1. How Sport have earmarked the £4million to various funding streams?

Hi All

With enquiries on the facilities investment, there are two parts to it.

1. £1million of funding that needs to be allocated by the end of the financial year. We have identified some potential projects for investment and they will now need to submit a formal application. 2. £4million of funding that will subject to an as yet unconfirmed application process.

Given that no funding decisions have been confirmed for the £1m investment, we recommend that we provide general holding response and do not mention projects specifically.

1. Enquiries related to ‘shovel ready’ projects. “Sport Wales has been allocated an additional £5m to support the delivery of a range of sports facilities across Wales. “Welsh Government has asked that the first £1million of this capital investment is allocated to projects that are ready to progress. “As a matter of course, Sport Wales has been in discussions with a number of organisations about facilities projects. All of these projects include a partnership approach to investment, with potential Sport Wales funding making up part of the overall project costs. “No funding decisions have yet been confirmed. Identified projects are now being asked to submit their formal application for funding. “The remaining £4million of capital investment will be subject to an application process. Details of this process will be communicated in due course.”

For general enquiries we respond with a very short holding line.

2. General enquiries to access the £4m. “Sport Wales is currently working on details for the application process. These details will be communicated in due course.”

We’ve finalised the criteria and process for the remaining “Place for Sport” fund and propose to send out the attached press release, to local and regional agencies, for the Open online process on 30th April. The system is currently being tested and translated. Are you ok with the draft quote from the Minister? The press release will also be customised with a quote (and possibly image) from a relevant athlete as per the second attachment.

As a reminder, the three groups of funding for the £4M are, circa: 1) £1M for an Open online process, 2) £1M for an enhanced 3G collaboration project and 3) £2M for NGBs and Local authorities specific projects.

Welsh Government pitch in with extra £5m for sports facilities

Sport Wales have been allocated an additional £5m to support the delivery of a range of sports facilities across Wales.

Money will be allocated to Sport Wales so they can move quickly and contribute to projects across the country that are shovel ready right now. Funding will be allocated to ensure a good geographical spread across Wales, across sports and support collaborative, multi-sport projects wherever possible.

The capital investment will seek to:

 Improve and protect existing sports facilities that support the needs of local communities.  Invest in new and different places that meet the needs of local communities.  Create a more resilient, sustainable sport sector.

This new funding is in addition to the £5 million announced in the summer for the new Healthy and Active Fund – a partnership between Sport Wales, Public Health Wales and the Welsh Government..

The new £5 million investment for sports facilities in Wales demonstrates a firm commitment to boost delivery on facilities that support an active Wales. It is also the first phase of investment following recommendations that emerged from the review of sport facilities undertaken earlier this year.

Minister for Culture and Sport Lord Elis-Thomas said:

“Whether it’s the hall you do classes in or the pitch you play on, having the right facilities in place has a big impact on a person’s experience – and likelihood of them participating on a regular basis. .

“There is a clear need to increase the spread of top-class facilities across the country, but we must also consider how these would benefit local communities, as well as elite athletes.

“Geraint Thomas MBE’s Tour de France win cannot be understated and is this having a strong impact throughout Wales – we’ve already seen bike sales jump and the BBC Sport Personality of the year accolade will likely cause a further ripple effect – and so we stand ready with sport Wales to act quickly to build upon the momentum that has been gained and promote a cycling legacy.

“I want to encourage multi-sport developments that are viable in the long term, delivered through partnerships between public, private and commercial organisations. I very much look forward to seeing how this investment supports local sportsmen and women and adds to their enjoyment of playing sport at different levels. We believe in the extraordinary power of sport and physical activity to bring together people of all backgrounds and abilities and to help harness our communities.”

Work continues on the remainder of the £5 million capital fund (now titled “A Place for Sport Fund” / “Cronfa Lleoedd Chwarae”).

However, in the meantime all the offer letters have been sent for the initial £1million schemes and they are in the spreadsheet attached.

A couple are ready to go with some publicity (Wrexham Hub and Cardiff Maendy BMX pump track).
