Minister for Labour and Industry, acting on the recommendation of the Western Australian Automobile Chamber of Commerce Incorporated and in accordance with the provisions of section 92 of the Factories and Shops Act, 1963-1978, doth hereby specify that on and from the 19th day of March, 1979- (1) The requisites that shops specified under item (2) of this notice are required to sell, during the extraordinary trading times, are- (a) fuel ; (b) oil ; (c) lubricants ; (d) tyres ; (e) batteries ; (f) distilled water ; and (g) such other requisites (within the meaning of the Act) as the shopkeeper has in stock at the shop . (2) During the days and times set out in this notice the shops in the prescribed zones specified hereunder in relation to those days and times may be and are required to be opened for the sale of requisites during extraordinary trading hours . Like most people since the 1960s I arrived by plane. Curtin University of Technology had made arrangements for me to stay at the Metro Hotel on Canning Highway—a rather invasive building in the International Style among predominantly federation style residential homes. I was driven down Great Eastern Highway, onto the bridge over the bottom end of Shepperton Road that leads into the Causeway across the Swan River, and then onto Canning Highway. I did not turn right and enter the city. Consequently I did not get to pass the Police Headquarters on the other side of the Causeway. A couple of days later, on a Saturday afternoon, I went to the jetty in South Perth and took a ferry into the city. While walking round the empty centre of Perth with its closed shops and lack of cafés I happened to jaywalk at some traffic lights. ‘Hey’, I heard a cry, ‘Hey, you!’ The young man who had crossed with me stopped and turned. I did also, feeling like the character in Louis Althusser’s description of interpellation.1 The policeman came running over. ‘What do you two think you were doing?’, he asked.
