This thesis aims to explore this question by looking at Japan’s foreign policy in the region and uncovering how political actors manipulated the concept of nationalism in foreign policy discourse. -

THE TECHNOLOGICAL IMAGINARY OF IMPERIAL JAPAN, 1931-1945 A Dissertation Presented to the Faculty of the Graduate School of Cornell University in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Aaron Stephen Moore August 2006 © 2006 Aaron Stephen Moore THE TECHNOLOGICAL IMAGINARY OF IMPERIAL JAPAN, 1931-1945 Aaron Stephen Moore, Ph.D. Cornell University 2006 “Technology” has often served as a signifier of development, progress, and innovation in the narrative of Japan’s transformation into an economic superpower. Few histories, however, treat technology as a system of power and mobilization. This dissertation examines an important shift in the discourse of technology in wartime Japan (1931-1945), a period usually viewed as anti-modern and anachronistic. I analyze how technology meant more than advanced machinery and infrastructure but included a subjective, ethical, and visionary element as well. For many elites, technology embodied certain ways of creative thinking, acting or being, as well as values of rationality, cooperation, and efficiency or visions of a society without ethnic or class conflict. By examining the thought and activities of the bureaucrat, Môri Hideoto, and the critic, Aikawa Haruki, I demonstrate that technology signified a wider system of social, cultural, and political mechanisms that incorporated the practical-political energies of the people for the construction of a “New Order in East Asia.” Therefore, my dissertation is more broadly about how power operated ideologically under Japanese fascism in ways other than outright violence and repression that resonate with post-war “democratic” Japan and many modern capitalist societies as well. This more subjective, immaterial sense of technology revealed a fundamental ambiguity at the heart of technology. -

Klein1 and Andrew G. Humphries2 LINK TO ABSTRACT To dwell in Adam Smith’s thought one places him in history and streams of discourse. We learn a bit about his personage from contemporary memoirs and accounts, his personal communications from his correspondence, and his influences from the allusions and references in his work. Also useful is the catalogue of his personal library. He did not much write inside the books he owned (Phillipson et al. 2019; Simpson 1979, 191), but Smith scholars use the listing of his personal library in interpreting his thought. The cataloguing of books belonging to Adam Smith has been the work of numerous scholars, the two chief figures being James Bonar (1852–1941) and Hiroshi Mizuta, who in September 2019 reached the age of 100 years. To aid scholarship, we here reproduce the checklist created by Mizuta (1967). We gratefully acknowledge the permission of both Professor Mizuta and the Royal Economic Society, which holds copyright. The 1967 checklist has been bettered, notably by Mizuta’s own complete account represented by Mizuta (2000). That work, however, does not lend itself to a handy checklist to be reproduced online. When Mizuta made the 1967 checklist, those of Smith’s books held by the University of Edinburgh had not all been recognized as such. When a librarian has a volume in hand, nearly the only way to determine that it had been in Smith’s library is by the presence of his bookplate, shown below. -

Optimists emphasize the Internet’s great potential to empower citizens, while pessimists underscore the persistent dominance of conventional actors in shaping diplomacy. These conceptual debates fail to build analytical models that theorize the mechanisms through which citizen activism impacts foreign policymaking in the Internet era. Focusing on the interactions between “old” institutions and new practices enabled by technology, I argue that Internet-based citizen activists are using multiple and evolving strategies to engage with the conventional media and policymakers. My Hybrid Model provides an analytical framework with which scholars can describe new forms of non-electoral representation by citizen movements, while challenging foreign policy decision making theories established before the social media. My model traces the Senkaku/Diaoyu Islands dispute between China and Japan, in which nationalist campaigns online and offline have fueled a series of confrontations since 2005. Presenting practical implications for foreign policymakers and the conventional media to respond to the transformation, this Hybrid Model also helps citizens play a more active role in international relations. In conclusion, I explore the analogy between the Internet and past innovations in communication technologies to shed light on the future of the Internet and politics. -

Il complesso documentario Ministero e Real Segreteria di Stato presso il Luogotenente Generale Frate gli “strumenti di ricerca” annovera i Repertori del Ripartimento Polizia. I 35 volumi manoscritti – degli inventari analitici, la cui redazione è da fare risalire agli inizi del XIX secolo – attengono a documentazione relativa agli anni 1819 – 1855. Ogni repertorio è strutturato secondo una suddivisione che comprende le seguenti voci: - numero di filza, fascicolo, documento; - data riportata dal documento (giorno, mese, anno); - oggetto, ovvero contenuto del documento; - annotazioni. Quasi tutti i repertori alla fine presentano un indice alfabetico onomastico, analitico e topografico. L’inventario digitale testuale tende a conservare la originaria struttura redazionale. Ciò in quanto risulta innegabile che il modo in cui è articolato uno strumento di descrizione archivistica è sempre da collegare all’attività dell’archivista, in quanto prodotto intellettuale di una determinata epoca e di un determinato contesto. A volte è esso stesso ad essere sottoposto a successivi interventi archivistici stratificati nel tempo, e quindi è documento e testimonianza di un modo di descrivere. L’inventario digitale testuale, costituito cioè da pagine statiche in formato testo, è una tra le tipologie di strumenti di ricerca che le istituzioni archivistiche propongono in rete. Questi linguaggi consentono di inserire i tradizionali strumenti cartacei in qualunque sistema di comunicazione mantenendo la struttura originaria. La riedizione degli strumenti di ricerca ha proceduto all’esame delle informazioni originarie, costituite sia dall’impostazione della grafica a stampa, tipica degli inventari dell’epoca, che ne fa da contenitore sia da quell’insieme di testo, note, spaziature, elenchi, particolarità ortografiche e calligrafiche che ne costituisce il contenuto. -

Misato Matsuoka 1 & Michal Thim 2 Abstract This paper seeks to examine the potential roles of Taiwan-Japan relationship that has been rarely considered in the analysis of regional relations. Conventionally, Taiwan’s peculiar position in regional and global politics is scrutinised through lenses of two counter-balancing relationships: (1) Cross-Strait Relations (CSR) with the People’s Republic of China (PRC) and (2) its relationship with the United States defined by the Taiwan Relations Act of 1979, and the interplay among the three states has been vital for Taipei in terms of upholding its de facto independence. However, with the increasing assertiveness of Beijing regarding maritime territorial disputes along its coastline, Taipei does not hesitate to act outside of the established partnership in an effort to secure its claim and/or negotiate settlement with other claimants. In 2012-2013 alone, Taiwan has been involved in two escalations along its maritime borders with two US treaty allies: Japan and the Philippines, both cases providing an example of Taipei’s own involvement in regional disputes. Particularly regarding the former case, with the return of Shinzo Abe to premiership, there has been remarkable dynamics in Taiwan-Japan relations. In January 2013, Japanese Ministry of Defence’s White Paper publicly acknowledged potential PRC’s attack on Taiwan as one of the examined scenarios leading to Japan’s conflict with the PRC. More significantly, in April Japan and Taiwan reached an agreement on fishing right in the disputed area of Diaoyutai/Senkaku islands, significance of which stands out when comparing with willingness of other claimants to make compromises over their territorial claims in East and South China Seas. -
