monitoring result (Section V) shows that the contents of Hg at Liangping River and Qingyao River slightly exceed Class II Standard of GB 15168-1995 (0.505 mg/kg at Liangping River and 0.831 mg/kg at Qingyao River against 0.50 mg/kg of the standard with pH 6.5-7.5 and 1.0 mg/kg of the standard with pH›7.5). All the other pollutants at all the points meet the standard. High background level of Hg is natural in the area, not caused by the construction activities. (the sediment background date in the ADB EIA show that the exceeded standard pollutants were cadmium and arsenic in the area). ii). Public consultation: The public consultation was planned during the reporting period, due to the design of water supply facilities had not been completed in the reporting period, the treatment process and construction methods had not been decided. The questionnaires for the public consultation had been designed by the LIEC and the PMO, the questionnaire survey will be conducted in March or April 2019 according to the plan; iii). Update the EMP: The updating of EMP was discussed during the reporting period, the main issue/adjustment for the updating is the monitoring parameters, locations and frequency, etc. because the project implementation will mainly focus on the water supply facilities in 2019 and 2020, the external monitoring parameters and locations should be adjusted accordingly to reflect the water qualities of drinking water sources, both the baseline and the impacts/pollution from the construction activities. I. EXECUTIVE SUMMARY

1. Overview. This is the second EMR prepared by the Consultant from HJI Group USA, together with the PMO, covering the period from June to December 2018. The EMR is prepared based on i) the external compliance environmental monitoring reports provided by the Environmental Monitoring entity of Hunan Qiancheng Monitoring Co., which has the PRC certificate for environmental monitoring; ii) the contractors and construction supervision companies’ (CSCs) internal environmental monthly reports, iii) the discussion and meetings with the persons from the PMO, PIUs, contractors and CSC; and iv) the PMO and consultants’ construction site and built facilities inspections.

2. The project is being implemented in the Dongjiang Lake basin in Zixing City, Municipality, Hunan Province. The project introduces an integrated approach to address constraints in the lake environmental protection and livelihood development. The project has five outputs: (i) improved pollution control, (ii) establishment of urban-rural water supply system, (iii) a rehabilitated river course, (iv) establishment of integrated ecosystem rehabilitation and management, and (v) strengthened environmental protection and project management capacity.

3. The executing agency (EA) of the project is the Zixing City Government (ZCG). The implementing agency (IA) is the Zixing City Urban and Rural Environmental Protection Investment and Financing Center. The PMO is in the ZCG. A project implementation unit is in each of the city’s bureaus of agriculture, environmental protection, forestry, housing, urban, and rural development, urban management (sanitation center) and water resources; and the Dongjiang Reservoir Administration Bureau. At the provincial level, the Hunan Provincial Finance Department provides overall guidance, coordination, supervision, and management.

4. Progress in implementing the EMP. The assessment of EMP implementation was conducted by the LIEC together with the Environmental Officer of PMO in October and December 2018, through construction sites inspection, meetings with the PIUs, contractors and CSCs and review of the monthly reports from the contractors and CSCs and other available files. The result was summarized below: i) EMP implementation is generally satisfactory. i) according to the contractors’ monthly reports the contractors have assigned staff in charge of environment, health and safety management; ii) CSCs have been contracted with the environmental supervision responsibility; iii) Monthly internal monitoring reports are being prepared by contractors and CSCs, and submitted to the PMO and LIEC monthly; iv) environmental commitments are being carried out and environmental management system are in place for civil work contracts; v) environment supervision is in place; vi) external monitoring results show the local environment were not negatively impacted by the project implementation; and vii) the GRMs have been setup in PMO. So far, no complaints have been filed; i). The Second round of sediment sampling: Based on ADB’s requirement, the second round of sediment monitoring was conducted by the environmental monitoring entity on 18 and 19 October 2018 for the five rivers which had been dredged and embanked. The monitoring result (Section V and Table V-1) shows that the contents of Hg at Liangping River and Qingyao River slightly exceed Class II Standard of GB 15168-1995 (0.505 mg/kg at Liangping River and 0.831 mg/kg at Qingyao River against the standard values of 0.50 mg/kg in pH 6.5-7.5 sediment and 1.0 mg/kg in pH >7.5 sediment). All the other pollutants at all the points meet the standard. The high background level of Hg is natural in the area due to mineral-rich, not caused by the construction activities. (the sediment background date in the ADB EIA show that in addition to Hg the other exceeded standard pollutants were cadmium and arsenic in the area).

The external environmental monitoring during the reporting period the monitoring conducted by the certificated environmental entity show that all the monitored parameters in ambient air, noise, wastewater and surface water qualities at all monitoring points meet the related applicable PRC environmental quality standards (Section V). iii). Environmental training. The project implementation progress is basically smooth and the construction quality is generally satisfactory in the reporting period. The training of EMP was conducted by the Consultant in Oct. 2018, with the topics of i) environmental mitigation measures during both construction of built-facility operation; ii) water source protection and effluence (treated wastewater) discharge from the built wastewater treatment facilities; iii) responsibilities of good practices for the PMO and PIUs’ environmental officers and contractors’ environmental engineers; iv) Updating the EMP based on the implementation status of projects, etc. iv). Public consultation: The public consultation was planned during the reporting period, due to the design of water supply facilities had not been completed in the reporting period, the treatment process and construction methods had not been finally decided. The questionnaires for the public consultation had been designed by the LIEC and the PMO, the questionnaire survey will be conducted in March or April 2019 according to the plan; v). II. INTRODUCTION

A. Purpose of report

6. The purpose of the EMR is to describe and assess progress for implementation of the EMP for the Project, for the reporting period of June to December 2018. This EMR is submitted in compliance with the Safeguard Policy Statement (SPS) of ADB and the loan agreement between ADB and the project EA.

7. This is the 2nd EMR for the project. It covers part of the construction and operation phases of the project. The report describes: (i) implementation of mitigation measures; (iii) monitoring activities; (iv) public consultations including grievance redress; (v) training and capacity building; (vi) expenditures for EMP implementation (including mitigation, monitoring, and training); (vii) reporting; and (viii) an overall assessment of key achievements, challenges, issues, corrective actions, and lessons learned, during the reporting period.

B. Project outcome, outputs and subcomponents

8. The project outcome will be the achievement of integrated environmental protection in Dongjiang Lake basin.

9. The project includes five outputs: (i) improved pollution control, (ii) establishment of an urban– rural water supply system, (iii) a rehabilitated river course, (iv) establishment of integrated ecosystem rehabilitation and management, and (v) strengthened environmental and project management capacity.

10. Output 1 includes (i) construction of six township wastewater treatment plants with a total capacity of 2,000 m3/day, and associated sewage collection pipes of 38.1 kilometers (km); (ii) construction of 2,856 small-scale wastewater treatment facilities for rural villages in 10 townships, and associated sewer pipes of about 330 km; (iii) procurement of solid waste collection and compaction equipment, and seven transfer facilities; and (iv) development of nonpoint source pollution management, including soil test and green fertilizer application, and green pest control measures application in 5,690 ha of farmland;

Output 2 includes (i) construction of the Yangdongxia water supply plant, with total water treatment capacity of 20,000 m3/day for the water supply of 128,688 residents in five townships, associated water delivery and supply pipelines with a total length of about 70 km, and pressure regulating stations; (ii) construction of Chukou water supply plant, with capacity of 620 m3/day for supply to 3,200 residents, and associated water delivery and supply pipelines of about 35 km; and (iii) procurement of O&M equipment;

12. Output 3 improves the flood protection standard and reduce the soil erosion of five major rivers of Guangqiao, Lianping, Qingyao, Tian’eshan, and Xingning that flow into the lake, including block clearance and dredging of 653,692 m3 (14.7 km), green embankment of 13.7 km, and landscaping along the riverbanks;

Output 4 includes (i) establishing aquatic facilities and management; (ii) constructing three wetlands for about 167 ha, and management facilities; (iii) conducting soil erosion control, including 1,000 ha of reforestation and revegetation, natural enhancement and management of 13,666 ha of public forest, constructing 590 km of fire breaks, and procuring firefighting facilities; (iv) improving 2,595 ha of bamboo forest; (v) conducting alternative livelihood training for 30,000 rural residents; and (vi) carrying out an eco-compensation pilot scheme;

14. Output 5 supports the (i) establishment of environmental, fishery, and forest firefighting monitoring centers; (ii) establishment of the Dongjiang Lake ecological and environmental protection research center; (iii) development of the Dongjiang Lake environmental monitoring and management information system; (iv) provision of project implementation consulting services, training, workshops, and study tours; and (v) establishment of a project monitoring and evaluation system.

15. Changes in contract packages. Since the water treatment plant was already constructed using domestic fund and following domestic procedure, the subproject of Chikou water treatment plant and distribution pipelines (W2-WS8) was cancelled from the ADB loan.

C. Project implementation progress

16. The project became effective on 14 June 2016. As of March 9, 2018, physical progress by the project was estimated by the project management office (PMO) to be 40.8%, against the elapsed implementation of 40.9% (22 months out of 60 months since the date of project effectiveness). The project is currently rated by ADB as on track. Implementation progress for subcomponents is summarized in Table II-1.

III. SUMMARY OF THE PROJECT ENVIRONMENTAL MANAGEMENT PLAN

18. The project environmental management plan (EMP) is the primary reference document for the ZCG and ADB for all environment-related mitigation, monitoring, reporting, and training activities for the project. Timely and effective implementation of the EMP is a key condition of the loan agreement between the ZCG and ADB. The EMP was prepared as part of the environmental impact assessment in 2015. The EMP is being implemented over 6 years, comprising 5 years of construction and 1 year of operation. The content of the EMP includes: institutional roles and responsibilities for EMP implementation; mitigation measures for environmental safeguard risks; environmental monitoring and reporting; training and capacity building; grievance redress mechanism (GRM) and public consultation, etc.

19. Project institutional arrangements for environmental management (Section B of the EMP). This section of the EMP describes the roles and responsibilities of relevant agencies for EMP implementation. For this project, the principal person responsible for EMP coordination is the PMO Environment Officer (Mr. Chen Jianjun), acting on behalf of the PMO. On-site implementation of the EMP is by the implementing agencies, contractors, and construction supervision companies (CSCs). Technical support to the PMO Environment Officer is given by the Loan Implementation Environment Consultant (LIEC, Mr. Wang Zhe from HJI Group. Co).

20. Executive Agency. Zixing City Government (ZCG) is the project Executing Agency (EA). The EA is responsible for communication with ADB, loan on-lending and repayment, as well as supervision and guidance of the Zixing PMO and implementing agencies (IAs) during the project implementation.

21. PMO. The City PMO is responsible for coordinating the implementation of project activities on behalf of ZCG. The PMO conducts daily management and coordination during project implementation on behalf of PLG.

22. IA: Zixing City Urban and Rural Environmental Protection Financing Center (ZUREPFC) is the IA. Within the ZUREPFC, there are four functional departments, Administration, Finance, Technical Engineering, and Contract Management. The ZUREPFC is responsible for: (i) engage and supervise engineering design institutes and tendering companies during project implementation; and (ii) report on progress.

23. Environment Officer of the PMO. The PMO has already appointed the PMO Environment Officer (Mr. Chen Jianjun) to be responsible for the environmental issues during the project implementation. The officer takes charge of (i) coordinating the implementation of the EMP and developing implementation details; (ii) supervising the implementation of mitigation measures during design, construction and operation; (iii) ensuring that environmental management, monitoring, and mitigation measures are incorporated into bidding documents, construction contracts and operation management plans; (iv) submitting semi-annual EMP monitoring and progress reports to ADB; (v) coordinating the GRM; and (vi) responding to any unforeseen adverse impacts beyond those mentioned in this EMP. The PMO Environmental Officer is technically supported by the LIEC.

24. Project Implementation Units (PIUs) have been set in Zixing Water Resources Bureau, Urban Rural Development Bureau, Forestry Bureau, Environmental Protection Bureau, Sanitation Department, Agricultural Bureau and Dongjiang Lake Reservoir Management Bureau respectively to implement relevant subprojects. Each PIU has assigned an environmental coordinator to assist the PMO Environment Officer.

25. Loan Implementation Environment Consultant (LIEC). the LIEC (Mr. Zhe Wang, with the German master degree in Environment and eight (8) years World Bank and ADB project experience) has been contracted under the loan implementation consultant services. The LIEC mobilized on site in April 2018, and he advises the PMO, PIUs, contractors and CSCs on environmental management and monitoring for the project. Later on, the LIEC will (i) assists in updating the EMP and environmental monitoring program, as needed; (ii) support the implementation of the EMP; (iii) support the PMO to prepare the next semi-annual EMRs to ADB in English; (iv) provide training to the PMO, PIUs, contractors and CSCs, on EMP implementation, GRM, relevant laws and policies, and ADB’s SPS, EMP implementation; (v) identify any environment-related implementation issues, and propose necessary corrective actions; and (vi) undertake site visits for EMP inspection.

26. Construction Contractors and CSCs. Construction contractors are responsible for implementing EMP during construction, under the supervision of the CSCs and PIUs. Contractors develop site-specific EMPs on the basis of this project EMP. The CSCs are responsible for supervising construction progress and quality, and EMP implementation on construction sites. Each CSC has an environmental engineer on each construction site to: (i) supervise the contractor’s EMP implementation performance; and (ii) prepare the contractor’s environmental management performance section in monthly reports submitted to the PIUs and PMO.

27. Environmental monitoring entities. Before June 2017, the contracted environmental monitoring institute was Zixing City EMS; and then the environmental monitoring is conducted by Hunan Qincheng Monitoring Co. By 31 December 2018, the four monitoring reports have been submitted to the PMO and LIEC.

28. The table III-1 below lists staff/persons in the PMO, PIUs, Contractors, construction supervision companies and LIEC in charge of EMP implementation, supervision and monitoring. The assessment for the environmental management readiness, and mitigation measures implemented status are shown in Section IV.

29. Project readiness assessment indicators (Section C of the EMP). This is the first key step prior to the start of project civil works, to ensure that preparations for EMP implementation have been completed.

30. Potential impacts and mitigation (Section C of the EMP). This section of the EMP summarizes the potential environmental impacts and mitigation measures for the different phases of the project: detailed design and pre-construction phase; construction phase; and operations phase. Table EMP-3 in the EMP summarizes the environmental risks and mitigation measures, and

agencies responsible for implementation and supervision of these measures. For this project, the key potential impacts and/or issues of concern: (i) the dredging and embankments, which may cause short-term increases in turbidity and loss of degraded but still relatively natural riverbanks. Aquatic organisms may be impacted by pollution, smothering of individuals and habitats from sediment dispersion, and loss of breeding or foraging habitat. Inappropriate transport could damage roads or cause leakage at spoil sites; and (ii) impacts to soil, water, air, and communities, from construction noise, fugitive dust, earthworks, solid waste disposal, interference with traffic and municipal services during pipeline and treatment plant construction, permanent and temporary acquisition of land, involuntary resettlement, and occupational and community health and safety. Operational risks considered were: (i) cumulative nutrient loading in Dongjiang Lake and rivers from the release of treated effluent from the six WWTPs; (ii) noise and air emissions from the wastewater and water treatment plants; and (iii) reduced water availability for residents downstream of Yangdong Reservoir as a result of altered reservoir management procedures.

31. Environmental monitoring program (Section D of the EMP). The program comprises three types of monitoring: (i) internal monitoring; (ii) external monitoring; and (iii) compliance monitoring. Internal monitoring is assessment by the project implementation units (PIUs) and/or CSCs to ensure the contractors are implementing mitigation measures as described in their contractual arrangements and EMP. External monitoring is the measurement of specific environmental variables (e.g. air quality, noise emissions, surface water, river sediment) to ensure that the construction activities do not exceed the standards specified for the project. During the reporting period, the environmental monitoring is conducted by Hunan Qincheng Monitoring Co. Compliance monitoring is the overall assessment of whether all EMP measures are being complied with, and is conducted by the LIEC together with the PMO Environment Officer. This monitoring does not involve quantitative measurement of environmental variables, but is based on visual inspection, site visits, and review of the progress reports for internal and external monitoring.

32. Reporting (Section D of the EMP). This section of the EMP describes the reporting requirements for the project, including the responsible agencies and reporting frequency.

33. Training (Section E of the EMP). This section of the EMP describes the training program for environmental safeguards, including the recipients and frequency of training.

34. Consultation and participation plan (Section F of the EMP). This section of the EMP identifies the mechanisms by which consultations will be accomplished (e.g., through workshops, questionnaires, etc.), the frequency of consultations, topics, and target audiences.

35. Costs (Section H of the EMP). This section of the EMP describes the estimated costs for EMP implementation over 6 years (5 years construction and 1 year operation). The cost estimates in the EMP include the costs for the mitigation measures, training, and monitoring.

IV. ENVIRONMENTAL MANAGEMENT DURING THE REPORTING PERIOD

A. Implementation of the project mitigation measures

36. The assessment was conducted by the LIEC together with the Environmental Officer of PMO in October and December 2018 through construction sites inspection, meetings with the contractors and CSCs and review of the monthly reports from the contractors and CSCs.

37. Implementation of the mitigation measures in the EMP is summarized in Table IV-1. This table is the same as Table EMP-3 of the EMP but has additional columns, to summarize the implementation status and compliance for each listed mitigation measure within the reporting period.

38. Based on Table IV-1, all contractors, prior to construction, prepared site-EMPs on the basis of the EMP. These had been submitted to the PMO and PIUs monthly and were considered adequate. Contractors and the CSCs assigned specific personnel for their daily environmental management and supervision on site during construction. The PMO, PIUs and LIEC conducted site visits, reviewed the site-EMPs, as checked the contractors’ compliance with the EMP and their site-EMPs.

V. ENVIRONMENTAL MONITOING

A. Monitoring result for the river sediment (supplementary sampling)

39. Based on the ADB’s requirement in October 2018, additional in-channel sediment samples were taken by the environmental monitoring entity on 18 and 19 October 2018 for the five rivers which had been dredged and embanked. The PRC does not have a standard for sediment in waterways such as streams, rivers, lakes, reservoirs and the sea. It is common practice in the PRC to use Environmental Quality Standard for Soils (GB 15168-1995) to assess sediment quality since most sediment would be disposed on land and mostly likely for future agricultural or planting uses.

40. The monitoring results show that the contents of Hg at Liangping River and Qingyao River slightly exceed Class II standards (0.505 mg/kg at Liangping River and 0.831 mg/kg at Qingyao River against the standard value of 0.50 mg/kg in pH 6.5-7.5 sediment and 1.0 mg/kg in pH>7.5 sediment (Table V-1). All the other pollutants at all the points meet the standard. The high background level of Hg is natural in the area due to mineral-rich, not caused by the construction activities. (the sediment background date in the ADB EIA show that in addition to Hg the other exceeded standard pollutants were cadmium and arsenic in the area).

B. Environmental monitoring during reporting period

41. Three types of project monitoring were conducted in the reporting period, included (i) internal monitoring conducted by the CSCs and PIUs; (ii) external monitoring of ambient air, noise, and surface water conducted by Hunan Qincheng Monitoring Co.; and (iii) compliance monitoring conducted by the LIEC together with the Environmental officer of PMO to ensure that the EMP was being implemented. Summary of assessment are presented in Table V-2, while the detailed external monitoring results are shown in Table V-4 to Table V-6, and the original external monitoring reports in Chinese are attached as appendix II

C. Monitoring plan and responsibilities

42. Internal monitoring. The project monitoring program in the project EMP focuses on the environment within the project area of influence. The daily internal environmental inspection and monitoring were conducted by the CSCs and the PIUs’ environmental officers, which Include: (i) implementation of the EMP mitigation measures by the contractors; (ii) number and timeliness of internal reports provided by the contractors/CSCs to the PMO; (iii) any instances of non-performance; and (iv) corrective actions for any non-compliance. The internal monitoring results are documented in the CSCs’ monthly internal environment inspection reports, which should be submitted to the PMO

and the PIUs monthly. Because the consulting team of loan implementation TA services was contracted in April 2018, the LIEC mobilized on site in early April 2018, the template tables were distributed to each of the contractors and CSCs after the environmental management training on 17 April 2018. During the reporting period, the monthly reports from the contractors and CSCs were received.

43. External monitoring. The environmental monitoring entity were contracted by the PMO to conduct external environment monitoring at construction sites and sensitive points in accordance with the EMP, by using the PRC standard monitoring methods in accordance with the environment monitoring program in the EMP, read below paras in detail.

44. Compliance monitoring. The LIEC (Mr. Wang Zhe, with the German master’s degree in Environment and eight (8) years World Bank and ADB project experience) has been contracted under the loan implementation consultant services. The LIEC mobilized on site in April 2018, and the LIEC has advised the PMO, PIUs, contractors and CSCs on environmental management and monitoring for the project in the training seminar. The LIEC; (i) prepared the two EMRs; (ii) conducted the sites inspection and compliance monitoring; (iii) distributed and collected the contractors and CSCs monthly EMR implementation reports; (iv) had meetings with the contractors, CSCs, PIUs for understanding the status and situation of the EMR implementation, etc. the assessments of environmental monitoring are shown in Table V-2. during the next reporting period, the LIEC will (i) go on to support the EMP implementation; (ii) support the PMO to prepare the next semi-annual EMR to ADB; (iv) provide training to the PMO, PIUs, contractors and CSCs on EMP implementation, GRM, relevant laws and policies, and ADB’s SPS, EMP implementation; (iv) identify any environment-related implementation issues, and propose necessary corrective actions; (vi) undertake site visits for EMP inspection, and (vii) assists in updating the EMP and environmental monitoring program, as needed.

45. Standard methods for the external monitoring. Based on the construction characteristics and the local environmental functional zoning specified by the local EPB, the applicable national standards are confirmed in the EMP for evaluation of the monitoring results. D. External Monitoring Results of the second half of 2018

46. Ambient Air quality. The external ambient air quality was monitored by Hunan Qiancheng Monitoring Co. at 31 sites for two consecutive days on 26-27 September 2018 (Table V-4), three monitoring points were selected for each monitoring site including upwind and downwind of the site and the sensitive point nearby the site. The three parameters of TSP, PM10 and NO2 were monitored. The applicable PRC national standard is Grade II of Integrated Emission Standards of Air Pollutants (GB16297-1996). The monitoring data in Table V-4 shows that the daily average concentrations of TSP, PM10 and NO2 at all the monitoring points meet the standard.

47. The ambient air quality standard of GB3039-2012 was also used to assess the air qualities, the three monitored parameters of TSP, PM10 and NO2 at all monitoring points meet the Grade II Ambient Air Quality Standard of BG3039-2012, shows that the air quality at the construction sites were good.

48. Noise. Thirty-one (31) monitoring sites (with124 monitoring points) were selected for the noise monitoring at the boundaries of construction sites, the monitoring was conducted during the period of 24-25 September 2018 (in daytime only because all construction activities stop at night). The monitoring result in Table V-5 shows that all the monitoring data meet the national Noise Standard at Construction Boundaries (GB12523-2011) – Grade II.

Wastewater and surface water monitoring: twenty-three (23) monitoring points including 10 for surface water and 13 for wastewater discharge, were selected, the monitoring was conducted on 26-27 September 2018. E. Conclusions

50. During the reporting period, all monitored environmental parameters of ambient air, noise, as well as wastewater and surface water complied with the applicable PRC environmental standards. The external monitoring results show the local environment was not negatively impacted by the project implementation.

VI. PUBLIC CONSULTATION AND GRIEVANCE REDRESS MECHANISM

51. Public consultation had been conducted during preparation of the domestic EIA and the project EIA in 2015 in accordance with the PRC Guideline on Public Consultation in EIA (2006) and ADB’s SPS (2009). Information disclosure and public consultation included: two rounds of internet, newspaper and posters information disclosure; numerous meetings with key stakeholders, including representatives of the affected public, local authorities and organizations; informal visits to communities and households in the project areas; two questionnaire surveys; and a wider stakeholder meeting attended by affected people and other concerned stakeholders.

52. Public consultation during reporting period. In the reporting period, there was no public consultation activity in Zixing City. The public consultation was planned during the reporting period, due to the design of water supply facilities had not been completed in the reporting period, the treatment process and construction methods had not been finally decided. The questionnaires for the public consultation had been designed by the LIEC and the PMO, the questionnaire survey will be conducted in March or April 2019 by the PMO and the consultants according to the plan;

53. A grievance redress mechanism (GRM) was established in Zixing City during the ADB PPTA in compliance with ADB’s SPS (2009) requirement to prevent and address community concerns and assist the project to maximize environmental and social benefits. The GRM was presented and discussed with potentially affected persons during public consultation.

54. In April 2018, the consultants, both the LIEC and social consultants had the training and discussion including the GRM issue, the GRM responsible persons from the PMO, all the PIUs and major contractors and CSCs received the training, they understood the principal, the procedure, the responsible persons ‘roles and responsibilities in the GRM after the training.

55. The GRM contract points and responsible persons are shown in Table VI-1 below. On the municipal level, the municipal EPB has set up the Environmental GRM hotline, which is open 24 hours a day; on the PMO level, both the Environmental and Social Officers (Mr. Chen Jianjun and Mr. Yuan Shoushu) are contract persons for the GRM during the project implementation; the contact person of the PIUs, and the LIEC are listed in the table below.

56. There is no grievance recorded in the reporting period perhaps because of less construction activities in the period.

VII. TRAINING AND CAPACITY BUILDING

57. A capacity building and training program were defined in the EMP, which addresses training needs, i.e. training needed for project personnel in order to ensure that the PMO, PIUs, contractors and CSCs are well versed in environmentally sound practices and are able to undertake all construction activities with the appropriate environmental safeguards. The training plan defined in the EMP has been reviewed by ADB, the PMO, the PIUs and the LIEC.

58. During the reporting period, the training to the PMO, the PIU, the contractors and CSCs was conducted by the LIEC on 11 October 2018. All 40 trainees (including 8 females) from the PMO, the PIUs, the contractors and CSCs participated the training. The training PPT was attached as the Appendix 1 of this EMR, and the main contents of training included the followings:

i) Environmental mitigation measures during both construction of built-facility operation;

ii) Water source protection and effluence (treated wastewater) discharge from the built wastewater treatment facilities;

iii) Responsibilities of good practices for the PMO and PIUs’ environmental officers and contractors’ environmental engineers;

iv) Updating the EMP based on the implementation status of projects;

v) ADB’s environmental policies and requirements for environmental management during project implementation; and Environmental impacts and mitigation measures during the construction, including soil erosion control, air and water pollution mitigations, and solid wastes collection and disposal;

vi) Value and importance of wetland and lake/reservoir; and

vii) Importance of the EMP, and the EMP implementation during the construction and operation, including the key mitigation measures for soil erosion control, ambient air and noise pollution control, protection of existing vegetation, measures and mechanism for collection and disposal of domestic rubbish and construction wastes on construction sites, as well as the measures to protect the local communities and construction workers from the construction activities.

59. Results. The training was successful, and the feedback from the participants was that the training topics were suitable for their construction practices, and they understood more about the importance of the EMP and the key environmental mitigation measures during the project implementation, and the value and importance of the Dongjiang Lake and other wetlands. They hoped to receive more training in the future.

VIII. COSTS OF EMP IMPLEMENTATION DURING THE REPORTING PERIOD

61. An estimation of the total costs spent to implement the EMP is difficult, because (i) the costs are spread across the PMO, contractors, CSCs, LIEC, and external monitoring agencies; (ii) the costs for environmental management are usually included within the lump sum contract amounts between the PMO, or PIUs and contractors or other agencies. However, an estimate of total costs spent to date includes the following:

• Total contract amount for the external monitoring entities = CNY 303,000

• Cost for environmental management during preconstruction = CNY 200,000.

• Cost for implementation of mitigation measures during 22 months construction = CNY 7,000,000

62. Based on these estimates, the total amount spent to date for implementation of the EMP is approximately CNY 7,503,000. The cost for mitigation measures during constructions was included in the civil contracts, the costs for environmental management during pre-construction were covered in the detailed engineering designs and PMO’s operation budget, and the cost for monitoring was paid by the PMO.

IX. COMPLIANCE WITH LOAN AND PROJECT ASSURANCES

64. The loan agreement and project agreement between the government and ADB includes seven (7) assurances (or “covenants”) for environmental safeguards and/or related to environmental issues. These relate to the timely and effective implementation of the EMP, as well as project-specific assurances tailored to the current project. Compliance with these assurances is a condition of the loan and project agreements. For the current reporting period:

i) Six of the seven assurances were being complied with in the EMR of first half 2018, the assurance No.5 was also complied in this EMR, the supplementary sediment monitoring was conducted in the second half 2018; and

ii) Dongjiang Lake Eco-compensation Fund (assurance No. 7). The Dongjiang Lake Ecological Compensation Plan was issued on 22 March 2018 by Zixing Municipal Leading Group Office for Ecological Compensation Mechanism of Dongjiang Lake Basin, which expected to take effect before the end of 2018. The proposed budget for the compensation in short term (2020-2030) is CNY 510 million while in Long term (2031-2050) is CNY 730 million. The proposed beneficiaries of compensation will be the fishermen of demolished fishery net-cages, unemployed workers by closure of mines (pollution sources) in the basin, and ecological losses by non-point pollution sources control, etc.

X. LESSONS LEARNED AND NEXT STEPS

65. EMP implementation is generally satisfactory. i) the contractors have assigned staff in charge of environment, health and safety management; ii) CSCs have been contracted with the environmental supervision responsibility; iii) Monthly internal monitoring reports are being prepared by contractors and CSCs, and submitted to the PMO and LIEC monthly; iv) environmental commitments are being carried out and environmental management system are in place; v) environment supervision is in place; and vi) external monitoring results show the local environment were not negatively impacted by the project implementation; and vii) the GRMs have been setup in PMO. So far, no complaints have been filed. Several issues for the next reporting period: i). Public consultation: The public consultation was planned during the reporting period, due to the design of water supply facilities had not been completed in the reporting period, the treatment process and construction methods had not been finally decided. The questionnaires for the public consultation had been designed by the LIEC and the PMO, the questionnaire survey will be conducted in March or April 2019 according to the plan; ii). Update the EMP: The EMP updating was discussed during the reporting period, the main issue/adjustment for the updating is the monitoring parameters, locations and frequency, etc. because the project implementation will mainly focus on the water supply facilities in 2019 and 2020, the external monitoring parameters and locations should be adjusted accordingly to reflect the water qualities of drinking water sources, both the baseline and the impacts/pollution from the construction activities.
