C. Damages o A total of 50,919 houses were damaged (5,225 totally /45,694 partially ) – Tab C o Estimated cost of damage to infrastructure and agriculture were pegged at PhP 10.533 Billion ( PhP 3.449 Billion – Infrastructure; PhP 7.081 Billion – Agriculture and PhP 0.003 B - Private Property) – Tab D D. Cost of Assistance o Cost of Assistance is PhP 87,501,298.74 : NDCC (PhP 19,801,250) ; DSWD (PhP 19,145,860.83 ); DOH (PhP 5,383,890); LGUs (PhP 34,420,060); NGOs/Other GOs (PhP 8,750,238) – Tab E o NDCC Rice assistance – 21,800 sacks of rice were already distributed to the LGUs in Regions I, II, III, IV-A, IV-B, V, VI and CAR E. Status of Roads and Bridges – Tab F Northern Luzon o Status of Five (5) Major Roads and Bridges Going to Baguio City, CAR Kennon Road, Naguillan Road, Baguio –Bontoc Road (Ambassador Section) and Marcos Highway are already passable while Baguio-Nueva Vizcaya Road (Kayapa-Baguio Road) is still not passable. Clearing and punch-thru operations are on going Bued Bridge at Manila North Road located at the boundary of La Union and Pangasinan is not passable due to collapsed 2 middle spans Alternate Route: (Going to La Union and Ilocos provinces o Manila-Tarlac City-Camiling–Mangaldan-Mangatarem-Lingayen-Dagupan City – de Venecia Highway –San Favian-Damortis, La Union o Manila to Binalonan (using Manila North Road ) turn left to Manaoag- San Jacinto –San Fabian-Damortis, La Union o Urdaneta- Manaoag- San Jacinto-San Fabian-Damortis, La Union Region IV-A o Palico-Balayan-Batangas Road – impassable due to scoured embankment and protection of Ist approach of Cawong Bridge o Marikina –Infanta road Road (Marcos highway - impassable due to washed-out 2 nd approach of last span II. HUMANITARIAN RESPONSE A. Food and NFIs o DSWD provided PhP19.145 Million worth of relief augmentation support/ assistance consisting of food (rice , canned goods, biscuits) and non food items (mats blankets and clothing ); released PhP13.5 M additional stand by funds to DSWD FOs, NCR, Regions I, II, III, IVA, IVB and V for the purchase of emergency supplies for the relief aid requirement of affected families ; process release of additional standby funds to DSWD FO I, II, V and CAR at PhP1 M each and NCR, III and IV-A at P3M each ; transported PhP5.46 Million worth of emergency relief commodities on Oct 12, 2009 from DSWD-NROC to the typhoon-affected areas; and prepositioned emergency relief supplies at Villamor Air Base, Pasay City for Ilocos Region (still awaiting for availability of aircraft) consisting of the following items: 1,000 each of family food packs (PhP120,000); 2 clothing packs (PhP100,000); blankets (PhP90,000); plastic mats (PhP210,000); 5 gallon jugs with potable water (PhP148,000 and towels (PhP75,000 worth PhP744,000 o PNRC sent 2,954 emergency food packs to Pangasinan and 1,609 to La Union; sent 5,000 food parcels to Pangasinan; served 12,905 families/65,525 individuals in Zambales, Tarlac, Pampanga, Nueva Ecija, La Union, Ilocos Sur, Cagayan, Bulacan and Benguet and immediate release of initial relief fund worth PhP1.5 million to Benguet, Baguio City, La union, Nueva Ecija , Cagayan, Ilocos Sur and Kalinga B. Health and WASH o DOH CO provided assorted drugs and medicines to CHDs I, II, III and IV-B and 3 sets of HEMS kit worth PhP2,143,579.72 as of October 13, 2009 and the teams deployed to CHD III and CAR were 4 medical teams, 1 surveillance team and 2 WASH teams with 4 MDs 9 RN, 3 Engineers and 2 Aides Summary of logistics provided by CHD’s from their line budget amounted to PhP5,383,889.80 o CHD I mobilized provincial teams for rapid health assessment in evacuation centers and status of evacuees and validation of casualty cases (dead, injured and missing; coordinated with local health officers in identifying high risk groups among evacuees and recommend appropriate isolation of said cases o CHD I provided additional medicines and other medical supplies to PDCCs and CDCCs and medicines and vitamins to member responders of RDCC1 o CHD III conducted rapid assessment survey, medical consultations, disease surveillance and outbreak investigation and psychosocial processing; and continuously conducting assessment and provision of medical/public health/nutrition and IEC materials o CHD-CAR conducted rapid assessment, psychosocial debriefing for survivors and responders to commence this week in coordination with BGH&MC; augmented drugs and medicines (worth PhP1,297,205 ) to affected areas, medical mission at mansion house, IEC on proper sanitation through health advisory o CAR–DOH hospitals BGH&MC, LHMRH, and PNLGHTC are providing response, medicines, assistance and care for injured victims. The Luis Hora Memorial Regional Hospital will act as the big brother for Atok District Hospital and Abacan Emergency Hospital as road access to these areas that were cut off o PNRC set up 2 water bladders with tap stands in Dagupan (10,000 liters capacity) and in Rosales (5,000 liters) capacity C. Education o 1,118 schools were damaged in CAR, I, II, III and V: 942 Elementary Schools and 176 High Schools amounting to PhP436.614 Million o 155 schools were used as evacuation centers: 20 in CAR, 74 in Region I, 19 in Region II and 42 in Region III which housed 9,186 family evacuees D. Early Recovery o Philhealth agreed to provide 3 months advance reimbursement to all hospitals affected by the typhoon based on PGMAs directive o HUDCC conducted an inventory of relocation sites and noted that there was no much need for relocation of people in Pangasinan and La Union, HUDCC reported that there are 223 houses in Tuba, Benguet that can be used for housing project, DAR has available lands for resettlement 3 o PAGIBIG allocated PhP3 Billion for Calamity loan and housing repair loan o DOLE is undertaking project proposal evaluation for emergency employment of displaced workers and for more permanent long-term livelihood projects E. Logistics SAR and Evacuation o As a result of the utilization of resources/assets by the AFP, PNP, PCG, BFP, DPWH, and US, they were able to rescue/evacuate 165,951 families and 824,967 persons – Tabs G-1 and G-2 o PNRC deployed 15 rubber boats and 1 aluminum boat (3 SBMA/RC, 8 RC, 3 RC and PCG team, 2 Angie to the following areas: 14 RB in Pangasinan and 1 in Nueva Ecija, 1 Aluminum boat in Tarlac; dispatched two 92) 6x6 trucks owned by PNRC and SBMA Rescue Van and rescued more than 1,000 persons o PCG deployed 20 PCG Rescue teams as follows: fourteen (14) teams rescued 2,793 persons from the Victory Liner and Philippine Rabbit Liner Buses, SM Rosales and other stranded vehicles in Carmen Rosales, Pangasinan; 63 families and 75 persons in Dagupan City; 1,300 persons and 30 families in San Manuel, Pangasinan; 54 families in Lasam, Cagayan; 147 families in Santa, Ilocos Sur; 20 families in San Fernando, La Union. Six (6) teams are on standby: 2 in San Fernando, La Union, 2 in Bugallon Municipal Hall, 2 in DOTC Hangar Pangasinan area. Total Rescued – 364 families and 1,603 individuals o US Military Forces were redeployed to Northern Luzon for humanitarian assistance and disaster response operations: USS Harpers Perry with 2 H 46(Chinook Chopper) and 18 rescue boats deployed to Lingayen Gulf to support rescue operations in Pangasinan. C-130/ US Marine Corps carrying 29,000 lbs of relief goods was deployed in Basco Batanes and went back to Clark carrying 4 patients o Manny Pangilinan donated 16 rubber boats and South Korea 20 rubber boats o BFP-DILG mobilized its OPLAN Sagip and local DCCs for rescue operations o All response assets of Pasig City are still on high alert. Deployed the following assets: 2 Zodiac with outboard fiberglass boats and 3 fire boats, rescue truck, 6x6 trucks (4), dump trucks (10), emergency bancas (4), pay loaders & backhoe, life vests and all related equipment for water/flooding response. Airlift/Relief Operations o NOLCOM supported the command post of PDCC in Rosales, Pangasinan in the distribution of relief goods utilizing 6 helicopters including the Presidential Helicopter o At 151115H October, two (2) UN chartered helicopters transported 4,400 lbs of relief goods from VAB to Lepanto Mining in Mankayan, Benguet Province o At 151350H October, five (5) M35 (6 x 6) trucks from NOLCOM were deployed to Benguet to provide transportation service at the nine (9) isolated barangays in Benguet o At 151420H October, one (1) Fokker PAF aircraft transported 7,680 lbs of assorted relief goods from VAB to Tuguegarao, Cagayan. o On 15 October, Logistics Cluster Support of the UN World Food Programme flew to Trinidad (CAR) where the assessment team had debriefings/briefings and were 4 requested to drop emergency relief items (landed at Nangayan and delivered 1 MT high energy biscuits (HEB) and four (4) WHO medical kits). o At 6:43 AM 16 October 2009 PAF-C130 transported 25,895 lbs of relief goods (c/o DSWD) to Tuguegarao, Cagayan) Clearing operations o DILG deployed teams to conduct clearing of major thoroughfares, cleaning and flushing o From October 16 to 17, 2009, BFP accomplished flushing of roads/building structures, water rationing, drainage/siphoning of flooded areas and assisted 51 evacuation centers in Regions I and III. There were 51 firetrucks responded, 193 personnel involved, 735 sq meters covered and 204,040 gallons of water used TS “ONDOY” {KETSANA} (Glide No. TC-2009-000205-PHL) I.
