Report of the Corporate Director – Business and Environmental Services

1.0 Purpose of Report

1.1 To update the Executive on the review of the level of service provision of Park and Ride in Scarborough and the consultation outcome on revised provision levels.

1.2 The Executive is asked to approve a change in of the level of service provision of Park and Ride in Scarborough.

2.0 Background

2.1 The Scarborough Park and Ride service was introduced as part of the Scarborough Integrated Transport Scheme (SITS) on 14 February 2009.

2.2 The main objectives of the SITS scheme were:  to reduce the traffic congestion on the southern approach to Scarborough  to reduce the number and severity of road traffic casualties  to provide a net improvement in the environment for residents  to encourage alternative modes of transport

2.3 The two park and ride sites were constructed on the A64 Seamer Road and the A165 Filey Road on the outskirts of Scarborough to the south.

3.0 Existing Provision 3.1 The A165 Filey Road site is owned by NYCC and the A64 Seamer Road site is leased from Scarborough Borough Council under a peppercorn rent arrangement. Both sites have 600 free car parking spaces and modern passenger facilities which include a heated structure with enclosed seating areas, toilets and information stands. Both sites have lockable gates that make the site secure each evening or when required at other times.

3.2 The sites are managed by NYCC Facilities Management staff who provide ground maintenance, cleaning and they open and close the sites at the beginning and end of the day. Additional security is provided through Facilities Management during the week of Scarborough Horse Fair at both sites.

3.3 The bus service contract is managed by Integrated Passenger Transport and it has been operated by East Yorkshire Motor Services Ltd for the last 9 years. The current contract is due to expire in November 2019.

3.4 The service is currently available seven days a week all year round, including Bank Holidays, except for Christmas Day, Boxing Day and New Year’s Day.

3.5 Buses run every 15 minutes, following a circular route, stopping at South Bay and Place before returning to the respective park and ride sites.

3.6 The fares for the service are retained by the operator. This practice ensures that the revenue risk lies with the operator and as such encourages the operator to promote the service and encourage higher passenger numbers.

3.7 Unlike park and ride services in other areas the service does not pick up or set down passengers at intermediate stops, only allowing passengers to get on and off at the park and ride sites and a limited number of stops in Scarborough.

3.8 The current cost of providing the park and ride bus service, is borne by Scarborough ‘on street’ car parking charges and the LBS supported bus service budget (£150K).

3.9 The following table sets out an overview of the costs associated with the provision of the whole service.

4.0 Performance to Date

4.1 Initially the park and ride service had a significant positive impact on congestion and traffic data collected in 2011 showed that it had contributed to, on average, the removal of 500 vehicles a day from Scarborough town centre.

4.2 However, data collected in 2012 showed a large reduction in use compared to the same period in 2011. This coincides with the Councils decision to introduce a fare of £1 (return) for concessionary pass holders following the removal of the service from the Concessionary Fares Scheme in April 2012. Prior to that time pass holders could travel for free on the service.

5.0 Consultation

5.1 On 25 January 2019 the Corporate Director Business and Environmental Services (BES) and BES Executive Members approved the proposed consultation of options to change the level of service provision of Park and Ride in Scarborough.

5.2 The consultation, a copy of which is at Appendix 1, opened on 8 February 2019 and closed on 30 April 2019.

5.3 A total of 560 consultation responses were received, full details are available at Appendix 2. Responses were mainly from individuals (99%) with only 1% responding on behalf of an organisation that represent businesses or are businesses in their own right. Responses from those who used the service were slightly higher (59%) than those who did not (41%).

5.4 The diagram below shows the geographical areas the respondents were from. The higher responses from the Scarborough area are unsurprising with the proposals relating to this area.

5.5 Of the options relating to the level of service, the responses were:

5.6 Respondents were asked if they felt there would be any likely impacts the proposals may have on particular groups of people, with reference to the ‘protected characteristics groups’. Of responses that the proposals would impact on groups of people with the protected characteristics, the majority referred to the groups of age and disability and the limited mobility that some people within these groups may have and the difficulties the proposals would cause in relation to this. Lack of suitable or available parking was also highlighted as being a foreseeable issue by these groups. The number of respondents aged over 50 years of age accounted for 67.6% of respondents and the number of respondents considering themselves to be disabled or having a long term limiting conditions accounted for 14% or respondents.

5.7 Respondents were also asked to provide other comments, suggestions and feedback in relation to the options. Themes from these responses were:

Parking 5.7.1 Lack of available parking within Scarborough town centre during the summer months and the parking strategy and parking charges do not encourage use of the service.

Congestion and Traffic Management 5.7.2 Existing congestion at peak times and during summer was mentioned by a number of respondents with one commenting that future developments outside of the town will increase the congestion. One respondent commented stopping the bespoke park and ride service and using existing bus services will not increase car movements but will reduce bus movements. Other comments include there is less congestion in winter; A64 sites needs to be further out of town near Morrisons, cars are already in congestion by the time they reach the site.

5.7.3 There were also traffic management related comments from a number of respondents, such as Filey Road site is better as it has the bus lane; the traffic is already congested before you reach the Seamer Road site and it should be nearer Morrisons; bus priority and bus lanes are needed on Seamer Road, the buses are in the same traffic as everyone else; close the sites and remove all traffic lights that were put in for the P&R would improve traffic flow.

Environment 5.7.4 There were also comments in relation to the environmental impact, and subsequent health impact, of increasing the number of cars in the town, a suggestion to use electric vehicles, smaller vehicles or existing bus services to reduce pollution.

Promotion and Publicity 5.7.5 A number of respondents commented on the promotion and publicity of the service and publicity and marketing should be more effective, targeted promotions aimed at commuters, shoppers and tourists. Road signage on the approaches to Scarborough was also commented as being need of improvement/refresh.; introduce attraction based discount schemes; the signage needs refreshing; there is not enough signage on the approaches to Scarborough; sell advertising at the site; the hospital through ticket isn't advertised enough and some drivers don’t know about it.

Existing Year Round Provision and other Existing Service Comments 5.7.6 The importance of retaining a year round park and ride service in some format and the potential of using existing bus services to enable this. One respondent commented Stop all the buses and use existing services to divert into sites; stop buses in winter and use existing services; using existing services will allow travel to points other than town centre; existing services are already full in summer. Other comments Reduce frequency in winter or run at commuter times only; reduce the size of vehicles; service is still needed for Christmas and special events; run later buses, especially in summer; use stops on the way into town to pick up local passengers; change route to include other destinations and attractions; decline in usage is because of reduction from 10 minutes; include hospital as a stop.

5.7.7 However, there were comments that supported the withdrawal of the service either in whole or in part (eg during the winter months). These were support by further comments such as this would also enable the reduction/removal of the traffic measures that were put in when it opened to make traffic flow better.

Miscellaneous 5.7.8 There were suggestions to create a rail station at Seamer Road site and use existing rail/light rail track into Scarborough as a park and ride to replace the existing bus services.

5.7.9 A number of respondents commented that the sites should be available for use over night by motor homes for short stays.

5.8 As part of the consultation process reports were also presented to the Scarborough and Whitby Constituency Committee and 20 March 2019 and the Transport, Economy and Environment Overview and Scrutiny Committee on 17 April 2019. The reports provided details of the consultation and the options contained within. Both committees identified option 3 as a preferred option, subject to further comments which can be summarised as:  The proposed annual start date was not appropriate as the fluctuation in Easter dates would lead to confusion and it would not allow for taking advantage of early visitors to the town as a result of a spate of good weather in March. The 1st April, or the date when car parking charges start were suggested as alternative options.  NYCC and Scarborough District Council needed to show their commitment to Park & Ride by offering better incentives to encourage usage.  Allowing a minimal number of stops on the route would encourage residents to use it as a service bus and reduce the number of wasteful ‘ghost’ buses.  The service should run later into the evening in summer, to accommodate visitors attending shows/the open air theatre etc.  Consideration should be given to permitting use of the sites by motorhomes for overnight parking.

6.0 Recommendations

6.1 Taking into account the outcome of the consultation, it is recommended that the following proposals are considered by the Council’s Executive for approval:

 That the dedicated park and ride bus services to both sites cease out of season and that both sites at Filey Road and Seamer Road, Scarborough are closed out of season, with effect from 1 November 2019.

 That the park and ride sites at Filey Road and Seamer Road, Scarborough and dedicated park and ride bus services to both sites should operate from 1 April to 31 October, except in years where Easter falls earlier than 1 April. In these years the sites will open and the services will operate from Good Friday to 31 October.  The Corporate Director Business and Environment may authorise provision of a dedicated park and ride service for a limited number of days, for example for special events being held in the out of season period, subject to their being available budget to cover the cost of such extra service provision.

Financial savings in excess of £150k per annum can be achieved by making this change although this is dependent upon actual days operated in a financial year. However it should be noted that the existing contract for the provision of dedicated park and ride bus services expires November 2019. A retendering exercise will be required and the tender prices received may be higher or lower than the existing contract costs, which may impact on achievable savings.

These recommendations address the consultation responses that a start date of the second Sunday before Easter will provide a missed opportunity if Easter falls before this date and that one off events within Scarborough may be affected without the provision of a park and ride service.

6.2 It is also recommended that the following proposals are considered by the Council’s Executive for approval:

 The Corporate Director Business and Environment undertakes investigation into the feasibility and potential to generate additional revenue from parking charges for use of the sites, including for overnight parking of motorhomes without incurring excessive costs. Existing limitations in terms of planning conditions will also need to be investigated.

 The Corporate Director Business and Environment undertakes further investigation into other issues raised by the consultation such as promotion and publicity, working with Scarborough Borough Council and alignment of their parking strategy and the issue of cars parking at the sites for reasons other than to use the park and ride bus services.

6.3 These points address the consultation responses that opportunities are being missed to either generate income and that the sites can be used by others such as motorhome users. It may also address the known issue that the sites are used as free car parks for a limited number of people accessing local amenities or other commercial/industrial premises. The consultation responses that there is a lack of joined up working in terms of publicity and parking strategy by these points.

7.0 Further Information

7.1 In making recommendations for the future park and ride service it is not possible to address or resolve all the matters raised in the consultation responses. In particular responses which sought a year round park and ride service, congestion and traffic management issues could occur if a park and ride service is not to operate during the off peak season along with the environment issues raised. However these together with all other consultation responses have been given detailed consideration in arriving at the recommendation being put forward.

7.2 There is an option to provide the A64 Seamer Road site as a car park only during the out of season period allowing users to make a short walk to the existing local bus services that operate along A64 Seamer Road to journey into Scarborough. However, this will decrease the amount of savings that can be achieved as costs will be incurred by keeping the A64 Seamer Road site open. In addition, as detailed at section 4.2, concessionary passes cannot be used for free travel on the park and ride bus services. However passengers will be able to use their concessionary passes on the regular local bus service that operate along A64 Seamer Road. As such there may be increased costs to concessionary fares budget, during the period when the dedicated park and ride bus services do not operate. It is difficult to quantify anticipated costs given a number of unknown factors such as:  How many existing users are concessionary pass holders?  How many of these will not use the ‘out of season’ option of local service buses, as they prefer to park at the Filey Road site, which will be closed.  How many will not use the service at all due to the other reasons, such as misunderstanding a service will still be available during winter (albeit by local service buses), confusion of dates of operation etc.

8.0 Equalities

8.1 An Equalities Impact Assessment has been commenced and is attached at Appendix 3. Having regard to the public sector equality duty is ongoing and the potential impact on members of the protected equality groups was a consideration during the consultation exercise and will continue to be monitored during and after the implementation of any changes.

8.2 The consultation responses demonstrated that option 3 is the preferred option with 58.2% of respondents choosing this option. This option has the least impact on groups of people with the protected characteristics, including those referred to in the consultation responses, of age and disability and the limited mobility that some people within these groups may have. However the full closure of one or both sites does not form part of the recommendations because usage of the service is greater in the peak season therefore the impact would be to a greater number of, and consequently a great number of users with protected characteristics. With the recommendations being put forward we consider the impact on those with protected characteristics can be mitigated as users have the option of using the existing service from both sites during the peak season and still have the option to either continue travelling by car to an alternative parking location.

9.0 Finance

9.1 The financial implications associated with the recommendation of this report are detailed in section 6. These implications will take effect in the 2019/20 financial year if the recommendations in the report are approved.

10.0 Legal

10.1 The County Council has responsibility for the Park and Ride Scheme and has the powers to change the scheme in response to changing circumstances. As part of the process of considering whether changes to the current scheme are appropriate the County Council undertook a consultation exercise, the consultation process was undertaken in accordance with the Gunning principles which set out that: (i) consultation must take place when the proposal is till at a formative stage; (ii) sufficient reasons must be put forward for the proposal to allow for intelligent consideration and response; (iii) adequate time must be given for consideration and response; and (iv) the product of consultation must be conscientiously taken into account.

10.2 If the recommendations proceed there will be a need to consider the contract provision. The existing contract for the provision of the park and ride bus services expires in November 2019 and a procurement exercise will be required.

11.0 Recommendation

11.1 The Council’s Executive approve the changes to the Scarborough Park and Ride service and Park and Ride sites as follows:  That the dedicated park and ride bus services to both sites cease out of season and that both sites at Filey Road and Seamer Road, Scarborough are closed out of season, with effect from 1 November 2019.

Easy parking out of town, then a bus to the centre of town. Yes, Cost and flexibility I work in scarborough and use the Filey Road park and ride daily, it is a fantastic facility if promoted properly, there is a lack of suitable and affordable all day parking in the town centre and in summer the town is often grid locked when certain events like the cricket and Armed forces day events take place, if an effort was made to advertise the sites properly was made then the number of vehicles would be reduced which then would improve the air quality for pedestrians in the town centre when fewer cars are sat in traffic pumping out fumes from exhaust pipes, I think it would be a waste to close the A165 filey road facility when there are 1000s of potential users who come and stay on the holiday parks if only the sites were properly advertised. stop wasting peoples money on rubbish and keep useful facilities like this open. I feel that those people with complex requirements such as the elderly, disabled and pregnant will be adversely affected due to issues of access and availability. During the summer months both of the park and ride car parks are full to the brim with standing room only on many of the bus services. No No No Although I do not use these services I have colleagues who use the park and ride to commute to work. Correct me if I am wrong I thought the idea of Park and Ride was an environmental issue to divert and reduce impact on the town centre with flow of traffic? I feel working people are discriminated against when you are giving OAP's free buses passes and I can confirm these services are vastly under used. I am not saying OAP's should not have passes but maybe at a reduced rate as it is todays tax payers who are paying for the current pensioners and there probably wont even be free buses passes by the time we retire-that's if the government don't abolish retirement altogether. Has anyone thought about the impact on the tourist trade which is Scarborough's bread and butter!! There definetly is not sufficient parking in the town centre even with paid parking. I feel this is just another way for the council to make money. Maybe I am been cynically but both Park and Ride locations are perfect prime locations for building houses!!!- No. no No the only people affected would be disabled people. Race (i.e. human) age

I like the convenience of being able to leave my car and access the town centre via bus. I have limited mobility and the park and ride meets my needs perfectly. For workers coming into Scarborough daily having to pay town centre parking costs together with the issues around traffic volumes could make the difference between continuing to work and spend in Scarborough or looking elsewhere for work. The town centre roads are not built for the amount of traffic already using them so increasing that does not make sense and given that everywhere else is increasing park & ride schemes it seems shortsighted to be closing them in a town that is already struggling to attract visitors. Perhaps the decline of usage coincided with the introduction of a charge for bus pass holders. Surely it would be better to scrap this idea. It must be more profitable to fill the buses with bus pass holders whose fares are covered by the local authority than run empty buses which is often the case. The information you provide before asking these questions did not tell me how much money would be saved by each option. You also don't explain what the strategy for parking in Scarborough is. In my view P&R only really works when use of personal transport is made unattractive - by slowing traffic down and making car parking more expensive. Would it be feasible to link the normal bus service from Eastfield to the A64 P&R service? Given that there is a new development planned for the South Bay it might be prudent to wait on the planning application to make big decisions on the future of the park and ride as if a major attraction is built then parking will be a huge issue It is of paramount importance that Scarborough retains a dedicated park and ride service, at least in the summer season. Loss of the Seamer Road site in particular would add to already serious congestion on Seamer Road, while it is unlikely that many drivers arriving on the A64 would make the complex journey via Cayton/Eastfield to use Filey Road instead. The current stop serving the seafront (at Aquarium Top) is poorly located at the top of a steep hill, primarily accessed via a run-down underpass, while the publicity/marketing referred to in the consultation appears to have been virtually non-existent, beyond publishing basic timetable/fare information on the EYMS/NYCC websites, and so has had negligible impact in tackling the decline in user numbers. The availability of through ticketing to/from Scarborough Hospital - a good idea to ease pressure on car parking there - is virtually unknown even among EYMS staff, let alone passengers: on both occasions I tried to use it I was refused travel on the hospital bus by drivers who knew nothing of its existence. An attractions- based discount scheme to incentivise P&R use would promote its greater use to visitors. The possibility of diverting existing bus services via either (or preferably both) of the P&R sites in winter, to replace the dedicated park and ride bus services and keep the sites in operation must also be explored with the bus operator(s), along with changes to the stopping pattern of the P&R services to additionally serve intermediate stops along the route(s), as is already the case on the comparatively successful York Park and Ride network. It has used thousands of gallons of fuel, polluting the atmosphere running with only a few people on board. I've spoken to people and seen for myself that the buses used for park and ride seem only to add to the bus services already available by picking up passengers en route as it were thus depriving the already underused local bus services. A hop on hop off service throughout all routes in the town for a nominal fare would serve the public better and in my opinion increase passenger transport use Has the option of using existing service buses on these routes and having them call in at the park and ride sites? By closing the Park and Rides this will impact on the already over parking on Scarborough Esplanade where I live. If as a resident and been shopping and partly disabled sometimes I have to park 3 streets away due to people who work in Scarborough and Tourists parking on the Esplanade making residential parking non existent which will make matters even worse should you shut down park and ride. Consider discounted fares for locals , 50% off The Park & Ride site at Seamer is used by lots of people who work at the neighbouring industrial units along Seamer Road such as Stoneacre, B&Q, Magnet etc. These people park in the car park and then walk through to their place of work. If the site is closed this parking will be displaced - but to where? There are currently about 30 or 40 cars parked at the bottom of the site. The residents parking scheme was introduced to fund these park and ride schemes in Scarborough. It is disappointing that Seamer Road site has less usage than Filey Road . If anything it was assumed that Seamer Road would have higher usage, taking pressure off Seamer Road and the A64 connection. Will the residents parking scheme please be reviewed now? My preferred option is to keep the service running and promote it. You do not say what the operator has done to promote the service, nor do you distinguish between the three groups of users, shoppers, employees, and tourists. The tendency is to set up these services and forget about them, letting them manage themselves. The Scarborough signage needs refreshing - it has become part of the wall paper. There are all sorts of promotions that could be tailored to each of the main groups of user. I write as an occasional user. I am much more concerned with the Whitby Park and Ride. It took two years to match the service to the demand and stop the queues. I fear the same complacency about the service will creep in as it has in Scarborough. NYCC ought to think of a scheme which encourages people to use such sites and given that SBC is already declaring a climate an issue then encouraging people to use this inexpensive service will be assisting this or can NYCC and the NHS afford the issues that occur with air pollution and even Mental Health issues as people get stressed about parking? I have watched the park and ride on a regular basis. and most of the time its empty. the money lost on park and ride could be used on other bus routes that have been cancelled. that did affect the groups above. It was always a bad idea. Nobody uses it, tourists always park in town. The additional traffic lights on Seamer Road contribute to the congestion. If you removed these and the traffic lights at queen margarets and B&Q, traffic would flow a lot better as evidenced when the lights fail. Option 3 would be the best option but why oh why close the car park why not just stop the buses? Friends and relatives do use the park and ride all year as they live outside Scarborough but work in Scarborough. In winter there are more parking spaces within the town but if you add those from the park and ride there won’t be, so by keeping the car park open people can still park and then car share into town at least taking some cars out of town. Alternately run bus service at 8:00 till 9:00 then 4:00 till 6:00 for those working in town? I believe there should be another option that should be considered that will allow the usage of the Seamer road site during the winter months. Close the Filey road site during the winter and have the seamer road site served by the normal 7 and 7a buses. This will allow the site to be used all year and free bus pass holders may br tempted to use the site along with the current users. There is not enough parking in the town for visitors in summer so the service is badly needed. Plus what a waste of money building sites and then abandoning them. Maybe a private operator could do a better job. I do not agree with closing either site but as I live in Filey keeping the A165 site open is certainly the best option for me. Does the Council realise closing the sites will only increase the volume of vehicles going into Scarborough and cause even more congestion and pollution, or have they not even thought about this. The park and ride is a very good idea but only if you make it worthwhile for people to use. The cost should be no more than parking in town. It should be per car cost not individual person cost. If the park and ride is closed in the winter months why not open up to motorhomes as fre parking to bring people into the town in winter. Look at the York park and ride they are very busy for an OAP with bus pass the cost is only £1.00 per day. Maybe you should take a leaf out of their book!!!..... A64 park & ride has no priority along the route and feel this is a waste of resources. The traffic lights also don't help at 5.30am when they turn red for no apparent reason. Should also reduce the frequency of the services to every 20 minutes so only 3 per hour instead of 4 per hour Towns such as Fleetwood, , Lytham, Bury St Edmunds and Canterbury, among others have made sections of under used car parks/park and rides over to visiting motorhome parking. Limited to around 3 nights with payment via machine or App. Some even provide Aire type facilities including water and waste. Great way to bring the growing number of motorhome tourists to town and create new revenue from existing facilities. Ask the bus company if the local services could call in passing during the winter months as suggested in a recent Scarborough News letter. A shuttle train and/or free/subsidised usage of TPE trains between Seamer and Scarborough train station, plus car park provision at Crossgates or Eastfield should be seriously considered as a complete alternative to all Park & Ride bus and car park services. I use the Filey Road site. I always thought the Seamer Road site was in the wrong place as you are nearly in town to reach it and takes ages to get there due to the traffic queues. Land around the Seamer Rd. site might lend itself to being made available to Flamingoland for its Coast development instead of at the Futurist site? Being alongside the railway line, there could be a station especially for the development, and travel by rail will be a viable alternative to travel by car on the A64. I use the A64 P/R regularly for my commute to work, it is considerably cheaper than parking in Scarborough town centre. It will be disappointing to see either service reduced or stopped. I use the park and ride twice a week, more frequently in summer months. At present I pay concession fare, but if it means keeping the service still think £1 each way value for money compared to town centre parking. The fares for this service are very reasonable and the service worth keeping. Why aren't Stoneacre charged for using Seamer Road as an overflow site Use one of these sites for the proposed Flamingoland monstrosity. Safe our seafront. I use the service during the Summer months, find it very efficient and would be much less likely to visit Scarborough if the Filey Rd site was closed entirely Provide a free bus service but charge for parking. This will better reflect town parking charges, so it does not become progressively cheaper to park in town the more people are in the car. The parking at the p&r can be subsidised by increasing parking charges in the town centre It is essential to have park and ride facilities during the visitor season. Prices should be considered as it can be more costly for cars with many occupants than parking in town. I would close the Seeamer Road site completely and run a seasonal service from the Filey Road site. To dear. Need to made the price cheaper. Close at the winter and open a week before Easter and close mid November.. As it costs a lot of money to stay there. Seamer road Park and ride was always in the wrong place. To get there involves sitting in a car through most of the gridlock on that road. This park and ride should have been placed near Morrisons supermarket, as hundreds of local people have pointed out. There is no bus lane on Seamer Road, so what is the point of getting on a bus? Why is there no option to keep both sites open all year and reduce the regularity of the scheme to every thirty minutes between November and Easter. What about the impact of additional traffic into Scarborough. Most town centres are encouraging less town centre traffic but this council appears to be encouraging more. Consideration should be made to make better use of the sites. The Seamer Road site could incorporate a new train station replacing the problematic one at Seamer/Crossgates. This would allow people to park and catch the train into Scarborough. Avoiding the traffic on Seamer Road and decreasing journey times making it a more appropriate option. Commercial opportunities should also be explored with both sites in regards to cafe/shops etc. A Costa Coffee/Starbucks drive through and sit in cafe would give persons an opportunity for somewhere to wait and provide a revenue.

By creating a new siding and platform there with the mainline trains stopping (therefore relieving the overcrowding of the car parking at seamer) a light rail car service every 10 minutes or so depending on season could be put in place to and fron scarborough thus negating the use of buses being stuck in traffic as is now (which I am sure puts off potential travellers)and a circular service in scarborough with electric buses around seafront from the railway station therefore linking both north and south bay attractions Whilst i realise the initial cost may be prohibitive, I am sure its green features would help it attract funding helping both NYCC and SBC reduce its carbon footprint and certainly please the residents of seamer junction. No The park and ride should stay open all year. A great asset for Scarborough and would be greatly missed, even in winter!! Considering the substantial investment in the two sites it would be a shame to close either completely but rising costs are a problem! From a frequent visitor to Scarborough. Whilst the A64 site may seem more sensible, the lights I feel on Seamer Road would need changing to allow the traffic to free up, especially on an afternoon when traffic is trying to get out of town in summer. At least the 165 site has the bus lane on Filey Road. Also, Stoneacre need to stop using the site as a racing track! Please repurpose this site (Filey road facility) as a Motorcycle Modular one training site. Currently everyone in Scarborough / Bridlington / Whitby / Filey and York have to go to either Scunthorpe or Darlington. Can we once have a facility in Scarborough! Not much change to the existing site need happen to transform it. And it’s better than it laying in waste if closed permanently. Can we not have a cricket match bus from filey road park and ride The car parks are in no way used to the potential, the council run car parks in the town aren't being changed to make the park n ride more attractive. I use the park and ride service for work because it is very difficult to park in and around the centre all day. I believe if you keep one service running then enough people will use this service to keep it running efficiently. The buses are always full in summer. I would propose 2 services in Summer and reduce to one in the Winter. One service in Summer months would probably not be enough. 1 option as a resident of seamer road would be to see the normal bus cover the park and ride as a stop so you can just use normal public service Because of all the new homes being built in the Eastfield/Middle Deepdale area I feel that the Filey Road Park & Ride should continue as an all year round service Shame on government at all levels for reducing the current service Both sites are too expensive cheaper to park in town if only for an hour or two I believe the park and ride should be free. This would encourage more people into the town centre I come to Scarborough regularly and use the park and ride if I cannot park at either the spa car park or the shopping centre Stick the P&R in Morrisons car park, it’s never full and could easily be converted. Options to Change Level of Service at Scarborough Park & Ride If you have any additional comments about this consultation, please let us know below: This consulltation is conclusion driven with a ‘ticky box’ methodology that restricts views; in truth I believe that an opportunity has been missed not to include in the consultation some intermediated drop off/pick up points on the bus routes thus increasing the frequency of public transport and opening up opportunities to people who otherwise living within the inside of the P&R circle still rely on their own transport because of the infrequency of public transport and through that an increase in income. Beyond that I note how Bridlington use seasonal P&R which outwardly appears to work and so if drawn to a solution expect that seasonal opening of both sites is more logical than full time closure of both venues. That does then raise the question to car parking in Scarborough and winter charging in areas not currently included in charges. I do believe the P&R review should include matters as I have described because P&R should be seen as part of a transport package and not a stand alone item. Tf I use the A64 one but it makes more sense to keep A165 as bus lanes are in place for busy summer months. You need to keep one if you want to reduce traffic into town. Carbon emissions are a big problem! I use the York Park and Ride everytime I go there. The Park and Rides there are very well used and excellent, they are also well signed for up to 15 miles prior to the parks. I notice there is very little signage for our park and rides in Scarborough. Yesterday I happen to notice one very small sign between and Seamer. There is only one other sign near Musham Bank. The park and rides in York are well signed so that visitors have plenty of time to decide to use them. Can I suggest a massive increase of signage to the sites on the A 64 and A165 thus giving the public plenty of prior notice to park there. Please can you supply the cost implications of each option. Do any of the options runs at a surplus or are they all showing a loss. Please don't close Seamer Road P & R, myself and my partner use this most weekends in the spring/summer time. We believe it needs more advertising Why not keep both sites open but reduce bus times in winter to maybe one every half hour or even every hour ? Ive lived in Scarborough all my life and see how quiet both park and rides are out of season. Waste of money out of season. In season its busy and good too see the public using it. Save money and close both Oct 31st - March 31st. We need a Scarborough north / south path link which is safe to cycle / or use scooters (children's) No P&R means no more trips into Scarborough. We live in Bridlington and use the P&R (Filey Road) on every visit into Scarborough. We use the P&R due to impossible and expensive parking in Scarborough If you close the park and ride during thew winter there would no need for those stupid traffic lights on the Filey Road roundabout. The same can be said for the traffic lights on Seamer Road. It would also save on electricity and improve the flow of traffic. the data clearly shows the seasonal approach is better and with the new plans on the seafront and when the complex by the sands finally gets approval to break ground, god know when that will be the service will be inportant to stop grid locked traffic Why does the local council advertise free parking between November and Feb. They have no intention of support for the park and ride and would rather take the money from parking in the town and also parking fines. Promote the town after all it is supposed to be the first seaside resort in UK. The local council would rather people sit in traffic queues and turn round and go somewhere else. You wonder why the town is going down the pan. SBC is a complete joke..... I think the consultation is flawed in that it does not include an option to leave both sites open and/or to use the routes as a service bus, as many other P&R systems around the country do, picking up and dropping of on route to final destinations at both ends of the journey. This has the potential to generate a further income and increase footfall on the 2 routes, whilst retaining the full service for visitors to Scarborough and thereby reducing the volume of traffic to the Town Centre, which is the primary purpose of the service.

I live on the Esplanade where there are no parking restriction and have real difficulty parking during the summer months, in fact there is difficulty parking all year is the sun is shining. I would prefer resident parking permits. Would it not be possible to keep both sites open but have some extra stops, so that it might fill in gaps in the bus services and allow visitors to use it to access other parts of Scarborough. Giving extra income and providing more alternative eco transport in the area. Keep both sites open and make better use of them by picking up and dropping passenger en route. This would improve the existing service and create greater occupancies. I have been told that many families found the service very expensive, they all came into the town in the car & were dropped off, the driver returned to the park & came in on the bus. The reverse happened when they went home. This did nit help traffic congestion. If the 165 stopped on the south cliff in Scarborough more people would use it. I believe it is very important to keep the park and rides open in the peak seasons, otherwise the impact on scarborough centre and sea front car parks will cause unprecedented congestion. Closure to be avoided at all costs. There is insufficient parking in the town. The park and ride need increased signage and promotion. Consider other parking restrictions for seasonal visitors thereby making the park and ride the preferred option. I use the a165 park and ride daily for parking my vehicle during the day, working in the town centre is very costly with the cheapest day rate costing £3.80 compared to a return journey on the bus this is quite an increase. I feel a lot of local workers will be hugely effected should both sites close. Plus can the town centre accommodate more parking. I would be disappointed to see both sites close. I also use this service in the summer holidays when traffic is at its worst I think if both sites were to close then congestion in and out of Scarborough will be worse than ever. I think a fourth option should be considered to keep the Park and Ride sites and use the buses as service buses with stop and drop off points along the routes thereby increasing usage and revenue. An alternative back route into Seamer Road Park and ride would help immensely with the traffic as it can be horrendous out of season so therfore even worse in season. Why not keep both sites but reduce the service during the winter months, say run the buses every 30 / 45 mins. Also maybe use smaller buses. complete waste of money. in the first place. would prefer keeping one open on reduced months but that was not an option Bridlington has lost M&S we use the service to access the Scarborough store, which may seem trivial to you! We us the service regularly and see the variety of people using it across the year. Scarborough Christmas shopping etc. would suffer greatly if the service is cancelled. People along the coast are residents, the visitors swell the numbers! I would like to know why there was a relatively strong initial take-up and what was the age profile. What were the factors that caused the fall-off? Concessionary Fares? I would suggest re-visiting. We live on Filey Road so we experience the car / commercial traffic congestion as well as the buses passing (often close to empty). I am sympathetic to the views of other south cliff residents who believe limited stops en route would increase usage. I also think it would be worthwhile to experiment with a less frequent service (eg twenty minutes or even half hourly). From Scarborough town hall up to the 165 car park go to Cayton bay turn right go to Cayton village turn right to morrisons then from morrisons join a64 call in a64 car park then go to the train station then round town to 165 bus stop and the other way round. In the summer only My suggestion is to close Filey road fully and close Seamer road from September to April. Downsize busses to 15 seaters max. This would stop the losses flooding from rate payers and put this scheme into profit for the first time. I hope we will only be charged for on street permits between Easter and November. Can’t believe so much money was wasted setting up the park and rides.

Why has these services not been promoted better to encourage less parking and traffic in Scarborough. It has been noticeable for a number of years the amount of empty or near empty park and ride buses, particularly in winter, spring and autumn. It seems a shame to waste the investment in the 2 park and ride areas and 5ge buses themselves. Why not incorporate 5hem into the town system to improve services for residents. I live on the Esplanade,more flats and homes are being built leading to a greater need for transport for the short journey into town. Such a service would reduce congestion and pollution and still provide for our important tourists. Could the bus collect/drop off at bus stops ? I have ticked option 3 as this is the only way I can submit my proposal for (my preferred) Option 4! viz : retain both sites, but allow a limited number of stops (3?) where local people could use the service in addition to park-and-riders. A flat fee (£1? £2?) would minimise stopping time. This would, I am sure, bring in more revenue, but not enough to bridge the current gap. However, the Council seem to be at present burnishing their Green credentials and park-and-ride surely reduces the carbon footprint of visitors? the traffic in to town is seasonal I have suggested a winter down time. Keeping the Filey Rd site open 365 only could work too, its the traffic flows vis a vis A64 onto Filey Rd Has SBC considered extending the area of the restricted parking using the 3 hr clock. I think that the A64 site should be pay to park and a free bus into town, its clearly used as an over- spill car park for the companies next to the site and as such its free parking daily Families coming to Scarborough have to pay for each person getting the bus and it would be better if the car was charged to park instead then everybody using the site pays, even people with free bus passes The emissions from vehicles in towns is one of the main causes of air pollution and why the UK is failing to meet it targets. Drivers should be encouraged to use public transport and if not the whole journey P&R is the next best option. I live in Filey and it will be a shame to lose the service. Scarborough has few carparks in the centre near to the shops and closing the park and ride will prohibit shoppers going to Scarborough and businesses will suffer. Scarborough will lose visitors coming to the town because town centre carparks will not be able to cope with the volume of cars and also car park charges will be too expensive for families to park for a full day. This is a valuable service and cutting down on traffic in the town centre is the right thing to do for health and environmental reasons. I suspect the Council would like to preserve revenue from car parking and there is an underlying motive. Get proper competition rather than one company with a monopoly. Sort out your sub standard procurement ! Sort out the cost. Make it cheaper than car parks. Stop stuffing buses with free pass pensioners. Why not operate the P and R scheme as they do in other places eg. York - and allow picking up of paying passengers along the way. Make it more difficult/expensive for people to park in the town and thus encourage them to use the P and R. Cut the number of buses running. share the costs and undertaking ewith the locl bus company - EYMS. The Bus company EYMS have done very little in the way of advertising and PR to increase footfall into the P&R facilities. I certainly haven't seen any promotions. It is stupid that empty buses drive around Scarborough from the P&R out of season and it is only right to limit the timetables so that it coincides with the Town's free car parking scheme ie Summer only. The residents of Scarborough also need to wake up and look around at what their Conservative Council is delivering which is cuts, cuts and more cuts. We think it should continue to run but use the No. 7 and 7A to collect and drop off parkers.

My particular moan is that the walk from the town bus stop to Deans Garden centre and from the Seamer P&R to Deans Garden Centre prevents me from what would be a pleasurable outing for both garden products and excellent cafe. A stop is needed for there. My concern is for the local businesses and the further impact closure of either sight will have on these, as a town all our businesses should be sustainable by our local residents and while we definitely need the tourist element to keep these businesses going we should be looking to attract more local people into the borough as well as the tourists, and out of season is when the majority of locals want to visit the town. Their experience should be enhanced to the same level as the tourist experience and or beyond. We should not be letting our own tax payers and residents go elsewhere to spend their money or find their entertainment. N/A I am concerned that closing Filey Rd site would lead to increased traffic and parking issues in the high seasons As with Bridlington option 3 will keep a lot of holiday traffic trying to park on the streets of Scarborough away from the already busy town centre car parking. 2 should never have been opened from the beginning - what an oversight and complete waste of taxpayer's money for the last decade. Leave one site, extend opening hours but with a bus every 20 mins (thus meaning only 3 an hour running instead of 4) help create a short cut road from a64/seamer road roundabout direct to P&R. Problem sorted Please allow the park and ride to continue in some form. It is heavily used in the summer months, and parking is difficult in Scarborough all year round, but especially in the busy season. If the sites were to close I fear they would be left as yet more derelict wasteland, similar to other areas of Scarborough. I think the park and rides should operate quite late in the evening too! Closing the park and rides would be a massive backward step when Scarborough is trying to regenerate its image! I also think a train station at the Seamer Road site should be explored! Such a shame it has come to this. With future developments on the horizon, more needs to be done for keeping vehicles out of the town. Cheaper fares, better advertising, linking with railway etc. It would be sensible to run the service during the holiday season. Seeing as the car meets get closed down on the sea front, open the giant car parks up so car clubs can meet up in safety and off the roads. If you open a shop you'll even make some money. Malton have The Big Breakfast Meet why not do something similar for motoring enthusiasts A64 site doesn’t work as you have to que in traffic to get to it, then the bus is stuck in traffic to get in to town. Filey Road works as it’s easy to get too and bus lanes are in place for a speedy journey in to town. I live in and anytime i know I’m going to be longer than 3hrs in town, I always use the Filey Road park and ride service as it’s easier and cheaper than parking in town. I think it would be a disaster to close this service. Please think about all the workers in town who use this service all year rondand all the wonderful staff who drive the buses Maybe people would use the P&R if it was also open overnight. I have used one on the outskirts of Edinburgh, got public transport into the city & left my car in the P&R for a long weekend. It was great not having to search for a parking space. I'm a little disappointed that these are the only options available. Though in the context of your budget cuts, I don't see why money should be spent on services which are not used. Has consideration been given to keeping the two parks open but just having one bus with a greater timing interval? I have no idea if, say, 30 minute interval would suffice. Otherwise it should be the Filey Road service that should be suspended. None

I often avoid going into Scarborough because of traffic in the summer season and availability of parking but happily use the a64 site as I live in Filey and work in Bridlington. Sell half the car park for new building on sealer road. I've never seen more them 50ish cars in there and I drive past every day Traffic into and through Scarborough during the holiday season is horrific and as a result we chose not to shop there. Taking away the park and ride would make this even worse and put off potential visitors Close the A165 site and turn it into a touring caravan park, for which there is always custom throughout the year, with appropriate charges for the pitches which should generate some income for the Borough. Please do not remove the park and rides. This will push more and more traffic into town and to the car parks that are already packed in summer. New initiatives to get more people to use the P&R are needed. Like reduced fares on weekdays and reduced fares for residents. If these sites close what is the proposal for parking in Scarborough where do the workers park and how will the holiday makers get into Scarborough to spend money to keep businesses open? I have had to click an option to submit this but would want an option NONE OF THE PROPOSALS ARE APPROPRIATE Hopefully this is taken seriously .we do not need traffic pollution in Scarborough. Not sure on the size of each site maybe keep if there is a larger site than the other. close one and see how it goes. Monitor the one site over the full year before then deciding if the seasonal closure is required. Seems a shame closing both sites after spending all the money on creating them in the first place. Knock off a few buses a day in none peak times I appreciate its not within the consultation remit, however have you considered a train shuttle from the Seamer road site to/from town. The Seamer road site doesn't work because there is no bus lane option, whereas the other site has a bit of a chance for the bus to bypass some of the traffic. Think of the potential of charging vehicles such as motorhomes to pay to stay overnight on these sites whilst they are not in use and install fresh water and waste disposal. This would gain a substantial amount of revenue and subsidise the park and ride scheme. Lack of parking in places like Scarborough is very frustrating. Why not experiment with some dedicated motorhome bays. Being able to get a bus enables us to reach the centre and spend some of our hard earned money. A reasonable charge of £10 per night with perhaps a two night maximum would increase revenue for the park and ride scheme. Use the park and ride for overnight motorhome parking, charge a reasonable rate. Set a limit for length of stay ie maximum of 2 nights. This would eliviate the problems at the Sealife Centre. I for one would use public transport whilst parked there as I'm sure would other motorhomers. Complete waste of money from the start, the sites earmarked for these park and ride sevices are too close to Scarborough Town Centre. The road infrastructure to Scarborough, ie, A64 is poor at best and takes so long to travel from York or Hull to the Town, then spend another 45 minutes on a bus into the town centre or the beach is ridiculous. Stop wasting money on this service and spread the money over exsisting bus services to help local people with NO access to Cars. What about all the local bus services that are struggling and those that were axed in 2014, reinstate some of those with the money wasted. The Seamer road site needs to be relocated somewhere near Morrisons and that area. By the time people have driven to where it is now they are almost in town so wont use it. Traffic builds up from the roundabout and causes congestion park and ride in the wrong place.

We have no option but to use P&R for visits to Scarborough, as roadside parking or use of car parks in Scarborough is not an option. We make use of facilities in both Scarborough and York when visiting. Even better received would be the option of overnight (paid) motorhome parking, which would be very well received indeed and would solve many problems and encourage us and other Motorhomers to visit more often and view Scarborough as our ‘preferred seaside resort’. We are residents of North Nottinghamshire. I use the 165 services for work. What will happen to my annual pass that has 11 months left to run? The Seamer Road site is not helpful because of traffic congestion. Drive through traffic to get there, then sit on a bus through traffic to get to town. It is quicker to drive straight into town and park there. The location is wrong. If a shuttle train were provided into town from Seamer Road this would be fantastic. The Council needs to extend the resident parking restricted disc zones in South Cliff southwards beyond Avenue Victoria. The disc zone parking restrictions end too close to town and too many people coming to Scarborough treat the unrestricted residents parking in this area las an all-day car park and walk into town instead of utilising the Park and Ride facilities. I use this service to get into town for work and at weekends for shopping. In addition, I feel that only running a seasonal service will be detrimental to those of us that work in Scarborough and use it to commute as we will be left with no other option than to drive into the town and park there at a much greater cost. Closing both for the winter will also have a significant impact on the volume of traffic driving into the town with no options available for alternative routes. There is a finite number of parking spaces available and these will also be compromised by these plans. You will also need to take out all of the unnecessary traffic lights and car movement constraining measures introduced to make the P&R service more attractive. I note at the time of introduction that many people complained about the new traffic lights causing congestion and extending journey times to which the councils reply was, let's wait and see as the new systems beds in. Well it never did bed in and the town is unnecessarily congested due to the measures introduced and with the P&R and these should be removed with the service. Whitby operate a seasonal service for their park n ride. We do need it in the summer months. The whole scheme has been a waste of money. Would a solution to be to offer the service less regularly eg commuting times every 15 mins but reduce to 30 mins out of peak commuting times. A massive waste of money from the start a fraction of which could be used to make PROPER cycling routes into town plus secure cycle storage. That would cut congestion without spending millions and improve the environment. It's made me so angry these last 10 years watching the ghost buses. Surely an alternative would be to reduce or restrict parking elsewhere in the town to promote adoption by tourists of this resource? I think if the bus routes and stops were mixed up a bit and changed, possibly to the hospital? I would rather park there than at the hospital. A64 park and ride is surely busier than filey road. Easy for those who usually park at filey road to get to a64 one instead Would it not be possible for both these sites to continue in use BUT be serviced by buses that already run and pass by those sites. The infrastructure already exists but the cost must be in using the designated buses. I would suggest the reduced use is due to the fact that it takes a long time for the buses to get into town. Many bus users are already using their bus passes on existing services.You might as well just drive in and then park. eg is it the no 17 route that passes seamer road? Stop wasting our funds please! P&R is not required out of season

Options to Change Level of Service at Scarborough Park & Ride If you have any additional comments about this consultation, please let us know below: I find it incredible that given the current regional and national emphasis on reducing car usage and reducing emissions that you would consider closing down the park and ride service, forcing more traffic into the town centre with the impacts this will have on congestion and air quality. As a regular user of the service who holds an annual ticket and has used both sites I feel that the Seamer Road site should be closed. This site has far fewer regular passengers and is less able to cope with holiday traffic from the local camp sites, forcing tourists from those sites to travel through the villages to reach that site on roads that cannot cope with the extra traffic. Further more the 165 service is better able to cope with increase in traffic during summer months and keep to time due to the dedicated bus lane that runs down most of Filey Road. Having mostly used the 165 service since March 2015 the number of regular passenger i.e. those using it to commute to and from work has doubled. I can only summise that the reason passenger numbers have fallen overall is due to the introduction of charges to concessionary pass holders, many of whom now park free of charge on the A64 site and walk to the bus stop on the main road to use their pass on a regular service. It is also used as a free car park for those who work at the Ford garage and associated businesses next door. Finally the service suffers from a lack of advertising and imagination. It should stay open longer during the summer months to cater for events at the open air theatre and the hugely popular armed forces day. To summarise the 165 service should stay as it is more efficient, has a greater number of regular passengers and is better situated to cope with holiday traffic, however in typical council thinking you will no doubt ignore the interests and views of your council tax paying residents who rely on the service day in, day out all year round. I feel that in the event that the P & R closes only in the winter months, it should be possible to keep the car park itself open to allow us to park there, and use a service bus instead, i.e. in the case of the 64, the number 7/7A, 128 & Coastliner all drive past that site. Why couldn't the 7/7A could pick up and drop off in the car park at peak morning and afternoon times. Parking in town will be prohibitively expensive for those of us who work long days. Scarborough has so many streets, roads and avenues that provide 3 hours free parking with a disc. The residents of those streets, roads and avenues have to pay for the priveledge to park near where they live. Make those more town centre streets, roads and avenues resident parking only. If you remove the free parking for anyone then surely people coming into the town will re think their parking options. They will have to use the park and ride. Or they can pay for a car park. Too much money was spent on the park and rides without local residents views. Are SBC really afraid tourism is going to be hit and people won’t come. I not think so. It’s about re-education people into being more town friendly and not congesting the town. Using a bus is good for the environment and their health. We have used this park and ride regular and would be a disaster for it to cease . Scarboro would be gridlocked with vehicles... close it for winter open again at Easter..... Reducing or eliminating parking charges within the town center while taking option 3 would be logical to encourage people to go into the town. Why not consider that the Park and ride Buses make further stops on route into the town centre from the park and ride sites increasing revenue on them and offering residents more bus options in the town Close the sites and sell the land cheaply to a farmer for farming. Then later buy the land back at a much higher price from the farmer to build houses upon. I am 16 and use the Park & Ride to get into town. Would be useful to know the %split between users on Seamer Road and Filey Road before making a determination on whether to close either site. It looks like the majority of users are visitors based on usage during tourist season so non season closure would be appropriate. With only 1 publicly available EV charging point available in Scarborough it would be prudent to install banks of fast 7KW chargers to encourage EV owners to the town and facilitate charging whilst users hop on the service for the day. Park & ride was a dead duck from the start a waste of tax payers money. I have walked into town & 6 buses have past me ALL with no one on!! Drivers would sooner take their cars nearer the sea front & park down there, & then clog up the out of date road system Scarborough has trying to get home.

There is not enough parking in the town to replace the park and ride- the town relies on the income generated by visitors. If commuters want to use it there could be a service between 8.00 and 9.00am into town and out of town from 4.00 to 6.00pm in the winter months. my thoughts are that if seamer road was better traffic managed, that the flow of traffic improved rather than the over use of traffic lights and ill postioned bus stops etc then the Park and Ride Bus service might improve. However the intial siting of this will always be a question, why there and not near Eastfield? Charge the car dealaships next to the A64 site who use this park and ride site as their own car park even making a pathway through the edge to get to there place of work also parking customers cars on there if a charge of £5 per car per day x by 25 cars = £125 per day x 5 days per week =£625 per week x by 50 weeks =£31250 per year this would go well towards the up keep,on this subject I brought it to your attention a few years ago and you chose to do nothing about it so I don’t hold much hope of you doing anything positive about this problem apart from closing them and letting them become derelict,which is your reaction to anything you deal with,or alternatively close it and build the much needed cinema at the top end of the park ,car parking spaces already there. Not enough demand.... no real office type roles in the town centre to justify daily use. In summer the park and rides are too close to town, meaning you have hit traffic already before even parking there. Then stuck in traffic on the bus with no dedicated bus lane. Lower the prices Looking at the wider picture of problems in and around Scarborough I think instead of closing the park and ride (resulting in yet another eye sore)we could have an alternative use. I live close to Scarborough Hospital and regularly can not get out of my own driveway due to the amount of cars parked because they can not fit in the car park. Why not provide a hospital bus from the park and ride for patients and staff to use? I am interested in the reduction of uptake over time and what might be the cause of this. What is the balance between the park and ride fare and parking charges in the town? Today I travelled on the York park and ride. The adult fare is £3.60 return and the average long stay parking charge in York city is £10. This clearly makes it worthwhile to use the park and ride service. Why not increase the car parking charge in Scarborough to make it worthwhile to use the park and ride service? Both services (Scarborough and York) included free travel for up to 3 children with a paying adult which is good. I do believe that we should persevere with the park and ride scheme and try to make it pay. To abandon it would be wrong and have a negative impact in future years. Give Scarborough something to draw people in, give Scarborough people what they want People can get the train from seamer station that's why I suggest the closure of the seamer road one Is this not what they call a no-brainer? By all means close them if you want even longer queues of cars trying to get into Scarborough from all directions. People aren't using them because they're too lazy. Try ways of promoting the service more, put up more and better signage on the approach roads to Scarborough Try and get a cinema complex built adjoining the A64 site Stopping the service altogether would put further pressure on an already overcrowded town for parking. A seasonal service at both sites would ensure best use of the sites. It would be an idea to stop town centre parking for those using town centre hotels, directing them to park and ride, freeing up spaces for shoppers.

I tried to use it one day to get to South Cliff from Seamer Road and had to walk back up from the Spa bridge. If more stops were included- eg South Cliff on the 64 bus, and a circular route back via Falsgrave and Seamer Road with relevant stops, then more people would use it. As it is it seems to be designed mainly for the tourists who are only here in summer, I suggest that unless you make changes as above, that it closes for winter, the same as Whitby P&R. Few buses pass through Seamer village .only Coastliner,once an hour so a frequent Seamer P&R , a godsend to get intoScarborough,to access other buses to the rest of the region and hospital. (181 to Filey cancelled a few years ago!) Which area of North Yorkshire do you live should have included a box for York, so I had to tick Outside North Yorkshire. Is there any mileage of re-positioning Seamer Railway Station close by to attract rail users to park? I also appreciate you providing clean lavatories for your passengers use. Much better kept than York’s. I do think the price puts off cars with more than a couple of passengers. For example if I travel with 3 other ppl it costs more than parking in town and I think it should be encouraged to be used with cheaper fares. If nothing else taking as many cars off the streets of Scarborough as possible will help keep pollution levels down. Why build something and shut it down both were built In the wrong place. Steamed road would have been better near morrisons on the empty industrial area . The council needs a fresh impetus for Scarborough as it is old folk with no idea on how to move forward with the times. No comments They were built in the wrong place to start with. Na Change frequency of buses to every 20 minutes.use less buses early morning and at teatimes.i use for work and know first bus I use is always less than handful of passengers same at teatime but it is essential to alleviate parking difficulties in town.also have never seen much publicity about the benefits of park and ride think it could be promoted much better as very competitive against parking in town, particularly for workers. Also the service could be re-timed possibly to every 20 minutes in stead of the 10 minute service at present I use the 165 park and ride daily and have done since it first opened, this is how I get to work.. if you were to close this service I dread to think how congested the town will be with traffic, especially in the season, it will impact on the whole of Scarborough as visitors will stop coming if they can not park easily and also affordably. Also what about the regulars who have used this service for all these years, how can we afford parking in town , I believe now it's £65 per month at the ncp. I pay £35 for the month on the 165. On another note I have been at work today 24/02/19 and on arriving at the 165 at 9.45 lots of visitors arriving in to the car park, and we are not even in season yet .. I do personally think the 165 is the most used and will cause a big disruption to the town if closed. As I live on a road which requires a parking permit. Which the money from the permits contribute to the park and ride to stop roads getting congested around the town centre area. If one or both were to close should there be a reduction in the cost of the parking permits as they would no longer need to go towards the park and ride i would like to see the public bus service used to ferry people in and out of Scarborough. This would also help with congestion in town as although the number of cars has allegedly reduced by 500 how many more busses are there? And most of the P&R busses are empty and causing unnecessary polution.

The scheme should be kept fully operative, all year round, and all current disc zones should become meter payable, 24 hours, with the exception of resident permit holders only- this would force visitors to have to pay, wherever they park, and allow the local permit holder council tax payers the chance to park somewhere close to their residence, having paid the outrageous recent price hike, without being blocked by free parking visitors, who have easy access to our local amenities. Maintaining the scheme, and having all round charges, would ultimately educate visitors into using the park and ride scheme, thus reducing town centre and foreshore gridlock, reduce local emissions and hence also improve air quality. could a minibus service be tried out at times when passenger numbers are normally low eg. early afternoons out of season from Seamer Rd to Scarborough town centre? My wife and I drive to Scarborough from York for a day out several times a month throughout the year and provide income to various businesses each time. If the A64 site is closed, we would be discouraged from visiting Scarborough at all. I don’t understand why the previous question is relevant regarding the impact on minority groups. It impacts anyone who uses the service regularly. The whole issue is that the park and ride sites are designed to alleviate congestion and reduce pollution. The problem is that no one is using them. Most mornings I am the only person using the service whilst everyone else drives past and blocks the road with their cars. The price is affordable and the car parks are roomy and accessible. What really needs to happen is they need to be marketed to be used, or deterrents put in place to prompt people to try them. I certainly don’t think closing them seasonally is fair on people like myself who use it all year round for work. If one is closed I would use the other, rather than driving into town a whichever you close is irrelevant to me. Would suggest winter closure dates to be weekend at end of autumn half term until weekend preceding Easter. Has anyone on the council considered possible reasons for the decline? I used to live in Leeds, I'd visit family & friends here regularly, I'd sit in traffic over the summer, all the way back from before the a64 roundabout that comes before the park and ride. By the time I got to the park and ride I'd think, well why would people want to use this.... I've already sat in traffic for 20 minutes, and now I'm being asked to pay money to sit in it some more. I don't think so-might as well sit in it the rest of the way now. If it was better placed, out near the Morrisons eastfield roundabout, where the industrial estate is, I'd have used it myself to save myself the heat and bother perhaps. But not after already queueing. Also, it's not brilliantly signposted or advertised despite what's been said about that. With the York park and ride, you'd almost have to be blind to miss that they have one, and exactly Where it is. Whereas the Scarborough one I actually found out about from my family, despite driving past it numerous times! You're also asking people to pay money to sit in absolutely terrible traffic on both roads over the summer! It's horrific! At least the Filey road has some bus lane access in places, which is a small relief, but the a64 doesn't. I can't help but feel that's also a factor (and yes I realise that more people using park and ride would decrease this, but I think it's something of a major issue that's really not talked about enough). Anyhow, although it doesn't seem to be ideally efficient, I also hope the council manages to find a way (the money) to keep it going somehow, it is after all, basically the ONLY thing that Scarborough seems to be currently doing to try and ease traffic congestion. Now there's less public transport around town, it's clearly not going to improve if we take park and ride away too. I use this site regularly for day visits to Scarborough. If it closes I will just visit Bridlington for day visits. Non of above. Leave both sites open and to act as a service route with pickup/drop off points along the way for other bus services. To provide local community with a service, reducing town traffic and retaining visitor service. Better than having to search for parking in town.

I have travelled in summer on the P & R when quite a lot of families from the holiday parks have used its facilities. Whitby run their P & R in Holiday season only as do Bridlington (I know that is in a different Council area but they must have similar running costs) Although it is diffucult to estimate future use. With the building of new facilities in the town, notibly the new flamingo land attraction on the seafront and the local authority trying to entice people to use the town centre. There would surely be an expected greater number of people travelling into the town especially during the summer months. By closing one or both of the sites, where would these visitors park. There is very limited all day parking in Scarborough since the weaponess site was built on and other parking around the town is often full in summer. Trains are unreliable and very expensive for families so not always a viable alternative. Once a site is closed it will never be reopened, so this decision could significantly impact the growth of scarborough for many years. There had been suggestions about the train stopping at the p&r site on seamer road as a possible park and ride option which would take away the need for buses also and relieve alternative issues with the seamer station parking. It would make sense to at least trial seasonal shutdown at both park and ride sites and see what difference it makes to usage, revenue and expenditure. Would it not be possible to keep both open but curtail the service to say, hourly or two hourly? At least people can make the decision to travel into Scarborough knowing there will still be a regular service. MY wife also agrees with this proposal If council proposing to expand Eastfield south Scarborough area with extra housing then seem ludicrous to close the Park and Ride. As extra traffic will be generated. Have you considered implementing part of the park and ride too accommodate motorhome parking. We travel abroad frequently and use the stehl platz system in Germany. It generates considerable revenue and employment for little outlay Be better to have full service both sites seasonal and also need to consider impact of new housing Eastfield south Scarborough site in future. More people more cars. Why not encourage town workers to get season ticket for parking. The money already spent on these car parks would be wasted in the event of closure. Is it not possible to retain the parking element but divert other buses to the sites? I am in favour of keeping park and ride by modifying the service or by building a RAIL park and ride with a new mini station/carpark between Staxton and the Ganton Golf Club. It would take an easy 10 minutes to travel in to town and the only stop might be Seamer station. Modify the Seamer road site, make it free parking, build bus laybys on either side of the road with rain shelters and modify the traffic lights to favour pedestrians. There are the 7/17 service the 777, the 128, and the Roadliner x843 which run past this site. During busy periods you could run a service which ran down to the STK theatre, Peasholme round the bay to the harbour back up to the Station and back to the park and ride. Have used this service lots in season. Just needs to be run in the season surely. Run a 30 minute service with smaller cheaper to run buses, working at optimal times. Another option is run fewer buses during the day, particularly in winter, maybe one every half hour. Closing one of the sites with the expectation of vehicles transferring to the remaining Park & Ride would cause even more congestion around Oliver's Mount and the junctions with Filey Road and Seamer Road. Why are there no notices up at both park & ride sides about this consultation survey? Are you hoping people won't notice? What about those who do not use the internet?

NYCC have recently re-located offices with a large number of employees now working in the centre of Scarborough. Pay is protected until July for the majority of the employees, so could evisage the park and ride sites getting busier after this time. I feel that the Seamer road site would benefit from a bus lane or priority option at the traffic lights. To close both sites is wrong. Parking is appalling in Scarborough. We need to ensure people want to come still and are able to park. Either close one site or reduce the number of services running by half. Busses every half hour. I don't really want the A64 one to shut has that is the one I use. But instead of been selfish I put to close both over winter , has I know from Easter onwards is busy and can't find a park in the town centre. If you want to spend the day in Scarborough shopping and going down to the beach it's a nightmare always clock watching, don't know how long to park for then having to rush back and maybe put some more money in the meter and trying to do that with little ones in tow . Plus it takes out the frustration of queue into town and then trying to find a park and then you can enjoy your day in Scarborough. I do come to Scarborough a lot maybe not if the A64 shuts. Why don’t you consider offering free parking at both sites out of season Join seamer road to the railway, publicse the public buses you can get from outside b n q and offer free parking for residents and £5 all day for visitors. No special bus to save money. Rent out ticket office for extra income. Filey road - put a walkway down to the roundabout or to eastfield so people can catch the public buss or walk into town and put on one buss an hour all year round to the ussual spots. Although the train pull in and the walkway would cost money to put in but over a few years it would pay for its self and free up parking and congestion in town. Offer workers in town a substantial discount all year round which would increase income. Iv worked in town for 10 years and not seen any adverts for Park and ride. Why not offer free parking out of season and publicize local buses. On filey road put in an accessible path with regular seating to eastfield and down to other roundabout so users can catch public buses. Why not offer free parking for 2hrs 7.30am till 9.30am and 2.30 till 4.30pm on filey road site and put a path down to the roundabout so parents can park up and walk their children to school - keeping them away from school and avoid causing as much cogestion. The options provided are only concerning partial/closure of the sites. There should be a fourth option of 'staying as is'. If either site closes, I cannot see people going to the other site as there is no direct route. Getting into Scarborough Town is bad enough, especially during the summer and parking in Scarborough is will get worse if these sites are closed. Scarborough is well known for various events, both in and out of season (Coastival, Cricket etc) and people attending these events should be encouraged to use these sites. In addition, I assume that EYMC receives the ticket price for these services so why can't they pick up passengers en route into Scarborough as happens in York for instance. The could also reduce the service from every 15 minutes to every 20 minutes (saves on bus per hour) and still provide a reasonable service. Traffic is already bad and parking in Scarborough atrocious. Short sighted to close totally. Parking in Scarborough will be made difficult, traffic congestion will increase. I believe more effort should be made to encourage the use of Park and Ride scheme. In July 2018, North Yorkshire County Council opened one of it's main flagship buildings in the centre of Scarborough, with no parking facilities and transferred many of it's employees to the new site. Myself and many other NYCC employees use the Seamer Road Park and Ride so perhaps the left and right hand need to speak to one another before making these decisions. We would not drive to the Filey Road Park and Ride site as this would add excessive time on to our day. I have put that I am in the district of Scarborough but actually live in Whitby but that was not an option.

The Seamer Road Park and Ride is also used by other North Yorkshire County Council employees for the same reason. Should it close or operate a seasonal service where does North Yorkshire County Council expect it's employees to park? I would be happy to pay a higher bus fare and/or a reduced service e.g. buses every half hour. The park and ride is a good idea but not meny people use it in the winter months. It would be a retrograde step to consider anything other than Option 3.The effects of additional traffic movements of full site closure during peak holiday periods may well lead to gridlock within central Scarborough-parking provision is barely adequate without additional cars entering the town. Seamer Road P&R suffers from indifferent timekeeping at times since it was rerouted via full length of Seamer Road and Valley Road instead of Queen Margaret's Road for minimal extra journeys and some potential passengers possibly using cars into town instead. Limited parking in N Marine Road area means that Cricket Club relies on P&R to get spectators to and from the ground for County matches. As a regular user of Seamer Road P & R,my best option would be no change,but if change is essential on cost grounds,winter closure of both sites as applies at Whitby P & R is the only Option you should consider taking IT IS A VITAL SERVICE & WE DO NOT WANT TO LOOSE THIS VALUABLE SERVICE Parking in Scarborough is only difficult some of the time from Easter to October. Stopping the service all year would increase pollution and traffic delays in the Summer. Congestion is significantly less and also easier to find parking in the town in the Winter period. Will there be subsidised parking in town for regular users if you cut this service ? What about the environmental issues Would really miss this service, please leave one of the sites open all year, possibly with less buses, so that we elderly or disabled can still use this service. I would suggest that there is money to be made by the councils here by changing some of the site to a motor home aire for overnight stops (as on the continent) if properly set up. By requesting that local buses stop here, the place would be more useful into the evenings. It would not be difficult to make modifications and enhance the options for tourism. The park and ride should also be available when the Scarborough OAT is live. There are many missed opportunities on both both sites and this could easily counter the current loss making position. Parking charges in Scarborough are very high, which impacts unfairly on local residents (who are paying council tax). If the park and ride closes we will stop going into Scarborough on a weekly basis, which will mean we will not be using the library and not be spending money in local businesses. This must be significant, especially in the winter when there are few visitors. Parking charges should be looked at in tandem with this proposal. we use the filey park and ride every week all year so if it is closed would not bother to shop in scarborough. we spend a lot of money at shops and restaurants as I am sure many other people do thanks to this handy bus service. why not have less buses per hour people would soon get use to new timetable or just run on certain days to maintain service.scarborough is always busy with traffic not very good for parking unless you have a blue badge and can park anyware onyellow lines so please keep our park and ride.thanks. We think perhaps advertising further out from Scarborough possibly as far back as the main road outside Primrose Valley might bring in more custom as strangers to the area are more likely to use the park and ride. My family and I regularly holiday near Scarborough and always use the park and ride to come into town as we do not like to bring the car into town. No park and ride service and we would very likely not come into Scarborough at all.

Also, if there is no park and ride in winter, will residents be forced to pay extortionate parking charges [much highere than in most towns] to drive into the centre?. Why does the council care so little about its residents, compared to its visitors? The Scarborough Park and Ride model has proved to be, simply not economically viable. Going forward we would ask that the Borough and County Council work in partnership to develop a parking scheme which recognises the real life constraints of a coastal resort, fulfilling the needs and expectations of both visitors and residents alike. The commercial viability of our resort is presently under grave threat, access, parking and lack of basic facilities have been sighted as major influencing factors. At present Scarborough has one of the most rigid and draconian parking and charging strategies to be found anywhere in the UK. Not surprisingly as it it was designed in the words of the then Director of Technical Services : To encourage folk to use Park and Ride by making long and short stay parking in the town and seafront area to be as difficult as possible!".. A decade on and this strategy has clearly not worked and worse it has been highly detrimental to both the retail and visitor economy. Our entire parking policy must be given and root and branch review as a matter of urgency. We would also like to point out the Scarborough's most successful resort car park is also a linear park and ride .. the Marine Drive , which since the removal of the midway public toilets is now devoid of any facilities. We accept that there is only a limited amount we can do about A road access, but parking is in your hands so there can be no excuse for anything other than meeting and exceeding out publics expectation. Please help us to make our town work! Yours John Senior MBE TD Chairman South Bay Traders Association This is about the only useful service that NYCC offers the ratepayers and as a working person without this service it would be extremely difficult and expensive for me to get to work. This is a greatly valued service, bringing people into Scarborough from the Filey district and further afield. It also helps people who work in the centre of Scarborough without parking facilities at work. Filey Rd is relatively free flowing whereas Seamer Rd gets gridlocked very quickly. Towns and cities are striving to improve the environment, no park and ride would send out the wrong message, Scarborough puts money before the environment. Increased traffic during the season would create congestion and pollution on already busy roads. Many people, tourists and locals would be forced to go to other places for shopping. The park and rides are very underused in the winter, the sensible thing to do would be to close out of season, like Whitby and Bridlington. With no park and ride the council would save money, but there would be job losses, ie bus drivers and businesses in Scarborough would suffer through reduced foot fall. Any money saved through total closure would have to be used in road improvements and extra car parking. Closing the park and rides would not be in the best interests of Scarborough. The service needs better advertising and promotion! It needs BIG SIGNS ON THE A64 way before Scarborough, there is one small sign just before the terminus, this is not enough! More people would use it if it was promoted properly and CLEARLY! Especially in the high season and weekend, when all you see is traffic queuing under spa bridge with people looking for car parking! Make foreshaw road pedestrian only in high season and weekend to encourage the use of the park and ride! What about an option during the winter months to reduce both services165 and 64 bus to say 30 mins in the winter. Both park and rides are valuable to not only people of scarborough but visitors also. drop the fares so it is cheaper than parking in scarborough for less than 4 hours I think that before scrapping the sites completely you should try to run them seasonally. I can't see how users travelling from York would skip the seamer site, skip all of town and then use the one on the brid road, and likewise visa-versa. Unless it becomes more expensive/difficult to park in Scarborough there will not be any significant increase in use and the town will suffer from various sources of pollution it could and should do without. One day someone will have to face up to the necessity of restricting car use in towns. If you close either site in summer you will loose visitors because of the gridlock you would cause 

Disappointed today (Wednesday March 27) that we waited at 10.30 am at Seamer road for 30 minutes and then gave up as we would have been late for an appointment. I think that once the ncp free car parking passes provided to nycc staff have run out in July the park & ride will be used more as a means of getting to Castle House. I ticked option 4 on page one of this survey but I don't actually agree with that - I couldn't continue till something had been ticked. I use the A165 P&R at least twice a week and am quite prepared to pay £1.20 as the bus takes me to where I wish to be in town; my friend from Malton joins me at the P&R; when I do a reasonable sized food shop in Scarborough I can load everything straight into my car and I do not have to walk from a bus stop uphill to my house carrying heavy bags. It's also wonderful to be able to wait in a clean waiting room rather than stand at a bus stop in the wind and possibly rain on Osgodby Hill Top. I know at times the buses are empty but you cannot expect everyone to travel at the same time. In all school holidays winter and summer the buses are very busy ( I've had to stand) and in the weeks up to Christmas and on Armed forces Day the buses are full. The A165 P&R is used by residents of Osgodby, Cayton, Gristhorpe, Hunmanby, Muston, Filey, Eastfield and Bridlington as well as people on holiday out of season at the many holiday camps in the area. I live close enough to this P&R to have suffered with the noise and dirt when it was built but I feel it was worth that to have this facility and I would be very sorry indeed to see to see it restricted in any way. There's no way the number 7A or 7 bus could call at the site (unlike a service bus deviation into the A64 site) as that would omit Osgodby. I wonder just how many members of the Council, having free parking in town, have ever used the P&R service?? And I wonder how many pensioners, and workers in town, would be really disadvantaged if this site was to be closed? Is there any possibility of having smaller buses running at the sites or maybe a less frequent service during the quieter times of day? The letters in the paper all seem to have been written by people who aren't in a geographical position to use the service- are their views based on sour grapes??? An alternative is to keep the car parks open and invite people to use the normal bus services that pass the entrances. This will mean fewer cars entering the town and more people on the usual service buses. I suggest if you scrapped children riding free,which would save a great deal of money.Older people I have spoke to resent subsidising a lot of children who are rude,noisy.and taking up seats when fare paying passengers are forced to stand. I live in Bempton and am a regular user of this service. If this service is stopped then I will avoid Scarborough in future as driving into and parking in Scarborough is a nightmare in season. It would be more sensible to save money by making this a seasonal service to avoid excessive congestion into and through the town during the period April to October. Stopping this service altogether will lead to greater losses to the local economy through reduced visitors than would be saved in service costs through closure. You should also not ignore increased environmental pollution that would be caused by long queues of slow moving vehicles. if sites closed out of season many customers wont come back in season

I use the service from Filey Road to commute to work from Filey to Scarborough . As I work on a 24 hour contract over 5 days commuting is a considerable expense. The reasonable fare of the park and ride service makes this more manageable, if I had to use an alternate means of transport this would seriously eat into my income. If there isn’t an affordable means of transport for people from surrounding towns and villages to travel to Scarborough then I also wonder what impact this would have on an already struggling high street. Another aspect which I fear may be overlooked is the issue of pollution and air quality. Surely any measure which reduces traffic in the town centre has to be encouraged. Scrapping the Park & Ride service would seem a very regressive step given what we now know about the effect of air pollution on long term health. My only reason for selecting to close the Seamer Road site (from the limited options) is that I imagine it would be the more desirable site to any prospective buyer. However given the investment made into the infrastructure of both sites selling either seems a somewhat short-sighted move. The one in Bridlington is closed during the winter season, but I appreciate runs differently to the ones in Scarborough It will be missed if it closes but I can see your points from a financial situation. Is it not possible to make it half hourly during winter months. You say you advertise but it is not even lit on the sign now on A64. Maybe space could be allocated for uses during winter. We have not driven into town since it opened but see cars going round looking for space in town. We have enough visitors in summer to keep it open if York can do it we can. Du to parking in Scarborough the park ride is a great asset to the town and must be kept for the local and tourist public. Why not run the service less frequently? I doubt I will visit Scarborough if there is no p&r. Surly it is your obligation to reduce air pollution & congestion? My wife and I use the seamer road facility on a regular basis to go into town. The parking facility is very good as are the welcome toilet facilities on site. Parking in the centre of Scarborough is expensive and difficult to find, especially in the summer months. Closure of either or both of the Park and Ride sites will add to the regular traffic gridlock on routes in and out of Scarborough. If cuts have to be made I would opt for closure from November to the end of February when traffic and visitor numbers are lower. To close the 165 site will mean that current visitors like us from East Yorkshire will stop visiting Scarborough as it is a nightmare to park in town. Keep the filey road site open. Thank you I would suggest that a seasonally operated and free service would help to reduce traffic in the town. There are few incentives to use the service at present and to appeal to a visitors wallet operating the service free of charge would soon spread the word amongst potential visitors. The subsequent reduction in vehicular traffic would contribute to your zero carbon credentials. Regularly use Filey Road park and ride, we live in Hunmanby and like not having to try and find parking in Scarborough, especially during the summer season. The return fare for us is cheaper than parking fees in Scarborough town centre and the bus lanes make for a quicker journey. I think it would be preferable to leave one site open permanently, for times such as Christmas shopping, and also for the businesses of Scarborough who will surely suffer if both sites are closed all winter By your own figures, the increase in vehicles travelling along the A64 and the A165 could increase by 450 per day per site. Even travelling on the P& R bus in the summer is very slow. How much worse will it be under your proposals. How much more pollution will these vehicles create. You should consider investing in electric buses as York are. Retaining both sites for future electric vehicle parking and recharging points. I think being closed so early is a great disadvantage especially in the high season I love the P&R service from the A64. By the time I arrive the kids are fed up and just want to get to the beach. I need the toilet which is always very clean unlike others in scarbrough. Please please keep it running. Driving further is a nightmare.

If the A64 is ever upgraded to proper capacity, it will be important to accommodate traffic arriving/leaving at the town outskirts. In the summer season, the park-and-ride services could be a support to improved transport links. Out of season closure would make sense if we want to progress towards the long overdue road improvements that the area needs. CU Scarborough is attracting increasing numbers of students and specific staff and students need appropriate public transport to access our campus during the day. None of the options offered for the future of the Park and Ride fit the requirements of CU Scarborough. We have chosen the "option" to retain the Seamer Road site purely because it is more likley to be used by our staff and student base. The option for opening seasonal hours does not fit with our peak teaching period. 60% of our students are taught between September and April and the park and ride would be closed for over half of this peek period. Price too expensive. Bridlington and Whitby park and ride much cheaper Total waste of money from the outset, the sites should be further away from Town Centre. I’ve seen these buses running around with no-one on, many many times, Sad but realistic in these times. Money used for these services would be better spent on local bus services, serving communities in and around Scarborough What has ethnic group got to do with this consultation? Do you not think that the numbers were high to begin with because old age pensioners were free then a £1.20 charge was brought in and the numbers started dropping also there is a small number of people who park at seamer road site and walk outside to bus stop for free travel I suggest a number of survey forms be available on the buses for passengers who have no access to the website. Consider selling advertising or promotion space at the P&R site(s) to bring in extra revenue to help support the bus service. I live at Hunmanby Gap which has no bus service whatsoever, therefore I can't use an ordinary bus service to go into Scarborough and would have to drive in add to parking problems I do not agree with ANY of your options, but could not proceed with the survey without selecting one. This is a survey design fault, or a devious move to force people to select their least disliked option. I use the service regularly, and, as I don't live in Scarborough, any change would make me choose not to come into Scarborough - which is where I currently shop. An alternative which doesn't seem to have been proposed would be to make the services slightly less frequent at both sites during the 'quiet' season. Waiting facilities are good, and this shouldn't have a huge effect on people using the service - so long as timetables are clear and adhered to. Parking in Scarborough is limited and expensive, and closing down the P&R service would increase traffic and congestion in the town, especially during the summer, and put many people off visiting. This would hardly be good for Scarborough and its businesses. I suggest a serious rethink of these damaging proposals. As a town centre worker like many other people I would be hit massively if the service was to close all year round, there are times in the season that I’m unable to board the buses due to them full to capacity of passengers, taking the service off completely would increase traffic congestion in the town centre in and out of season. Shutting one or both sites will seriously affect many folk who use it. If action of some sort has to be taken then I would suggest reducing services in less busy times. Starting later could also be an option.

I live in Hunmanby and the buses run once an hour. I think you should be promoting this service not scraping it. Towns and Cities across the UK are introducing and or extending Park and Ride sites to achieve the following Improve traffic flow Reduce congestion Improve air quality Drivers travelling into and out of Scarborough have to queue throughout the working day and throughout the year. Depending upon the time of year that queue time can be significantly longer. These delays adversely affect health and wellbeing, increase costs for buisiness and are a key factor in affecting visitors and local residents to choose to go elsewhere or shop online, having a detrimental effect on footfall in the town centre. I find it interesting to see the council is offering residents of the Scarborough Borough Council area a reduction on town centre parking.....thereby attracting potentially more vehicles onto congested roads. Wouldn't it have been more sensible to apply a reasonable reduction for park and ride users so the workers and visitors from the outlying villages were attracted to the Park and Ride sites. Increasing the usage of the sites and having a beneficial affect of traffic flows etc. It would be interesting to see what considerations have been given to increasing the usage of the sites. I am firmly of the opinion that both park and ride sites should remain open. Consideration should be given to reducing the frequency of the service over winter. It’s obvious that this consultation is just to ‘tick a box’ and that the decision to close the A165 site has already been made. The service needs to run later in the evening even if the timing between services increases It's a shame both can't be kept open but the 64 site is close to town and could be serviced by one of the ordinary route buses. The 165 site serves people coming in from the South of Scarborough. There are infrequent bus services, most of which only run hourly. Also this site serves a number of holiday resorts as well as people driving from Bridlington. If you want to end the park and ride.. I suggest rejigging the town parking so that there is more affordable all day parking.. This service is excellent & we (a married couple) did not like any of the options but for the purpose of the consultation had to choose one, & as we mainly use the 165 Filey Road service is the reason for our choice. However is a further option possible, i.e. keeping the service but making it less frequent e.g. half hourly? If it was to be discontinued for the winter season this would impact on local people in the main, & would become a service for visitors. Please try not to take our Park & Ride service away from us. Increase fares, rely on the service use it all year round 1. If the A64 Park & Ride were to be shut then it would be necessary to sign up the A165 Park & Ride site from Seamer Road. For us (my wife & I) Seamer Road is not very handy during the summer as the buses from there have to negotiate all the traffic on Seamer Road. 2. Is it not possible for the Park & Ride buses to pick up on the way into the town centre? They do not do this at present. 3. Another option is to allow buses on routes in Scarborough (eg No 7 etc) to pick up as they pass the Park & Ride sites. Don't charge so much for the service. It can be cheaper for a family to pay for parking nearer to their destination. The decline in numbers from 2012 onwards may be linked to the reduction of the service from a bus every 10 minutes, plus concession using had to start paying which meant for our family it was cheaper parking in town. It is supposed to be a service? Climate Change !! All buses in the region are much too expensive and attract more cars etc., into the centre of Scarborough instead of encouraging them to stay out. I don't suppose these comments will have much effect but I hope with all the other problems this will be reflected in both local and national elections. The older age groups would be precluded from visiting Scarborough due to the lack of central area car parks if the Park and Ride service was discontinued. Traffic congestion would increase on the approach and in the centre of Scarborough. We would not visit Scarborough without the Park and Ride and would not be alone in this decision resulting in traders suffering greatly and the town slipping into decline. We have used the Park and Ride three times in the last five days and have spent in the shops and restaurants. I don't think that either site should close based on the reasons that they were put there in the first place This service is very important during the tourist season when it becomes difficult to drive into Scarborough for those of us that live outside the town. If one site has to close, it would make sense that it was Seamer Road as Filey Road caters for a lot of holiday parks & there is also a bus lane on this route. I can't really see the point in continuing a Winter service if this is not financially viable, but please keep a Spring/Summer service. I feel that closing both sites will make it harder to find parking at peak times,we visit Scarborough at all times of the year & find the P & R easy & cost effective to use In view of the fact that SBC wants to operate in a more environmentally sound manner, closing of the park and ride sites is very short sighted as it is a proven fact that keeping individual cars out of town centres has a significant impact on air quality. It would be prudent to look at smaller more energy efficient buses which could potentially be more flexible as to the routes used and be demand responsive when not operating the normal timetable. We visit Scarborough often. If you close the park and rides where on earth are we going to be able to park? Park and rides are great for motorhome users. This keeps larger vehicles out of the town centre. The service is excellent and surely prevents too many vehicles clogging up Scarborough, the facilities especially the washrooms and waiting areas are some of the best in the country. Closing in the winter seems the most sensible option as there are many free parking places during the winter months. Closing completely would make all day parking in summer quite difficult and would also increase the volume of traffic in the busy months which, of course, was what the park & ride scheme was trying to address.

Options to Change Level of Service at Scarborough Park & Ride If you have any additional comments about this consultation, please let us know below: I feel that not all possible options have been included in the consultation and that as a result, a very limited view is being taken by NYCC, to the point where it is apparent that only closure at some level is being considered. In fact there are other options which may suit the level of usage over the winter months as follows: Options related to changes to the frequency of buses and size of buses used during the winter period appear not to have been considered. Therefore, I propose 2 other options: 1. WINTER ONLY: reduce the frequency of the buses during the winter to 2 per hour (this means that only one bus need operate on each route at any one time) and also reduce the size of the buses on the route to the smaller capacity bus as used already on some routes in Scarborough. Also buses during the week in the winter could operate for 'core hours' only say, 11am till 4pm to allow for shorter days and bad weather, reverting to longer hours for winter weekends. 2. WINTER ONLY - operate same hours as present winter timetable, but with 30 minute frequency, using smaller capacity buses, weekends only. Another aspect of the consultation I would like to comment on is the mention in the consultation document of additional marketing of the Park and Ride which has been undertaken. Any additional marketing is hampered by the local 'political' situation in that Scarborough Borough Council has a reliance on parking charges in the town for revenue, and that consequently the Park and Ride is seen (and talked about in some instances) by most local town councillors as a 'white elephant'. There is no 'local' encouragement to use the Park and Ride and its local profile is extremely low. Unfortunately, many locals also see the Seamer Road location as too close to town - but there is nothing to dissuade them otherwise. Signage for the Park and Ride coming into Scarborough is also very limited - is that an NYCC responsibility? Strategic intermediate stops between the P & R and the town centre could be used to increase revenue but this is restricted because EYMS operate the P & R service, and by definition this limits their desire to use intermediate stops as it would present direct competition for their other routes. There are facts and figures/graphs presented in the Consultation Document, but for a true picture there should also be comparative figures for Park and Rides throughout North Yorkshire. The figures presented are given in isolation, and therefore as a member of the public attempting to give balanced feedback as part of the consultation process, it is difficult to see how 'bad' the situation is when compared across the county as a whole. Another problem with the facts and figures is that the novelty effect when the Park and Ride was new is not allowed for. There are now fewer people using it because the novelty has worn off. More seriously, the perceived advantages of using the Park and Ride are in some instances less than the public expect/would like. For instance, families wanting to use the beach would like P & R bus stops along the sea front so that transfer from their car to the beach/north bay via the P & R is convenient = no walking! This obviously may have practical difficulties for the operator, and would need approval, but it could be looked at. It would also be useful if the P & R buses stopped in Aberdeen Walk - this is a glaring gap in provision but may be linked to my previous comments about the impact for the operator. The P & R fares etc. are good value when compared to car parking charges, local bus fares, and using the train from Seamer Station - this is not underlined enough for potential customers. The consultation as presented gives very little room for other options and does give the impression that certain decisions have already been made. I did notice during the winter months the Park and ride buses didn’t have many passengers on times. Since finding the A64 park and ride a few years ago I can not understand why people do not use it. The reliability of the overall service is great. Excellent drop off points in Scarborough its self. My wife and I use the A165 Filey Road Park and Ride service as we have to travel into Scarborough to use banks as there are no such supervises in Filey, the nearest town to where we live. The traffic going into Scarborough at certain times of the day can be held up back onto the new road at Cayton Bay. Parking is bad in Scarborough and when you cannot walk very well, the Park and Ride is good as you can get off near where you want to be. All the money spent by NYCC on buying land, traffic lights and bus lanes has been a waste of time. Surely it is better to use the bus than cars. Leave the bus service as it is from 10am and run every hour in the winter months.

Options to Change Level of Service at Scarborough Park & Ride If you have any additional comments about this consultation, please let us know below: It would make more sense to have both or one service operating but less frequently or within peak times only THERE IS TOO MANY CARS ON THE ROADS IN SCARBOROUGH AND IT IS GOING TO GET WORSE WITH MORE PEOPLE MOVING TO THE ARES AND THE ROADS AS THEY ARE NOW CANNOT COPE WHICH WILL RESULT IN MORE POLUTION AND HEALTH CONCERNS FOR PEOPLE we need more cars off the roads I am shocked that the service has been running every 15 minutes throughout the winter months. What an unnecessary waste of money! How can this happen? My suggestion is that the service buses 7A and 7 have a stop at the Park and Ride entrance. These buses run every 20 minutes along that route already. There is no need for a special bus. Personally I use the 7A bus to get to & from my work as a counselor at N lights therapy service. The existing bus service is entirely satisfactory. We provide a vital complementing the police who have insufficient resources to deal with mental health problems. We get numerous referrals from NHS who are fully aware of our services as are GPs but we desperately need further funding or the Service may have to close. Any help would be gratefully appreciated! Use mini buses when not busy often see 52 seat coach’s with odd folk on Complete waste of time and money from the start, and while you're at it scrap the paying for parking outside your own home too, and the payment for on street parking...get some life back into the high street. I would prefer that the facility was open full time, I believe that the car park is locked up too early in the day and therefore discourages people to use it as holiday makers wish to stay in town later and some workers work later so again are discouraged. I have recently emailed North Yorkshire Council with a further suggestion that if there were rail platforms built adjacent to the car park people traveling to Scarborough and York could use this facility. An advantage to this idea is that people who use Seamer Station and park there causing congestion could be encouraged to an area of easy parking thus pleasing the residents of Station Approach. This way the car park would get more use and not just left to rot Fantastic service - have used from both sites. It's a shame it's come down to this. Difficult choice to be made. Please make it seasonal if needed rather than shut it completely! Why has nobody just thought to integrate the location into an existing bus line eg seamer Road into Eastfield or Filey Road into the Filey normal service. This would mean pensioners not paying as both these services are not classed as specials. We are very regular visitors to Scarborough and spend more time and money there than anywhere else. If there is no PR system in Scarborough our family and friends will no be able to visit Scarborough AT ALL. We shall have to spend our money elsewhere

Update May 2019. Prior to the consultation there was very little information available on how the proposed options could impact some users who considered themselves with protected characteristics. The consultation responses have provided information that the options consulted on could adversely on groups of people with the protected characteristics, the majority and respondents referred to the groups of age and disability and the limited mobility that some people within these groups may have and the difficulties the proposals would cause in relation to this. Lack of suitable or available parking was also highlighted as being a foreseeable issue by these groups. The number of respondents aged over 50 years of age accounted for 67.6% of respondents and the number of respondents considering themselves to be disabled or having a long term limiting conditions accounted for 14% or respondents.

As park and ride passengers access the service travelling by car to the park and ride sites, in the event of any service reduction or removal they will still have the option to either continue travelling by car to an alternative parking location.

Update May 2019. The consultation responses summarised in section 8 have been considered and as such an alternative recommendation to the options consulted on has been made to keep one of the parking sites open to enable users, including those with protected characteristics, to park at the site and then access nearby existing local bus services to make the journey into Scarborough.

Update June 2019. The consultation responses demonstrated that option 3 is the preferred option with 58.2% of respondents choosing this option. This option has the least impact on groups of people with the protected characteristics, including those referred to in the consultation responses, of age and disability and the limited mobility that some people within these groups may have. Current mitigations are in place such as central locations of existing off street parking and the availability of blue badge parking. The proposed option leaves the existing service in place for half of the year, so no effect to existing users. The change will take effect during the out of season and therefore car parking availability will also be at less busy off peak levels. This option will be put forward for recommendation to the Council’s Executive on 25 June 2019. The report to the Council’s Executive also includes a recommendation for working with Scarborough Borough Council. This will provide an opportunity to monitor with the body responsible for on street parking the impact to the groups of age and disability and the limited mobility that some people within these group may have. If the recommendation to proceed is authorised the impact on those with protected characteristics will be monitored and reviewed during and after the implementation of any changes.

This assessment has been undertaken prior to the consultation of options on future provision. The results of the consultation will inform the decision on future service provision.

Update May 2019. Analysis of the consultation responses has revealed that the options consulted on could adversely impact on some users who considered themselves with protected characteristics. An alternative recommendation has therefore been put forward to address the issues raised.

Update June 2019. The full closure of one or both sites does not form part of the recommendations. Users have the option of using the existing service from both sites during the peak season and still have the option to either continue travelling by car to an alternative parking location.
