Many materials questioned the sovereignty, ​ independence, and territorial integrity of Belarus, contained derogatory statements about the Belarusian people, language, and culture. The study indicated that the Belarusian authorities used the most radical and inexpensive method of combating the anti-Belarusian propaganda campaign by arresting three authors of such materials.     RUSSIAN CONNECTIONS TO THE FAR RIGHT IN EUROPE Anton Shekhovtsov Contents Executive summary Nothing New under the Sun Post-Soviet period and early Putin era European far-right politicians and pro-Kremlin fake election observation Russian media and the European far right Political cooperation between Russian stakeholders and the European far right – Austria – France – Germany – Italy Moscow’s objectives of engaging with the European far right Policy recommendations Executive summary • Today’s relations between the European far right and various Russian pro-Kremlin actors reflect a historical reality: Soviet state actors were prepared to cooperate with European right-wing extremists to entrench the international position of the Soviet Union and to inflict damage to the capitalist West, while some European right-wing extremists sought to cooperate with the Soviet Union as an ally in their struggle against Western capitalism and imperialism. • After the Second World War, Soviet authorities provided financial support to West German and Austrian right-wing extremists as a way to influence politics and political debates in those countries; in particular, Soviet funding was used to cover publishing costs of far-right newspapers and information bulletins. • After the collapse of the Soviet Union, European far-right activists and politicians revived their interest in cooperating with Russian actors, but they could only reach out to Russian ultranationalists who opposed the democratising Russian authorities that aspired to become part of the liberal-democratic West, not undermine it. • The first area of institutionalised cooperation between the European far right and Russian pro-Kremlin actors was politically biased (fake) international election observation, a form of political activity performed by international actors and aimed at advancing interests of politicians and political forces by imitating credible election monitoring during electoral processes.

Executive summary 1513 foreign electoral observers monitored the Russian 2018 presidential election which constitutes the largest foreign electoral monitoring mission in Russia’s history. 598 of these observers were deployed by the Parliamentary Assembly of the Organisation for Security and Co- operation in Europe (OSCE) and the OSCE Office for Democratic Institutions and Human Rights (ODIHR); 363 observers were sent by other international organisations; 65 monitors represented observers from national election committees from 26 countries and 2 disputed territories; and 482 monitors were invited by the lower (State Duma) and upper (Federation Council) houses of the Federal Assembly of the Russian Federation. Several Russian organisations formally not affiliated with the Russian authorities, in particular, CIS-EMO, the Civic Control Association and the National Social Monitoring, actively participated in recruiting and coordinating foreign observers who were officially invited by the Federal Assembly. Chairman of the State Duma Committee on International Affairs Leonid Slutsky and his deputy Aleksey Chepa mediated between those formally non-state organisations and the Federal Assembly, although Slutsky invited several observers himself through his personal networks. While Russia’s Central Election Commission (CEC) published a list of foreign observers present at the presidential elections, it refused to publicise the names of the foreign observers invited by the Federal Assembly.

    The Stalemate of Deepened Integration: Analysis of the Russian Anti- Belarus Disinformation Campaign in 2019 By Vasil Navumau, Anastasiya Ilyina and Katsiaryna Shmatsina Dr Vasil Navumau is a visiting fellow at the Center for Advanced Internet Studies. He completed his PhD at the Institute of Philosophy and Sociology of the Polish Academy of Sciences. His research interests lie at the intersection of such areas as comparative analysis of contemporary protest trends in the Eastern European countries, challenges to the local societies and cultures under the influence of globalization and information-communicative technologies (e.g. orchestrated disinformation campaigns, proliferation of populist messages and establishment of post-truth society), analysis of social media and digital communities. Dr Anastasiya Ilyina is a graduate of the Faculty of History at Brest State University, a graduate of Eastern Studies at the University of Warsaw, a PhD in humanities in the field of sociology at the Institute of Philosophy and Sociology of the Polish Academy of Sciences. The title of her PhD thesis is “The Escape From Identity: Belarusian Reality”. She studied Human Rights at Columbia University in New York. In 2010–2019, she was an editor of the “European Radio for Belarus”. She cooperates with the Belarusian television “Belsat”. She writes about migration movements, protection of the rights of national minorities and identity issues. Katsiaryna Shmatsina is a political analyst at the Belarusian Institute for Strategic Studies where she focuses on the Belarusian foreign policy and regional security. [Third edi on]. “Whoever is not jumping is a Moskal” is a chant that women and men of diff erent ages who took to Kiev Independence Square in win- ter 2013-2014 repeated trying to get warm. They kept jumping and laughing, for nobody in the ‘brave new world’ of the Ukrainian revo- lu on under Stepan Bandera’s banner fancied gaining the character of a staunch enemy of Ukrainian statehood. Mass demonstra ons of “angry ci zens” in Ukraine had objec ve reasons. This was a protest against ineff ec ve and corrupt govern- ment, against police and bureaucra c abuse of power, against unclear and dead-end policies of the President and the Government. All na onal libera on movements use the popular ideas and po- li cal sen ments that dominate the society as their posi ve mani- festo. Thus, exclusively le -wing ideologies were mainstream in the Russian Empire in 1917, radical Islamism was most popular in Arab countries during the Arab spring of 2012, whereas na onalism, also radical, turned mainstream in the Ukraine of 2013-2014. The book describes the development of Ukraine’s na onal- ist groups since 1991 un l present day. It focuses on the history of the parliamentary right-wing radical Svoboda party and the non- parliamentary Right Sector movement. The authors study the ideol- ogy, psychology and methods of poli cal struggle of these structures.

Usually, IDPs face various problems. Among these problems is the right to vote and to participate in political life which is often paid less attention compared to social and economic rights, but in fact it is very important for the integration of IDPs in local communities and for democratic devel- opment of the country. In Ukraine internally displaced persons also face restriction in terms of exercising their political right to vote. Article 38 of the Constitution of Ukraine states that: “citizens have the right to participate in the administration of state affairs, in All-Ukrainian and local referendums, to freely elect and to be elected to bodies of state power and bodies of local self-government”. Despite this constitutional provision, IDPs were still not permitted to take part in the local elections held on 25th of October according to their current places of residence. Civil society organizations prepared a draft law envisaging amendments to different legal acts in or- der to ensure the right of IDPs to participate in elections.
