliate, Groupfor the Support of Islam and Muslims (JNIM), as well as the Islamic State in the Greater Sahara (ISGS), also committed attacks against government buildings, and civilian structures such as restaurants, schools, and churches, targeting military posts.334 Since the spring of 2017, the government of Burkina Faso has under- taken military action against armed groups in the north, including joint operations with Malian and French forces.335 Data from the UN Department for Safety and Security (UNDSS) demonstrated increasing insecurity in Burkina Faso during the reporting period. Between January and September 2019, 478 security incidents reportedly occurred, more than dur- ing the entire period between 2015 and 2018 (404).336 These incidents have extensively affected civilians. -

United Nations Team of Experts December 2020 Rule of Law/Sexual Violence in Conflict The United Nations (UN) Team of Experts on the Rule of Law and Sexual Violence in Conflict (the “Team”) was created by Security Council resolution 1888 (2009) to assist national authorities in strengthening the rule of law, with the aim of ensuring criminal accountability for perpetrators of conflict-related sexual violence (CRSV). This resolution recognized that CRSV is a threat to international peace and security, and that Member States affected by conflict need assistance to address impunity in order to prevent and deter future violations. The Team is the only dedicated Security Council mandated entity to provide this type of support on a global basis. The Team is based at the UN Headquarters in New York and deploys regularly to some of the world’s most challenging contexts. It has a unique “co-lead” structure that includes members from several UN entities to enable the UN to deliver as one in assisting Member States to address CRSV. Analyzing the Impact of the Dodd-Frank Act on Congolese Livelihoods Prepared for the DRC Affinity Group by Jeroen Cuvelier, Steven Van Bockstael, Koen Vlassenroot & Claude Iguma* November 2014 Introduction The protracted conflict in eastern DRC is often explained by referring to the ‘conflict minerals’ narrative, propagated by activist NGOs, and frequently occurring in media and think tank publications. 1 Following this narrative, the various armed groups operating in eastern DRC are able to survive largely due to the profits they incur from their involvement in the local artisanal and small-scale mining sector. This involvement tends to take different shapes and varies from direct (‘boots on the ground’ in certain mines) to indirect (demanding rents from miners and traders in the region) ways of profiting. This dominant perspective on violence in eastern Congo has led policymakers and representatives of the international mining and electronics industry to develop several initiatives to either ban Congolese conflict minerals from the international market or to make the trade more transparent. Following the successful campaigns to ban ‘conflict diamonds’ at the turn of the century, and largely inspired by the resulting creation of the Kimberley Process, which today governs the international diamond trade, a first conflict minerals campaign can be traced back to 2001 and initially focused mainly on coltan. Yet it was after the start of the CNDP military campaign in 2006 that most of the current initiatives were developed, focusing more widely on the so-called 3T’s (Tantalum (coltan), Tin (cassiterite), Tungsten) and later on also gold. Several initiatives promoting transparency and traceability of mineral exploitation and trade have been launched and calls have been made for legal frameworks prohibiting the import of conflict-related resources.
