EUROPE AND CENTRAL ASIA KEY RESULTS/CONSTRAINTS IN 2016 X Conflict-affected people met their most pressing needs, learnt safe practices to mitigate the dangers they faced, and benefited from psychosocial support. ICRC-built walls helped reduce risks of injury for people in some areas. X Dialogue with high-level authorities and intergovernmental organizations helped build support for humanitarian principles and action within the region and around the world. X The authorities’ efforts to address the issue of missing persons led to the resolution of some cases, but many more remained unresolved. Missing persons’ families received psychosocial and other support. X Hospitals, clinics, blood banks and haemodialysis facilities in eastern Ukraine received ICRC assistance, increasing the availability of appropriate treatment for people with injuries or chronic illnesses. X Detainees restored or maintained family links with ICRC assistance. Penitentiary authorities received ICRC feedback on detainees’ living conditions, including access to health care, and support for improvements. X The region’s National Societies partnered with the ICRC on humanitarian activities, particularly assistance for conflict-affected people and migrants, including asylum seekers and refugees. INSTITUTE FOR DEMOCRATIC INITIATIVES (IDI) ! REPUBLIC OF AZERBAIJAN EARLY PARLIAMENTARY ELECTIONS FEBRUARY 9, 2020 II INTERIM REPORT (January 17, 2020 - February 07, 2020) BAKU FEBRUARY 8, 2020 1 I. SUMMARY At this stage, IDI prepared a report by conducting monitoring on the pre-election environment, the election preparation process, the nomination and registration process, the activities of the election administration, preparation for the campaign, the status of complaints and appeals. No progress has been made in the pre-election campaign to ensure political freedoms, in particular, freedom of speech and press and freedom of assembly, and those who are considered as political prisoners were not released. During the reporting period, the Central Election Commission (CEC) continued its preparations for the forthcoming elections and technically carried out its activities according to the law and during the legal period. However, it could not ensure equal conditions for candidates during the pre-election campaign. The update of voter lists was finished on January 15 with 5,238,000 people in 125 constituencies. 25,098 voters were added to the list. The figure released by the CEC is still drastically different from the figure released by the State Statistics Committee. According to IDI observations, voter lists were not placed at precincts in some election constituencies or it is impossible to see those lists due to the areas they were placed. Furthermore, some polling stations were closed during working hours. 313 people withdrew their nominations within a very short time. Observations show that mass and immediate withdrawal of candidates creates doubt that the process will be carried out by instruction. -

While the economic and security dimensions of Turkey’s role in the region have been amply addressed, its cross-border ties with societies in the Caucasus remain under-researched. This issue of the Cauca- sus Analytical Digest illustrates inter-societal relations between Turkey and the three South Caucasus states of Arme- nia, Azerbaijan, and Georgia, as well as with the de-facto state of Abkhazia, through the prism of NGO and diaspora contacts. The armed forces of Armenia, while concentrating additional forces and military equipment at the line of contact, starting from 23 April 2016, fired intensively on the positions of the armed forces of Azerbaijan and the civilian settlements near the confrontation line using large-calibre weapons, mortars, grenade launchers and heavy artillery. -

Empire, Nation, and the Islamic World: Bosnian Muslim Reformists between the Habsburg and Ottoman Empires, 1901-1914 Harun Buljina Submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2019 © 2019 Harun Buljina All rights reserved ABSTRACT Empire, Nation, and the Islamic World: Bosnian Muslim Reformists between the Habsburg and Ottoman Empires, 1901-1914 Harun Buljina This dissertation is a study of the early 20th-century Pan-Islamist reform movement in Bosnia-Herzegovina, tracing its origins and trans-imperial development with a focus on the years 1901-1914. Its central figure is the theologian and print entrepreneur Mehmed Džemaludin Čaušević (1870-1938), who returned to his Austro-Hungarian-occupied home province from extended studies in the Ottoman lands at the start of this period with an ambitious agenda of communal reform. Čaušević’s project centered on tying his native land and its Muslim inhabitants to the wider “Islamic World”—a novel geo-cultural construct he portrayed as a viable model for communal modernization. Over the subsequent decade, he and his followers founded a printing press, standardized the writing of Bosnian in a modified Arabic script, organized the country’s Ulema, and linked these initiatives together in a string of successful Arabic-script, Ulema-led, and theologically modernist print publications. By 1914, Čaušević’s supporters even brought him to a position of institutional power as Bosnia-Herzegovina’s Reis-ul-Ulema (A: raʾīs al-ʿulamāʾ), the country’s highest Islamic religious authority and a figure of regional influence between two empires. -

United Nations A/72/148–S/2018/843 General Assembly Distr.: General Security Council 17 September 2018 Original: English General Assembly Security Council Seventy-second session Seventy-third year Agenda items 35 and 40 Protracted conflicts in the GUAM area and their implications for international peace, security and development The situation in the occupied territories of Azerbaijan Letter dated 11 September 2018 from the Permanent Representative of Azerbaijan to the United Nations addressed to the Secretary-General Upon instructions from my Government, I have the honour to transmit herewith the records of violations of the ceasefire by the Republic of Armenia in June, July and August 2018 (see annexes I, II and III).* During the reporting periods, the armed forces of Armenia violated the ceasefire regime 2,701, 2,745 and 2,280 times, respectively, and continued to use large-calibre guns and heavy weaponry from their positions in the occupied territories of the Republic of Azerbaijan and in the territory of the Republic of Armenia. The continuous military occupation of the territories of Azerbaijan by the armed forces of Armenia, accompanied by ethnic cleansing and the displacement of more than 1 million Azerbaijanis, is the major impediment to peace, security and development in the region. A political solution to the conflict can only be reached after the complete and unconditional withdrawal of the Armenian armed forces from the occupied territories of Azerbaijan. I should be grateful if you would have the present letter and its annexes circulated as a document of the General Assembly, under agenda items 35 and 40, and of the Security Council.
