Meeting of Llanrhidian Lower Council held on Tuesday 11th May 2021 at 7.45pm on ‘ZOOM’

LAC (Local Area Co-Ordinator) position - Local Area Coordination Implementation Manager attended the commencement of the meeting to discuss the above position:  Planning to appoint LAC for over the next few months  Recruitment process will be co-recruit, involving local people in the process  Staff were re-distributed during lockdown so these staff have now gone back to their positions  Set up in June 2015, team has grown since then  Start process by presentation and question session – Jayne to alert other Community Councils JE  Carry out strength based, preventative work – a more resilient and confident community  Partly GP cluster funding  22 Co-ordinators at present, will be increasing to 25, grown slowly using national model

B. Local resident attended meeting to discuss concerns regarding the removal of a services post by Western Power that will reduce lighting in Mill Lane leading from the village to the community hall.  Jayne to follow up her request with Western Power to discuss alternatives JE  Alert City and County of to the future problem  Community Centre used during winter evenings, lighting need in the lane  Local people use the lane to access the village (pub/church) and walk/drive back through the lane in the dark  Particularly narrow in area lighting is being taken away  Causing other problems for houses concerned

2. Minutes of meeting held on Tuesday 13th April 2021:

Minutes agreed as a true record, proposed and seconded by Councillors Sam Hughes and Jo Gooding.

3. Declaration of Interest: Nil

4. Matters arising from minutes:  New bin in parking area by Community Hall – Jayne has requested price for CC to fund this and one for the bottom of the village – no update.  Defibrillators – defibrillators checked, spare pads needed for two working machines. Protocol and checklist written and adopted by all. Jayne applied for Lottery funding for new defibrillator, but this was turned down, look at other avenues. Councillor David Cowley will discuss situation with DC local medic and invite to next meeting.  Defibrillator registration with the circuit – Jayne to follow up, Heartbeat Trust UK – Information JE on defibrillator positions, Jayne has rung them, no reply as yet.  Email from local resident regarding broken bench on Church Green – Councillor David Cowley DC assed this it can be repaired, agreement to go ahead, in the meantime it is taped off.  Buses parking opposite garage in Llanrhidian – Becoming a problem again, one of the Councillors ALL will take photos of the situation.  New Councillors – two applications now received, on hold until able to physically meet or review in 3 months (June) if this is not possible.  Llanrhidian Community Hall Garden Project – requesting support with seating/benches in the garden, Councillor David Cowley discussed with trustees these may need to be bespoke, project may need to apply for extra funding as prices have increased since original quote.

5. Correspondence:  Email – EU and EEA. EFTA citizens living in awareness campaign. Put poster in cabinet and JE Drs Surgery.  Email from Lord Mayor – supportive message  Regeneration of Village – Support when plans are submitted

6. Planning Applications:

 2021/0883/FUL: Construction of one detached holiday lodge and provision of new car parking

area for up 12 vehicles at Llwynybwch Farm, Oldwalls Leisure, Llanrhidian

o Discussed by planning sub-committee – no objections

 2021/0947/FUL: Single storey front extension at Llwynybwch Farm, Llanrhidian

 2021/0988/FUL: Conversion of existing residential annexe into a self-contained holiday let and

fenestration alterations at Gills Hall, Llanrhidian

 2021/0989/FUL: Replacement and refurbishment of existing agricultural outbuildings at Gills Hall,

7. Financial Report:  Payment to Clerk – for April 2021, 16 hours worked  Bank balance at end of April 21 £33127.61

 Invoices to be paid: o Hanging baskets £328.00 o Post for hanging baskets £263.57

8. Coronavirus Update:  Support Services: o Jayne has informed the C&C of Swansea that the surface entrance into The Cross needs to remain and grassed area needs to be put back to grass.  North Gower Food Hub: o Food Hub being used to support local people, still some issues with room in Community Hall, but should soon be resolved.

10. Litter Pick:  Postponed until May 15th due to weather. June pick may be later in the month due to Bank holiday and half term – roads so busy. Equipment to be stored in Heronsway Garage.

11. Hanging Baskets:  Email received, hanging basket cannot be fitted to village name post as it has a 30 mph sign on it which must have no distractions.  7 posts ordered, agreed they be fitted by Cilibion Sawmills proposed and seconded by Councillors Laurence Oliver and Denise John.

12. Highways Issues: The following have been bought to the attention of the highways department and have yet to be rectified:  Whitford Mews dropped curbs – On hold  Road sign for South Gower on Llanrhidian Cross – e-mail Cllr Richard Lewis for update  Mill Lane and its state of disrepair. Looked at by highways, no money for repair at present.  Mill Lane (Community Hall), - local resident reporting his property nearly flooded  Newton Lane - Asked for sign indicating way to beach (requested in January).

 Sink hole in School Lane – repair will take place once land (field) is dry enough to access

 Ruts on Mill Lane been caused by BT Openreach – reported

 Drain cover missing outside The Greyhound in Oldwalls – temporary cover and cone placed there

 Request slow signs in Oldwalls to stop traffic speeding through.

Jayne asked highways for an update on all the above – no new update

 Sinkhole at West Penrhallt  Cattle grid on Marsh road

Footpath Issue:  Sink hole appeared in footpath 14 (behind The Greyhound) Oldwalls to , – Repaired, photos sent and reported on FB page.

13. Any Other Business:  Malt Hall – Cars are speeding along Malt Hall after children being dropped off in school lane, there SH have been near misses and a cat has been run over. Ask local police if they will assess the situation and maybe a 20mph zone is required.  Reapply for a zebra crossing to connect the top of the village (Whitford Mews) with the school and JE main village safely.  Agreement made to delay the AGM until Council can physically meet (hopefully June meeting).  AGM to be held 8th June 2021 at 7.45pm
