Jeff Sessions Senator U.S. Senate 1800 Fifth Avenue North, 341 Vance Federal Building Birmingham, AL 35203-2171 Re: Atlanta Optimization of Airspace and Procedures in the Metroplex Environmental Assessment-Early Notification Dear Senator Sessions: This notification letter is to inform you that the Federal Aviation Administration (FAA) is preparing an Environmental Assessment (EA) to consider the potential environmental impacts from the proposed airspace and procedure changes associated with the Atlanta Optimization of Airspace and Procedures in the Metroplex (OAPM) study. The “Metroplex” is described as the airspace and airports within a busy metropolitan area, such as Atlanta. In the Atlanta area, the efficiency of aircraft operations would be improved by streamlining airspace and procedures around the Jackson-Hartsfield International Airport and surrounding airports within the Atlanta Metroplex. To evaluate the potential environmental impacts associated with the OAPM study, the FAA has established a Study Area in which to evaluate potential impacts from proposed changes in aircraft flight paths that may occur. Although your county or district has been included in the Study Area, actual changes may or may not occur within your jurisdiction. The study would not result in changes at or near any of the airports, including changes on the ground or an increase in the number of aircraft operations at airports within the Atlanta Metroplex. This proposed project may involve changes at higher altitudes within the Study Area. The FAA has begun preparation of the Environmental Assessment and intends to issue a final document in early 2014. We welcome your input as we conduct this assessment. We are sending this early notification for the following reasons: 1. To advise you of the Environmental Assessment, 2. To provide you an opportunity to submit any background information that you may have regarding the Study Area established for this Environmental Assessment, and 3. To provide you an opportunity to advise the FAA of any issues, concerns, policies or regulations that you may have regarding the environmental analysis that is being undertaken. A-5 March 2014 Appendix A: Agency Coordination, Public Involvement, and List of Receiving Parties 2 As the environmental analysis and documentation are being compiled, the FAA will be coordinating with the appropriate Federal, State, and Local agencies and Native American Tribes. If you desire to provide comments and/or have any questions about the information provided, please provide them by email or letter before June 14, 2013 to the following address: Federal Aviation Administration Air Traffic Organization Eastern Service Center, Operations Support Attn: Bonnie Baskin 1701 Columbia Avenue College Park, GA 30337 or, Email: [email protected] All comments the FAA receives will be considered in the decision-making process. All comments will be addressed by subject matter rather than responded to directly. Sincerely, Barry A.
