REPORT FOR SECL FOR THE MONTH OF MARCH, 2019

Title of the Project: Engaging with and using media as a tool for advocacy and demand generation of health seeking behaviour.

Project Goal: Enable an increase in the public and policy engagement with RMNCHA+N program by using media advocacy.

It is being implemented by New Delhi-based Centre for Advocacy and Research (CFAR) and funded by the South Eastern Coalfields Limited (SECL) under its Social Corporate Responsibility (CSR) activities.

Scope : The National Health Mission and National Nutrition Mission has brought focus, resources and technical strategies for improving RMNCHA+N in , as it has elsewhere in India. With the launch of Ayushman Bharat, there are enough opportunities to engage with media.

Pilot: The project got a formal approval from the CSR Committee on September 24, 2018 on a reference from the Health Department of the State Government for implementing a pilot in two districts—Bilaspur where SECL has its operations and Korba, which is in the list of inspirational districts of NITI Aayog.

Progress: The month began with a workshop for ``Health Communication and Media Advocacy’’ for IEC/BCC Nodal Officers of Korba and Bilaspur districts that was held at Hotel Vinayak Palace, Bilaspur on March 1. The workshop was part of deliverables under the pilot project.

The aim of the workshop was to trainthe IEC/BCC nodal officers on health communication and media advocacy. There were 22 participants from the two districts and Dr B.R. Nanda, Superintendent of the State Mental Health Hospital at Sendri inaugurated the workshop. Dr Madhulika Singh Thakur, Joint Director and CMHO (Bilaspur) also attended the workshop for a little while. (A detailed report has already been sent)

We continued with our work on sharing content on health with media, and also covered some events on the request of the National Health Mission. The highlight this month was also the International Women’s Day. To mark the day, we profiled four frontline health workers and a TB champion. Four in Bilaspur, Korba and carried four profiles. One online portal also carried one profile. Profiling of health workers is also part of our pilot project. Our focus this month was on Family Planning which was a missing theme in our coverage. We shared 3 stories on family planning and got coverage in 6 newspapers with excellent display.

This month we issued 33 stories/press releases and got 63 clips and as many as 17 web portals carried these items, particularly in Bilaspur and Korba. One story on family planning was picked up in Jashpur edition of Haribhoomi also.

The issues taken up this month were: maternal health, child health, immunisation, profiles of frontline health workers, nutrition, family planning, TB, system strengthening, adolescent health, mental health, Glaucoma (national programme), tobacco control, and skin diseases (leprosy detection) which are also national programmes.

These were covered in , Haribhoomi, Patrika, , , Dainik Patrika, Highway Channel, Dainik Chhattisgarh, Navbharat, Nai Dunia and Pioneer. The news portals that picked up our stories were: www.realtime.in , www.bilaspurlive.com , www.thefourthmirror.com , www.glibs.in and www.thefourthnews.com

We had planned two media sensitisation workshops – one each at Bilaspur and Korba – as part of the pilot project. However, this had to be postponed due to announcement of Lok Sabha elections and the subsequent imposition of the Model Code of Conduct. This had to be postponed to after the Model Code of Conduct is lifted after May 23, 2019.

Maximum reports were on training, monitoring and system related services followed by National program and Child Health. There were 195 reports on system strengthening, 80 on national programmes and 53 on child health. Opportunities : Nutrition is totally missing from the pages while adolescent health, reproductive health, newborn health and maternal health continue to be least covered, and hence an opportunity to focus on these issues. Media needs to be sensitised on these issues to enhance coverage. It is strange that nutrition is totally missing despite the fact that the focus of the Centre and State is on nutrition following the launch of National Nutrition Mission or Poshan Abhiyan. The State government is also implementing several schemes on improving nutrition among women and children.

These trends were visible last month as well and we are preparing content on uncovered or lesser covered issues.

REPORT FOR THE MONTH OF NOVEMBER, 2018:

Title of the Project: Engaging with and using media as a tool for advocacy and demand generation of health seeking behaviour.

Project Goal: Enable an increase in the public and policy engagement with RMNCHA+N program by using media advocacy.

It is being implemented by New Delhi-based Centre for Advocacy and Research (CFAR) and funded by the South Eastern Coalfields Limited (SECL) under its Social Corporate Responsibility (CSR) activities.

Scope : The National Health Mission and National Nutrition Mission has brought focus, resources and technical strategies for improving RMNCHA+N in Chhattisgarh, as it has elsewhere in India. With the launch of Ayushman Bharat, there are enough opportunities to engage with media.

Pilot: The project got a formal approval from the CSR Committee on September 24, 2018 for implementing a pilot in two districts—Bilaspur where SECL has its operations and Korba, which is in the list of inspirational districts of NITI Aayog.

Progress on hiring: Ms Kanchan Chandravanshi and Ms Angalina Francis have joined Raipur office while Ms Anuradha Pandey also works for Raipur office. One candidate has been shortlisted for Bilaspur office.

Renting of office : We have hired office space at Sriram Colony for Rs 8,000 per month. The formalities are in the final stages and we should be able to shift by December, 2018. The address is: C/O Mr. B.K. Sinha, F-5, Sriram Nagar, Phase-1, Street Number 6, near TV Tower, Raipur –492007.

Meeting with journalists : Met with Mr Joseph John, Raipur Editor of the Times of India and his colleague Rashmi Drolia who covers health. Both of them have extended their support for our project and agreed to use our content since they are short of staff, hence, would appreciate authentic content from us on health. Mr John also agreed to send reporters for media sensitisation as and when it is organised.

This was followed by a meeting with Ejaz Kaiser, Bureau Chief of the New Indian Express in Raipur. He said he would be interested in attending media sensitisation workshop and said there was scope for stories from the ground in the weekend supplement of the New Indian Express. Issue-based stories also were often published in his newspaper.

We met with Mr Peelu Ram Sahu of Dainik Bhaskar who covers health and Mr Tanmay Kumar Agarwal, City Bhaskar head. They showed interest in our endeavour and said they would use our stories in the City page.

Meeting with officers and partners : Met with Unicef head, Mr Sam who extended all possible support for our project and also wanted our help in media tracking for the content they share with media on child rights. He will send a formal mail to us in this regard.

The team met Ms Payal Jain, unit incharge of 104 ambulance service being operated by Piramal Foundation. She has agreed to share success/positive stories from across Chhattisgarh. The team also met Ms Priyanka Sahu, Mitanin City Coordinator who has shared some success stories and these are being documented.

The highlight of the month was our meeting with Dr Sumi Jain, incharge of the State Mental Health Programme who has sought our cooperation in sensitising media on reporting on mental health issues, particularly suicides. The Mental Health Programme team will train us on mental health issues and then we will sensitise media across all 5 divisions of the State. The modalities for this are being worked out.

Visit to Bilaspur : We visited Bilaspur on November 13, 2013 since Bilaspur is one of our pilot blocks and also headquarters of SECL.

The highlight of the day was our trip to Bilaspur and visit to the State Psychiatric Hospital situated at Sendri Block. The Hospital has been operational since 2013.

Here, we with Dr Prashant Pandey who took us on a tour of the Hospital and explained in details the functioning, strengths and challenges being faced by the institution. Dr Prashant, who has been designated as nodal officer, the teams regularly visit schools and colleges for holding counselling sessions and Suicide Watch programs for the students and teachers. We will be attending these sessions and doing stories on these.

The Superintendent, Dr B.R. Nanda, heard us patiently and understood our programme and then assured us all help in documenting stories on mental health Dr Nanda requested CFAR to work towards sensitization of media towards reporting of Suicide cases that usually carry gory details that run the risk of ripple effect and copy cat actions. The Hospital is also working with Mitanins, MOs and ANMs training them to conduct psychiatric evaluation and identify people dealing with psychiatric conditions. .

Following this, we met with Mr Sampath and Director CSR SECL Mr P K Singh, who asked us questions about the project and how exactly we were going to go about our deliverables.

Next we also met with Mr Nitin Sharma Assistant Director Public Relations. He gave a patient hearing to CFAR activities and assured us to provide with the required assistance on developing our story bank in Bilaspur and Korba.

We also met with Mr Vishvesh Thakre, Bureau Chief IBC 24. Mr Thakre stated that CFAR would be doing more good to the media in the State. He assured his co operation in publication of stories.

Documentation : We have started documenting stories and content but have not been able to share it with media due to the model code of conduct being in places and also shortage of space in media and non-availability of journalists due to the ongoing electioneering. The delay in field visits has also been because of non-release of funds from SECL. The first instalment is yet to be released. We have been managing from our own resources for the past two months.

Thematic trends shows maximum reports emerged on National programs and system supporting services like trainings monitoring and workshops and on critical issues only child health got focus and 38 reports published. Maternal, newborn and adolescent health had presence in media while reproductive health had only one report.

Opportunities : The trends suggest that there are opportunities to share content on reproductive health, nutrition, maternal, newborn and adolescent health. Media also needs to be sensitised on these issues. Nutrition is totally missing though the governments at the Centre and State focus on National Nutrition Mission. The State government’s focus is also on reducing anaemia, stunting and wasting and there is a need to highlight these issues. So, in the coming months we seek government’s support in helping us with the initiatives taken on this issue so that these can be shared with media. We will focus on these issues in the coming months, specifically in Bilaspur and Korba.

REPORT FOR THE MONTH OF OCTOBER, 2018

We began work immediately and Ms Aarti Dhar, Project Incharge (Chhattisgarh) and Ms Ranjana Dwivedi, State Project Manager (UP) visited Raipur on September 25 where we met the Health Secretary, Ms Niharika Barik Singh; Mr R. Prasanna, Commissioner Health Services; and Dr Sarveshvar N. Bhure, Mission Director, National Health Mission and Mr Arun Dubey, IEC incharge of NHM. We explained to them, in detail, our project. The officers were keen that we should start work immediately and that we should build capacities of IEC staff and the Health Department in Raipur as well. The Health Secretary said we should have a formal meeting with all programme heads in the next visit and assured us all help for a smooth launch of the project.

We called on Mr Sunil Kumar, chairperson of the CSR Committee of SECL to thank him for the support the committee had extended in approving our project. It was a courtesy call.

Workshop : A major highlight of the month was a workshop on `` Shared Perspective for Media Advocacy on Health’’ organised by CFAR for senior officials, programme heads, IEC officers, PROs, partners and stakeholders on October 26 at NHM office at Atal Nagar.

The main objective of the workshop was to understand how media advocacy could be used for demand generation for health seeking behaviour among the communities.

Apart from developing a common understanding on the need of media intervention, it also took stock of the Health Department’s experiences with media. The workshop sought to inform the senior officials and other participants about the proposed media advocacy plan to be implemented by CFAR.

Outcomes of the workshop :

• Officials of the Department of Health and Family Welfare, National Health Mission and their partners in health were oriented about the CFAR programme. • Stakeholders were informed about the need of media advocacy in health. • Taking stock of the expectation of the Department of Health and Family Welfare and National Health Mission from the CFAR project. • The Commissioner, Department of Health and Family welfare agreed to training of official on media engagement.

Suggestions/Recommendations :

1) CFAR should train people in the Department of Health and Family Welfare and National Health Mission on what should be shared with the media and what not. 2) Sensitise media that most of the health problems such as dengue, diarrhoea, and infections are not always related to the Department. 3) Train people in how to respond to the news reports. 4) CFAR should meet with the Health Department social media team to help them with content and messaging. 5) CFAR should create content to be put up on the website. Some of these could be backgrounders so that journalists can just look up the website and use the content instead of calling up officers. 6) Officers should give out all information in writing to prevent misquoting and incorrect information. 7) CFAR should do a baseline survey of how many reporters do in-depth stories. 8) CFAR will identify some journalists who can be sensitise and trained

(Detailed report on workshop is attached)

Progress on hiring :

We have already hired Ms Surabhi Singh in Raipur who heads the Raipur office.

Ms Kanchan and Ms Angelina have been shortlisted for Raipur office.

We have shortlisted a couple of spaces for office accommodation and one of these would be finalised soon.

We are in the process of hiring and setting up office in Bilaspur as required under the contract.

Meetings with editors/journalists:

We have met a number of editors and journalists in Raipur and apprised them of our project while seeking their help in publishing health-related stories and sending their reporters on media sensitisations.

List of journalists we have met: 1) Mr Ruchir Gupta, Navbharat (he has since resigned and joined a political party) 2) Mr Mohan Rao, editor of Hindi Pioneer. The paper brings out one page on health every day and there is ample scope for our stories. We have also met the health reporter, Mr Manoj who showed keen interest in our project. 3) Mr Shirish Mishra, Input Editor of IBC24, a leading channel, who assured us all help in coverage. 4) Mr Sunil Kumar, Editor/owner Dainik Chhattisgarh. He assured to use our stories and send his reporters for sensitisation.

Excellent report is described as the one that has a picture/infographic, good display, voice, data and adequate information about the issue. Story sharing: We have not been able to share any stories so far because of the Model Code of Conduct in place for Assembly elections. The officers are not ready to share success stories with us as they feel it would be a violation of the code of conduct. Hence, we are lagging in this, but we have no doubt that we will catch up and fulfil the targets after November 20 when both phases of polling end in the State.
