First Printing December 2006 Printed in Canada Foreword This book was conceived when Canadian Dairy Commission (CDC) staff realized that many CDC pioneers were getting on in years, or in some cases, had passed away. The four decades of the CDC’s history span a period during which more change occurred, both technological and organi- zational, than had previously taken place from the day the first dairy cow set hoof on Canadian soil. The CDC has been a wit- ness, participant, and from time to time a driving force, in the modernization of Canada’s dairy industries. We felt we had reached a point in our history when it was im- portant to record those changes. It is easy to lose track of the ra- tionale for decisions and agreements that continue to influence the way we do business today. Knowledge of what happened in the past—and why—may with profit inform and influence future decisions. The book should serve as an exposition for our counterparts in other countries of what a fair and well-run dairy industry can do for all its stakeholders, from producer to consumer. Canada’s system may look complex from the outside, but its checks and balances have worked for us. This history will also stand as a monument to the outstanding people who have led our industry over the years and have brought us through more than one period of crisis, when lesser leaders would have thrown up their hands. We have been truly fortunate in the succession of pathfinders who, coming from farms, facto- ries, the civil service and the political platform, have succeeded in drawing together an industry from Vancouver Island to St. John’s to make Canada a world leader in dairy products.     The Trajectory of Three Marketing Boards in Canada: Gone, Going… and Curiously Persistent BRYAN P. SCHWARTZ INTRODUCTION overnment operated single-desk marketing boards were a feature of the Canadian agricultural economy for much of the 20th and G 21st centuries. However, their future viability and existence is now the subject of increasing criticism and doubt. This essay seeks to explain general trends by comparing and contrasting the past, present, and projected future of three schemes: the Canadian Wheat Board (CWB), the Freshwater Fish Marketing Corporation (FFMC), and the Canadian Dairy Commission (CDC). At one time the CWB was the largest grain marketing board in the world1, but after briefly being reduced to an option for producers as a dual-desk marketing board, the CWB has now been fully privatized. The FFMC has lost exclusive control in many jurisdictions, most recently ceasing to operate as a single-desk entity in Manitoba, and now operating as a single-desk only in the Northwest Territories. At the same time, the CDC continues to persevere despite both international pressure from partners to new free trade agreements that seek to reduce its authority, and domestic criticism that it is inefficient, hurts the disadvantaged, and stifles innovation.     SaSkatcheWan EleCtIonS: A History DecemBer 13th, 1905 The Liberal Party formed Saskatchewan’s first elected government. The Liberals were led by Walter Scott, an MP representing the area of Saskatchewan in Wilfred Laurier’s federal government. Frederick Haultain, the former premier of the Northwest Territories, led the Provincial Rights Party. Haultain was linked to the Conservative Party and had advocated for Alberta and Saskatchewan to be one province named Buffalo. He begrudged Laurier for creating two provinces, and fought Saskatchewan’s first election by opposing federal interference in provincial areas of jurisdiction. RESultS: Party Leader Candidates elected Popular vote Liberal Walter Scott 25 16 52.25% Provincial Rights Frederick Haultain 24 9 47.47% Independent 1 - 0.28% Total Seats 25 AuguST 14th, 1908 The number of MLAs expanded to 41, reflecting the rapidly growing population. The Liberals ran 40 candidates in 41 constituencies: William Turgeon ran in both Prince Albert City and Duck Lake. He won Duck Lake but lost Prince Albert. At the time it was common for candidates to run in multiple constituencies to help ensure their election. If the candidate won in two or more constituencies, they would resign from all but one. By-elections would then be held to find representatives for the vacated constituencies. This practice is no longer allowed. In that time frame, Canada’s China policy would undergo many different shifts. A close examination shows that these shifts were closely linked to the shifting attitudes of successive Canadian leaders. Four different prime ministers would serve in office during Canada’s recognition process, and the inauguration of each prime minister signaled a shift in Canada’s China policy. The issue of recognizing the People’s Republic of China was intertwined with several other issues that were important to Canada. Among these were the economic potential of China, Canada’s need for collective agreements to ensure its security, the desire of the United States to influence Canadian policy, and the desire of Canadian officials to demonstrate the independence of Canadian policy.
