COLLEGE TRANSPORT POLICY

Mata Gujri College, Fatehgarh Sahib is providing a subsidized, secure and safe arrangement of transport facility for students, teaching staff & non-teaching staff. The transport facility is available from 14 different locations i.e Chandigarh-Mohali, Landran, Patiala, Nabha, Bhadson, Khanna, , Amloh, Kalsana, Tohra, Katal, Dandrala, Khamano, Rajgarh Channa etc.. All the buses reach the campus by 8:45 am (Approximately) and leave the Campus by 4:35 pm (Approximately) or as per scheduled activities / events in the college

Objective The purpose of Mata Gujri College Vehicle Transportation system is to provide subsidized transportation facility to ensure accessibility of educational institution to girls from the rural areas as they prefer college buses over public transport and to ensure the highest degree of safety attainable for our students and faculty. This policy will outline the proper procedures, rules, regulations for various functions related to vehicle usage. The policy applies to anyone availing college transportation facility, college- related travel and vehicles owned or hired by the college.

Constitution of the College Transportation Committee The College Transportation committee (Annexure-I) will be constituted with the order of Director-Principal of the college and will comprise of the members from various departments for smooth working of college transportation system. General Rules

1. The transport facility, on payment basis, is arranged by the college to facilitate the Day Scholars. All the buses are centrally managed by the college administration through its Transportation committee.

2. Transport facility is for the full academic session and optional for Day Scholars. Allotment is purely on first come first serve basis to the students who undertake to abide by the transport rules and regulations of the college. 3. The college reserves the right to frame, amend, revoke, repeal and enforce the Rules & Regulations, as and when deemed fit; and students shall be well versed and updated with the amended Rules & regulations as applicable from time to time. 4. The College Management has complete authority to inspect transport vehicles including personal belongings during transit or at any time in and outside the campus.

5. The college Management reserves the rights to deny transport facility to any student on the grounds of misconduct/ Indiscipline. 6. Ragging, by law, is strictly prohibited. Any student who is traveling in the college bus found indulging himself / herself directly / indirectly in any activities like theft / ragging / fighting / quarrelling / use of abusive language / misbehave with fellow students, juniors / seniors or Staff members, shall be considered a serious misconduct /indiscipline and strict disciplinary action shall be initiated against him / her as deemed necessary or may be handed over to police for legal proceedings according to nature of offence for which entire responsibility lies on the concerned student. 7. Eve teasing and public display of affection are strictly prohibited in the College campus as well as during the transit. Any kind of violation will attract strict disciplinary action including expulsion from the college. 8. Use of any kind of intoxicants (like Drugs, Smoking, Drinking) Gambling, Playing Cards, Photography (without permission) etc., are strictly prohibited in the college Campus as well as during transit. Students involved in any such act shall be liable for STRICT disciplinary action. 9. The students availing the transport facility shall be responsible for all the personal belongings and the college management is not responsible for theft / loss of property during travel in bus. 10. All students must reach at their respective bus stops at least 5 minutes before the scheduled departure time of the bus. Students will board the buses from the assigned boarding point/location only. They will board only that bus route that has been allocated to them and occupy the allotted seat only. 11. The Boarding is entirely at risk of the student availing transport facility. The college management does not own any type of responsibility towards compensation of any nature whatsoever.

12. No one would be compensated for the distance covered by student for boarding the bus from designated point. Buses will run on pre-determined routes as laid down by the College. Students will be assigned routes and pick up points. The same shall be subject to change from time to time. 13. In case of breakdown of the college Bus due to mechanical fault or any reason, no charges towards alternative conveyance would be paid, however full efforts shall be made to make alternate arrangement. 14. Buses will run on pre-determined routes (Annexure-III) as laid down by the college. Students will be assigned routes and pick up points. The same shall be subject to change from time to time. 15. Students are advised to occupy their bus seat at least 5 minutes before the departure from college campus. No one will board the bus while it is in motion. 16. Any student found travelling in bus without having paid the transport fee, he/she shall be liable to be fined Rs.500/- for first time and if repeated, student shall be assumed as a regular traveller and charged full transport semester fee plus fine. 17. Students are advised to carry Student ID card (Bus Pass) all time during transit and are liable to produce the same as and when asked by the College authorities. Travelling without Bus Pass is strictly prohibited and for any violation a fine of Rs. 200/-will be imposed each time. 18. Students are liable to pay for any damage caused by them to the transport vehicle or property therein either alone or jointly with others. In addition disciplinary action could also be initiated against them. 19. Students staying in the hostels are not permitted to travel in the buses until and unless they have been specifically authorized (written consent from transport Committee) to do so. 20. No one plays loud music (Earphone music is permitted). No hooting, clapping, singing, loud talking in the bus is allowed. 21. In case of violation of any rules & regulation or any instruction issued by the college Management, a penalty, in form of fine or cancellation of bus pass including expulsion from the College may be imposed on the student.

22. For any transport related query and any updates please contact with Teacher/Staff incharge of respective Bus (Annexure-IV). 23. For Industrial Visits/ Educational Tours within the permit limit, the concerned department will give application (Annexure-V) at least one week before the date of visit/tour for arrangement of bus and permission.

Payment Rules 1. Transport Fees (Annexure-II) is charged session wise i.e., on annual basis and the same shall be deposited in the starting of session with admission fees or after according to availability of seats. 2. No deposited fees will be refunded or transferred to the account of any other student. If a student decided not to avail the bus facility in between the semester. 3. Once the Transport Fee is deposited, student cannot change the stop / route without prior permission of the college Transport committee. 4. Fee is NON-REFUNDABLE if the transport is withdrawn on grounds of violation of rules & regulations. 5. Staff must inform the Transport Incharge 15 days before to avail or leave the bus facility. The charges of service will be deducted from the salary of respective staff member. 6. The college management has the right to change the bus fare structure without giving any prior notice. 7. Instructions for Drives/ Conductors 1. Employees appointed as driver for College bus must go through a formalized driver training program. 2. Driver must have valid Driving license for Bus Driving from designated authority of the Government. 3. Driver must submit Photocopy of his driving license, Medical Fitness certificate, Aadhar Card and emergency number to the Transport Incharge.

4. Driver will be responsible to keep all the required documents of their respective college bus i.e RC/ INSURANCE/ POLLUTION etc. in complete manner in the bus. 5. Driver will inform the transportation committee at least 3 months before the renew of documents of the vehicles (Registration, Insurance, any other approval). 6. Driver will keep the record of repair and maintenance of buses and will get approval for service from the transportation committee at least 7 days in advance. 7. Drivers and Conductors must wear the dress and name plates during their duty.

Amendments of Transport Rules & Regulations The college transportation committee reserves the right to modify / cancel or amend all or any of these rules and issue supplementary rules or amended rules without prior notice and shall be applicable with effect from the date of notification of such amendment.
