Since its inception on 18 November 2011, the Centre has actively played its role as a one-stop information and activities centre to promote practical cooperation between ASEAN and China in the areas of trade, investment, tourism, education, culture as well as information and media. The ACC Secretariat is located in Beijing. The current Secretary-General is H.E. Mr. Chen Dehai.     CHINA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The People’s Republic of China is an authoritarian state in which the Chinese Communist Party is the paramount authority. Communist Party members hold almost all top government and security apparatus positions. Ultimate authority rests with the Communist Party Central Committee’s 25-member Political Bureau (Politburo) and its seven-member Standing Committee. Xi Jinping continued to hold the three most powerful positions as party general secretary, state president, and chairman of the Central Military Commission. The main domestic security agencies include the Ministry of State Security, the Ministry of Public Security, and the People’s Armed Police. The People’s Armed Police continue to be under the dual authority of the Central Committee of the Communist Party and the Central Military Commission. The People’s Liberation Army is primarily responsible for external security but also has some domestic security responsibilities. Local jurisdictions also frequently use civilian municipal security forces, known as “urban management” officials, to enforce administrative measures. Civilian authorities maintained effective control of the security forces. Members of the security forces committed serious and pervasive abuses. Genocide and crimes against humanity occurred during the year against the predominantly Muslim Uyghurs and other ethnic and religious minority groups in Xinjiang. These crimes were continuing and include: the arbitrary imprisonment or other severe deprivation of physical liberty of more than one million civilians; forced sterilization, coerced abortions, and more restrictive application of China’s birth control policies; rape; torture of a large number of those arbitrarily detained; forced labor; and the imposition of draconian restrictions on freedom of religion or belief, freedom of expression, and freedom of movement.

I also invite comments from the members of the Guizhou Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and other attendees. I. Review of Work in 2019 Theyearof2019markedthe70th anniversary of the founding of the People’s Republic of China. In honor of this grand occasion, China held splendid celebrations that fully inspired the people of all ethnic groups in the country to rally even closer around the Party Central Committee with Comrade Xi Jinping at its core. This boosted people’s firm confidence in socialism with Chinese characteristics and deep love for our great motherland, and it gathered mighty power for Chinese Dream. General Secretary Xi Jinping once again sent a congratulatory letter to the China International Big Data Industry Expo, attaching great importance to the development of Guizhou. His support to Guizhou greatly encouraged and inspired the whole — 30 — province. One year on, we have adhered to the guiding principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

By that time, my favorite football club had been denied the European Championship for over three decades due to the competitiveness of the tournament and the seclusion of English clubs from Europe following the Heysel Stadium disaster. For a prize that people are determined to win, against the odds and after a long wait, there is no phrase more appropriate for describing it than “the Promised Land”. After penning the last word of this dissertation and defending it before a group of leading scholars, there is a real sense that I have reached mine. It is a cliche to say that the interests of graduate students evolve over time, and their dissertations usually bear little resemblance to the research proposals used for graduate school application.
