    Balancing the Rise of China: United States Policy in the South China Sea

    Balancing the Rise of China: United States Policy in the South China Sea Kevin Thomas Marincowitz A research report submitted to the Faculty of Humanities, University of the Witwatersrand, Johannesburg, in the fulfilment of the requirements for the degree of Master of Arts Johannesburg, 2013. Abstract The threat of a rising China to the U.S. led international system has resulted in the increase in competition and tension between the two states. The disputed South China Sea (SCS) is one of the theatres in which this developing competition takes place. Utilizing Offensive Realism theory as a framework, the SCS is examined as a potential flashpoint for the escalation of an international incident into conflict between the U.S. and China. The political/security context in which Sino-U.S. relations occur is established through an analysis of the law of claims at sea and the disputes claimants. The theoretical framework provides a means to interpret the actions of both China and the U.S. in the context of a competition for power, by establishing the causes of war and the strategies utilized by rising and status quo powers against each other. The conduct of China and the U.S. both generally and regionally are then examined on three levels: national opinion, strategy and tactics. The results of each level are then juxtaposed to determine their effect on tension and thus the likelihood of conflict occurring. It is determined that the national opinion and strategy levels have a net effect of decreasing tension, whilst the tactical level dramatically increases tension within the region.

    “Few actions could have a more important impact on U.S.-China relations than returning to the spirit of the U.S.-China Joint Communique of August 17, 1982, signed by our countries’ leaders. This EastWest Institute policy study is a bold and pathbreaking effort to demystify the issue of arms sales to Taiwan, including the important conclusion that neither nation is adhering to its commitment, though both can offer reasons for their actions and views. Greenert he U.S.-Taiwan relationship is under the spotlight at a critical time. Concerns are rising over China’s global campaign to undermine Taiwan’s legitimacy. A freeze has occurred in official cross-strait exchanges since the Tsai Ing-wen administration took office, the U.S.-China trade relationship is increasingly tense, and the Trump administration has shown a growing interest in Tthe Indo-Pacific region. Washington is certainly aware of Chinese assertiveness in the Indo-Pacific. The rapid pace of People’s Liberation Army (PLA) modernization has positioned China to carry out its active defense strategy in the western Pacific, South China Sea, and Indian Ocean within a few years. Despite the continuous presence of these strategic and military challenges, Washington still lacks a consensus on how to strike a balance between the merits of fostering defense relations with Taipei and the costs of retaliation from Beijing. During the Obama administration, the United States’ and Taiwan’s diverging views on defense policy and cooperation posed obstacles to bilateral security ties. Due to rapid Chinese military modernization and then president Ma Ying-jeou’s prioritization of relations with China, the United States developed an “asymmetrical defense” framework for its arms sales policy. This framework essentially meant that Taiwan had to rely on its geography and focus on anti-landing operations to counter a PLA amphibious invasion scenario. The United States expected Taiwan to invest most heavily in land-based mobile antiship cruise missiles, sea mines, and multiple-launch rocket systems.

Tung Chee-hwa’s five-year term of office as chief executive ends in 2002. As he is not directly elected, it is conceivable that he will be returned for a second term even if his current unpopularity is maintained. Real GDP is estimated to expand by 9.7% in 2000, before slowing to 4.8% in 2001 and 4.5% in 2002. After falling by an estimated 3.4% in 2000, consumer prices are expected to start recovering in 2001, rising by 2.3% in 2001 and 3.7% in 2002. The Hong Kong dollar will remain fixed to the US dollar. The current-account surplus is expected to narrow in 2001-02, with the surplus likely to total around US$0.8bn (0.5% of GDP) and US$0.4bn (0.2% of GDP) in 2001 and 2002 respectively. Key changes from last month Political outlook • Speculation is growing that the administration will enact the Basic Law Article 23 provisions, which require the SAR “on its own” to legislate against treason, subversion, sedition and secession. This would undermine press freedoms in the territory. Economic policy outlook • Competition and competitiveness issues have dominated much discussion in the press and among business and government officials over the past quarter, and look set to continue. Pressure for either comprehensive competition policy laws or more active sectoral laws to regulate competition is increasing.
