Meeting of Llanrhidian Lower Council held on Tuesday 13th April 2021 at 7.45pm on ‘ZOOM’

2. Minutes of meeting held on Tuesday 9th March 2020: Minutes agreed as a true record, proposed and seconded by Councillors David Cowley and Jo Gooding.

3. Declaration of Interest: Nil

4. Matters arising from minutes:  New bin in parking area by Community Hall – Jayne has requested price for CC to fund this and one for the bottom of the village.  Defibrillators – protocol partly written, Jayne to sort out broken defibrillator in Oldwalls. Check defibs and expiry dates on pads at other locations – meet on Saturday to do this. JE  Defibrillator registration with the circuit – Jayne to follow up, Heartbeat Trust UK – Information on defibrillator positions, Jayne to ring them.  Email from local resident regarding broken bench on Church Green – Councillor David Cowley JE assed this it can be repaired, agreement to go ahead, in the meantime it is taped off.  Buses parking opposite garage in Llanrhidian – Councillor Sam Hughes to take photos SH

 New Councillors – two applications now received, on hold until able to physically meet or review

in 3 months (June) if this is not possible.

 Wild flowers – Ordered JE  Llanrhidian Community Hall Garden Project – requesting support with seating/benches in the garden, Councillor David Cowley to discuss with trustees as these may need to be bespoke. JE 5. Correspondence: JE  Women’s Aid Rural Development partnership Bid – Invite to next meeting.  North Book – direct to other avenues. JE

 Regeneration of Village – What support can be given prior to planning application, Councillor David Cowley to discuss with the clerk. DC

 Implementation of the Local Government and Elections () Act – Regulations allowing JE

meetings to be continued to be held remotely. JE

 Thank you letter from Wales Air Ambulance Charity for donation.

6. Planning Applications: o Nil JE 7. Financial Report: All  Payment to Clerk – for March 2021  Bank balance at end of March 21 £3327.61 JE  Invoices to be paid:

o The cost of the logo (£57) to be donated to the North Gower Food Hub by request of the

developer.

o VE Day flag to be purchased that can be used each year – Approx £20. Proposed and

seconded by Councillors Denise John and David Cowley o Crown lifting and thinning ash tree - £420, donation of £120 given towards this by local resident. o BHIB Insurance – Renewal £268.43 o Litter Picking Equipment – Purchased £540.92 as proposed and seconded by Councillors Denise John and David Cowley last month o OVW renewal - £84.00  Donations 21/22 – Review and donate in September.

8. Coronavirus Update:  Support Services: o The work being carried out to upgrade homes in Malt Hall Llanrhidian – almost complete, the surface entrance into The Cross needs to remain, as it is an improvement on the previous surface and grassed area needs to be put back to grass.  North Gower Food Hub: o The Community Centre is reopening shortly, this could prove problematic – Food Hub are paying rent so hopefully a resolution can be found. It is still being used and supporting people.

9. Local Area Coordinator:  Replies received to letter sent out, invite Local Area Coordination Implementation Manager to the next meeting to talk about future plans.

10. Hanging Baskets:  Six new posts to be fitted, two along the main road, one the small triangle at Whitford Mews, one on the triangle at the cross, one on the grass near the dog foul bin and one at the bottom of the village. JE  Baskets will also be fitted to the Llanrhidian village post and one to the post opposite the garage where the buses park.

 Price given for 8 baskets that are fitted for us but we water ourselves is £328.00 Proposed and

seconded by Councillors Denise John and Sam Hughes

 Posts to be ordered if cannot be sourced by April 27th. Posts x 6 at approximately £20 each + VAT

and shipping. Proposed and seconded by Councillors Jo Gooding and Denise John

11. Highways Issues: JE The following have been bought to the attention of the highways department and have yet to be rectified: JE  Whitford Mews dropped curbs – On hold JE  Road sign for South Gower on Llanrhidian Cross – awaiting sign  Hole on side of the road near Manselfold Barns – getting worse and road is now beginning to dip on the opposite side, Councillor Denise John will follow this up.  Mill Lane and its state of disrepair. Look at by highways, no money for repair at present.

 Mill Lane (Community Hall), - local resident reporting his property nearly flooded

 Sinkhole at West Penrhallt – being monitored by C&C , local resident has asked for an

update on this.

 Newton Lane - Asked for sign indicating way to beach (requested in January).

 Sink hole in School Lane – repair will take place once agreement with owner of land (field)

 Ruts on Mill Lane been caused by BT Openreach – reported

 Drain cover missing outside The Greyhound in Oldwalls – temporary cover and cone placed there  Cattle grid on Marsh road needs clearing out, animals are able to walk over it.  Request slow signs in Oldwalls to stop traffic speeding through.

Jayne to ask highways for an update on all the above.

New highways problems:  Closure of the Marsh road 17th April for the day.

Repaired:  Where the water is travelling down Mill Lane, it is beginning to erode away at the base of the wall on the right hand side - highways have repaired this. Thanks received from local resident.  Pot holes on main road toward Cilibion, past the garage – repaired

Footpath Issue:  Sink hole appeared in footpath 14 (behind The Greyhound) Oldwalls to , approximately 2m wide and 1.75m deep – Update received from Countryside Access Officer reported this will be filled with stone and surrounding area repaired in April 2021.

12. Any Other Business:  Litter Pick – To be arranged for May 8th 2021 meet at the Community hall at 10am. Jayne to produce posters advertising this and a risk assessment. Litter Picking equipment to be stored in Heronsway Garage.  Request made to comment on Jan 19th meeting held to discuss comments on a planning proposal – agreed, to be finalised at next month’s meeting.  Agreement made to delay the AGM until Council can physically meet (hopefully June meeting).
